We have focused on generating new knowledge and promoting critical thinking amongst our students, graduating more than 7,000 young men and women during this time. At present, the total number of students is around 8,000. Our goal at BRAC University is not only to provide the highest quality teaching in the region, but also to inculcate the values essential for tomorrow's leaders. Through a liberal education, we endeavour to produce graduates with the attributes needed to achieve personal success and make a valuable contribution to society. Our talented and dedicated faculty play a critical role in both these processes. I am pleased to report that the construction of the new University campus, comprising a 14-storey building of 17 lakh square feet on 5 acres of land, is well under way. We hope to relocate by mid- 2020. Sir Fazle Hasan Abed Chairperson, Board of Trustees BRAC University Statement of Vice Chancellor It has been a rewarding year in 2016 for BRAC University (BRACU) as it enters new realms of engagement and accomplishments. Entrusted by the Board of Trustees (BoT) to build a university of repute that is recognized in Bangladesh and beyond, our strategy has evolved to focus on several key components: 1) Nurturing high quality faculty 2) Admitting students who meet decent academic standards 3) Building a high quality and supportive administrative team 4) Introducing innovative and challenging educational programs 5) Ensuring sufficiency of resources and providing modern facilities By coordinating and energizing these five elements, we can be better at reflecting the qualities of what “great” universities of the world embody. The journey has just begun, and while it will take many turns, we must remain steadfast and focused, reaching for higher levels of accomplishment at each stage of the University's progression. To coordinate the five-pronged strategy, we have embarked on several “priority” projects, in addition to the regular work of BRACU. These include: a. New campus construction with an iconic and state-of-the-art building b. Professional/andragogy skills development of “all” faculty, leading to certification c. Core skill development of students (and faculty) through the Gen Ed program d. Curriculum revision and upgrading by benchmarking with a target institution e. IT integration and new applications to enhance technological sophistication f. Internationalization of our student and faculty community g. Student and alumni engagement in projects for social impact h. Modern HR system focusing on performance-based governance i. Research It is an exhilarating time for all of us to see the University making confident strides into the future. Onnesha, the first nano-satellite built in Bangladesh by BRACU, is getting ready for its space debut; the largest cohort of “better quality” students have entered the university in Spring 2017; research grants and scholarships are coming in steadily from both local and international bodies; international institutions -- UC Berkeley in research, University of Michigan's Ross Business School in helping us build an Entrepreneurship Program; and special partnerships in Europe (Umea, Sweden), Australia (Macquarie University, University of Canberra), Japan (Kyushu University), and USA (Georgetown and others) -- are building bridges with us; the University Grants Commission (UGC) along with the British Council have shown deep interest in our teaching-learning initiatives; our expertise is sought in developing “Strategy for Higher Education in Bangladesh;” invitations are coming from AMDISA (Association of Management Development Institutions in South Asia) and Tata Institute of Social Sciences (Mumbai) to share our experiences and join their efforts to spread quality education; Chief Executives of corporate bodies in Bangladesh are advising different academic units; some departments are forging industry-academy partnerships – the list is long and growing! Creative activities are also evolving in the various departments, centers, institutes, and the Savar Residential Semester program that are truly indicative of our potential. The schools and institutes are pursuing pioneering programs of their own (in governance, public health, early childhood development, etc.). Student clubs are reaching out to various communities as change makers. Annual Report 2016 | 7 One of my dreams is to be listed in the Times Higher Education ranking in the South Asian pool of universities as a start – a goal I boldly placed to all at BRACU to help achieve. To reach this goal I shall leave no stone unturned. Publishing in quality peer-reviewed (SCOPUS and similar) journals is an important pathway to reaching this goal. We are also refurbishing and (re)launching several graduate degree programs to spearhead innovative research activities. It is important at this juncture to reiterate our commitments. We all – teachers, researchers, administrators, and support staff – have a vital role to play in the life of the students by providing a warm, welcoming, nurturing, and challenging environment for them to grow as responsible, caring, creative and respectful citizens. We must treat them well and certainly with respect. Our main goal is to ensure the SUCCESS of our students, empowering them with knowledge and life skills so that they can look after themselves and their families upon graduation and take up the challenging and glorious task of nation-building. I would like to take this opportunity to thank “all” members of the BRAC University family who make institution building exciting and fulfilling. It is for your efforts that we are among the preferred academic destinations for Bangladesh's aspiring students. Soon, I hope, we will be a beacon of excellence for students of the region (SAARC) and extend ourselves into ASEAN, APEC and beyond. FORMULATION OF THE URBAN TRANSPORT MASTER PLAN Development of the RSTP Urban Transportation Master Plan (1) Methodology The development of the RSTP Urban Transportation Master Plan adopted the following methodology (see Figure 12.1): (i) Elaborate the master plan network through a screen line analysis by comparing the network capacity and future demand. (ii) Identify necessary projects to meet future demand at the same time avoiding excessive capacity. (iii) Conducts economic evaluation of each project to give priority on projects with higher economic return. (iv) Conduct preliminary environmental assessment of every project and consider countermeasures against environmental problems, if any. (v) Make a final prioritization of all physical projects by examining their respective characteristics from different perspectives. (vi) Classify the projects into three categories, namely short-, medium- and long-term projects, by considering the financial constraints. (vii) Prepare an action plan for short-term projects together with “soft” measures.     BENGAL INSTITUTE WORKS The Bengal Institute for Architecture, Landscapes and Settlements is a unique, multi-disciplinary forum for the study and design of the environment. As a place for advancing the understanding of the lived environment, the Bengal Institute presents a platform for developing ideas to improve the qualities of architecture, landscapes, cities and settlements in Bangladesh. In generating a critical, creative and humanistic dialogue, the Institute applies an integrated approach to the study and rearrangement of the environment. Innovative transdisciplinary programs of the Institute integrate architectural and design research, investigation of cities and settlements, and the study of larger regions and landscapes. ACADEMIC PROGRAM With the intention of creating an inter-disciplinary, postgraduate educational development in architecture, urban design, landscape design, and settlement studies in Bangladesh, Bengal Institute's Academic Program was launched in August, 2015. Structured around seminars, lecture series, and workshop styled design studios, the Academic Program offers monthly sessions in Spring and Fall Sequences that are open to anyone with an interest in the study and rearrangement of the environment. Faculty with national and international repute conducts the activities of the program. RESEARCH AND DESIGN PROGRAM The Research and Design Program is dedicated to the study, design and planning of cities, settlements and landscapes. With the aim of facilitating the planned physical future of Bangladesh along with socio-economic development, the Program operates at various scales, from the regional to the small neighborhood. The research and design focus of the program includes regional contexts, small towns, public space, public transport, high density livability, hydrological dynamics, landscape forms and settlement patterns.

Dhaka, Bangladesh. [email protected] Abstract. In the recent past the computer has become an important tool both in the design and presentation media/method in architecture. In this paper digitalization in architectural practice and architectural education in both the global and Bangladesh contexts have been studied. A survey questionnaire was carried out to find how and to what extent available software are being used in Bangladesh for this purpose. Opinion, views, expectations of architects from leading architectural firms of Bangladesh were studied to understand the future prospect of this field in Bangladesh. 1. Digital Perception Architecture, one of the oldest crossroads of arts and science, has been using information processing devices for centuries. These devices were sometimes in the form of measuring and drafting tools, sometimes in the form of wooden and paper models and, most recently, in the form of computers. The technology that has set the architects free to think extensively and broaden communication between themselves and the client community is not very old practice. Workstations (computer) are very recent equipment in architectural firms. Architecture has become a database containing information about the inhabitants, providing space quality according to the choice of the occupant. Michael Benedikt sees the distinctive achievement of the computer age as the marriage of digital design and physical presentation (Aaron, 1997).

Sohel Rana Lecturer, Department of International Relations, Bangladesh University of Professionals (BUP), Dhaka, Bangladesh Abstract: The horrific terror attack at the Holey Artisan Bakery in Bangladesh’s capital on 1 July 2016 by a group of religious extremists has instilled an instrument of fear across the country. Although a list of militant attacks took place in the country since the late 1990s, the Dhaka attack bore new significance at least three key reasons. Firstly, it was the country’s first ever hostage crisis which lasted for 12 long hours and caused the tragic death of 29 people including 18 foreigners. Secondly, the café attack proved the Islamic State’s links in Bangladesh which the government had been denying for over a year. Finally, it has highlighted significant gaps in the country’s counterterrorism strategy which needed to be addressed. In this context, the paper investigates the operational and tactical features of the attack displayed by the terrorists as well as evaluates the counterterrorism responses of the Bangladeshi security forces. It also derives lessons learned from the attack and the Bangladeshi response. The author has used both primary and secondary data to write this paper. It has significant policy implications that might be helpful to counterterrorism bodies in Bangladesh and elsewhere in preparing for or countering future terrorist attacks.     Obituary Late Prof. Dr. Naiyyum Choudhury (1946-2019) Professor Dr. Naiyyum Choudhury, Vice President of the Bangladesh Academy of Sciences (BAS), a distinguished scholar with a very bright academic career, vast experience in research, teaching administration and management, a dedicated scientist for promotion of excellence in science education and research expired on Saturday, 07 September 2019 (Inna Lillahi wa Inna Ilaihi Rajiun). Professor Choudury was born in Comilla on 27 September 1946. Professor Choudhury did his BSc (Hons.) and MSc in Biochemistry in 1966 and 1967 respectively from the University of Dhaka. Professor Choudhury obtained his PhD from the school of Biotechnology, University of New South Wates, Australia in 1982 and Post-Doctoral Fellowship in 1988-89 at the Institute of Hygiene and Toxicology, University of Karlsruhe, Germany. Professor Choudhury joined the then Pakistan Energy Commission in 1968 as Scientific Officer, became Member (Bio-sicnece) of Bangladesh Atomic Energy Commission in 1997 and its Chairman in 2002. He retired as Chairman of Bangladesh Atomic Energy Commission in 2003. During late 1980s and early 1990s he was simultaneously a part-time teacher of the Department of Zoology, Jahangirnagar University, Department of Chemical Engineering, Bangladesh University of Engineering and Technology (BUET) and Department of Microbiology. He was involved in teaching Microbiology at the University of Dhaka since 1982 and was actively involved in opening a separate Department of Microbiology at DU. He joined the Department of Microbiology, DU as full-time Professor and Chairman in 1993. He was a guest Professor and then a part-time teacher in the Department of Genetic Engineering and Biotechnology, University of Dhaka.
