1. The Senate met at 10:54 a.m. The Senate President read prayers.

2. Votes and Proceedings: The Senate President announced that he had examined the Votes and Proceedings of Tuesday, 10th January, 2012 and approved same.

By unanimous consent, the Votes and Proceedings were approved.

3. Announcement: The Senate President read a letter from Senator Simeon S. Ajibola (Kwara - South) as follows:

DEMISE OF SENATOR ALB. PRINCE SULEIMAN ADISA MAKANJUOLA JAIYEOLA SALA WU

I write to welcome you and indeed all Senatorsfrom Christmas and New Year recess, at the same time also inform the Senate of the demise of Senator Alh. Prince Suleiman Adisa Makanjuola Jaiyeola Salawu alias Thomade (jor the masses) who woke up joyfully on ](/h December 2011, extended his morning greetings to the family members in the compound, returned back to his veranda to wave his usual two fingers victory sign to passers-by for the masses and there after passed on to heaven- thefinal resting place of all. He was born on l Oth March, ]946, 65years ago in the ancient town of Offa, Kwara State. 344 Wednesday, 11th January, 2012 No. S8

He was a Senator of the Federal Republic of Nigeria in 1983 representing Kwara South Senatorial District of Kwara State.

TheLate Senator Suleiman Salawu started his Educational Careerat St. Mark's Primary School, Ojfa, on completion heproceeded to thefamous Offa Grammar School, Offa where he obtained his 0' Level Certificate.

He embarked on part-time/in-service training while working as a Civil Servant in Kaduna and Maiduguri. He later voluntarily resigned his Civil Service appointment and set up a successful stationaries/office equipment and bookshop at Maiduguri where he married a Kanuri woman as hisfirst wife in the year 1970.

Senator Salawu with his unchanged political ideology of Democratic Socialism, Justice and Fair-Play started his political career right from his school days and served his people in the following capacities:- • He was elected a Councillor in 1976-1979 during which he was known for offering Scholarship awards to the needy ones from his business income and all his salaries/allowances as a councillor.

• He was elected Senator 1983 under the political platform of UPN.

• He was at various times State Party Chairman of Social Democratic Party (SDP) and All Peoples Party (APP) and also served as State Director of Organisation of CNG.

• He was National Chairman of Action Alliance (A.A.) party.

• Till his death, he was the Kwara State Chairman of Yoruba Council of Elders and Yoruba Unity Forum.

He has been buried and was survived by wives and children.

7. Proclamation of State of Emergency in certain Local Government Areas of the Country: Motion made: That the Senate notes with serious concern that the country has been experiencing serious crises and disturbances which presently constitute grave threats to peace, order, good governance, security and safety to the nation and her citizenry;

notes also that these crises and disturbances are currently predominant in certain parts of the Federation namely;

observes that the present crises and disturbances transcend religious, political and ethnic divide with the perpetrators of the crises utilizing terrorist tactics thereby occasioning serious break down of law and order;

observes also that it is evident that the magnitude of the crises in the affected areas has overwhelmed the response capacities of the concerned State Governments and Local Government Councils who have accordingly not been able to manage, curtail or eradicate the situation leading • . ~._, L l•..•~•.,~ ~f nHJ-,lir nrnPT and security in the affected areas; 346 Wednesday, 11th January, 2012 No. 58

worried that there is a clear and present danger of the crises in the Local Government Areas of these States spreading beyond their boundaries to other areas of the Federation;

notes that there is the need to provide adequate and effective security of the borders of the Local Government Areas and the States concerned by temporary closure of contiguous borders with neighboring countries to prevent such areas from being used as entry and escape routes by perpetrators of terrorists acts within Nigeria;

convinced that extra ordinary measures are required to restore peace, security and order in the affected Local Government Areas within the States of the Federation;

aware that the President, Commander-in-Chief has published and transmitted copies of the official Gazette of the Government of the Federation containing the proclamation including the details of the emergency to the President of the Senate, in accordance with Section 305 of the 1999 Constitution of the Federal Republic of Nigeria (As Amended); and

notes that this matter is of serious concern to the Senate and the generality of Nigerians.

Resolves: That the Senate do invoke the powers conferred on it by Section 305 (2) and (6)(b) of the 1999 Constitution of the Federal Republic of Nigeria (As Amended) and approve the Proclamation of State of Emergency in the Affected Local Government Areas within the States of the Federation (Senate Leader).

8. General Insecurity in the Nation: Motion made: That the Senate notes with a deep sense of grief the dastardly bombing of St. Theresa's Catholic Church, Madalla, Niger State on Christmas Day, December 25th, 2011;

also notes with sadness the bombing spree at the Mountain of Fire and Miracles Church, Jos as well as several churches and the State Security Service office in Damaturu on the same date;

observes with serious concern the recent related episodes of bombing and indiscriminate shootings of worshipers in other parts of the country notably, Gombe, Mubi and Jimeta between Thursday, January 5th and Friday, January 6th, 2012 leading to loss of scores of lives;

also observes that while violent attacks and bombing of any form is callous and condemnable, the new waves of attacks on innocent and unsuspecting worshippers and places of worship, be it a church or a mosque, are bizarre affronts on our collective cultural and religious values, the constitutionally guaranteed right to freedom of worship, and an outright offensive against the Almighty God Himself;

aware that the Madalla attack was not only a direct onslaught on a place of worship which should otherwise be held sacred, but a clear and grave assault on Nigerians of South East origin who obviously constitute both the majority of worshipers at the said church and most sadly, the overwhelming majority of both the dead and the wounded as the list of causalities published in national dailies such as the Sun and the Nation newspapers of Friday, December 30th, 2011 show;

aware that the singular Christmas day bomb attack on St. Theresa's Catholic Church, Madalla and other places of worship are capable of plunging the nation into ethno-religious crises and further aggravate the present security challenges in the nation; and

further aware that the Christmas day bombing which, in some cases, literally consumed entire families and left many orphaned or widowed, has brought untold hardship on victims and their relatives.

The Senate accordingly resolves to: (i) condemn the attacks in their entirety;

(ii) commend President for declaring State of Emergency in some of the affected parts of the country; and No. 58 Wednesday, 11th January, 2012 349

(iii) call on the Federal Government of Nigeria to pay adequate compensation to victims of the Madalla bomb blast and the bereaved, as well as those who suffered the same fate in other places (Senator - Enugu East).
