Available online at www.sciencedirect.com Russian Journal of Economics 2 (2016) 146–161 www.rujec.org What is Russia trying to defend? ✩ Andrei Yakovlev Institute for Industrial and Market Studies, National Research University Higher School of Economics, Moscow, Russia Abstract Contrary to the focus on the events of the last two years (2014–2015) associated with the accession of Crimea to Russia and military conflict in Eastern Ukraine, in this study, I stress that serious changes in Russian domestic policy (with strong pres sure on political opposition, state propaganda and sharp anti-Western rhetoric, as well as the fight against “foreign agents’) became visible in 2012. Geopolitical ambitions to revise the “global order” (introduced by the USA after the collapse of the USSR) and the increased role of Russia in “global governance” were declared by leaders of the country much earlier, with Vladimir Putin’s famous Munich speech in 2007. These ambitions were based on the robust economic growth of the mid-2000s, which en couraged the Russian ruling elite to adopt the view that Russia (with its huge energy resources) is a new economic superpower. In this paper, I will show that the con cept of “Militant Russia” in a proper sense can be attributed rather to the period of the mid-2000s. After 2008–2009, the global financial crisis and, especially, the Arab Spring and mass political protests against electoral fraud in Moscow in December 2011, the Russian ruling elite made mostly “militant” attempts to defend its power and assets. © 2016 Non-profit partnership “Voprosy Ekonomiki”. The Mongolian Journal of International Affairs Number 13, 2006 CROSS-BORDER MIGRATION IN NORTHEAST ASIA: IMPLICATIONS FOR MONGOLIA By Tsuneo Akaha (USA) Introduction The landscape of international relations in Northeast Asia is changing, and migration and other types of human flows within and between the countries of the region are becoming an important part. The state-centric approach to and view of international relations that prevailed in this part of the world during the Cold War can no longer describe or explain the logic and shape of emerging realities. The “Cold War,” as the ideological order of the state-centric world, has become a thing of the past, although its remnants can still be seen on the divided Korean peninsula. Old and new manifestations of nationalism are interacting with expressions of nascent regionalism.1 Non-state actors that have transformed global politics have become important agents of change in this region as well. They are giving rise to new issues, new perspectives, and new identities among the peoples of Northeast Asia, although resistance to the forces of change is also visible. Such topics as human security, labor migration, human trafficking, and refugees are emerging as a focus of political debate and policy discussion in the region. In order to examine the changing population trends and migration patterns in Northeast Asia and their implications for international relations in the region, the Monterey Institute of International Studies’ Center for East Asian Studies organized in 2002 a multi-year research project drawing on the expertise of researchers from the region as well as from the United States and the United Kingdom.2 The findings and conclusions from this project were published in the book Crossing National Borders: Human Migration Issues in Northeast Asia from the United Nations University, Tokyo.3 The book illuminates the cases of Chinese migrants in the Russian Far East; Russians, Chinese, and 1 Tsuneo Akaha, ed., Politics and Economics in Northeast Asia: Nationalism and Re- gionalism in Contention, New York: St. -

After thoughtful and substantial presentation of Prof. A. Rotfeld inducing the considerations about the concept and practices of reconciliation, I just want to bring your attention back to the meaning of the definition “reconciliation”. I agree with the authors of the “Food for Thought” paper that there is no general agreement among academics and practitioners on the precise meaning. And in this context, I think that reconciliation is not a proper wording for what we are doing in Russian-Polish relations nowadays. I always stress, we (Russia and Poland) have nothing to reconcile about, since we’ve not waged war against each other, at least, in terms and scale of the WW II or Balkan conflicts. That is why, I prefer to use word rapprochement for the process where both of us, me and Prof. Rotfeld, have been involved since 2008. (Though, some practices of ‘reconciliation” was borrowed by our Russian-Polish Group on difficult matters, as well as we could share our ‘rapprochement practices’ for those who are willing to reconcile). Rapprochement is a perfectly fitting word when it comes to relations between Russia and, let us say, its neighbours from the Baltic shore or any other country where objective closeness is harmed by not linked to an immediate or direct conflict. -

University of Tampere Faculty of Management Politics/International Relations YEVGENY PRIMAKOV’S OPERATIONAL CODE AND RUSSIAN FOREIGN POLICY Pihla Bernier Master’s Thesis in International Relations Advisor: Tuomas Forsberg ABSTRACT University of Tampere Faculty of Management BERNIER, PIHLA: Yevgeny Primakov’s Operational Code and Russian Foreign Policy Master’s Thesis, 82 pages International Relations August 2018 Keywords: Yevgeny Primakov, Operational Code, Russian Foreign Policy, Russia, Primakov Doctrine Yevgeny Primakov was an important figure in both Soviet and Russian foreign policy circles throughout his lifetime until 2015. He was a critical leader in the 1990s holding positions of both Minister of Foreign Affairs and Prime Minister, which also coincided with times when Russia was charting a new foreign policy course. He reinvented a foreign policy school of thought called Statism which has been the most influential with Russian leaders for many years and continues to be so today. Current research has not adequately addressed his importance. This thesis set out to investigate his beliefs and worldview utilizing the operational code method using Alexander George’s ten question model. Research was conducted based on Primakov’s own writings, speeches and interviews. Yevgeny Primakov has been called both a westernizing leader and a hard-liner, but it was found both of these labels are incorrect. Rather, he should be viewed as a patriotic pragmatist. His actions were motivated by advancing Russian interests of which one of the greatest was restoring Russia as a major player in international relations again. His attitude towards the United States was complex, viewing them as a rival, yet not as an enemy. -
