The Environment Clearance is required for grant of mine lease with the targeted production of 636 brass.

INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION: 2.1 Identification of project and project proponent. In case of mining project, a copy of mining lease/letter of intent should be given. The Mining lease application for mineral river sand located at Gat No. 308 & 311 Mauze: Yerali-K, Taluka: Nandura, District: Buldhana (Maharashtra) over an area of 0.30 Hectare. This is a new mining project, Panchnama and G.S.D.A are enclosed along with the approved Mining Plan. As per the statutory obligation this project needs environmental clearance from District Environment Department i.e. from District Level Expert Appraisal Committee (DEAC) and District Level Environment Impact Assessment Authority (DEIAA) for getting Environmental Clearance (EC) to start mining operation. This area is suitable for River sand mining. River sand is source for demand in construction works in all private as well as government sectors. Lessee will take all safe guard to protect environment within the mines and adjacent of the area.

2.2 BRIEF DESCRIPTION AND NATURE OF THE PROJECT

2.2.1 Nature of the Project The proposed target of production will be 636 brass and method of mining will be opencast manual. Lease area does not have any forest land and is totally government land. River bed sand mining having an area of 0.30 hectare located at Nearest Gat No. 308 & 311 at Mauze: Yerali-K, Taluka: Nandura, District: Buldhana (Maharashtra).

2.3 Need for the project and its importance to the country and or region. River sand is used as a raw material in all type of construction and infrastructure project. Proposed production of sand will contribute in enhancing state production of river sand. Sand mining will also generate employment to local labor/workers.

2.4 Demands - Supply Gap River sand is used as raw material in construction of building and infrastructure project, the demand of sand is increasing day by day. Now a days due to rapid industrialization and urbanization its demand is increasing with pace of time. At present, demand of sand is more than the supply.

2.5 Import vs. Indigenous production There will be no import for the project and the excavated mineral will be for domestic market.

2.6 Export Possibility There are no export possibilities from the proposed mining activity.

2.7 Domestic / Export markets Sand is used for roads construction, aggregate in highway construction and building construction etc. In domestic market there is huge demand for sand as many infrastructure projects are going on.

3.3 DETAILS OF ALTERNATE SITES CONSIDERED AND THE BASIS OF SELECTING THE PROPSED SITE, PARTICULARLY THE ENVIRONMENTAL CONSIDERATIONS GONE INTO SHOULD BE HIGHLIGHTED. The site has been allotted by the District Collector, Buldhana as mineral is specific. 3.4 Size or magnitude of operation The proposed site is having area of 0.30hectare and proposed targeted production of river sand will be 636 brass.

3.5 Project description with process details (a schematic diagram/flow chart showing the project layout, components of the project etc. should be given).

The mine will be worked by means of opencast manual method which includes excavation, loading and transportation.

Method of Mining: The proposed operations will be carried out by open cast manual method. The salient features of proposed mining method are:-

• The excavation will be carried out manually by mining tools such as pan, sieves, shovel etc. • The area where significant quantity of water will be present mining activity will be avoided. • The proposed depth of sand mining will be kept up to recommendation given by G.S.D.A department. • Extraction and loading of mineral into trucks shall be carried out manually. Sand and silt extracted if any shall be loaded manually.

3.6 Raw material required along with estimated quantity, likely source, marketing area of final product/s, Mode of transport of raw material and finished products. No raw material will be required for the production of mineral. No mineral processing will be carried out in the mine lease area. The excavated mineral will be sold as such.

3.7 Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined. As a result of extraction of mineral, the rate of recharging of ground water is likely to be increased considerably as well the storage capacity of river will also increase. Extracted sand in the river is replenished every year by natural process.

3.8 Quantity of wastes to be generated (liquid and solid) and scheme for their Management/disposal. There will be no waste generation. Mineral reject will be insignificant. 4.0 SITE ANALYSIS 4.1 Connectivity

4.2 Land Form, Land use and Land ownership. Lease area is Government land and no forest land is involved in the mining lease area. Land Area Ownership Purna River bed 0.30ha Government

4.3 Topography (along with map) Topographically, the district falls under three structural-cum-physical units: a narrow, northern strip in the Jalgaon Taluka in the Satpuda hills, the Payanghat or the Purna plains in the middle comprising the tahsils of Malkapur, and Jalgaon, and the Buldhana plateau comprising the Chikhli and Taluka to the south.

4.4 Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ)), shortest distances from the periphery of the project to periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ. In case of notified industrial area, a copy of the Gazette notification should be given. Lease area is located on river Purna. No Reserve or protected forest, national park, wild life sanctuary exists in the 10 km radius area of the project site.

4.5 Existing Infrastructure There is no existing infrastructure present at the site as it is a riverbed sand mining project. Temporary rest shelter is proposed near the mine lease area. Well-equipped first aid facilities with vehicle will be made available at rest shelter.

4.6 Soil/rock classification The Satpudas have shallow, gravely and stony reddish soils. The soil over the piedmont deposits is coarse, highly friable and is locally known as Malli soil and is well suited for horticulture. To the south of the Satpuda piedmont, the Alluvial plains are covered by deep Alluvial soil, locally known as Bharkali soil, which are deep black, very fine in texture and highly retentive of moisture. Southwards away from the river, the soils are replaced by Kali

regular soils, which are moderately deep. The soils of the plateau are Bhorandi or Khelk, a thin yellowish coarse soil, often less than half meter deep. The upper plateau is generally covered by shallow, black, brown or reddish soil. These are locally known as Barad soils. The mean minimum temperature is 13°C and mean maximum temperature is 42.3°C. The normal annual rainfall over the district ranges from 711 mm to 911 mm. It is the minimum in the northern parts of the district around Malkapur (711 mm) and Jalgaon () (719 mm). The average annual rainfall of last ten years (2002-2011) in the district varied from 565.46 to 1006.07 mm

4.8 Social Infrastructure  Health (in the form of dispensaries and hospitals) & educational facilities (in the form of primary and secondary schools) are available at Pandharpur.  Medical facilities, Primary Health Centre are there in the area, imparting services, for advance medical facilities. In each village one health worker has been appointed by the Govt. to provide primary health facilities.  Village people are availing drinking water facilities generally from the hand pump, open well and tube well. The water supply is also supplied through tanker in few villages.  Communication services like post office and telephones are available in the nearby village.  An occupational health unit will be organized and the proposed measures will be adopted:  Pre & Periodical Medical Checkup program for all the workers.  Compulsory medical checkup program and first-aid box with necessary equipment will be provided.  Training for workers regarding occupational hazards.  Safety equipment i.e. dusts mask, safety shoes, gloves etc.

5.0 Planning Brief

5.1 Planning Concept It is opencast manual mining project. Reserve is available for targeted production of river sand approx. 636 brass.

5.2 Population Projection Man power requirement for mining is estimated to be approx. 14. Most of the laborers will be recruited from neighboring villages. So there will no permanent migration of people.

5.3 Land use Planning Proposed area for mining is 0.30 ha.

5.4 Assessment of Infrastructure Demand (Physical & Social). The opening of the proposed project will enhance the socio-economic activities in the adjoining areas. This will result in following benefits:- a. Improvements in physical infrastructure. b. Improvements in Social Infrastructure. c. Increase in Employment Potential d. Contribution to the Exchequer. e. Prevention of illegal mining. f. During and Post-mining enhancement of green cover.

IMPROVEMENTS IN PHYSICAL INFRASTRUCTURE

The opening of the proposed project will improve the physical infrastructure of the adjoining areas. This will include the following:- • Improved road communication due to opening of the proposed project. • Strengthening of existing community facilities through the Community Development Programme. • Creation of community assets (infrastructure) like provision for drinking water, construction of school buildings, village roads/ linked roads, dispensary & health centre, community centre, market place etc. • Awareness program and community activities, like health camps, medical aids, family welfare programs, immunization camp sports & cultural activities, plantation etc.

IMPROVEMENTS IN SOCIAL INFRASTRUCTURE There will be some obvious changes in various environmental parameters due to mining activity. There will be positive impact in socio-economic area due to increased economic activities, creation of new employment opportunities, infrastructural development and better educational and health facilities. Lessee will also undertake awareness program and community activities like health, camps, medical aids, family welfare camps, AIDS awareness program etc.

INCREASE IN EMPLOYMENT POTENTIAL: - There is a possibility of creation of direct and indirect employment opportunities due to working of this mine.

PREVENTION OF ILLEGAL MINING & CONTRIBUTION TO THE EXCHEQUER Since the quarries will be leased out to successful allottees, mining operation in the state will get legalized and it will fetch income to the state exchequer. As per the Maharashtra Minor Mineral Rules,2013, in Chapter VII, Clause No.73 to 76, details

of dispatched goods will be maintained in a register along with particulars of electronic generated weighment slips produced at weigh bridge, which will check on illegal mining.

ENHANCEMENT OF GREEN COVER Plantation will be done as per program i.e. along the road sides and near civic amenities, which will be allotted by Government bodies as it is not feasible to plant trees near the mine lease area. Post plantation, the area will be regularly monitored in every season for evaluation of success rate. For selection of plant species local people will also be involved. The management will provide free saplings of fruit and other trees, etc. to local during rain for plantation.

5.5 Facilities Provided: Drinking water (R.O.), first aid kit and rest house facilities is proposed for the workers.

5.5.1 Infrastructure Most of the workers will be employed from nearby villages so no accommodation is proposed at mine site.

5.5.2 Landscaping and Green Belt Development Plantation will be done as per program i.e. along the road sides and near civic amenities, which will be allotted by Government bodies as it is not feasible to plant trees near the mine lease area. Post plantation, the area will be regularly monitored in every season for evaluation of success rate. For selection of plant species local people will also be involved. The management will provide free saplings of fruit and other trees, etc. to local during rain for plantation.

5.5.3 Health and Safety System Periodic medical checkups as per Mines Act/ Rules and other social development and promotional activities will be undertaken. All this will lift the general health status of the residents of the area around mines.

5.5.4 Disaster Management and Risk Assessment The area lies in seismic Zone III which is moderate risk zone for earthquake as per India Seismic Zone Map. All the precautionary measures and safety rules, regulations and procedures, mining accidents cannot be ruled out completely.

6.0 PROPOSED INFRASTRUCTURE: 6.1 Industrial Area (Processing area) The area is self-sufficient to cater the needs of the project. No processing is required for this project.

6.1 Residential Area (Non Processing Area) Local people from the nearby villages will be employed. So, only temporary rest shelter and toilet facility will be constructed at the mine site.

6.2 Green Belt The project will follow the norms and develop the green belt area as per government rules and regulation. Plantation will be done as per program i.e. along the road sides and near civic amenities, which will be allotted by Government bodies as it is not feasible to plant trees near the mine lease area. Post plantation, the area will be regularly monitored in every season for evaluation of success rate. For selection of plant species local people will also be involved. The management will provide free saplings of fruit and other trees, etc. to local during rain for plantation.

6.3 Social Infrastructure Socio-economic conditions of area generally improve as mining activities create additional employment opportunity for local habitants. Socio-economic status of local populace also improves as a result of social welfare activities undertaken by mine owners. Significant contributions will be made towards education, medical facilities and cultural aspects. Drinking water facilities will be provided to villagers. Plantation will improve environmental conditions in the area.

6.10 POWER REQUIREMENT & SUPPLY/SOURCE Mining operations will be carried out from sunrise to sunset. Hence no power is required. Further mining will be done manually by open cast method.

8.2 Estimated project cost along with analysis in terms of economic viability of the project Estimated project cost is calculated tentatively as approx. quantity of sand available at proposed site and upset price sanctioned by Office of Divisional commissioner, Buldhana. It is economically viable as it is quarrying of the River Sand and it generates the revenue to State Government.

9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS): Financial and social benefits with special emphasis on the benefit to the local people including tribal population, if any, in the area.

Contribution of fund generated through District Mineral Foundation will be made towards education, medical facilities and cultural aspects by following directions given by State Government. Drinking water facilities will be provided to villagers, plantation will improve environmental condition of the area. Apart from this mining will result in following benefits:- i.
