A: Báo Cáo M I Toàn Th A: B¡o c¡o mời toàn thº A1VMC741: Tannakian duality and applications Phung Ho Hai Institute of Mathematics, Hanoi Tannakian duality aims to answer the question: how much can the representations of a group tell us about the group itself. The starting point was the celebrated duality for locally compact abelian groups due to Pontryagin (1930s). For com- pact groups, an affirmative answer was given by the works of Tannaka and Krein (1930s): a compact group is uniquely determined by its finite dimensional complex representations. The case of affine algebraic groups was studied by Grothendieck and his students Saavedra and Deligne (1970-1980). There are many applications of Tannakian duality ranging from representations theory, number theory, algebraic geometry to mathematical physics, most notably the invention of quantum groups due to Drinfeld. The aim of this talk is to review recent results on Tannakian duality and explain some applications to the study of the fundamental group of algebraic schemes. A3VMC346: Variational convergence of unifunctions and bifunctions with applications in optimization 1 Phan Quoc Khanh International University, VNU-HCMC One calls a convergence notion a variational convergence if it preserves extremal properties in nature, i.e., if elements of a convergent sequence possess such proper- ties then so does the limit. In this talk we present first epi convergence of univariate functions and its variational properties. Then, we focus on the two extensions to bivariate functions: lopsided convergence and epi/hypo convergence. These three notions are the main kinds of variational convergence. We discuss also conditions additional to the convergence to ensure higher-level and almost complete preserva- tions of variational properties. Among these conditions tightness assumptions are the most important. We provide also various characterizations of the mentioned no- tions of convergence. Applications in both deterministic and stochastic optimization problems are included in our presentation as well. A4VMC723: Some recent results on pseudoconvex domains of infinite type Tran Vu Khanh Tan Tao University, Long An Pseudoconvexity is one of the most central concepts in modern complex analysis. There are two kinds of pseudoconvexity: finite type and infinite type. A lots of work has been done about pseudoconvexity of finite type. We are interested in the infinite type case. In this report we present some recent results on pseudoconvex domains of infinite type. The content of the report consists of: 1. Lp-estimates for the Henkin solution to the @¯-problem; 2. Regularity of the @¯-Neumann problem; 3. Lower bounds of the Bergman metric and Kobayashi metric; 4. Estimates for the “type" of the boundary. In the second part we will describe some applications of these results in group theory, number theory, and algebraic geometry 2 D: Đại sè - H¼nh học - Tôpô D1VMC742: Subgroups of the multiplicative group of a division ring Bui Xuan Hai (joint work with Nguyen Anh Tu and Nguyen Kim Ngoc) University of Science, VNU-HCMC Let D be a division ring and D∗ be the multiplicative group of D. There is a closed relation between subgroup structure of D∗ and algebraic properties of D. The first result reflecting this relation is the famous theorem of Wedderburn in 1905 asserting that every finite division ring is commutative. This remarkable result have stimulated many further investigations of mathematicians (among them we recall Jacobson, Faith, Kaplansky, Herstein,...) to generalise it. At the present, this problem of research remains still one of subjects which attracts the attention of many authors around the world. A particular interest is that to study maximal subgroups of D∗. On the other hand, it is well-known from old results that subnormal subgroups in D∗ behave as D∗ in several manners. For instance, from the ealier result of Scott in 1957, we see that it does not exist any abelian non-central normal subgroup in a non-commutative division ring. This is a particular case of the most important result concerning subnormal subgroup structure obtained later in 1964 by Stuth asserting that every soluble subnormal subgroup of D∗ is central. We notice also Herstein's result in 1956 asserting that xD∗ is infinite for every non-central element x of D∗. This result was extended by Scott in 1957, when he proved that jxD∗ j = jDj. Moreover, Scott also proved that if G is a non-central subnormal subgroup then for every non-central element x of D, the division subring generated by xG is D. There are also other results of several authors showing that subnormal subgroups of D∗ are, roughly speaking, “ big". Our purpose in this report is to present subgroup structure of an arbitrary subnormal subgroup G in a division ring D and its ifluence to the structure of D . In particular, we study maximal subgroups of G. For the last time, several authors study maximal subgroups of D∗ and many nice properties of such subgroups were obtained. Studying maximal subgroups of G, we get in many cases the similar results for these subgroups as the results obtained previously for maximal subgroups of D∗. Another problem we study is the question of the existence of non-cyclic free sub- groups in subnormal subgroups and maximal subgroups of a division ring. This problem plays an important role for the understanding of the structure of division rings. D2VMC754: Homological realization of a combinatorial identity of G. Andrews 3 Nguyen Dang Ho Hai College of Science, Hue University In studying the generating function of Minc's partitions, G. Andrews established a combinatorial identity which suggests the existence of a minimal injective resolution of an interesting object in the category of unstable modules over the modulo two Steenrod algebra. This talk gives a report on the joint work with Lionel Schwartz and Tr¦n. N. Nam, where we construct this injective resolution and derive some of its homotopical consequences. We had cautioned the Vietnamese judicial system against any attempt to use the law in an abusive fashion,” the press freedom organization said. “The unlicensed transmission of programmes that were not in Vietnamese nor aimed at a Vietnamese audience should not have been characterized as anything other than an administrative offence. This verdict shows the authorities were conveying the anger of their Chinese counterparts, who were the targets of the criticism expressed in the radio programmes. “We ask the international community to put pressure on the Vietnamese government for the immediate release of Vu Duc Trung and Le Van Thanh, as well of all journalists and bloggers who are currently suffering under a growing crackdown. “We also appeal to Prime Minister Nguyen Tan Dung to consider the demands we set out in the letter we sent to him in September.” The two journalists were convicted in a summary trial by the Supreme People’s Court of Vietnam under a section of the penal code that bans “the illegal transmission of information on a telecommunications network”. According to a witness quoted on the website of the newspaper The Epoch Times, their lawyer Tran Dien Trien asked to be shown which laws banned broadcasting into China, but received no response.

    VIETNAM EXECUTIVE SUMMARY The Socialist Republic of Vietnam is an authoritarian state ruled by a single party, the Communist Party of Vietnam (CPV) led by General Secretary Nguyen Phu Trong, Prime Minister Nguyen Tan Dung, and President Truong Tan Sang. The most recent National Assembly elections, held in May, were neither free nor fair, since the CPV’s Vietnam Fatherland Front (VFF), an umbrella group that monitors the country’s mass organizations, vetted all candidates. Security forces reported to civilian authorities. The most significant human rights problems in the country were severe government restrictions on citizens’ political rights, particularly their right to change their government; increased measures to limit citizens’ civil liberties; and corruption in the judicial system and police. Specific human rights abuses included continued police mistreatment of suspects during arrest and detention, including the use of lethal force, as well as austere prison conditions, arbitrary arrest and detention for political activities, and denial of the right to fair and expeditious trial. Political influence, endemic corruption, and inefficiency strongly distorted the judicial system. The government increasingly limited privacy rights and freedoms of the press, speech, assembly, movement, and association; increasingly suppressed dissent; further restricted Internet freedom; reportedly was involved in attacks against critical Web sites; and spied on dissident bloggers. Freedom of religion continued to be subject to uneven interpretation and protection, with significant problems continuing, especially at provincial and village levels. Police corruption persisted at various levels. The government maintained its prohibition of independent human rights organizations. Violence and discrimination against women as well as trafficking in persons continued, as did sexual exploitation of children and some societal discrimination based on ethnicity, sexual orientation and gender identity, and HIV/AIDS status.

    Bloc 8406 Submission to the Australian Parliamnent Religious Inquiry 2017 Bloc 8406 Submission to the Australian Parliament Religious Inquiry 2017 Bloc 8406 is one of the pro-democracy movements in Vietnam. Bloc 8406 was formed on the eighth of April, 2006 in Vietnam by 118 prominent Vietnamese people one of whom was the Catholic priest Nguyen Van Ly, a nominee for the 2013 Nobel Peace Prize. Since then its membership numbers worldwide have increased significantly. Even though Bloc 8406 is not legalised by the Socialist Republic of Vietnam (SRV) Government, it has been a driving force in promoting democracy and fighting for human rights in Vietnam. On behalf of all Vietnamese people including political and religious prisoners we are submitting the following facts and recommendations. Stroke is one of the leading causes of death both globally and in Southeast Asia, which is confirmed by high values: 5 million and 500 thousand deaths annually, respectively. The situation in Vietnam is also critical. We have systematized and studied the risk factors in patients with ischemic stroke in Phu Tho Province General Hospital. This was a prospective cohort study of 192 patients. Transient ischemic attack was described in 13% of all cases, and the risk of progression to severe disease or death had an odds ratio (OR) = 5.2; 63.5% of all patients with hypertension had a risk of severe complications or death with OR 3.2. Previous cardiovascular events were found during the history of the disease in 28.1% of patients. Hyperlipidemia had a significant prevalence among the patients; the risk of exacerbation was OR = 2.6. Tobacco smoking and alcohol abuse also had a high prevalence among patients (72.6%). The risk of death among smokers and alcohol abusers was 2.4 times higher compared with patients without bad habits. Ischemic cerebrovascular accident is one of the most common health problems in Vietnam and needs more attention. The government increased its suppression of dissent, arresting at least 25 political activists, convicting 14 dissidents arrested in 2008, 2009, and 2010, and denying the appeals of another 10 dissidents convicted at the end of 2009. Police commonly mistreated suspects during arrest or detention. Prison conditions were often austere. Although professionalism in the police force improved, members of the police sometimes acted with impunity. Individuals were arbitrarily detained for political activities and denied the right to fair and expeditious trials. Political influence, endemic corruption, and inefficiency strongly distorted the judicial system. The government increased measures to limit citizens' privacy rights and freedom of the press, speech, assembly, movement, and association. Internet freedom was further restricted as the government orchestrated attacks against critical Web sites and spied on dissident bloggers. Freedom of religion continued to be subject to uneven interpretation and protection; despite some progress, significant problems remained, especially at the provincial and village levels. Police corruption remained a significant problem. The government maintained its prohibition of independent human rights organizations.

Ever since Locke arrived in Beijing in August, Chinese netizens have been talking about his ordinary lifestyle, including carrying his own backpack and travelling in economy class, which contrasts sharply with the privileges enjoyed by Chinese officials. State-run media have responded to netizen admiration by calling Locke’s behavior a calculated ―neocolonialist plot.‖ However, the U.S. envoy told Chinese reporters that the media spotlight on him was ―totally unexpected.‖ Two Chinese reporters have further confirmed the government’s wariness of Locke’s popularity, revealing that they had been warned by the propaganda authorities not to ―hype‖ his Guangdong trip. Indeed, while a small local newspaper ran a question-and-answer article with the ambassador on the front page, the Guangzhou Daily, which has a much larger circulation, buried a short story about Locke on page 10, and the national Xinhua news agency apparently did not cover the visit.
