It has for first vocation to improve the competences of the municipal staff in the field of urban planning and management of urban services. The concerned technical departments are the department or urban planning and architecture, the department of transport and civil engineering, the authority for public transports planning, the construction department… IMV organizes seminars to support decision-makers and technicians, finances studies, implements consultancies, contributes to knowledge dissemination by the translation of scientific and technical books, and maintain a library on urban planning. Ho Chi Minh City Urban Development Management Support Centre (Centre de Prospective et d’Etudes Urbaines (PADDI)) was created in 2004 in cooperation between the People’s Committee of Ho Chi Minh City and the Rhône-Alpes Region (France). Its office is located inside the Ho Chi Minh City Town Planning Institute. Competences of PADDI are training, consultancies and research. -

INTRODUCTIONI VIETNAm’s iCE AGE In January 2011, the Arab Spring transformed Tunisia. Egypt followed suit. Then Burma had its own spring. But no spring ever came to Vietnam. On the contrary, the political chill deepened. When National Assembly speaker Nguyen Phu Trong took over as Vietnamese Communist Party general secretary, he was ready to do anything to maintain order and, above all, stay in power. He inaugurated a new era marked by a growing crackdown on journalists and bloggers. Since his promotion, those who refuse to submit to the single party’s censorship have been subjected to waves of arrests, trials, physical attacks and harassment. The Trong era’s statistics are impressive, if not glorious. In 2012 alone, the Vietnamese authorities prosecuted no fewer than 48 bloggers and human rights activists, imposing a 3 total of 166 years in jail sentences and 63 years of probation. Vietnam is now the world’s second biggest prison for blogger and netizens, after China. Relative to population size, the situation is much worse in Vietnam than China. A total of 35 bloggers and netizens are currently detained just for exercising their right to information and expression, of whom 26 were arrested since Trong took over. The new Vietnamese strongman’s achievements including reinforcing the human and technological resources assigned to Internet surveillance, and the constant adoption of new repressive laws and directives. The latest, called Decree 72, makes it illegal to use blogs and online social networks to share information about news developments. It marks a new low in the regime’s campaign against use of the modern Internet as a tool of independent information and troublesome counterweight to Vietnam’s traditional media, which are kept under tight party control. -

Reporters Without Borders http://www.rsf.org/vietnam-two-citizen-journalists- jailed-for-10-11-2011,41377.html Asia - Vietnam Prison for radio “pirates” Two citizen journalists jailed for illegally broadcasting to China 10 November 2011 Reporters Without Borders is appalled by the sentencing today of two citizen radio journalists, Vu Duc Trung and his brother-in-law Le Van Thanh, to prison terms of three years and two years respectively for illegally broadcasting radio programmes to China. “This conviction is harsh and outrageous. We had cautioned the Vietnamese judicial system against any attempt to use the law in an abusive fashion,” the press freedom organization said. “The unlicensed transmission of programmes that were not in Vietnamese nor aimed at a Vietnamese audience should not have been characterized as anything other than an administrative offence. This verdict shows the authorities were conveying the anger of their Chinese counterparts, who were the targets of the criticism expressed in the radio programmes. “We ask the international community to put pressure on the Vietnamese government for the immediate release of Vu Duc Trung and Le Van Thanh, as well of all journalists and bloggers who are currently suffering under a growing crackdown. “We also appeal to Prime Minister Nguyen Tan Dung to consider the demands we set out in the letter we sent to him in September.” The two journalists were convicted in a summary trial by the Supreme People’s Court of Vietnam under a section of the penal code that bans “the illegal transmission of information on a telecommunications network”. According to a witness quoted on the website of the newspaper The Epoch Times, their lawyer Tran Dien Trien asked to be shown which laws banned broadcasting into China, but received no response. -

Since the establishment of diplomatic relations in 1995, overlapping security and economic interests have led the two sides to expand relations across a wide range of issue-areas and begin to form a strategic partnership of sorts. Perhaps most prominently, in 2010, the two countries mobilized a multinational response to China’s perceived attempts to boost its claims to disputed waters and islands in the South China Sea. This coordinated effort to promote the freedom of navigation has continued. U.S. Interests In the United States, voices favoring improved relations have included those reflecting U.S. business interests in Vietnam’s reforming economy and U.S. strategic interests in expanding cooperation with a populous country—Vietnam has over 90 million people—that has an ambivalent relationship with China and that is asserting itself on the regional stage. Others argue that improvements in bilateral relations should be conditioned upon Vietnam’s authoritarian government improving its record on human rights. September 15, 2011: Beijing Review: Students from rural areas are falling behind Fewer and fewer students from rural areas are managing to enroll in one of the leading universities in China. According to a 2010 study, only 17% of undergraduate students at Qinghua (Tsinghua) Univer- sity in Beijing were from rural areas, despite the fact that rural students accounted for 62% of all regis- tered participants in the nationwide university entrance exam. In 2011 less than 15% of undergraduate students of Qinghua University came from China’s rural areas. At Beijing University, the number of students coming from the countryside dropped from 30% (1978–1998) to around 10% over the last ten years. Overall, the number of rural students at leading universities has dropped alarmingly below 20%. It begins with an investigation and discussion of the human rights provisions from the 1946 Constitution to the 1992 Constitution – a period where the socialist human rights tradition was established in Vietnam. It follows with an analysis of the debates on the new human rights and citizens’ rights provisions in the 1992 Constitution, where a new concept of natural human rights emerged. The article continues to explore how the struggle and debates surrounding the competing conception of rights – socialist and positivist on one hand and natural law-based on the other – come into play in shaping the 2013 Constitution. It then proceeds to evaluate the potential challenges involved in the implementation of these rights in the coming years. The authors argue that the development of constitutional human rights in Vietnam is still limited by ideological barriers. It also faces substantial practical challenges owing to, inter alia, the absence of provisions for the immediate implementation of such rights as well as legal mechanisms for the protection of constitutional rights, such as a constitutional review system. -

The organizations have been working alongside with governments in activities pertaining to the goals on poverty reduction, empowerment of women, increased transparency, and notably to encouraging people’s participation in decision-making and policy implementation. In Vietnam, as the Doimoi process moves forward, a wide range of civil society organizations have been established and tremendously developed. The people’s participation in the development process has been increasingly enhanced. However, substantial researches on civil society currently need to be conducted so as to clarify its roles, position and policies to encourage the people’s active participation, thus contributing to the socio- economic development of the country. Under the support from the UNDP, SNV and CIVICUS and the cooperation with local and international research institutes and experts, in 2005, the Vietnam Institute of Development Studies (VIDS) carried out the project titled “Civil Society Index - Shortened Assessment Tool in Vietnam”. -

UNOFFICIAL TRANSLATION The Government of Vietnam and its assurance of freedom of religions and belief I. Situation of religions Vietnam is a multi-religion country. At present, about 95% of the Vietnamese population has a religious life, including more than 24 million religion followers (about 27% of the total population); 83,000 religious dignitaries/leaders and 28,000 places of worship. There are over 12 million Buddhists; 6.7 Catholics; 2.5 million Cao Dai followers; 1.5 million Protestants followers; 80 thousand Muslims; 1.5 million “Pureland Buddhist Home Association” followers; over 1.3 million “Hòa Hảo Buddhists; 60,000 “Four debts of Gratitude Religion” followers; 57,000 Hindu followers; about 15,000 “Strange Perfume from Precious Mountains Religion” followers; about 11,000 “Minh Sư Faith” followers; and about 1,000 “Minh Lý Faith” followers. There are 40 religious organisations, belonging to 15 recognised and registered religions, which include the Buddhist Sangha of Vietnam; Catholic Bishops’ Conference of Vietnam; ten Protestant Sects and organisations; Hoa Hao Sangha; 10 Cao Dai sects and organisations and one religious teaching centre; six Islamic organisations; two Cham Hindu organisations; Representative Board of Vietnam Church of Jesus Christ of Latter-day Saints (Mormon church); Four Debts of Gratitude Religion organisations; one Pureland Buddhist Home Association; one Baha’i faith of Viet Nam organisation; one Minh Su Faith organisation; one Minh Ly Faith organisation; and one Strange Perfume From Precious Mountains organisation. Religious followers who are ethnic minority people, especially in remote areas always receive support and agreement from local government for their religious activities provided that those activities are in line with provisions of law.
