Introduction This Special Report by the Singapore Institute of International Affairs (SIIA) will examine how key Association of Southeast Asian Nations (ASEAN) economies – Indonesia, Malaysia, Thailand and Vietnam – are emerging after the first wave of the COVID-19 pandemic. From June 2020, these four countries announced the end or easing of their lockdown measures and began to reopen their economies and business sectors. Their prospects matter not only to their own citizens but to the region and to Singapore as a hub, partner and investor. These four key economies represent over 70 per cent of overall ASEAN gross domestic product (GDP).1 This report will consider pre-existing economic and political challenges and how some of these have either stabilised or been sharpened and aggravated by the pandemic. The focus on the pandemic has generally meant that political developments have been muted in the first half of 2020. But as each country emerges from restrictions, political contestations and economic challenges are restarting; there are trends and risks emerging that may well move more quickly in the coming months.

    Perak Appoints 20 BN Assemblymen To Committees Chaired By State Exco Members Bernama 18 Sept, 2013 IPOH, Sept 18 (Bernama) -- Perak has appointed 20 assemblymen from Barisan Nasional (BN) to the committees chaired by the state executive council (exco) members to ease government administration. Menteri Besar Datuk Seri Dr Zambry Abdul Kadir said the appointments were part of the transformation initiatives to further smoothen administration and implementation of the decisions made by the state exco. "All these 20 assemblymen will assist the state exco members in carrying out their tasks more effectively. We have appointed them based on their experience and inclinations," he said after handing out the letters of appointment to the assemblymen, here, Wednesday. Zambry said the state government had also agreed to form three special committees involving policies and public interest, namely women's development, public transportation and crime prevention comprising BN and opposition assemblymen. He said the three special committees whose effectiveness would be monitored, also involved the participation of non-governmental organisations as members to give views towards providing the best public service delivery. "Although the appointment of the assemblymen is to smoothen administration, important decisions which need the state government's attention are to be brought to the state exco meetings," he added.     Malaysia and Indonesia: A Study of Foreign Policies with Special Reference to Bilateral Relations Ahmad Nizar Yaakub This thesis is presented for the degree of Doctor of Philosophy (Arts) The University of Western Australia School of Social and Cultural Studies Discipline of Political Science and International Relations October 2009 i Abstract In the post-Cold War era, the ‘special relationship’ between Malaysia and Indonesia appears to have become not as cordial as during the 1970s-80s. In fact, it has been characterized more by conflict and rivalry than cooperation. Many issues have contributed to the tension namely, clash of personality between leaders, national political transformation, cross-border environmental concerns, illegal migrant workers, separatist movement, territorial disputes, transnational terrorism, and disputes over cultural rights. While examining those specific developments, this thesis organizes its analysis of Malaysian and Indonesian foreign policies, with special reference to their evolving bilateral relations, from a constructivist perspective. Constructivists believe that culture, ethnicity, elite/leadership, national identity, and religious beliefs are among the main factors which should be examined in order to better understand a state’s behaviour in relation to other states in the international arena. Those non-material factors, which are ignored or under-studied in the leading international theories which mostly focus on military/economic power and the international system underpinned by balance of power, provide a useful interpretive framework to understand the cases of Malaysia and Indonesia. Deploying this constructivist perspective, this thesis examines and compares those factors’ impact on Malaysian and Indonesian foreign policies in general, and on their conduct of bilateral relations in particular, in the post-Cold War era.

Dr Mah, 49, yang merupakan Pengerusi MCA Perak, mengangkat sumpah jawatan itu di hadapan Pemangku Raja Perak Raja Dr Nazrin Shah dengan disaksikan Hakim Utama Mahkamah Tinggi Ipoh Datuk Zainal Adzam Abdul Ghani di Istana Iskandariah di sini. Turut hadir Menteri Besar Datuk Seri Dr Zambry Abdul Kadir. Walaupun memenangi kerusi DUN Chenderiang pada pilihan raya umum ke-13 (PRU13) tahun lepas, kerajaan negeri Perak pimpinan Zambry menghormati keputusan MCA sebelum ini yang menolak sebarang jawatan dalam kerajaan ekoran pencapaian 'layu' parti itu pada pilihan raya umum itu. Pada Februari lepas, MCA mengumumkan kesediaannya untuk menerima jawatan kerajaan di semua peringkat. Sejurus selepas PRU13, Zambry hanya melantik sembilan orang Exco berbanding amalan biasa 10 orang, dengan memperuntuk satu kekosongan itu untuk wakil BN daripada MCA sekaligus.
