Before there were over 1.4. million Lions around the world, there was one man with a vision. He was a salesman from Chicago, Illinois, USA, named Melvin Jones. Driven by a dynamic personality and a heart filled with kindness, he helped create a service movement over 100 years ago that’s still thriving today.

The Melvin Jones Story Melvin Jones was a dreamer, a doer and a pragmatist. He was an energetic, extroverted salesman who in private hours would reread Shakespeare. What better man to found the world’s largest association of service clubs?

The Lions International Board of Directors officially designated Jones as the founder of Lions Clubs in 1958—more than four decades after Lions Clubs held its first meeting. But, no matter what his official title, Jones’ impact on the Lions has been far-reaching. He provided the leadership, the organizational ability, the tenacity and the muscle necessary to establish the foundation for Lions Clubs International to become what it is today.

Jones was born on Jan. 13, 1879, at Fort Thomas, Arizona, a remote U.S. Army cavalry post where his father was a scout for the Army. At age 7, Jones’ family moved east and settled in Illinois. Gifted with a fine tenor voice, he considered making his career in music. Instead, he became an insurance salesman.

By 1913, Jones had formed his own insurance agency in Chicago. When he joined a networking luncheon club for businessmen in Chicago called the Business Circle, he quickly took the lead in recruiting new members and persuading backsliders to rejoin. But something about the club’s business-only focus didn’t square with Jones’ different, larger vision.

"What if these men who are successful because of their drive, intelligence and ambition, were to put their talents to work improving their communities?" Jones asked. He saw a new kind of club with the desire to help others.

As Business Club secretary, Jones, with help from his wife—the championship golfer Rose Amanda Freeman—wrote scores of letters to clubs nationwide inviting them to take up his idea for a service-centered organization. Businessman interested in membership convened in Chicago, Illinois, and on June 7, 1917, Lions Clubs International was born.

Later that year, at Lions’ inaugural convention in Dallas, Texas, Jones was elected secretary-treasurer, a title he would hold for many years. Eventually, the board bestowed upon Jones the title of secretary general for life.

Jones was a prolific writer who could be clear and forceful on some occasions, and sentimental the next. His hand can be seen in founding documents like the Lions Clubs Objects and Code of Ethics. His columns in LION Magazine, which are still quoted today, helped articulate the organization’s principles and values.

He also loved aphorisms. Never one to sugarcoat the truth, Jones had one favorite saying neatly framed in his office: “Truth and roses have thorns about them.”

Jones gave up the insurance business in 1926 to become Lions’ de facto CEO and global goodwill ambassador. He played both roles brilliantly—building and managing an expanding headquarters operation and travelling constantly for club visits and speaking engagements. The pace never stopped.

Chiti Hastings Eli from , Zambia, was elected to serve a two-year term as a director of Lions Clubs International at the association's 100th International Convention held in Chicago, Illinois, USA, June 30 through July 4, 2017.

Director Chiti is a real estate developer.

A member of the Lusaka Kapila Lions Club since 1996, Director Chiti has received numerous awards, including four Extension Awards, an International Leadership Award, a Senior Master Key Award and four International President's Awards. He is also a Progressive Melvin Jones Fellow.

In addition to his Lions activities, Director Chiti has been active in professional and community organizations, including the Insurance Brokers Association of Zambia.

Sanjay Shimon Balid of , Zambia, was elected with a 100% vote to serve as District Governor of District 413 at the District's 48th Annual Convention, held in Livingstone on the 9th - 12th May, 2019.

Governor Sanjay is a Techno-Commercial Executive by profession and holds a Bachelor's degree in Mechanical Engineering, and Commerce. Also a Master's degree in Business Management.

A member of the Ndola Kansenshi Lions Club since 2008. Governor Sanjay has served with great distinction as club President, Zone 3 Chairperson, Region 2 Chairperson, DCC, Second Vice District Governor, and First Vice District Governor.

He is also a Melvin Jones Fellow.

Governor Sanjay received International President's Membership Lion Eng. Sanjay S Balid achievement and club Excellence award in 2013. Also received District 413 Governor Immediate Past International President's Year Round 2019-2020 Membership Growth Award in 2014 and District Governor's Zone 3 Chairperson's award for 2013-14. As Region 2 Chairperson he achieved 120 members as net gain.

Governor Sanjay has attended District and International Conventions, and Forums. He is a trained Leader and graduate of the Advanced Lions Leadership Institute.

His Vision is to promote quality membership growth to become Multiple District. He believes in Service with Passion, Integrity and Dedication. He hopes to promote and improve club organization and membership retention and develop leadership skills.

Governor Sanjay is a Regular Blood Donor.

Moto Peter Mangani, MJF from Zambia was elected to serve as First Vice District Governor of District 413 at the 48th Annual District Convention held in Livingstone, Zambia on the 9th - 12th May, 2019.

Governor Peter is a charter member of Lions Club of Chilanga.

He has been an active member of the Club and served the Club in various capacities.

His currently a retired civil servant and he has served on various National, Regional and International forums and Committees.

He runs a private Livestock and Animal Health Consultancy Services. Among others he is a small scale farmer, and a Member of Farmers cooperative movement and Veterinary Association of Zambia.

Lion Moto Peter Mangani He is married to his supportive wife Lion Naomi Mangani. First Vice District 413 Governor 2019-2020 He participated in the formation and rebuilding of Lions Club of Monze, Choma, Namwala, Kalomo, Mosi Oa' Tunya, and Namalundu Gorge.

He is also a Melvin Jones Fellow.

Emmanuel Kangwa from Zambia was elected to serve as Second Vice District Governor of District 413 at the 48th Annual District Convention held in Livingstone, Zambia on the 9th - 12th May, 2019.

Governor Emmanuel joined the Lions Club of Mukuba in on 01st November, 1997, sponsored by Lion Beswell Mpempulwa. Then District Governor, Lion Richard Luhanga, inducted and welcomed him into Lionism. Since then, Governor Emmanuel has been an active member both at club and district level, with an unbroken service of twenty three (23) years.

He holds a Bachelor's Degree in information Technology, Certified Accounting Technician – UK and a member of the University Council subcommittee for Marketing and Public Relations of the UCZ University, and Company Director for Kenward Electronics Limited. Lion Emmanuel Kangwa Second Vice District 413 Governor Governor Emmanuel is happily married to Penelope, a Senior 2019-2020 Lecturer in the Ministry of Education, and together they have five (5) children (three sons and 2 daughters).

Dr. George SM Banda from Zambia was elected to serve as District Governor of District 413 at the 47th Annual District Convention held in Livingstone, Zambia on the 10th - 13th May, 2018 and he was installed at the 101st International Convention held in Las Vegas, Nevada, USA on 29th June through 3rd July, 2018.

Immediate Past Governor Dr. George is a Veterinary Surgeon and holder of a Bachelor's Degree in Veterinary Medicine, Diploma in Management Studies and Masters in Business Administration (MBA). He runs a Private Veterinary Consulting Services and Member of the Veterinary Association of Zambia (VAZ).

A member of the Lusaka Munali Lions Club since 1994.

He has attended FDI in Cairo within March, 2020 and participated in over 80% of the local conventions, the All Africa Conferences Lion Dr. George SM Banda and International Conventions. As well as several District, Immediate Past District Governor Regional and International workshops, seminars and leadership 2019 - 2020 training institutes, and a graduate of the Advanced Lions Leadership Institute (ALLI).

He has received several awards at district and international.

Governor George his married to Lion Clara and they have two children.

As District Governor, he worked closely with the District Governors Team and Global Action Team (GAT) presiding and supervising the Global Membership Team, Global Leadership Team and Global Service Team in the District's quest to promote Membership growth and service through his theme of service with excellence, teamwork and tenacity.

INTRODUCTION I welcome you all to our 2019-2020 Annual General Meeting, where we review this Lionistic year’s business and also elect our new administrative officers for next year. We are unable to hold our 49th District Convention which was planned for 7th -10th May at Protea Hotel, Ndola. In order to complete our business this year, we need to move and cannot afford to be stagnant, for that purpose, we have to conduct our business through virtual or electronically and also to ensure the continued health and safety of Lions in District 413.

INTERNATIONAL PRESIDENT’S THEME International President Lion Dr. Jung -Yul Choi’s theme is “WE SERVE THROUGH DIVERSITY”. He said at the beginning of this Lionistic year, ‘’Lions are a shining example to the world of the good that can be accomplished by uniting in harmony. He encourages us to realise that only ourselves know what it will take to achieve the Objectives we have set. Before we realise, the year would have ended. Therefore, the work starts today and what we accomplish will last a life time’’.

THE DISTRICT GOVERNOR’S THEME I have chosen my theme for this year as “WE SERVE WITH PASSION”. The execution into reality of the belief of our founding father Melvin Jones of serving the less privileged in our communities requires one to be driven by a special deep rooted chemistry which would include a great passion for service.

1. 1st AFRCA FORUM The District hosted the 1st Africa Forum in Lusaka from 25th - 28 th September, 2019, well done team. We are all delighted for the job well done, special recognition to our PID Hastings Chiti, the Africa Forum Chairperson and also the Local Organizing Committee Chairperson PDG Abraham Nyirongo and team.

The Forum was attended by 512 (235 international, 277 local) delegates mostly from Districts on the African Continent. We also had delegates from outside the African continent such as Europe and the ISAME constitutional area. The Forum was attended by the International President Dr. Jung-Yul Choi and partner in service, IPIP and LCIF Chairperson Gudrun Yngvadottir, other Executive Officers and the African Leadership.

The Forum held several seminars and workshops which were preceded by the Women's Symposium. The Guest of Honour at the Symposium was the First Lady Lion Esther Lungu. The Symposium was attended by the International President. The keynote speaker was IPIP Gudrun Yngvadottir. Alongside the Forum, a Leo conference was held and attended by over 70 Leos from Zambia and other African countries. The District 413 Leos had the highest number in attendance.

3.0 GLOBAL ACTION TEAM:

The District Global Action Team works towards achieving the established goals.

3.1 LEADERSHIP: - All the planned trainings were carried out. The GLTC and faculty organized and completed the following trainings;

Incoming Club officers training, Cabinet officers Training, Zone Chairpersons training, ALLI, Regions leadership workshops, Certified Guiding Lions workshop, Club Leo Advisors workshop, Regional Lions Leadership Institute, FDI ,Leos Training , Leos Training at Africa Forum. With all these trainings, GLT has trained 355 Lions.

The DG team emphasizedon targeting Lions who had not been trainedfor the trainingsas it was realized that the same Lions were being retrained leaving out the ones who needed these trainings, who did not want to attend,. though some new Lions attended the 2nd Region Training Workshop. We emphasize that more commit themselves to Leadership trainings because we believe that it provides the motivating force and knowledge for the organization and controlling of activities within the organization.

Leadership is not just a role that we play in the organization, it is an art of living that needs to be imbibed into. There are a lot of theories around what kind of leadership one should incorporate, to become a great leader, what things a leader should avoid and so on. Strong leadership and a firm commitment continuously improves the organization’s goals.

3.2 MEMBERSHIP: The District has not reached half of the targeted membership growth. Our LCI metrics show that we have added only 63 members since July 2019 and dropped 263 members which gives -200 gain. Only 11 clubs reported (+) gain in membership. These are the Eleven clubs who have recorded (+) positive gain in membership: Chibombo (06), Chililabombwe (03), Kabulonga (01), Kabwe (01), Lusaka Longacres (01), Lusaka Nkwazi (02) ,Kapiri-Mposi Hilltop ( 01), Mazabuka Nakambala (04), Ndola (02), Ndola Kansenshi (01), Twikatane (01). We the Lions need to utilize our skills for membership growth. We need to seriously look into membership growth. LCI metrics for membership indicates, we stand at 1,307 which is very close to the minimum threshold for a District. I urge Lions in District 413 that we need to build our image to attract people to join as Lion members. When a prospect commits to their first visit, your club must be ready to provide a striking first impression and demonstrate a high standard of excellence throughout the meeting. Each touchpoint of the guest’s visit, from beginning to end, must be enjoyable in the meeting.

3.2.1 CLUB FORMATION: i. The District had two orientation sessions for Chinsali club formation and trust that soon after the Covid-19 situation normalizes, the club will be in formation. ii. Also in the processof formation is aSpecialty club of Chinese nationals. Because of the Covid -19 the process is on standstill especially that most of the prospects have not returned from China since Feb, 2020. iii. Chibefwe club in Mkushi has not been chartered but the members have been oriented and are yet to pay the dues to LCI.

iv. Eighteen (18) members have been identified and are waiting for orientation for a specialty club for Labour Leaders.

3.3 SERVICE IMPACT: The District conducted various Service Projects and activities. Clubs arranged and participated in the main cause projects of Diabetes, Hunger, Vision, Pediatric Cancer and Environment.

i) The District conducted a Medical Camp during the Agriculture and Commercial Show held from 3rd - 5th August 2019 in Lusaka. The target was to screen people for sight, hearing, prostate cancer, breast cancer, diabetes, HIV and retinoblastoma. In order to effectively provide this very important service, several partners were invited and the team worked with AIDS Health Foundation, Beit Cure Hospital, Vision Care, Diabetes Association of Zambia, Cancer Diseases Hospital and Patricia Jere Cancer Foundation. 64 Lions and Leos took part in this project and 822 people were served.

ii) Mukuba Club donated K2 Million worth of various new books to a School in Solwezi district, great work done Mukuba Lions. iii) On 21st Sept. clubs in the district participated in the World Clean Up Day. Thanks to Kapila club who spearheaded the partnership with Shoprite. Clubs participated in cleaning, sweeping, collecting garbage, collecting empty bottles, donating cleaning materials, etc. Lions in the district did great work as they have passion for Service. iv) The District participated in the national activities for commemoration of World Sight Week under the Theme “Vision First” which was led by MOH- UTH Eye Hospital, Kitwe Eye Hospital & NTH from 7th -11th October, 2019. Other participating agencies were Sightsavers, Orbis, Onesight, Operation Eye Sight, Lions Aid Zambia. During this sight week eye screening and surgeries were carried out and medicines were provided where possible. Lions also took part in a march past (walk) as part of awareness for World Sight Day. v) The District signed an MOU with Radio Phoenix Help Line to publicize district donations of goods received from the public and services to the underprivileged. vi) On 29th Sept. the District had a ground breaking ceremony & unveiling of the foundation stone commemorative plaque by IPIP & LCIF Chairperson Gudrun Yngvadottir for construction of 1x3 classroom block and 2 dormitories at Ndola School for the Visually Impaired. Construction is now almost completed and ready for handing over to the Ministry of Education. vii) On 2nd Dec, we attended the Official handover in Lukulu of a solar project at Lukulu General Hospital which was funded by North Sea Lions, LCIF and clubs from Netherlands amounting US$ 109,000.

viii) Our development agency the Lions Aid Zambia completed construction of a Health Post including a Staff house, VIP Toilet and Incinerator at Kayumweyumwe amounting ZMW 669,279 which was funded by Lions Norway 104E. The clinic is not yet operational as it is waiting for a borehole to be sunk. ix) The Lion Quest programme was implemented in Kitwe where 21 teachers were trained and 1,260 students benefited. The workshop evaluation will be held once

the situation of Covid-19 normalizes for appraisal of Lions Quest Activities conducted in selected schools. x) Under GAT Funding, the District has applied for GAT Funds of $500 which has been approved. Kansenshi club submitted a successful story on drug abuse and awareness. xi) Stakeholders/Strategic Planning Meeting for Luapula Province Comprehensive Eye Care project was held at Teja Executive Lodge in Mansa on 26th - 27 th February, 2020. xii) Clubs in the District participated in Worldwide Glaucoma Week which was held on 8th -14th March 2020. xiii) Zone 5 successfully organized - Drug Abuse/ Awareness and Hearing projects. xiv) DCC Pediatric Cancer is working on a project proposal for a grant application to procure medical equipment. xv) Clubs participated in the fight against the Covid -19 pandemic by donating face masks, cleaning materials, sanitizers and more importantly sensitizing the public through announcements using megaphones. xvi) Purchased the plot in Kafue for building of the Melvin Jones Eye Referral Hospital. xvii) The District has received K 57,000 cash from Lions to be used for buying bulk items to be donated for Covid-19 prevention and care. The main contributions came from Lions Charity Funds, K25,000 and Lions Norway District- 104E, K10,000. The donation will be made next week to the Ministry of Health. xviii) Only two clubs, Ndola Kansenshi and Chilanga recorded service activities in all the 5 areas of Diabetes, Environment, Childhood Cancer, Hunger Relief and Vision.

Only 45 clubs out of 54 have reported service activities, Clubs who have not reported any activities are (9) : Kawambwa, Kitwe, Nkana, Livingstone-Zambezi, Chelston, Mansa, Mongu, Mumbwa Central and Twikatane. I am sure these clubs have participated in service activities but never bothered to report on MyLion. We Lions should not be a sessional Lions, let’s not forget our purpose and vision as to why we joined Lionism. My dear Lion friends, I have emphasized again and again that MyLion app is very important for us. This app takes you to MyLci, Shop, Insights and Learn. There are a lot of important reasons why we need to report services;.

฀ To recognize the contributions and achievements of our clubs and association as a whole. ฀ To celebrate and appreciate the power of working together for the greater good. ฀ To see how others are serving, and perhaps replicate that activity with our own club. ฀ Help us set new impact goals and encourage ourselves to serve more or differently. ฀ And we report so that we can show what issues matter to us globally and locally, as well as encourage others to think about these issues.

5.0 CAMPAIGN 100

The District continuously supported the LCIF District Coordinator to educate Lions about LCIF and maximum participation in Campaign 100. Out of the Lions who pledged US$ 15,000 during the luncheon held and hosted for LCIF Chairperson Gudrun at Protea Hotel, Ndola on 29th September, 2019, the followings paid in full to LCIF US$ 1,000 each within two months after they pledged: From Lions Club of Ndola - Lions Shamim, Pushpa, Shirish, Erick & Mofya . Lions Club of Kansenshi- Lion Maya and Samuel Balid (Age 8yrs old.) Lions from Jacaranda, Kasupe and Roma also contributed to LCIF of US$ 1,000 each.

6.0 LCIF GRANTS i) Construction of 1x3 classroom block and 2 dormitories are almost completed and ready for handover to the Ministry of Education. The total cost of this project is US$ 135,022, as matching grant project LCIF funded US$75,000 and the balance US$ 60,022 was raised by three clubs Ndola, Ndola Kansenshi and Kitwe Nkana. ii) Lions District 413 has been awarded a grant by LCIF with counterpart funding of Pyott Foundation totalling US$ 680,000 to implement the Luapula Comprehensive Eye Care Project- South by our Developmental Agency Lions Aid Zambia in partnership with the Ministry of Health. The goal of the project is to “To reduce the prevalence of avoidable blindness by 51% by the year 2024” primary objective is to develop a five-year Strategic plan for a comprehensive eye care project for Luapula Province targeting eight districts, namely Mwense, Chipili, Milenge, Mansa, Chembe, Samfya, Lunga and Chifunabuli. iii) The District received LCI grant of US$ 2,000 each for Leo Leadership and Women Symposium during the 1st Africa Forum. iv) The District Received US$ 10,000 disaster relief grant from LCIF for emergency relief to victims of the damage caused by the rains in Chembe district. v) GAT Funding of US$ 500 approved by LCI for successful story on drug abuse and awareness. vi) Matching Grant application for Nyanje Hospital provision of hospital equipment is under process amounting US$ 108,583 which will be US$ 75,000 by LCIF and balance by US$ 33,583 local clubs and cooperating partners. i) We Lions are known as one of the excellent organizations, there is a reason why Lions Clubs International is the world’s largest service organization. It is because it is committed to developing great leaders and innovation at every level of membership. It harnesses technology that will expand and drive humanitarian service. ii) The District expanded the impact and strengthened Lions International network increasing popularity in new and existing ways in the four focus areas. iii) We Lions need to manifest how we serve so as to increase the impact and support of Lions Clubs Foundation. iv) We emphasise on the Lions need to share their life changing stories to highlight the value of their Clubs to communities around the world and so that those who can see the work they do decide to join them. v) We persue to improve membership values and reach new markets, Lions need to put service and satisfaction at the centre of the membership experience. That is because they want to do more than just support the next generation of volunteers. They want to inspire them. They do that by providing world class membership experience that meets diverse needs. vi) The District needs to continuouslyparticipate and support Service Journey Resource which is in the more than 100 years has taught Lions that as they serve they grow. As members we are never meant to stop. Service is our journey. Let us exploit it together. Learn, Discover, Act and Celebrate that’s called a Service Journey.

8.0 CLUB ADMINISTRATION I. The District Governor joined and graced 101 activities in 44 weeks i.e. up to 30th May 2020 which worked out almost 2.3 activities per week, all these activities are reported on MyLion which is available to view in detailed metrics. II. The Global Membership, Global Leadership and Global Service coordinators need to put more effort in order for GAT structure to be implemented well. III. My concern is to have to continue reminding and circulating the need to download MyLion apps. Still not all clubs are using MyLion app. The DG Team, Region, Zone, DCCs need to make serious efforts and explore this app. IV. The DG Team attended Region Leadership trainings, Zone meetings and club visitation. We encourage Region and Zone chairpersons to emphasise on club visitation to their respective clubs. V. DG Team attended the following projects- Vision Screening, Diabetes, Environment, Hunger, Pediatric Cancer , Various youth programs, Drug Abuse and Awareness and Hearing which were organized by various clubs.

9.0 CONCLUSION

We are disappointed that we did not have our annual convention because of Covid -19 but we are optimistic that with each new day there is hope and as we Lions will continue to find new ways to put. our kindness in action while safely serving our communities. As we go through this situation of Covid-19, we place our trust in our Lord and have no reason to live in fear, but we must consider minimizing the potential for exposure and spread of Covid-19 to ourselves and others. Let’s promote appropriate health, hygiene and distancing measures.

We Lions from our District are proud to have PID Hastings Chiti and we thank him for his involvement and commitment to our district, CA-8 area and in LCI at large. I am grateful to all Lion members from our District for giving me a chance to serve them as District Governor and also render support and time during this Lionstic year, we would not have reached this far without your great determination. I greatly missed PDG Liaqat Kapdi during my tenure of office MHSRIP.

IPDG’S REPORT TO THE 49TH ANNUAL DISTRICT 413 CONVENTION

The office of the IPDG is there to essentially to oversee and supervise all district projects and is also the Chairperson for the Elections Committee.

During the last Lionistic year the goals for my office was to improve the signage at all District Projects and ensure that all Dens were in habitable and presentable state.

So far the Lions dens in Lusaka, Kabwe, Kasama and Mumbwa were all worked on and have been undergoing refurbishment and renovations.

A committee was set up under the Chairmanship of the Second Vice District Governor to work on the Kitwe Eye Hospital which required repainting, repair of the falling ceiling and of course changing the present lions logo. This is still in the pipeline as it is being done in conjunction with lions clubs of Nkana and other clubs in Kitwe. It is hoped that this will be concluded soon.

My office also worked with LIAZ where I seat on the board and I am Projectchairperson for the Luapula Eye project which received a grant from LCIF of over USD600, 000 for the next five years. LIAZ has also built or finished the construction of a rural Health Center in Mumbwa rural at Kayumweyume with an incinerator and VIP toilets at a total cost of ZMW 669, 278, which funds came from our partners from Norway Varre Jul. More details can be found in the brochure on page. 87.

LIAZ as you may all be aware is working with partners who include Sightsavers, Crown Agents, LCIF of course and Pyott Foundation and Varre Jul.

The District also received a grant of USD75, 000 on the 10th of September, 2019 for the Ndola School for the visually impaired to build two dormitories and a 1 X 3 classroom block. This project was officially flagged off by our LCIF Chairperson IPIP Lion Gudrun and her partner in service PID Lion JON on the 29th of September, 2019 at a ground breaking ceremony and laying of the foundation stone. Actual works however started on the 8th of October, 2019. The project under the able Chairmanship PDG Ashok Desai has made tremendous progress with excellent workmanship and Tenacity by the contractor M/S Triumph ENT of Ndola who should be handing over the project on the 10th of June 2020 to the NLSVIP Committee. My office this Lionistic year was also privileged to chair the Mass Media Plot Sale Committee and I would like to report that our committee successfully sold the plot at USD 450,000, a great achievement I must say. The committee further recommended that this money be invested in some financial instruments and also possibly purchase a property for the District as we don’t currently own any tangible asset.

My office also as chairperson of elections would like to report that on the 21st of March, 2020 interviews for District officers were conducted both or simultaneously in Lusaka and Ndola and all the candidates were successful for all the positions of DG, FVDG, SVDG, and 2 Region chairpersons. However, candidates for the positions of Zone Chairpersons were not successful as all of them came from clubs that were not in good standing.

Page. 38 Annual General Meeting District 413 Zambia | 2020 REPORT OF THE 1ST AFRICA FORUM COMMITTEE HELD FROM 25TH – 28TH SEPTEMBER 2019 AT MULUNUGUSHI CONFERENCE CENTRE, LUSAKA, ZAMBIA Introduction On behalf of the Forum Organising Committee, I would like to report that District 413 successfully held the 1st Africa forum in Lusaka, Zambia. Registration The Forum was attended by 512 delegates from most Districts on the African Continent. We also had delegates from outside the African continent such as Europe and the ISAME constitutional area. The Forum was attended by the International President Dr Jug-Yul Choi ad partner in service, IPIP Gudrun Yngvadottir, other Executive Officers and the African Leadership. # Description Number

TOTAL 512 Table 1– List of Delegate Categories Proceedings of the Forum Minutes of the forum proceedings were prepared by the Secretariat team chaired by Lion Emmanuel Phiri. In addition to the minutes, the Secretariat also audio and video recorded the proceedings of the meetings and other events. Seminars and workshops The forum held several seminar and workshops which were preceded by the Women's Symposium. The Guest of Honour at the Symposium was the First Lady Lion Esther Lungu. The Symposium was attended by the International President. The keynote speaker was IPIP Gudrun Yngvadottir. Leo Conference Along side the the forum, a Leo conference was held and attended by over 100 leos from Africa. The 413 Leo District had the highest number in attendance. Hospitality Lusaka was able to provide accommodation to all the delegates at selected delegate hotels and other hotels of choice. We believe the delegates enjoyed the hospitability of the Lions of Zambia and residents of Lusaka.

Annual General Meeting District 413 Zambia | 2020 Page. 39 Financial Report We would like to report a surplus of K3,000 once the remaining donor (Seedco) makes good of the pledge. We are making contacts with the Seedco Board Chairperson PDG Chance Kabaghe who has promised to follow up on the payment.

The Public Relations Grant was rejected on grounds that the event had passed at the time of processing the payment despite having applied in good time. We have three creditors (listed below) who are not yet paid for services they rendered to the forum. We could not settle the invoices as we are also awaited payment from the donor. We would like to request the District Governor and through cabinet to advance the committee the sum of K75,000, so that we can settle the creditors. The amount will be refunded once we receive the funds from Seedco. Two of the creditors have since written to the committee threatening to take us to court if we do not settle the invoiced amounts. The committee is also owing the District a sum of K8,230.78 which was erroneously remitted to the Forum and used to pay creditors.

Table 2 – List of Creditors In order to meet the demands from the creditors, we sold some of the equipment which was bought and used during the forum such as printers, camera and banners. We used the money to reduce the amount we are owing. Challenges Notwithstanding the successes which were recorded, we experienced some challenges such as some promised government transport was not available during the forum forcing us to hire other vehicles at a high cost which negatively impacted our budget. We also had challenges with the publication of the forum brochure and other materials which also caused an overrun on the budget.

Conclusion In conclusion, allow me to to take this opportunity to thank the Forum Chairperson PID Hastings Chiti, District Governor Lion Sanjay Balid, Past District Governors, Cabinet, the Forum Organising Committee and the Lions of District 413 for their

1. OPENING SESSION 1.1 Ceremonial Entry The Convention was convened with the Ceremonial entry of the high table, which was immediately followed by the National Anthems of America, India and Zambia at 09:50 hours.

1.2 Invocation The invocation was done by Lion Chimwemwe Jalasi.

1.3 Necrology Necrology was conducted by Lion Tapiwa Chikumbu.

1.4 Flag Ceremony The Flags were ceremoniously brought in starting with the Lions Clubs International flag, followed by the American flag, Indian Flag and lastly the Zambian flag.

1.6 Welcome Address by Convention Convener The Deputy Convention Convener, Lion Muhali Francis Makwele, started by welcoming the visiting ID Virinder VK Luthra, thanked the Guest of honour Deputy Permanent Secretary Southern Province Mr. Kennedy Mubanga for accepting to come and grace the Lions General Meeting District 413. He further welcomed all attendees to the 48th District 413 Annual Convention and stated that it was a long road to actualize the convention and appealed to all delegates to fully make use of the occasion by participating in most of the activities lined up such as the school of instruction which is vital to new cabinet officers. He thanked the Convention Committee members for their input in organizing the convention and all the other Lions and sponsors.

1.7 Opening Remarks by the District Governor 1.7.1 The District Governor, Lion Dr.George SM Banda welcomed all the Lions, Leos and guests who had travelled to Livingstone for the Convention. He particularly thanked Lions who had travelled long distances to attend the Convention, such as Lions from Kasama, Solwezi and Chipata. He recognized the presence and support of Lions with Government positions and those from the media fraternity. 1.7.2 The Governor was grateful to the Deputy Permanent Secretary Mr. Kennedy Mubanga representing the Southern Province Provincial Minister Dr. Edify Hamukale for accepting to grace the occasion. 1.7.3 He also thanked International Director, Lion Virinder VK Luthra for having choosen to come and witness the District 413 Annual Convention. 1.7.4 The District Governor informed the members and guest present that the 2018-2019 was a roller coaster year, it came with it a number of challenges, great and exciting opportunities. 1.7.5 The year set off with our vision “to grow the district to a point of where we became a multiple district with dynamic and well informed lions”. 1.7.6 In 100 years the Lions Clubs International had its first female Lion International President Lion Gudrun Yngvadottir. 1.7.7 The Governor paid homage to all Lions and Leos for the many achievements that the District had attained during the 2018-2019 lionistic year, including: i) Service with Innovation – more than 80 clubs in the District successfully participated in all service activities with the partnerships that were created during the course of the year:- a) Literacy – the donation of books worth over ZMW 2,000,000 to learning institutions in Mansa by the Lions club of Mukuba in partnership with Book Aid International. b) Diabetes Awareness – screening of over 500 people during the Diabetes awareness week in partnership with the Diabetes Association of Zambia. c) Sight in partnership with the Government.

d) Feeding the Hungry in partnership with Madison Insurance. e) Pediatric Cancer – donations of roofing sheets valued at ZMW30,000 to the Pediatric wing at UTH by Lions Club of Woodlands in partnership with the Local MP. f) Kayula Childhood Cancer Foundation – donation of a water tank and various food items, detergents and sanitary towels by Zone 14 clubs. g) HIV and AIDS Awareness was celebrated in December in partnership with the Ministry of Health and other stake holders. h) The same case was with Environmental week, District 413 also partnered with Forestry Department, Plant a million Zambia, Majoru Investments, World life Environmental Conservation Society of Zambia, this project alone costed K20,000 in Lusaka alone where more than 2000 trees were planted, the idea of all partnerships was to reduce on the actual use of cash required to carry out service activities. I) During the World Clean-up Day in September, Lions throughout the District partnered with Shoprite, the European Union and the Local Councils to clean up various areas and institutions. He paid tribute to the DCC’s Environment North and South. ii) Membership drive was a challenge during the year, we lost two clubs and dropped a total of 168 lions but in the process managed to charter two new clubs with one all-female club sponsored by the Lions club of Mulungushi and Lions Club of Kamirenda sponsored by the Lions Club of Kansenshi. iii) In order to reach our full potential in our membership recruitment, we successfully held two Lions open days at two shopping malls namely Mukuba Shopping Mall in Kitwe and Manda Hill in Lusaka where we had more than 200 members of the public pass through our booths and a good number of prospects were captured and underwent orientation and inducted during the worldwide induction day celebrations. iv) The successful holding of trainings, he thanked the GLTC for their input. v) We made a difference by sharing our stories through the great electronic Newsletter. vi) Major improvements made to the infrastructure at the Ndola School for the Visually Impaired. vii) Donation of K15,000 towards the construction of the Melvin Jones Children Eye Referral Hospital (MJCERH) by Bank of Zambia, K7,000 donation by ZAA to the Ndola school for the visually impaired, K40,000 from FAZ through the manning of gates, ZANACO and Zesco’s donations of K5,000 and K15,000. viii) A successful hosting of the women’s symposium in Lusaka.

1.7.8 The District Governor presented gifts to the Chief Guest of Honor and to the International Director.

1.7.9 Address by International Director,Lion Virinder Kumar Luthra GLT Area 6L Lion Daniel Zyambo called upon the International Director 2017-19, Lion Virinder Kumar Luthra to give his address after a brief introduction below: ID VK Luthra had been a Lion since 1970, a charter member of the Lions club of Patna Vishal, he initiated 17 clubs as District Governor, he has to his credit the first all ladies

Lions Club in MD 322 and the very first couples club in the world .As Multiple Council Chairman MD322 had a net growth of 2500+members. He had received numerous awards in recognition of his service to LCI, including the ‘Ambassador of Goodwill’ Award, the most honoured and most prestigious award in LCI.

ID VK Luthra gave his address which included the following key points: He started by informing the lions present that he brought greetings from ISAME and India.

He thanked the Lions of District 413 for their hospitality and was inspired by their passion towards service. He wished all Lions present “Peace, Love and Happiness”, he appreciated the opportunity to have seen the Mighty Victoria falls, the Mukuni big 5 and boat cruise on the mighty Zambezi river.

He implored District 413 Lions to continue serving the District well beyond self. He recognised the following Lions for their service, PDG/GLT A6 Leader Lion Daniel Zyambo for 35 years of service, IPDG Jessica Choobe, Council Chair PDG Albert Chalabesa and PDG Ashok Desai 30 years of service.

ID VK Luthra pledged support and appreciated the works done by the local orphanage based in Mapanza District in Choma. He stated that he made the commitment to serve humanity in 1970 and has never looked back since then. He urged all Lions to follow their dreams and to continue serving humanity and making a difference in the world. He requested the Lions from Livingstone to consider supporting the orphanage and Lt General Lion Nathan Mulenga donated a sum of K10,000 to the orphanage, the money was presented to Mr. Wescot who attended the convention with 2 orphans by the ID.

ID VK Luthra presented a special International President’s pin to the Guest of Honour Southern Province Deputy Permanent Secretary Mr. Kennedy Mubanga. He also honored Lion Lt Gen Nathan Mulenga with the award of Goodwill from LCIF. Some Government officials and Lions were also awarded with pins for their various roles towards the District and Convention.

1.8 Address by the Chief Guest of Honour, Southern Province Deputy Permanent Secretary Mr Kennedy Mubanga. The Deputy Permanent Secretary was called upon by the District Governor Lion Dr. George Samangika to come and officially open the Annual General Meeting.

The Guest of Honour mentioned that he was excited to be at the AGM representing the Provincial Minister who was engaged in some other official engagement and that he was honoured to share the same platform with Lions who served the under-privileged in our country and congratulated them for their great works. He officially welcomed the ID to Zambia and to Livingstone the tourist capital of Zambia. He thanked Lions for peaceful campaigns.

His keynote address included the following points: i) Commended the District 413 Lions for supplementing Governments efforts in alleviating the people’s suffering through their various projects, he was encouraged to become a Lion by the many projects that Lions countrywide have achieved. ii) The Government through his Excellency Mr. Edgar Chagwa Lungu commends and appreciates the works of Lions countrywide and mentioned notable projects among them :- a) Donations of books to various Institutions of Learning. b) Screening of more than 500 persons In partnership with the Diabetes Association of Zambia during the Diabetes awareness week. c) Donation of Roofing sheets to the UTH Peaditric Hospital. d) Donation of Food items to Kayula Childhood Cancer Foundation. e) Planting of over 2,000 trees countrywide by various Lions Clubs during the Environment week. iii) The building of Modern Hospital the Melvin Jones Children Eye Referral Hospital (MJCERH) which will be the state of the art. iv) He also commended various companies that have partnered with the Lions by delivering the much needed service to the needy in our society despite the challenging economy organisations have come on board to and willing to give away resources. v) He encouraged more companies to come on board and partner with the lions clubs to ensure that the needy in our society were cushioned in their day to day needs.

The Deputy Permanent Secretary encouraged Lions to publicize their projects to inform the public and the corporate world about Lions activities and continue to emulate the spirit of Lionism.

He concluded by wishing the Lions good deliberations and resolutions from the Annual General Meeting, and wished those to be elected as new leaders to take the task and honor their campaign messages seriously as millions of Zambian are awaiting their service.

He then declared the 48th District 413 Convention officially opened.

1.9 Vote of thanks – 1st Vice District Governor – Lion Sanjay Balid The 1st Vice District Governor Lion Sanjay Balid gave a vote of thanks. He thanked the Chief Guest of Honour Mr. Kennedy Mubanga for accepting to officiate at the convention even at short notice and that District 413 Lions were privileged to have him as Guest of Honour. He thanked the Guest of Honour for his encouraging words and assured him that Lions in Zambia will continue serving the needy.

1. ANNUAL GENERAL MEETING

1.1 Call to Order District Governor Dr. George SM Banda called the Annual General Meeting to order at 12:00 hrs.

1.2 Loyal Toasts ฀ To the Republican President – Lion Dr. Victor Mudenda – Zone 9 Chairperson. ฀ To Lions Clubs International – Lion Sheba Sinkonde – Zone 14 Chairperson. ฀ To MJFs – Lion Lucas Mwambazi – Global Service Team Coordinator. ฀ Lions Purposes – Lion Ian Nkula – Zone 3 Chairperson. 1.3 Adoption of Agenda The agenda was presented by the Cabinet Secretary Lion Christine C Banda and was adopted by Lion Zita Nyawa Zingani.

1.4 Attendance and Apologies – Cabinet Secretary, Lion Christine C Banda

The Register was circulated by the Cabinet Secretary and all attendees were requested to ensure that they entered their names. Attendance and apologies were recorded as shown in the attached Attendance List. Notable among the apologies were from:- ฀ ID Hastings Chiti-had travelled outside the country. ฀ Deputy Cabinet Treasurer Lion Mwaba Kasese had travelled outside the country on official duties. ฀ District Convention Convenor Lion Welly Chikuka was called back for duty.

1.5 Presentation of Candidates for position of 2nd Vice District Governor The two(02) candidate below gave their respective manifestos area of focus:

Lion Charles R Nacize from Lions Club of Mulungushi. ฀ To cruise on four ships. ฀ Sponsorship, Membership, Leadership and membership. Lion Emmanue Kangwa from Lions Club of Mukuba. ฀ To stabilize D413 through Membership growth, increased and effective delivery. 1.6 Announcement of endorsed Zone Chairperson The returning officer, Lion Mudford Mwandenga announced the name of the endorsed Zone Chairpersons:- ฀ Zone 9 -Lion Zita Nyawa Zingani.

1.7 Presentation of 1st Vice District Governor Endorsee Lion Dr.Peter Mangani presented his manifesto pledging to work with all Lions in District 413 towards the District objectives, while believing that together with all members of the District we can ensure that we now envision becomes a reality by translating our vision into reality.

1.8 Presentation of District Governor-Endorsee Lion Sanjay Balid highlighted the following in his manifesto:-

฀ Promote quality membership growth to become a Multiple District following the 3 membership steps. ฀ Dream, Think , Act and grow. ฀ Believes in Service with passion. ฀ Integrity and Dedication. ฀ To promote improve club organization and membership retention. ฀ To develop leadership skills.

1.9 Correction and adoption of Minutes of the 47th Annual General Meeting The following corrections were made: i) On the Attendance List: a. Page 32, no 90: Lion Adel Yowera to read Adel Yowela. b. Lion Cordillia Banda was missing on the attendance list.

The minutes were seconded by Lion Lucas Mwambazi.

1.10 Matters Arising – there were no matters arising.

1.11 Presentation of Governor’s Report District Governor Dr.George SM Banda welcomed all Lions and guests present to the 48th District 413 Annual Convention. He stated that it was a roller coaster year, it came with it a number of challenges, great and exciting opportunities. Our vision was to grow the District to appoint of becoming a Multiple District with dynamic and well informed lions. The DG recognized and acknowledged members of his cabinet who worked with him to have a successful year. He noted that his report had been circulated in the brochure and that he had covered most points in his previous addresses and so would not go through the whole report. He however, highlighted the following key areas:

i) District Governor’s Theme-“Service with Excellence, Teamwork and Tenacity.

a. Tenacity – This was the hallmark of our service and was fully embraced and applied it as seen in the number of service activities done by lions with a lot of enthusiasm and persistence. b. Apart from our usual recruitment strategy of asking people we know, who are like us or better than us, we went out to the open market to find people with a heart to serve where we distributed literature on lions. ii) Change Public Opinion and Enhance Visibility a) We managed to participate on radio/TV talk shows, the social media though mainly internally was used to share and showcase our activities to ourselves and less to the outside world. b) Diabetes Association of Zambia offered to sign an MOU with Lions for future collaboration during Diabetes awareness month. c) The Ndola Golf club has also offered the lions club of Ndola a day every year for a fundraising tournament.

iii) Pursue Club, District and Organization Excellence a) Not all clubs implemented the Global Action Team (GAT) Structure – there was need to revisit the topic. b) Reporting of service activities had generally improved across the district. c) Failure to send Monthly Membership Reports by most clubs continue to be noted. Club secretaries of Lions Clubs of Ndola Lion Njungu Mbindo, Kabulonga Lion Linet Sikazwe and Woodlands Lion Borniface Chitundu were commended for achieving 100% reporting to LCI and sending business meeting minutes to the District Secretariat. d) Dues: was our major failure during the last lionistic year, a never ending problem which can be overcome by commitment and discipline at a personal level by all of us. e) Rezoning: The rezoning of our district though well intended left a number of zones weak with only one club instead of the intended four and as a result these zones and the zone chairpersons were unable to function as expected. iv) Leadership Goals a) Leadership goals were met to train and retrain 388 lions, and we trained 376 at the time. v) MJCREH: ฀ Not much progress made on this project due to the unavailability of land as the land that was secured by the committee was still under litigation. ฀ The architecture designed a hospital for $4million as opposed to the instruction given to him with a budget of $2million.

vi) Lions Mass Media Plot: ฀ The resolution for a Build Operate and Transfer had not yet materialized though initial contact was made with a possible buyer.

vii) Zambia Charity Fund The ZCF remained dormant with very little or no activity apart from having been placed in an interest earning account. viii) LCIF Grants and other Grants We received the following grants:- ฀ Ndola school for the visually impaired USD75,000 for a construction of a dormitory and I x 3 classroom block. A committee to be chaired by PDG Ashok Desai and JM Patel was formed to spearhead the construction of the same after the laying of the foundation stone on the site on a date to be advised. ฀ ECG machine – Trustee Lion Aruna fulfilled her pledge for the ECG machine for the siavonga District Hospital awaiting delivery. ฀ Lion Quest: We received $16,000 from LCI for the project that is still at adaptation stage . ฀ The Stoma Project: The grant of $10,000 for the project was approved and sent to the District committee which was set up and chaired by Lion Dr. Victor Mudenda , in collaboration with UTH. The training was set for June, 2019. ฀ Lukulu General Hospital Solar Power upgrade: District 110 BN MAT 16433/110-BN was awarded $27,675, they worked with the Lions Club of Mongu to upgrade Solar Power supply at the hospital.

ix) LCIF Support: a) Our pledge to recruit by the end of the fiscal year 50 MJFs was not achieved. b) District 413 was given a target to raise USD550,000 by the end of June 2021, part of these contributions towards campaign 100 are still on going. x) Lions Aid Zambia: LIAZ was formed as the NGO arm for District 413 to work in line with what Lions Aid Norway was doing and it was agreed that LIAZ works in collaboration with the MJFCERH project committee. xi) NEW VOICES: In order to enhance female membership growth, the International President Lion Gudrun came up with a program to promote female parity in our clubs, the District New Voices was championed by PDG Christine Kasonde Lungu.

xii) ALL AFRICA CONFERENCE: This will be hosted by District 413 from the 25th to the 28th September,2019, all Lions were encouraged to attend.

xiii) FINANCIALS a) Closed all the unnecessary district accounts for easy monitoring of funds and accountability. b) For transparency and control, the change of signatories was effected to the district projects or trust account to include the council chair and vice council chair and the treasurer as opposed to the district governor and treasurer on all accounts. c) District accounts were audited every quarter by the internal audit committee. d) Poor payment of District dues by most clubs was noted that there is need to find a way to improve payment statistics. e) 2018/2019 Summary of income and expenses below was presented for adoption; Description Budget Actual A Income SubscriptionLCI/District 1,085,310.50 174,510.00 District Projects 172,800.00 34,940.00 Other income District 286,800.00 328,338.48 Other income LCI 243,000.00 311,928.91 TOTAL INCOME 1,763,910.50 849,717.39

xiv) Financial Statements for the year ended June 2017

Report of the Independent Auditors:-

฀ Financial performance and its cash flows for the year ended in accordance with the international financial reporting standards. ฀ Evidence obtained was sufficient and appropriate to provide a basis for our audit opinion. ฀ Upon separating trust income and expenditure from those administration Lions District 413 recorded a surplus of K100,644 which should have been supported by a bank balance of the same amount, as the amount was not available it was appropriated to administration account. ฀ Land and buildings owned by Lions District 413 Zambia continue to be excluded from financial statements, professional valuation of the properties should be procured and incorporated in the financial statements. xiv) Financial statements for the year ended 30th June 2018 Report of the Independent Auditors to the Members of Lions District 413 Zambia. ฀ They audited the accompanying financial statements of the Lions District 413 Zambia . ฀ In their opinion the financial statements gave a true and fair view of the financial position as at 30th June,2018 and that its financial position and it cash flows for the year ended in accordance with the international financial reporting standards. ฀ Evidence obtained was appropriate to provide a basis of the audit opinion.

Matters Arising from DG’S Report

a) Members present thanked DG and his team for a good year. b) The meeting bemoaned the poor membership status. c) The meeting requested for amnesty for payment of dues from previous years as this was hindering them from exercising their rights to vote at the conventions. d) DG pointed out that concerns have been raised for the non-payment of dues but it’s like clubs were not taking this seriously as they do when paying international dues. The DG’S report was seconded and adopted. 1.12 Adoption of Audited Accounts The accounts for 2017-2018 and 2018-2019 were adopted. However the 2016-2017 accounts were adopted with conditions that they meet the Auditors findings. Matters Arising from the Audited Accounts: a) Members requested for time frame for having accounts audited in District 413. b) The bank statements for the year 2016-2017 be availed to the Auditors and report be presented at the first cabinet meeting in July 2020. c) Missing information on assets should be availed as soon as possible. d) DG pointed out that information on some assets may not be available as most. e) Dens were not in Lions names but belonged to other entities.

1.13 Appointment of Auditors Kabwe and Company of Kitwe should continue as appointed Auditors for 2018-2019. 1.14 Venue for the next Convention The venue for the next convention would be Livingstone on a date to be announced. 1.15 Resolution of the Meeting Let it be resolved that: i) Kabwe and Company Shall continue as appointed Auditors for 2018-2019 Accounts. ii) 2016-2017 accounts be adopted on conditions that they meet the Auditors findings. 1.16 Any other business i) A concern was raised on the poor time keeping during the Convention.

1.17 Elections

The Returning Officer, Immediate Past District Governor Jessica Choobe presented results of elections for positions of District Governor and Vice DGs for the following lionistic year 2019-2020. The elections had been held that day.

1.18 Acceptance Speech by District Governor-Elect District Governor-Elect Lion Sanjay Balid gave his acceptance speech. He thanked Lions for the overwhelming support. He pledged to give his full commitment to the task ahead. 1.19 Adjournment

The DG adjourned the 48th Annual General meeting at 15:15 hours after the Lions Code of Ethics were read by Lion Mandy Sikazwe, Deputy Cabinet Secretary.

This is a summary report covering the period 1st July 2019 to 31st March 2020. The Report should be read together with the annexed detailed reports namely;

v Remittance of international dues ZMW 137,889.00 on behalf of clubs. v District convention expenses K20,000.00. v International visitors expenses K7,970.00. v Seminars and Workshop ZMW 22,828.00. v Lions Quest ZMW 119,060.00. v LEOS All Africa Conference ZMW 35,667.00.

The All Africa Conference organizing committee was over paid K8,230.78 (equivalent to US $600.00) which was for the RLLI but which was sent by Lions Clubs International together with the LEOs All Africa Conference grant as a total kwacha equivalent of K35,667.00 all of which was passed to the committee.

§ ZMW 37,361.00 was spent on District project activities (Financed by club sub) such as:-

v Medical camp ZMW 21,931.00. v Ndola School for the Visually impaired K600.00. v GST – Health services K6,893.00. v LEO – youth K1,200.00. v Secretariat and Archives ZMW 6,737.00.

§ ZMW 78,996.00 was spent as District project activities (Financed by other income) as follows;

v FAZ – manning of gates snacks ZMW 39,016.00. v International – RLLI contribution expenses K14,000.00. v RLLI Local fees K15,000.00. v LEO’s expenses ZMW 7,500.00. v Club extension K3,480.00 .

§ ZMW 7,158.00 was spent on other administration expenses;

v Bank charges ZMW 2,140.00 (ZMW 440.00 to be refunded by bank for duplicated entries). v DG’s visitations ZMW 5,018.00.

The deficit shown as per income and expenditure is K41,496.00 However, this includes expenditure for Lion Quest whose income was recognized in the previous year. If this is adjusted for the surplus for the current period is K77,564.00.

· Status of Dues

o International

The details are as per the international recap is as presented by District Governor.

o District dues

Up to 30.04.2020 only 22 clubs out of the 54 have made part payments towards the district dues for the year 2019-2020. Of the 22 only 9 club has paid in full. I wish to encourage 13 clubs to ensure they pay the dues in full.

We are sitting with 2 deposits for which we have not identified the clubs which deposited the funds as no details were sent to us. We have requested the bank to provide the details and will up date the recap as soon as we have the details.

· Bank Balances

o Administration Account ZMW 46,059.54. o Project Account ZMW 56,769.02.

The bulk of the balance sitting on the Projects account is for the Lions Quest K24,807.52 and the FAZ manning of gates fundraiser of K15,984.00.

· Conclusion

§ Firstly; I wish to appeal to Cabinet Officials to encourage the clubs or indeed ourselves to ensure that once a remittance is done, a copy of the proof of deposit is sent to Cabinet Treasurer or the Deputy. In addition, you can also request the bank to include a narration on the deposit. This will help to allocate the receipts to the appropriate club or activity line.

The Societies Act Cap 119 of The Laws of Zambia requires that Cabinet Officers Of Lions District 413 – Zambia to prepare financial statements for each financial year that fairly present the financial position and state of affairs of Lions District 413 – Zambia and its financial performance for that year.

We have audited the accompanying financial statements of the Lions District 413 - Zambia, which comprise the statement of financial position as at 30 June 2019, the statement of comprehensive income, statement of changes in accumulated funds and statement of cash flows for the year then ended, and a summary of significant accounting polices and other explanatory notes as set out on pages 73 to 85.

Opinion

In our opinion the financial statements give a true and fair view of the state of the financial position of Lions District 413 - Zambia as at 30th June 2019 and of its financial performance and its cash flows for the year then ended in accordance with International Financial Reporting Standards.

Cabinet Officers responsibilities for the financial statements

As described onpage69, the cabinet officers are responsible for the preparation and fair presentation of the financial statements in accordance with International Financial Reporting Standards. This responsibility includes: designing, implementing and maintaining internal controls relevant to the preparation and fair presentation of financial statements that are free from material misstatement; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances.

Our responsibility is to express an opinion on these financial statements based on our audit. We conducted our audit in accordance with International Standards on Auditing. Those standards require that we comply with ethical requirements, plan and perform the audit to

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditor’s judgment, including the assessment of the risks of material misstatement of the financial statements. In making those risk assessments, the auditor considers internal controls relevant to the entity and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstance,but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. An audit also includes evaluation of the appropriateness of accounting policies used and the reasonableness of accounting estimates made by Cabinet Officers, as well as evaluating the overall presentation of the financial statements.

We believe that the evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.

Key audit matters

1. Fixed assets Two properties owned by Lions District 413 Zambia continue to be excluded from financial statement. Neither have we had sight of the title deeds. A professional valuation of the property should be procured and incorporated in the financial statements.

2. Club debtors The balance due in respect of club debtors as per trial balance amount K695,502 while the club debtors listing total is K695,323. Bad debts provision in the sum of K57,506 has been made in the financial statements. The club debtors listing needs to be updated to agree with the trial balance.

3. Prepaid subscription At 30th June 2019, prepaid subscriptions amounted K4,615 as per note 4 of the

5. Bank confirmation At the conclusion of our audit work, we had not received confirmation for bank balances and we had no sight of (Lions District 413 Quest project) statements as at 30th June 2019.

Report on Other Legal and Regulatory Requirement In our opinion, the financial statements of Lions District 413 - Zambia as of 30th June 2019 have been properly prepared in accordance with the Societies Act of the Laws of Zambia, and that the accounting records and registers required by the Societies Act have been kept.

ACCOUNTING POLICIES

1.0 Principal activities

The principal activities of Lions District 413 – Zambia are service works.

2.0 Significant accounting policies

The financial statements are prepared under the historical cost convention and applicable accounting standards generally accepted in Zambia.

Income is principally made up of offering,tithes,harvest and other sundry income.

2.1 Tangible fixed assets Fixed assets are stated in the balance sheet at cost less accumulated depreciation.

2.2 Depreciation Depreciation is charged to write of the cost of fixed assets less their residual value on a straight line basis over the expected useful lives of the assets concerned.

2.3 Income recognition Income represents membership levies, subscriptions, donations and all other receipts from sundry sources receivable during the year.

2.4 Expenditure Expenditure, excluding that on acquisition of fixed assets, is written off in the year in which payment is made. Accruals are made for expenses incurred but not discharged at end of the year.

2.5 Translation of foreign currencies Transactions denominated in foreign currencies are translated into Zambian Kwacha at exchange rates ruling at date of the transaction. Gainandlosses arisingon translation are included in the statement of comprehensive income in the year in which they are arise.

2.6 Taxation No provision for taxation has been made in these financial statements as Lions District 413 – Zambia is exempt from tax under Section 5 of the Income Tax Act of the Laws of Zambia.

1. Background 2018, marked a significant milestone for Lions of Zambia having created a developmental agency to manage project on its' behalf, called Lions Aid Zambia (LIAZ). This was in its' endeavor to cement initiatives spawn and implemented by Lions Aid Norway in Zambia following it's' decision to close. The new agency started operations on 1st October 2018, following it's' registration and award of a five-year renewable operating certificate under the Non- Governmental Organization Act of 2009.

The objectives of LIAZ are; a. To support interventions to eradicate visual impairment by combating eye diseases, creating infrastructure to improve eye care delivery, increasing the number of trained eye care professionals and making vision care more equitable and sustainable. b. To support the youth, have access to equitable education, feel cared for and experience healthy developments so they can have the chance to achieve their dreams. c. To provide disaster relief to communities affected through short term and longterm initiatives of rebuilding homes and lives. d. To support humanitarian needs that include health issues such as measles, cancer and diabetes to empowering those with disabilities to lead more independent and fulfilling lives. e. To support initiatives that promote the empowerment of women.

2. Partners /Donors The formative year, 2018, LIAZ signed grant agreements with Sightsavers and Lions Aid Norway for implementation of Trachoma Elimination activities in Western Province and support to non-eye health projects in Central and Lusaka Provinces respectively.

LIAZ is alive to the need to diversify its' income portfolio to sustain the operations. It is for the reasons that in the current financial year, LIAZ secured more funding from; a) Crown Agents to support trachoma elimination activities in Western Province. b) Lions Clubs International Foundation (LCIF) with counterpart funding from the Pyott Foundation for a five-year comprehensive eye care project targeting eight districts of Luapula Province.

Page. 88 Annual General Meeting District 413 Zambia | 2020 c) Varre Jul with counterpart funding from Jevnaker Municipal Council, who have committed to support the construction of a rural health center at Chamulimba. The construction will commerce once the current Covid-19 pandemic that the Global is grappling with is brought under control. To-date LIAZ has received grant disbursements of ZMW8,144,342.14 (ZMW4,491,221.22 in 2018/19 and ZMW3,653,120.92 in 2019/2020 to date). LIAZ will continue to seek new opportunities with possible donors while captivating existing relationships.

3. Project Results a) Eye Health Since inception, LIAZ has been supporting activities in 22 districts situated in four provinces namely Lusaka, Central, Western and Luapula. To date over 502,629 people have benefited from our activities with the majority having been treated for active Trachoma in Western Province. In addition, a total of 455 patients underwent Trachoma Trichiasis surgeries, while 3,395 were screen and treated for various eye ailments.

The health centre comprising a staff house, Rural Health centre, Incinerator and VIP toilets was constructed at a cost of ZMW669,278. Further, we supported the renovation of the Operating Theater at Chongwe District Hospital in addition to a donation of assorted equipment and instruments made possible by the generosity of our partners Varre Jul. Annual General Meeting District 413 Zambia | 2020 Page. 89 and Further, 3,025 health and community health works were oriented in case identification for trachoma trichiasis and drug distribution against active trachoma.

3. Finance Since inception, LIAZ has spent ZMW5,895,459.97 (ZMW3,266,100 in 2018/2019 and ZMW2,629,359.97 in 2019/20) against recognized grant income of ZMW6,123,525.92 resulting in a cumulative surplus of ZMW228,065.95.

Of the ZMW5,895,459.97 spent trachoma activities accounted for 63%, whilst administration accounted for 8%. Going forward the trend shall lean towards higher spent on comprehensive eye care following grant award received from LCIF.

4. Conclusion The advent of covid-19 has disrupted activities significantly. It is our hope that it will soon be brought under control to enable us commence implementation of outreaches activities. Lastly, I wish to say thank you to all who have made the achievements possible, our supporters, partners, sta ffand, of course, my fellow Board members. Our staff that who are leading the organisation with extraordinary energy, dynamism and creative flair, I have no doubt LIAZ will continue to go from strength to strength.

The financial statements are prepared in accordance with International Financial Reporting Standards a nd are based upon appropriate accounting policies consistently applied and supported by reasonable and prudent judgements and estimates.

The board members acknowledge that they are ultimately responsible for the system of internal financial control established by the organisation a nd place considerable importance on maintaining a strong control environment. To enable the board members t o meet these responsibilities, the board members s et standards for internal control aimed at reducing the risk of error or loss in a cost effective manner. The standards include the proper delegation of responsibilities within a clearly defined framework, effective accounting procedures and adequate segregation of duties to ensure an acceptable level of risk. These controls are monitored throughout the organisation and all employees are required to maintain the highest ethical standards in ensuring the organisation’s business is conducted in a manner that in all reasonable circumstances is above reproach. The focus of risk management in the organisation is on identifying, assessing, managing and monitoring all known forms of risk across the organisation. While operating risk cannot be fully eliminated, the organisation endeavours to minimise it by ensuring that appropriate infrastructure, controls, systems and ethical behaviour are applied and managed within predetermined procedures and constraints.

The board members are of the opinion, based on the information and explanations given by management, that the system of internal control provides reasonable assurance that the financial records may be relied on for the preparation of the financial statements. However, any system of internal financial control can provide only reasonable, and not absolute, assurance against material misstatement or loss.

The board members have r eviewed the organisation’s cash flow forecast for the year t o June 30, 2020 a nd, in light of this review and the current financial position, they are satisfied that the organisation has or had access to adequate resources to continue in operational existence for the foreseeable future.

1. Nature of business

Lions Aid Zambia was incorporated in Zambia with interests in the Non-profit industry. The Principal activity of the Project is that of eye care services by assisting in providing adequate infrastructure, training scholarships and by sensitising the public in general on eye-care and thus ensuring access to quality, affordable health products and services.

2. Review of financial results and activities

4. Going concern

The board members believe that the organisation has adequate financial resources to continue in operation for the foreseeable future and accordingly the financial statements h ave been prepared on a going concern basis. The board members have satisfied themselves that the organisation is in a sound financial position and that it has access to sufficient financial support to meet its foreseeable cash requirements. The board members are not aware of any new material changes that may adversely impact the organisation. The board members are also not aware of any material non-compliance with statutory or regulatory requirements or of any pending changes to legislation which may affect the organisation.

Corporate information

Lions Aid Zambia is a Non-governmental Organisation incorporated and domiciled in Zambia.

It is registered in under the NGO Act of 2009 and it's objective is to provide eye care services by assisting in providing adequate infrastructure, training scholarships and by sensitising the public in General on eye-care and thus ensuring access to quality, affordable health products and services.

1. Significant accounting policies

The principal accounting policies applied in the preparation of these financial statements are set out below.

1.1 Basis of preparation

The financial statements h ave been prepared on the going concern basis in accordance with, and in compliance with, International Financial Reporting Standards ("IFRS") interpretations issued and effective at the time of preparing these financial statements and the Non-Governmental Organisations Act No. 16 of 2009.

The financial statements have been prepared on the historic cost convention, unless otherwise stated in the accounting policies which follow and incorporate the principal accounting policies set out below . They are presented in Zambian Kwachas, which is the company's functional currency.

1.2 Property , plant and equipment

Property, plant and equipment are tangible assets which the company holds for its own use or for rental to others and which are expected to be used for more than one year.

An item of property, plant and equipment i s recognised as an asset when it is probable that future economic benefits associated with the item will flow to the company, and the cost of the item can be measured reliably.

Property, plant and equipment is initially measured at cost. Cost includes all of the expenditure which is directly attributable to the acquisition or construction of the asset, including the capitalisation of borrowing costs on qualifying assets and adjustments in respect of hedge accounting, where appropriate.

Expenditure incurred subsequently for major services, additions to or replacements of parts of property, plant and equipment are capitalised if it is probable that future economic benefits associated with the expenditure will flow to the company and the cost can be measured reliably. Day to day servicing costs are included in profit or loss in the year in which they are incurred. Lion Aid Zambia have the following policies and procedures in place: 1. All assets procured shall be capitalised ex cept for Direct project assets. The project assets will be ex pensed on the date of purchases. However, for control purposes they will be maintained and recorded in the Fixed Assets Register which should be updated by the Accountant and reviewed by the Executive Director annually.

Depreciation of an asset commences when the asset is available for use as intended by management. Depreciation is charged to write off the asset's carrying amount over its estimated useful life to its estimated residual value, using a method that best reflects the pattern in which the asset's economic benefits are consumed by the company. Leased assets are depreciated in a consistent manner over the shorter of their expected useful lives and the lease term. Depreciation is not charged to an asset if its estimated residual value exceeds or is equal to its carrying amount. Depreciation of an asset ceases at the earlier of the date that the asset is classified as held for sale or derecognised.

1.2 Property , plant and equipment (continued)

Each part of an item of property, plant and equipment with a cost that is significant in relation to the total cost of the item is depreciated separately.

The depreciation charge for each year is recognised in profit or loss unless it is included in the carrying amount of another asset.

Impairment tests are performed on property, plant and equipment when there is an indicator that they may be impaired. When the carrying amount of an item of property, plant and equipment i s assessed to be higher than the estimated recoverable amount, an impairment loss is recognised immediately in profit or loss to bring the carrying amount in line with the recoverable amount.

An item of property, plant and equipment is derecognised upon disposal or when no future economic benefits are expected from its continued use or disposal. Any gain or loss arising from the derecognition of an item of property, plant and equipment, determined as the difference between the net disposal proceeds, if any, and the carrying amount of the item, is included in profit or loss when the item is derecognised.

1.3 Impairment of assets

The company assesses at each end of the reporting period whether there is any indication that an asset may be impaired. If any such indication exists, the company estimates the recoverable amount of the asset.

Irrespective of whether there is any indication of impairment, the company also: tests intangible assets with an indefinite useful life or intangible assets not yet available for use for impairment annually by comparing its carrying amount with its recoverable amount. This impairment test is performed during the annual period and at the same time every period. tests goodwill acquired in a business combination for impairment annually.

If there is any indication that an asset may be impaired, the recoverable amount is estimated for the individual asset. If it is not possible to estimate the recoverable amount of the individual asset, the recoverable amount of the cash-generating unit to which the asset belongs is determined.

The recoverable amount of an asset or a cash-generating unit is the higher of its fair value less costs to sell and its value in use.

If the recoverable amount of an asset is less than its carrying amount, the carrying amount of the asset is reduced to its recoverable amount. That reduction is an impairment loss.

An impairment loss of assets carried at cost less any accumulated depreciation or amortisation is recognised immediately in profit or loss. Any impairment loss of a revalued asset is treated as a revaluation decrease.

An entity assesses at each reporting date whether there is any indication that an impairment loss recognised in prior periods for assets other than goodwill may no longer exist or may have decreased. If any such indication exists, the recoverable amounts of those assets are estimated.

The increased carrying amount of an asset other than goodwill attributable to a reversal of an impairment loss does not exceed the carrying amount that would have been determined had no impairment loss been recognised for the asset in prior periods.

A reversal of an impairment loss of assets carried at cost less accumulated depreciation or amortisation other than goodwill is recognised immediately in profit o r loss. Any reversal of an impairment loss of a revalued asset is treated as a revaluation increase.

1.4 Employee benefits

Defined contribution plans

A defined contribution scheme is a pension plan under which Lion Aid Zambia pays fix ed contributions into a separate entity (a fund) and will have no legal or constructive obligations to pay further contributions if the fund does not hold sufficient assets to pay all employees benefits relating to employee service in the current and prior years. Lion Aid Zambia’s contribution to the defined contribution schemes are charged to the statement of comprehensive income in the year to which they relate. Lion Aid Zambia has no further obligation once the contributions have been paid. Lion Aid Zambia makes contributions to the state defined contribution pension scheme, National Pension Scheme Authority, “NAPSA”, on behalf of the employees at 5% of the basic pay on a monthly basis.

1.5 Grant Income

Grant Income is recognised when there is reasonable assurance that: the company will comply with the conditions attaching to them; and the grants will be received.

Grant Income is recognised as income over the periods necessary to match them with the related costs that they are intended to compensate.

A grant income that becomes receivable as compensation for expenses or losses already incurred or for the purpose of giving immediate financial support to the entity with no future related costs is recognised as income of the period in which it becomes receivable.

1.6 Revenue from contracts with customers

IFRS 15 specifies how and when an IFRS reporter will recognise revenue as well as requiring such entities to provide users of financial statements with more informative, relevant disclosures. The standard provides a single, principles based five-step model to be applied to all contracts with customers. Identification of contract with the customer. Identify the performance obligations in the contract. Determine the Transaction Price. Allocate the transaction price to Performance obligations. Recognise the revenue.

Lions Aid Zambia has a written contract of service with Sight-savers running up until March,2019 which has been approved and signed by both parties and has commercial substance.

Sightsavers Lions Aid Zambia is obligated to support the Regional and District Offices of the Ministry of Community Development and Maternal Child Health (MCDMCH) to align with and contribute to the national trachoma elimination programme for Zambia. They further have an Indirect Cost recovery of 17.46% on approved expenditure that is unrestricted and used for operational purposes. Lions Aid Norway The performance objective of this contract was to help Chongwe District hospital build capacity both in human capital , diagnostic and curative services hence influence the upgrade of the hospital to a first level hospital.

i) Sight-Savers: Income is measured equivalent to the total amount expended on the Trachoma Project;

11. Taxation

Lion Aid Zambia is a charitable Non-Governmental Organisation approved by the Ministry of Finance and National Planning, under section 61 of the Income Tax Act. Consequently, all the income received by the Organisation is exempt from tax under the Second Schedule of the Income Tax Act of 1996 (as amended).

12. Commitments

The Organization has entered into a commercial property lease with One Sight Zambia over the land situated in 43-A Jesmondine, Lusaka, Zambia on 1st October, 2018. The lease was intitially running for 4 months but has been renewed in writing with the last payment due to be made on 30.09.2019. Future minimum payables under the lease as at June 30, 2019 are highlighted above. There are no other commitments and contingencies partaining to Lion Aid Zambia.

Sight Savers Liability

Sightsavers UK was appointed grant managers for the Neglected Tropical Diseases (NTDs) under which Trachoma falls by the Department For International Development (DFID). The contract came to an end in June 2019. DFID floated a bid for organisations to apply for the new contract from 1st July 2019. Sightsavers applied for the bid unfortunately they lost the bid for Southern, East and Central Africa to another bidder called Crown Agents. As a consequence the fund agreement between Sightsavers and LIAZ was terminated and all activities cancelled. At the time of the cancelation Sightsavers had advanced funds amounting to ZMK 803,185.27 to LIAZ which will now have to be refunded.
