Overview

On April 1, 2014, all CIC-funded Service Provider Organizations (SPOs) in British Columbia will begin to use the Immigration Contribution Agreement Reporting Environment (iCARE) to report services that are provided to CIC-funded clients. From February 6 – February 20, 2014, the CIC iCARE team travelled throughout BC to conduct iCARE training sessions for all BC SPOs. AMSSA provided logistics support for the training sessions, including creating the training and travel schedule, and organizing and implementing the training.

During the training, CIC delivered 6 different training modules (see below for list of modules). SPOs attended either 1 or 2 days of training, depending on what modules they required training on.

The training modules offered include:

 Needs Assessment & Referrals (NARS) - 2 hours  Information & Orientation (I&O) - 1.5 hours  Employment Related Services (ER) - 2 hours  Language Assessment (LA) - 1 hour  Language Training (LT) - 2.5 hours  Community Connections (CC) - 2 hours

The iCARE training sessions were held in different training ‘hubs’ across the province. The training hubs were in , Abbotsford, Nanaimo, Victoria, Kelowna, and Prince George. The training hubs were determined based on accessibility to SPOs across BC, and availability of computer labs.

In addition to the training ‘hub’ sessions, nine large organizations received individual full day training with the iCARE trainers within their own office or lab facility. These organizations included:

Timeframe of the Training Below is a general schedule of dates when the training sessions were held in each region. Please view Appendix A for the detailed iCARE training schedules in each location.

February 5 - 7: Individual site visits to larger organizations in Vancouver and the Fraser Valley (ISSofBC, MOSAIC, PICS, DIVERSEcity, NSMS, S.U.C.C.E.S.S.) February 11 - 14: Vancouver () February 17 - 18: Vancouver (ctc TrainCanada) – for French SPOs February 17 - 18: Abbotsford (Abbotsford Virtual School) February 17 - 18: Nanaimo (Arbutus Music) February 17 - 18: Individual site visits to larger organizations in Victoria (VIRCS & ICA) February 19: Individual site visit to larger organization in Prince George (IMSS) February 19 - 20: Prince George () February 19 - 20: Kelowna (UBC Okanagan)

Note: Due to ease of access and travel costs, some agencies travelled from small north/interior communities to Vancouver for training instead of to Prince George/Kelowna.

CIC sent out all formal invitations and communications to invite BC SPOs to attend the training sessions. For a full list of participants who attended the iCARE training (by training hub location), please see Appendix B. In summary, there were 83 organizations who attended the iCARE training sessions, and 204 (Appendix B) in-person attendees at iCARE Training sessions. 4 organizations were not able to attend the training in-person.

All SPOs were also invited to participate in the iCARE Training Webinars that ran during the weeks of February 24th and March 3rd. These webinars covered the same content as the in- person sessions that were held throughout February in BC. iCARE Training Goals & Outcomes The event was designed to achieve the following goals:

o To increase understanding of the privacy and security requirements needed to in orderto access iCARE. o To increase understanding of the technical requirements that SPOs need to be in place to run iCARE. o To increase understanding of the process / requirements to input data into the CIC iCARE database. o To increase understanding of the information / reports SPOs will receive from the iCARE system. o To increase understanding of how the information collected in iCARE will be used by CIC and SPOs to inform planning of future services. o To increase awareness of the ongoing iCARE database training opportunities and support available for SPOs (e.g. webinars, monthly check-ins, etc).

The participants were asked to evaluate whether the session was successful in meeting its stated goals and assess the planning and logistics of the event.

In general the session evaluations indicate broad support that the event goals were met, and approval of the event logistics. See Appendix C for details.

Use of this Report This report is intended to provide CIC with:

 The training schedules in each location (Appendix A).  A list of organizations and participants who attended the iCARE training (Appendix B).  A summary of the event evaluations (Appendix C).

Part C: Do you have suggestions for how iCARE Training sessions could be improved? (51 out of 149 respondents provided a comment)

 Everything was good  The computer lab in Nanaimo was too small, making it difficult to see the presenter. A larger space would have worked better.  Schedule less time for consequent sessions as they didn't take that long  It was really great, well organized. Lots of options to attend. Great job!  I think with the complexity of the database it was broken into reasonable chunks. I am a data person so it was fairly intuitive- and I thought that repetition was actually a good thing. If we believe in the foundations of adult learning then seeing something, practicing it and doing it again is a good way to reinforce the learning.  Emailing some print content in advance, once we get into the training environment and can access manuals will be helpful - would have been good to review those before coming to training so we can ask clarifying questions  Perhaps sending out program, travel details sooner...  I appreciated having in-person trainer from CIC who is thoroughly familiar with the topic and iCARE system. Having the ability to ask questions and immediately receive answers has certainly reduced anxiety in transitioning into the new system.  Follow up training in 3-6 months  Since we had to travel and spend 2 nights in a hotel to receive this training, it would have been good to know that we could have taken the training online instead of attending the live training. We are all surprised that the SPO in the city where the training took place did not attend the live training.  Possibly longer day so more can be covered in one day. Our group had to stay over two days to complete one further session (of 2 hours). First day could have been longer.  Very easy to understand - training features.  It was great that they shortened the training time required.  Manuals could be given and hands on training to all support staff  More information on how to select which module for reporting an activity or set of activities.  Notification of dates times was quite late  A bit less repetitive sessions. People should be required to take them all and not come after some are done so the instructor has to repeat themselves.  To get retraining in every 3 months at the beginning stage  Day one was really long. It was hard to sit through the whole day looking at a computer.

 Combine sessions on the 2nd day, as the 1st way was great overview. Slowdown in speaking! A lot are second language learners.  With up to date documentation and data, the training would have been more beneficial  Allocation of time. Training could have been completed in one day.  Need coffee breaks  Be more to what the collected data is going to be used for.  The training should have been streamlined, in that if someone was a language trainer or Assessment Centre, their training should have been bulked together according towhat services they are delivering in the community.  Day is too long for training of a new system. Maybe break into proper segments for the two days. Hand out would have been good.  Would have preferred more advance notice of training details (confirmation of training schedule sent Thurs night but I was out of office Friday & had to make a special trip to office Friday afternoon to check e-mail for Tues schedule, given that Mon was stat holiday.) Also would have preferred some hardcopy handouts on which to make notes for some of the basic instructions covered in the labs. Offer Intro session more than once in each 2 days of training: I could not attend the assigned time, but there was no other opportunity to pick up the session when attending other modules.  Too fast, whipped through. Maybe others were following, but hard to catch all the points.  Could possibly be compressed into1 day.  It was pretty good.  I would like that some Facilitators could speak a little bit slowly, in order to get the information right.  Would have preferred a structure that enabled one to have a specific training for e.g. Language - rather than two days of workshops. The day was very long. I believe some people had more local training - was not given that option - e.g. some Surrey providers.  I think it will just take some experience to get to know the system better.  Sessions seemed to be too long at times. Language training could have had more time to practice. Hard copy manuals would have been good. Lunch break could be reduced. Start time was too early - especially two days in a row - with sometimes near to an hour of travel time needed to arrive at training.  The training session seemed to be designed with the assumption that the same people would attend all sessions; however, some people came only for certain sections--and as a result, we sometimes felt a bit lost or as if we had to play catch-up on the material covered previously.  There was a lot of repetition. Could all be done in 3 hours  Much of the material was repeated in each session I attended, specifically to do with how to validate a client. I appreciate practice makes perfect, it could have been condensed, to make the most of the time SPO's gave to attend the training. Give more time to prepare for the training - it was received by frontline workers less than a week prior to training and was received by the organization 2 weeks out. There was little consideration for travel times for employees who are seconded to rural areas.  More and frequent training  Better to make the sessions more compact and avoid repeating the same information repeatedly.  As much hands on as possible  Written documents would be helpful

 May be in the future  No. The training was thorough.  Not sure at this time  More information on how to do bulk uploads, updating bulk uploads, and troubleshooting may be useful.  Just the Community Connections when it comes on  Perhaps best practices on the way to collect data from clients and staff that needs to be entered into the database. I think that many SPO's will be madly trying to come up with a system- that takes away for preparing for clients so if there is anything out there to help us please do share!  Not sure yet  Plan to access the online resources available as I think that will be sufficient.  I cannot think of any at this point.  No  Not at this point - but ultimately would like to know more about bulk upload process  It will have a help desk - very helpful.  Selecting and choosing reporting modules in iCARE.  Not at this time  Settlement stream  Are there any areas where if the information is not captured properly by lack of knowledge or training etc., how it would reflect or affect your outcomes. More detailed on this would be great.  For now I am not sure, until I get to my office and start using the program.  Intro session - because I missed it (see above)  We would like to practice in our own offices. So we will need necessary links - say to set up training accounts  Community Connections  I don't know  Just the whole thing. There needs to be exercises and group work done.  Will want ongoing updates for staff who work at night only.

 Barb and Jess were very good at presenting I-CARE. I am feeling more confident about using this new program. They really are experts!  It would have been more helpful to receive the registration for the webinar sessions earlier so to better be able to plan. Also it would have been great to have either received this training or more detailed info on iCARE prior to the RFP process or at least the negotiation process.  Didn't do online registration  Thank you for the training. The trainers are very knowledgeable and patient.  We had at least three changes in the schedule of the iCARE training. That did not work for us.  Thank you for sharing this information. Providing chance to practice.  Very good.  Hands on practise was very good. Good facilitator-Language training-Thurs  Liked all of the instructors, they were very knowledgeable and helpful.  Overall was very good training  There was not enough food for lunch on day one.  Were there food options for gluten free or diary free? Never got any info or options.  I truly believe that this could have been condensed and that many of the funding streams (orientation, NARS) could have been covered in the same session.  The first day was too long, and the start time was too early. Also hand out would have been great to have to review what the trainer were covering once you get back to work.  All of the training is over-lapping. The modules get confusing when the training is overlapped.  Useful to repeat training in April when all our staff have been hired. Thanks for all the work involved in setting up these initial sessions!  Overall, good training. Facilitators were really helpful and patient with our on-going questions.  Communication could have been better. It was unclear until the last minute whether the introduction session originally planned for Feb. 11 was still going ahead. The response to my e-mail query regarding this only indicated that it would no longer be run as a web seminar but in-person only. It did not mention that it was moved to the day of hands on training.  Policies are going to be very different for waitlists and enrolment in LINC and ELSA.  This was a great introduction to iCARE.  Very informative, thanks!  System looks straightforward, but in BC we have been very regimented with waitlists, referrals, test result time constraints, class sizes, and it will take some adjusting to let go of all of these policies. I believe it will make centres more competitive.  Great facilitators, they know lots about the system.  Once we start with iCARE we will likely have more questions.  Thanks for offering the training in such a professional way  Interesting course, great lunch.  Great patience with non computer savvy participants :)  Justin was very good at providing information as he did  This could have been condensed with a Q&A after.
