Situation Report No. 7 Floods Central – additional flooding October 17, 2010 – 7pm (Viet Nam time)

I. Summary

• From 14 th till 16 th October, provinces Nghe An to Quang Nam have been affected by heavy to very heavy rainfall, ranging from 600 to700mm, causing new flooding and landslides • Ha Tinh is the most affected province • Number of death: 1 person (excluding deaths from previous flooding) • A total of 49,222 houses have been submerged and many areas are isolated by the floods

• The Prime Minister requested to Source: NCHMF (2:30PM, 17 October, ) urgently provide 100 million VND cash and 1,000 tons of rice to Ha Tinh and Quang Binh provinces each • Typhoon ‘Megi’ is currently located east of the Philippines and will make landfall tomorrow afternoon, Oct.18. It currently has strength CAT 5 (super typhoon) and is projected to continue in the direction of Vietnam

II. Situation Overview

• The rain has caused flooding in Nghe An, Ha Tinh and Quang Binh: - Nghe An: flood levels from 0.2 to 1.5m in city - Ha Tinh: 143 communes in 12 districts flooded, of which in 3 districts all communes are flooded (Huong Khe: 22/22 commune, Vu Quang commune 12/12; Ha Tinh commune 16/16) - Quang Binh: districts of Tuyen Hoa, Minh Hoa, Le Thuy, Quang Ninh • Ha Tinh is the most affected province, with Hà Tĩnh, Chu L ễ and C Nm Nh ượng districts the most affected. The highest amount of rainfall in one day, 548mm, fell in Chu L ễ, Hà Tĩnh on the 16 th of October • In the next 24h, river water levels will still increase in Nghe An and Ha Tinh and will very slowly start to recede in Quang Binh

• At 7am Oct. 16, there was a breach in the Khe Mo dam (Ha Tinh) causing serious flooding in Các Huy ện, Hươ ng Khê, H ươ ng S ơn, Vũ Quang, C Nm Xuyên, Đức Th ọ and H ồng Lĩnh. The dam was safe again by 4.10pm the same day. The Ho Ho hydropower dam and other hydropower infrastructure in the provinces are safe. • Typhoon ‘Megi’, currently situated East of the Philippines is projected to make landfall in the Philippines in the afternoon of the 18 th of October. It is currently a CAT 5 typhoon or super typhoon (source: NCHMF, JTWC, TSR ).

III. Damage

Additional floods North-Central Vietnam - From CCFSC flash report, October 17:

• Deaths: 1 (Ha Tinh 1). • Missing: 2 (Ha Tinh 1; Thua Thien Hue 1) • Houses flooded: 49,222 houses - Ha Tinh: 35,430 (Huong Khe: 14,000; Vu Quang: 3096; Cam Xuyen 4300; 14,234 houses in other districts) - Quang Binh: 13,792 houses • Transport: Highway 1A, 15 A, HCM highway and various provincial and communal roads flooded, with record floods in Ha Tinh up to 2.5m. Highway 15 and various provincial roads in Quang Binh are flooded 0.5 to 2.0 m. Railways disrupted. • Households evacuated ( up to 7pm, Oct. 16 ): - Ha Tinh: 5,929 households/21,738 people; Huong Khe 3,000hh/12,000pple, Vu Quang 470hh/1,880pple, Cam Xuyen 600hh/1,500pple, Loc Ha 1,547hh/6,188pple, Nghi Xuan 300hh, Huong Son 4hh/20pple, Kỳ Anh 8hh/50pple. - Quang Binh: 3,586 households/12,501 people

IV. National Response

• On 16 th October, the Prime Minister has issued communication 1863/CD-TTg to provinces from Nghe An to Thua Thien Hue and other ministries and agencies, to provide directions on the response measures to be carried out. CCFSC has further issued communication 312/PCLBTW CLBTW to provinces from Nghe An to Quang Nam for implementation of urgent response and search and rescue operations. • In the morning of October 17, the Prime Minister requested the Ministry of Finance to urgently provide 100 million VND cash and 1,000 tons of rice to Ha Tinh and Quang Binh each. • Missions by the CCFSC have been send to Ha Tinh provinces for coordination and monitoring of operations, and a delegation of the MARD to monitor the reservoir conditions. • The Ministry of Defense , Ministry of Transport , Ministry of Public Security and EVN have deployed specialized units to direct the sectoral responses and provide further assistance.

• The CCFSC and the NCHMF are closely monitoring the rain and flood situation and the situation regarding typhoon Megi and are dessiminated updated information on a regular basis • Ha Tinh province has mobilized 14 high-speed boats, 500 officers and soldiers and thousands of military forces for evacuation to safe zones. They also provided 5 tons of noodles, and drinking water, especially to Huong Khe. There are also plans to provide 15 billion VND in cash from the provincial budget and 1,000 tons of rice . • Thua Thien Hue province will provide 346.5 tons of rice, 254.2 tons of noodles, 118,470 liters of oil, and 3.5 tons of salt.

V. International Response

• So far, in response to previous flooding, International organisations (Plan, IFRC, USAID, etc.) have pledged almost 7 billion VND (345,000 USD) as emergency aid to flood victims in Vietnam’s central region. • Overseas Vietnamese in Finland and staff of the Vietnamese embassy in the country raised 2,150 EUR, equivalent to 58.8 million VND • Save the Children is planning to respond to quickly meet the immediate needs of the affected communities and families in Quang Binh during the first three months while initiate some early recovery effort with cash and cash for work later. They will provide 1,000 hh non- rice food basket, 500 education kits, 200 hh kits and 200 hygiene kits. More will be provided at a later stage.

Floods Central Vietnam

I. Summary

• Number of death: 66 people (no increase since last report on 12 th October) • The low pressure zone in the East Sea caused localized flooding in Binh Phuoc province and Phu Quoc district, Kien Giang province. 2 people died in Phu Quoc. • Various regions in the country are affected by medium to heavy rain with a severe risk of flooding. • Huong Son district, Ha Tinh, is currently affected by flooding causing serious damage. • CCFSC has sent out communication 30/CĐ-PCLBTW to provinces instructing them to closely monitor the situation and carry out all necessary preparations. • A typhoon, internationally named ‘Megi’, has originated in the Philippine Sea, East of the Philippines. It currently has strength CAT2 and is projected to continue in the direction of Vietnam.

II. Situation Overview

• Due to a cold front in the North of Vietnam, North and North-Central provinces are affected by medium to heavy rain, with locally very heavy rain. In the south, a low pressure zone causes strong winds, rain and thunderstorms. • In the past two days, provinces from Nghe An to Quang Nam had medium to heavy rain causing river water levels to rise quickly. The average rainfall was 100 - 150mm, with local peaks up to 200mm. This already caused floods in Huong Son district, Ha Tinh • In the next 24h, water levels will continue to rise with a strong risk of further flooding, especially in provinces from Quang Binh to Thua Thien Hue. • Typhoon ‘Megi’, currently situated East of the Philippines is projected to make landfall in the Philippines on the 18 th of October, as a CAT4 typhoon ( source: JTWC, TSR ).

III. Damage

• Deaths: 66 (Nghe An 6; Ha Tinh 12; Quang Binh 45; Quang Tri 3). • Missing: 19 (Nghe An 3; Quang Binh 16)

• Injured: 114 (Nghe An 2; Ha Tinh 29; Quang Binh 80; Quang Tri 3) • Houses flooded: 148,711 • Rice paddies flooded: 3,186ha • Secondary crops flooded: 17,227ha • Food, seeds and seedlings lost: 44,800 tons • Volume of landslides: 1,086,059 m 3 • Collapsed or damaged bridges: 664 • Estimated total damage: 3,190billion VND (approx. 167.8 million USD)

Flooding Kien Giang and Binh Phuoc - From CCFSC flash report, as of October 13:

Phu Quoc district, Kien Giang: • Death: 2 • Missing: 4 • Fishing boats sunk: 49 • Collapsed and damaged houses: 12 houses collapsed, 32 houses was unroofed and 42 houses severely damaged

Binh Phuoc: • No casualties • Houses flooded: 545 houses (Đ ồng Phú District 321, Dong Xoài town 224) • Damaged crops: 368.84ha • Bridges washed away: 2

IV. National Response

• The CCFSC has compiled and disseminated a comprehensive report on the flooding in North- Central Vietnam containing information on national and sub-national response to the flooding, meteorological information, data on damage and general challenges during the response and recovery phase. • The MARD Department of Crop Production has sent the Prime Minister a detailed and comprehensive request for seed support in of the floods and also the drought affecting parts of the country. The request is as follows: rice seed 2.800 tons, seed 200 tons and vegetable seed 110 tons. • In total, the Ministry of Defense has carried out 10 flights carrying 7.6 tons of goods (food and water) to flooded areas. • The National Center for Clean Water and Rural Sanitation (NCERWASS) with support from UNICEF has provided a total 300,000 Aquatabs for 15,000 families, 2,300 kg of PuR for 13,700 families, 1,000 hygiene kits for 1,000 families, 3,000 kg of Chloramin B for 15,000 wells and 6,000 leaflets in Quang Binh, Ha Tinh and Hue.

• The Viet Nam Fatherland Front has allocated so far a total of 1.5 billion VND to the affected provinces and is preparing a second allocation of 4 billion. • PACCOM , on 13 th October, has reconfirmed its call for emergency assistance from international (non-governmental) organizations to affected people. Assistance is most encouraged in the areas of livelihoods, health and education. • The Viet Nam Cross , through the IFRC’s disaster relief emergency fund (DREF), has distributed a first round of emergency support and will start a second round soon as seen in the following table:

• The local authorities in Kien Giang and Binh Phuoc have mobilized forces to carry out urgent search and rescue and response work. They have taken appropriate measures to coordinate the local relief effort and provide food aid, medicine and other support to the affected areas.

• The Quang Binh Department of Health has requested WHO the following: basic medical equipment for commune level (36 sets); tanks for storing drinking water (1,000 sets); and support for one health emergency response training course. WHO is currently exploring

funding possibilities to respond to this request. WHO is also closely following–up with MoH and DoH on surveillance of communicable diseases and support if needed. • During the visit to Ha Tinh, the Vice Minister of MOET was accompanied by a truck with 2.5 tons of educational supplies provided by UNICEF as part of the pre-positioned education supplies and MOET has 20 trucks waiting to deliver more of these supplies directly to the commune level. • Save the Children also has 500 education kits available for distribution if needed • Sattelite maps of the flood situation in Quang Binh, but also of the current rainfall of the last days in the Mekong delta have been issued by UNOSAT/UNITAR through UNDP (http://unosat.web.cern.ch/unosat/asp/prod_free.asp?id=96 )

VI. Cluster information

• Nutrition cluster: a Sector Specific Rapid Assessment (SSRA) will be conducted in Quang Binh and Ha Tinh from 21 st October by National Institute of Nutrition and the Food Administration Department. Locally produced multiple micronutrient and protein sprinkles will also be distributed to the most affected households estimated to reach 20,000 children under 5 years, and pregnant and lactating women. The Nutrition Cluster is further advocating for more appropriate quantities and quality of complementary foods in line with minimum standards. The next cluster meeting is scheduled for 27 th October, 2pm, at National Institute of Nutrition.

• Health cluster: a relief matrix of the health cluster is currently being circulated and will be updated regulary. The Health cluster hasn’t scheduled a meeting.

• Education cluster : there are continued discussions on the need for a further education specific assessment to acquire more information on the needs of children related to the damaged schools, supplies and materials. The cluster is also working strongly with MOET to see if the prepositioned supplies are required to be distributed. The next cluster meeting will be communicated shortly.

• Early Recovery cluster : an Emergency Market Mapping and Analysis (EMMA) team is currently being assembled to go on a mission early November. The cluster will also organize a number of focus meetings on early recovery for a wide range of stakeholders. The cluster will also print and disseminate the draft Government guidelines on early response and early recovery together with a number of practical tools and documentation.

I. Summary

• Number of death: 66 people (no increase since last report on 10 th October) • All flooding in the affected areas have completely receded • The DMWG Joint Assessment Teams have presented their findings and recommendations in the morning of October 12. • Main issues in Quang Binh : water and sanitation in severe condition, lack of teaching and learning materials, damage to preschools, child protection, lack of safe shelter, poorly constructed housing, urgent food needs, limited nutrition standards, limited income-generating opportunities, poor awareness on DRR, etc. For more details, see report. • Main issues in Ha Tinh : recovery of agricultural production, timely and appropriate distribution of food aid, need for teaching and learning materials, child protection, reservoir management, untimely early warning, flood-proof building and evacuation centers, etc. For more details, see report. • Local coping mechanisms and pledged assistance can cover urgent needs in Quang Tri and Thua Thien Hue provinces, therefore emergency relief efforts should focus on Ha Tinh and Quang Binh. • The South-Central, Central Highlands and Mekong delta provinces are affected by rain to heavy rain due to a low pressure zone in the East Sea. No serious flooding has occurred so far.

II. Situation Overview

• Floods in all communes and villages in the affected provinces have receded completely • The low pressure zone currently situated in the southern part of the East Sea (Bien Dong) in front of the coast of Binh Dinh to Binh Thuan, is still causing heavy rain and thunderstorms at sea, and rain to heavy rain in provinces from to Binh Thuan, the Central Highlands and the Southern provinces. In the last 24h, several provinces have been affected by 50 to 100mm of rain. • In the next 24h, water levels in rivers from Da Nang to Binh Thuan and southern Central Highlands region will increase. Water levels in the Mekong delta have reached their peak and will decrease in the next 24h. 9

III. Damage

IV. National Response

• Rescue teams in Quang Binh province managed to supply food and clean water to victims in the submerged districts of Minh Hoa, Bo Trach and Quang Ninh • More than 1,000 soldiers and volunteers have been mobilised to repair houses, clean wells and sanitation infrastructure in the worst affected areas in Huong Khe District, Ha Tinh province • MoLISA and DoLISA in Quang Binh are providing financial aid (500,000VND if one parent lost, 9 million VND if both parents lost) and psychological support to the 33 children orphaned by the flooding. They also pay regular home visits to monitor the children’s situation. • The Ministry of Education and Training has instructed their provincial offices to provide detailed information about the education situation in the affected localities. The Vice- Minister is currently visiting the affected area. • The National Center for Clean Water and Rural Sanitation (NCERWASS) has provided chemicals to help affected provinces treat contaminated water. • The CCFSC is compiling a comprehensive report on the flooding in Central Vietnam that will be disseminated to a wider audience soon.

• Besides the national appeal, USD 160,853 has been allocated from the IFRC ’s Disaster Relief Emergency Fund (DREF) to support the VNRC in delivering immediate assistance to some 50,000 beneficiaries for a period of 3 months with foods, 10,000 household kits, water and sanitation, livelihoods, shelter. More information: http://www.ifrc.org/docs/appeals/10/MDRVN007dref.pdf • The Viet Nam Red Cross has also launched a mobile phone campaign to raise funds for the affected areas. Type: "UHMT" and send to 8688, with each SMS donating/costing 10,000 VND, or type: "UHMT" and send to 8788, with each SMS donating/costing 15,000 VND.

• In the morning of October 12, during a well attended debriefing meeting , the DMWG Joint Assessment Teams presented their findings and recommendations for Ha Tinh and Quang Binh province. The Viet Nam Red Cross also provided updates on their assessments in Thua Thien Hue and Quang Tri. • Plan International will provide a 1 month ration to 2,000 households in Minh Hoa (Quang Binh), total support vallues 30,000USD, and will provide further longer term livelihood assistance after further assessment is carried out • ADRA , partnering with the Red Cross, will provide 15,000kg of food packages (7 varieties of food) next Wednesday in Ha Tinh province • ActionAid has send an assessment team to Vu Quang district in Ha Tinh and will likely provide seed and other support • The World Society for Protection of Animals (WSPA) will provide chemicals, VET, feed and cattle shelter assistance to the affected households • The Chinese Red Cross has decided to grant 50,000 USD as relief aid. The Chinese Embassy on October 8 had already donated 10,000 USD. • The U.S. Government through USAID has committed $50,000 in emergency assistance.

• On October 12, at 2pm, the UN PCG NDE held an emergency meeting to discuss the situation and possible UN response • UNICEF has provided the MoET with teaching and learning kits that can be provided to the affected areas after more detailed information on education is required. • FAO is exploring possible support in the form of Emergency Food Security and Livelihoods (EFSL) needs assessments, provision of animal feed, VET, vegetable seeds, improved and flood-resistant rice varieties, rehabilitation of aquaculture, etc. • Sattelite maps of the flood situation in Quang Binh have been issued by UNOSAT/UNITAR through UNDP

• UNOCHA has developed an updated overview map of the flood affected areas (see http://www.reliefweb.int )

VI. Cluster information

• The WASH and Health cluster will hold a joint meeting to discuss the situation in the affected provinces and coordinate responses (date and venue to be announced).

• The Nutrition cluster will soon hold a first meeting (date and venue to be announced). They will also contact the National Institute for Nutrition to advocate for nutrition quality standards, equal distribution and a more comprehensive package of food aid. In close collaboration with NIN, the cluster will likely carry out a nutrition assessment, six weeks after the flooding.

• The Education cluster is in close contact with the Ministry of Education and Training and their local counterparts to acquire detailed information about the education situation in the affected areas. They will also develop a matrix of who’s doing what and where. The cluster is likely to carry out an education assessment.

• The Livelihoods and Early Recovery clusters have not been activated and will call for a meeting if the need arises. The Early Recovery cluster is exploring the possibilities of sending an EMMA mission to the field.

Floods Central Vietnam October 11, 2010 – 5pm (Viet Nam time)

I. Summary

• 66 people died (an increase of 14 people since last report on 8 th October) • New tropical depression has developed in southern part of the East Sea (Bien Dong), river water levels are increasing in South Central Provinces and Mekong Delta • Quang Binh: Flooding still occurs in 2 communes in Minh Hoa and Bo Trach district and 2 villages of Lien Trach district • Ha Tinh: Flood water has completely receded in all affected communes • Debrief meeting of the Joint Assessment Teams to take place at 9am Tuesday 12 th October, B1 Building in La Thanh Hotel • Emergency needs as suggested from primary findings of Joint Assessment Teams: o The Government at Central and Provincial levels has provided support to the affected communities and ensured urgent needs of basic food and water. o Suggested emergency relief include: food and drinking water, household non- food item packages, household water purification chemicals and medicines o Quang Binh: high need for both emergency relief and recovery. Severe food insecurity is likely to occur in Quang Binh in the next 4 months o Ha Tinh: medium food emergency relief, high need for recovery. The affected communities are likely to face food shortages for the next 6-7 months.

II. Situation Overview

• Rain stopped has in all affected provinces Ha Tinh, Quang Binh, Quang Tri, Nghe An and Thua Thien Hue since the 8th October • On the 9th October, there were still 9 communes in 5 districts of Quang Binh (Minh Hoa, Bo Trach, Le Thuy, Quang Ninh, Tuyen Hoa) and 5 communes in Huong Khe and Vu Quang District flooded; by 18:00 on the 10 th October, flood water had receded in most of Quang Binh and completedly receded in Ha Tinh • A depression has developed in the southern part of the East Sea (Bien Dong); river water levels are increasing in the South Central Provinces and Mekong Delta • Water levels have increased quickly in rivers in southern central and central highland provinces, which is likely to create a small-medium flood • Water levels in the Mekong Delta are going to increase in the next 1-2 days, and at reach Alarm Levels 2-3 in Dong Thap, An Giang, Long An rivers (Dong Thap Muoi and Tu Giac Long Xuyen) • The CFSC sent urgent Reports Nos. 318, 319 and 320/BC-PCLB to the CCFSC.

V. International Response

o Ha Tinh – 8th October: team leader Oxfam, members from IFRC, PACCOM, Plan, Save the Children and CARE • Primary gaps for humanitarian response as analysed by the assessment teams include o Quang Binh: (source: primary information provided from WHO ) - Aids of rice and cash from government are little and slow, need urgent supports - Poor families will lack food for 1-6 months due to loss of food crop and wet during the flood - Food stuff and nutrition food is very insufficient. Risk of increased malnutrition among children - No party pledged yet for education and health care - No cash and resources yet available for farming land recovery and likely increase trends of livelihood insecurity - Poor understanding and awareness of DRR and CBDRM o Ha Tinh (source: primary information provided from Oxfam ) - Food gap in next 6 months: estimated 4,000 tons of rice - Localities were not well prepared for the water rising and limit early warning information - At the time of assessment, most of affected families have not yet had the clean water for both cook and bathing; there is less food than usual but local people still had some rice and instant noodle - Students will have to travel by ferry-boat to schools, which needs better care by parents. - Ha Tinh Provincial People Committee called for national/ external support of VND 400 billion to recover agricultural production, roads and bridges, irrigation system, school, healthcare station • A debriefing meeting will be organised by PACCOM on Tuesday 12 th from 9 to 11am on 12 th October at B1 Building, La Thanh Hotel. Representatives from provinces are invited to the meeting. CCFSC, PACCOM/VUFO, UNPCG NDE and DMWG representatives will co-chair the meeting • UN-PCG NDE will have extraodinary meeting at 2pm on 12 th October in the Room, UN Offices • Sattelite maps of the affected areas have been issued by UNOSAT/UNITAR through UNDP from 8-11 th October • UNOCHA has developed a first overview map of the flood affected areas (see http://www.reliefweb.int )

I. Summary

• 2 districts in Quang Binh and 6 districts in Ha Tinh still flooded. • Major concerns about health and sanitation situation in flood affected areas, particularly Minh Hoa district (Quang Binh) • Still major transport problems in Quang Binh province (Huong Hoa district). • Rainfall has decreased, flood levels are slowly receding • Tropical depression located south of Hainan island (China) will weaken into a low pressure zone • Deputy Prime Minister has decided to provide Ha Tinh and Quang Binh each 100 billion and 1,000 tons of rice as immediate emergency support • DMWG Joint Assessment Team to Ha Tinh left on Friday morning 8 th October. The team for Quang Binh will leave Saturday 9 th October early morning.

II. Situation Overview

• On the 7 th of October affected provinces Ha Tinh, Quang Binh, Quang Tri, Nghe An and Thua Thien Hue had little to no rain • Water levels in rivers in Ha Tinh and Quang Binh provinces are receding and forecasted to decrease more in the next coming 24h • Flood situation on the 8 th of October, 7am: o Ha Tinh: total of 32 communes in 6 districts flooded (Huong Khe: 10 communes, Vu Quang: 7 communes, Huong Son: 3 communes; Duc Tho: 4 communes, Thach Ha: 4 communes, Cam Xuyen: 4 communes; ) o Quang Binh: 14 communes in 2 districts flooded

• A tropical depression , on the south coast of Hainan Island (China), 340km east of Ha Tinh - Quang Tri province. In the next 24h, the depression will move eastwards and weaken into a low pressure zone

III. Damage

From DOH Ha Thinh province, as of 7th October, 4pm:

• Property damages in 6 districts: Huong Khe, Vu Quang, Huong Son, Duc Tho, Ky Anh, Can Loc • Houses flooded: 21,153 • People evacuated: 3,822 (Huong Khe) • People isolated: 4500 (Vu Quang) • Health facilities: 40 community Health Centres (CHCs) damaged and flooded • Sanitation, environment: more than 27,000 wells and toilets flooded;

IV. National Response

• After meetings with the Provincial People's Committee on the 7th of October 2010, Deputy Prime Minister has decided to provide two provinces of Ha Tinh and Quang Binh each 100 billion and 1,000 tons of rice as immediate emergency support to help the affected people, restore production, and repair essential infrastructure • The Ministry of Defense conducted 9 flights carrying 7.6 tons of cargo (shrimp and water) for affected people. Naval Forces also sent ships on the high seas to rescue fishing boats, which failed to return to shore. Further search and rescue is on-going and more flights with food and other neccessities will be carried out over the following days • The Ministry of Transport repaired roads where floods receded; the National Highway 1A is totally repaired, the Ho Chi Minh road is still inaccessible at 2 places in Quang Binh, the northern railway line is also still interrupted at some places in Quang Binh. No passengers are stranded anymore. • The CCFSC continue to monitor the situation and provide necessary directions to provinces affected for effective response and recovery • Deputy Prime Minister Nguyen Thien Nhan attended the launch of a fundraising campaign held by the Ministry of Education and Training yesterday

• The Ho Chi Minh Communist Youth Union raised VND116 million for flood victims

• A national fundraising campaign has resulted in the following donations: Fatherland Front 6.9 billion VND, Vietnam National Oil and Gas Group (PetroVietnam) 4 billion VND, and Vinh Phuc province 2 billion VND. • Vietnamese newspapers have launched several donation campaigns. Sai Gon Giai Phong newspaper will give Ha Tinh and Quang Binh VND50 million each, and has launched a relief program to call on donations for the central region

V. International Response

I. Summary

• Quang Binh and Ha Tinh most affected provinces: still isolated areas with 2 to 3m flooding • Rainfall has decreased, flood levels are slowly receding • Tropical depression still located west of Hainan island (China) • Field missions under the lead of Deputy Prime Minister Hoang Trung Hai and Minister Cao Duc Phat to Ha Tinh and Quang Binh provinces • Emergency relief operations by Government and Red Cross on-going, as well as search and rescue • PACCOM issued a letter to INGOs and international development agencies appealing for emergency assistance • DMWG Joint Assessment Teams will be briefed today, and go to the field as of tomorrow

II. Situation Overview

• From 1 st -5th October, provinces Ha Tinh, Quang Binh, Quang Tri, Nghe An and Thua Thien Hue have been affected by torrential rains, with an average total rainfall of 300 to 800mm and above in some places, particularly Quang Binh (up to 1,600mm). The rainfall caused flooding from 0.1m up till 1m and above. Since the 6th of October affected provinces had little to no rain. • Water levels in rivers from Ha Tinh to Quang Binh are receding, but flood levels at downstream rivers still high. Flood levels slowly to recede in the next coming 24h and coming days • All reservoirs in the affected area are are now at safe levels; Ho Ho Hydro-power station was repaired and back to normal operation. • Flood situation:

o Ha Tinh: total of 35 communes in 6 districts (Huong Khe: 13 communes, Vu Quang: 9 commune of Huong Son: 4 communes; Duc Tho: 4 communes, Thach Ha: 4 communes, Cam Xuyen: 5 communes). o Quang Binh: total of 106 communes in 6 districts (Tuyen Hoa: 20 communes; Minh Hoa: 17 commune of Bo Trach: 11 communes, Quang Trach district: 16 communes; Le Thuy: 27 communes; Quang Ninh: 13 communes). o Hue: 1,450 houses flooded in Phong Dien, Huong Tra, Quang Dien o Quang Tri: floods have receded from people’s houses • Students in Quang Binh have been off school for five days and cannot resume their studies as most of educational facilities remain underwater • A tropical depression , on the west coast of Hainan Island (China), 270km east of Thanh Hoa - Ha Tinh province. In the next 24h, the location of the depression will remain almost the same. The depression is causing strong winds at sea (Gulf of ) of wind level up to 6 (39-49km/h), with gusts up to 7-8

III. Damage

From CCFSC flash report, as of October 7, 6am:

• Death: 48 (Nghe An 5; Ha Tinh 7; Quang Binh 33; Quang Tri 3). • Missing: 18 (Nghe An 3; Ha Tinh 1; Quang Binh 14; Quang Tri 0) • Injured: 19 (Nghe An 2; Ha Tinh 3; Quang Binh 11; Quang Tri 3) • Number of people evacuated: 19,573 households (Ha Tinh 9,000; Quang Binh 5,023; Quang Tri 5,000; Hue 550) • 12 boats sunk (83 peoples on those boats were rescued), of which Nghe An: 04 boats/33 people; Quang Tri: 02 boats/4 people; Quang Binh: 6 boats/46 people; 14 boats are still in need

IV. National Response

At central level:

• On 06/10, Deputy Prime Minister Hoang Trung Hai and Minister Cao Duc Phat, led a two days mission to Ha Tinh and Quang Binh provinces to monitor the floods and the response work, mobilize people and resources and visit the affected families • The Ministry of Health, Transport, and Public Security have issued directives to guide their sectoral response and recovery • The Ministry of Transport units have worked on the repair of the roads. Highway one is completely cleared and the Ho Chi Minh highway is still to be cleared at two sections (in Quang Binh). • The Ministry of Defense has organized 7 flights carrying 5.6 tons of cargo (shrimp and water) supplies to the isolated areas in Quang Binh. Other supplies are provided in the affected provinces (dried shrimp, water, medicines, chloramine B, life jackets, etc.

• The CCFSC continue to monitor the situation and provide necessary directions to provinces affected for effective response and recovery. NCHMF is closely monitoring rainfall, flood, inundation, and the tropical depression and is reporting frequently to the CCFSC. • Detailed request from Ha Tinh province submitted to central level: 5,000 tons rice, 400 billion cash support, 61 boats, 3 medical boats , 3,000 kg of water treatment chemicals, 15,000 liters of disinfectant chemicals, 400 tonnes of rice, 50 tonnes of maize, and 15 tons of vegetable seeds.

• PACCOM has disseminate a letter to international non-governmental organizations and international development agencies appealing for emergency assistance • The Committee of Vietnam Fatherland Front will support the provinces from Ha Tinh to Thua Thien Hue with cash valued 1.5 billion VND • The Viet Nam Red Cross decided to provide the five central flood-hit provinces with more relief aid worth 2.2 billion VND. Quang Binh and Ha Tinh province will be each provided with 1,000 boxes of supplies (including blankets, mosquito nets, cooking utensils and other essential appliances), 50 tents and 150 million VND. Quang Tri will receive 600 boxes of goods and 50 million VND and Nghe An and Thua Thien-Hue 400 boxes of goods and 50 million VND each. • On October 6, the President of the Viet Nam Red Cross Tran Ngoc Tang has also launched a donation campaign nation-wide. The campaign will last until November 15, 2010. • Hanoi city decided to donate 5 billion VND and Ho Chi Minh City donated 3.5 billion VND

V. International Response

• The DMWG Joint Assessment Teams are briefed about assessment tools and methods at an orientation meeting today, 7 th October, 2-3.30pm, at NGO Resource Center • Team composition: o Quang Binh – 9th October: team leader Plan International, members from Plan, VNRC, UN PCG (WHO), Save the Children, World Vision, PACCOM o Ha Tinh – 8th October: team leader Oxfam, members from IFRC, PACCOM, Plan, Save the Children o The VNRC will carry out assessments in the other provinces Nghe An, Thua Thien- Hue and Quang Tri, and contribute staff to the joint assessment teams • A debriefing meeting will be organised by PACCOM on Tuesday 12 th October to present the results of all the assessments (venue to be confirmed)

• IrishAid has committed funding to support PACCOM • IFRC is preparing to launch the disaster response emergency fund appeal using their own emergency fund of around CHF150,000 (this is not the normal emergency appeal, that will be considered after the assessments). • After consultation with DMC/CCFSC, UNDP requested UNITAR to activate the Space Charter for detailed sattelite maps of the affected areas

I. Summary

• Ha Tinh, Quang Binh, Quang Tri, Nghe An and Thua Thien Hue affected by serious floods • Worst affected: Tuyen Hoa and Minh Hoa districts (Quang Binh) and Huong Khe district (Ha Tinh) • Transport in Quang Binh province very difficult • Government and Red Cross have provided first emergency relief • Affected provinces have issued a request for assistance to the central government • Search and rescue efforts are still on- going • CCFSC field missions under lead of Source: National Center for Hydro-Meteorological Forecasting Deputy Prime Minister sent to Ha Tinh and (9:30PM, 6 October, Hanoi) Quang Binh • The Disaster Management Working Group sends out Joint Assessment Teams to Ha Thinh and Quang Binh, complemented by VNRC teams in the other provinces.

II. Situation Overview

• From 1 st till 5 th of October, provinces Ha Tinh, Quang Binh, Quang Tri, Nghe An and Thua Thien Hue have been affected by torrential rains, with an average total rainfall of 300 to

800mm and above in some places, particularly Quang Binh (up to 1,600mm). The rainfall caused flooding from 0.1m up till 1m and above. • Estimated total population affected: 20% of population, 228 communes • More than 61,000 houses flooded or damaged • 90% of all 159 community health centers in Quang Binh flooded, and almost all district health facilities flooded. In Ha Tinh, 20 community health centers flooded, of which 9 very severe. • Water levels in rivers in provinces from Ha Tinh to Quang Binh will continue to remain high, with peaks in the morning of October 6. They will slowly start to recede after. • A tropical depression , currently located west of Hainan island (China) and 250km east from the coast of Thanh Hoa - Ha Tinh, is bringing more rain to the central, north-central provinces • Ho Ho Hydro Power dam has been at risk of breaching but is now secure again. Households around the dam have been relocated to safe areas. Other reservoirs have been discharging water in order to protect the infrastructure and prevent flooding.

III. Damage

• Death: 28 (Nghe An 6; Quang Binh 12; Quang Tri 3; Ha Tinh 7) • Missing: 7 (Nghe An 3; Quang Binh 1; Quang Tri 1; Ha Tinh 2) • Injuries: 9 (Nghe An: 4; Quang Binh 1; Quang Tri 2; Ha Tinh 2) • Households evacuated: 14,395 (Quang Binh 5,023; Quang Tri 5,000; Ha Tinh 3,822; Hue 500)

IV. National Response

At central level:

• On 3 rd of October 2010, the CCFSC and NCSC with support of their standing offices disseminated an official correspondence No 27/CĐ-PCLBTW and No 28/CĐ-PCLBTW to provide instructions on the response to the rain and flood situation in provinces from Thanh Hoa to Binh Thuan. The correspondence provided directions on the flood response according to the various warning levels; reservoir management and safety; evacuation of population from low land or flood risk areas. • The Vietnam Electricity Corporation has also sent an official correspondence to direct the Northern and Central Electricity Corporation and other local units to ensure safety of the Ho Ho hydropower dam and other dams and reservoirs in the affted areas. The company mobilized a specialized force of the Northern Electric Company to deal with the risk of an overflowing Ho Ho hydropower dam. At 7pm on the 3rd of October 2010, the water level in the dam was 50 cm below the top of the dam. On the 4th of October 2010, MARD sent a

mission headed by Mr. Hoang Van Thang to inspect and direct the response work in provinces from Thanh Hoa to Ha Tinh. • On the 4th of October 2010, Ministry of Health issued directive 6637/CD-BYT to provinces from Thanh Hoa to Binh Thuan containing preventive and response measures. On the same day, directive 6666/BYT-VPB7 was sent to provinces from Nghe An to Thua Thien Hue on an increase of medicine and staff • On the 4th of October 2010, Ministry of Transportation sent directive 63/CD-BGTVT to provinces from Thanh Hoa to Binh Thuan containing preventive and response measures. • Other directives have been sent out to instruct on relocation of population in high risk areas, close monitoring of floods, risk of landslides and further flooding, search and rescue and other prevention and response measures • CCFSC has been meeting frequently to update on the situation and provides instructions in line with the directives issued. • On 6 th October, 1pm, CCFSC send out field missions for two days under the lead of the Deputy Prime Minister and representatives from other ministries to Ha Tinh and Quang Binh provinces to direct the search and rescue, response and relief work • Government has provided immediate emergency relief to various affected areas (instant noodles, other food, drinking water, plastic sheeting for shelter, etc.), people living in areas still at risk for flooding, flash floods and land slides are still evacuated and further search and rescue is on-going. • The Ministry of Health has supplied 40 medical stocks, 200,000 chloramin B tablets, 200 life jackets to Nghe An, Quang Binh, Ha Tinh, Quang Tri and Thua Thien Hue. Quang Ngai has received 50 medical stocks, 100,000 tablets and 100 life jackets.

• Tomorrow morning, PACCOM will disseminate a letter welcoming assistance from NGOs working in Vietnam

Request from provinces to central level , on 5 th of October, 11pm:

• Quang Binh: 1.5 million packs of instant noodles; 2.5 million bottles of water, 10 rescue canoes • Ha Tinh: 60 tonnes of instant noodles, 8000 boxes of water, 1000 kg of water purification chemical • Quang Tri: 1500 tonnes of rice, 3000 life vests, 50 floating rafts • Thua Thien Hue: 1000 tonnes of rice, 10 tonnes of instant noodles, 1000 lifevests, 02 ships of 240 CV and 07 canoes of 85CV

V. International Response

• The DMWG conducted an emergency meeting on Wednesday October 6, at 3.30pm at the NGO Resource Center and decided to send out 2 Joint Assessment Teams:
