Initial certi®cation-status decision rendered by the NCAA Committee on Athletics Certi®cation (and date): The NCAA Division I CAC certi®ed Texas Tech University©s athletics program during its January 16-17, 2000, meetings. Based on our ®rst self-study and the peer review team©s June 1999 evaluation visit, the CAC concluded that we substantially conformed with Division I operating principles, and that any issues noted during the self-study and evaluation were "not serious enough" to affect our certi®cation status. 3. Subsequent actions or changes in certi®cation status (if any) made by the NCAA Committee on Athletics Certi®cation (and date): The NCAA Committee on Athletics Certi®cation (CAC) made no changes to the certi®cation status of Texas Tech University©s athletics program. Since 1999, the university has had two new presidents including the incumbent, Dr. Jon Whitmore, and three new chancellors including the incumbent, Dr. Kent Hance. Dr. Whitmore began serving in 2002, and Dr. Hance, in 2006. Signi®cant changes impacting the institution and/or athletics program, if any (e.g., conference af®liation, sports sponsored, changes in admissions standards, signi®cant changes in graduation rates, changes in mission statement of the athletics program, changes in ®scal stability/condition of the athletics program), since the institution©s previous certi®cation self-study. The university has made no signi®cant changes to its conference af®liations since 1999, and has neither added nor removed any sports to those facilitated in the Department of Intercollegiate Athletics (Athletics). The institution has retained almost all of the admissions, entrance, and eligibility standards it introduced in 1998. In Fall 2004, however, the Board of Regents approved for Fall 2005 admissions an expansion of the holistic review criteria. The expanded criteria added "diversity of experience," which may include but is not limited to study abroad, knowledge of other countries, pro®ciency in other languages, race/ethnicity, and experience with college preparatory programs. Student-athlete admission applications are still reviewed according to the criteria and processes that apply to all other students. The athletics department revised its mission statement twice since the last self-study. In 1999, the department prepared a new statement that addressed equitable opportunities for minorities and women, and that therefore satis®ed a ®rst-cycle plan for improvement. In 2005, as part of a university-wide strategic planning initiative, Athletics further revised its mission, vision, and value statements. The most recent revision is available on the department©s website and is routinely included in Athletics promotional materials. Certi®cation Self-Study Information 1. Describe the extent of broad-based participation of campus constituencies in the self-study. Speci®cally, report on the opportunities that actually were provided to various individuals or groups in the broad- campus community to: (a) offer input into the self-study report before its ®ndings and plans for improvement were formulated, and (b) review the self-study report after it was drafted. The self-study steering committee and three report subcommittees were composed of university administrators, faculty, staff, and students from each academic college and a range of sectors including Athletics. The steering committee further included representatives of the Board of Regents, Lubbock Independent School District (LISD), and the Texas Tech University Alumni Association, as well as a sitting Big 12 Conference commissioner. Each of the subcommittees each met between four and six times during the Fall 2007 semester, generating data and discussing issues raised. In February 2008, the Of®ce of the President posted the ®rst draft of the self-study on its website and invited the campus to offer feedback. The report writers forwarded public comments to the relevant committees, who considered the questions and revised their reports responsively. Between February and March 2008, the university©s Athletic Council also discussed how the Athletic Council subcommittees could use our self-study report Date Printed Apr 30, 2008 Page 4 of 118 Institution Self-Study Instrument Report - Texas Tech Introduction to Self-Study Report ®ndings to help them evaluate or revise subcommittees© respective charges, identify new issues for the Council to consider, adapt standards for future committee reports, and revise bylaws. In April 2008, Athletic Council members began considering these items and planned to devote their monthly meetings from May through July 2008 to that effort. The steering committee also reviewed the ®nal report draft in April. 4. Provide a copy of the institution©s written plan for conducting the self-study. The university submitted its written plan to its NCAA liaison for review in November 2007. 5.
