Now, his experience is helping shape the next generation of that system — the Joint Battle Command-Platform (JBC-P). “I think it’s brilliant that they’re using Soldier feedback to develop JBC-P,” said Harrison, who is now assigned to the task analysis branch of the Maneuver Center of Excellence (MCoE) Directorate of Training and Doctrine (DOTD). “I like the idea of getting guys [who] have just deployed and experienced the previous system, and then picking their brains about what changes need to be made.” Harrison provided feedback on JBC-P during a user jury held earlier this year by the Army’s Training and Doctrine Command Capability Manager (TCM) for Brigade Combat Team Mission U.S.

The Balanced Budget and Emergency Deficit Control Act of 1985 (BBEDCA; P.L. 99-177) allows emergency funding to be excluded from budget control limits. The BCA added the OCO/GWOT designation to the BBEDCA exemption, thereby providing Congress and the President with an alternate way to exclude funding from the BCA spending limits. While there is no overall statutory limit on the amount of emergency or OCO/GWOT spending, both Congress and the President have fundamental roles in determining how much of the spending to provide each fiscal year.

It is burdened by a long history of war, internal power struggles, and failed governance. Is also a nation whose failed leadership is now creating a steady increase in the sectarian divisions between Shi’ite and Sunni, and the ethnic divisions between Arab and Kurd. Iraq suffers badly from the legacy of mistakes the US made during and after its invasion in 2003. It suffers from threat posed by the reemergence of violent Sunni extremist movements like Al Qaeda and equally violent Shi’ite militias. It suffers from pressure from Iran and near isolation by several key Arab states. It has increasingly become the victim of the forces unleashed by the Syrian civil war. Its main threats, however, are self-inflicted wounds caused by its political leaders.

Trauschweizer The scholarship regarding US policy and military strategy in Vietnam is substantial, and by no means conclusive. To provide clear focus within the realms of national policy and military strategy, the analysis provided by this thesis is focused on the advice and actions taken by the Military Assistance Command Vietnam (MACV), and its commander General William Westmoreland from 1964 to 1968. Within the actions of MACV, this thesis seeks to determine the contribution of MACV in the decision to escalate US involvement in the Vietnam War. This thesis analyzes the US Army’s doctrine, structure, and culture related to civil-military relations. Also, this thesis analyzes the military approach taken by MACV in fighting the Vietnam War at the operational level, and concludes with an analysis of a possible alternative to MACV’s military strategy in the form of the Combined Action Program (CAP).
