INTRODUCTION' On the evening of April 12, 1984, four eighteen-year-old Pales- tinians from the Israeli-occupied Gaza Strip boarded a commuter bus headed south from Tel Aviv toward the coastal city of Ashkelon. About thirty-five Israelis were aboard. Shortly after boarding, the Arabs pulled knives and grenades and ordered the driver to continue past his destination and toward the Gaza Strip, saying they intended to take the bus from Gaza across the border into Egypt and from there negotiate the release of 500 Palestinians held in Israeli prisons. -
Absentee Property Law of 1950 Was Meant to Serve As the Legal Basis to Transfer the Property of Palestinian Refugees Into the Possession of the State of Israel
Absentees against Their Will – Property Expropriation in East Jerusalem under the Absentee Property Law July 2010 Introduction The Absentee Property Law of 1950 was meant to serve as the legal basis to transfer the property of Palestinian refugees into the possession of the State of Israel. The law says that the land and property of Palestinian residents and nationals of Arab countries who, from November 29, 1947 until a declaration that the state of emergency declared in 1948 ended [which has not yet happened] were in one of the Arab countries, or "in any part of the Land of Israel that is outside of the area of Israel," would revert to the possession of the Custodian of Absentee Property, meaning, to the possession of the State.1 Following the annexation of East Jerusalem in 1967, and as a result the application of all of the laws of Israel -- including the Absentee Property Law -- to the annexed area, a problematic situation arose in which the property of almost all the Palestinian residents of the city became, in fact, absentee property, because those residents were at the time to which the law refers citizens of Jordan, then an enemy country, who resided in "a part of the Land of Israel that [was] outside of the area of Israel." To contend with this problematic situation, section 3 of the Law and Administration Ordinance 5730-1970 provides that the law does not apply to residents of East Jerusalem who "on the day of the incidence of the order of application of the law was in the area of its application and was a resident thereof."2 Therefore, only residents who were physically present in East Jerusalem on the day of annexation are not considered absentees. -

During this period, over 27,000 attacks against Israeli citizens and residents have been recorded, and over 1000 Israeli citizens and residents have lost their lives in these attacks. Out of these, 155 (May 2007) attacks were suicide bombings, carried out against Israeli targets by 178 (August 2007) suicide terrorists (male and female). (It should be noted that from 1993 up to the beginning of the conflict in September 2000, 38 suicide bombings were carried out by 43 suicide terrorists). Despite the fact that suicide bombings constitute 0.6% of all attacks carried out against Israel since the beginning of the conflict, the number of fatalities in these attacks is around half of the total number of fatalities, making suicide bombings the most deadly attacks. From the beginning of the conflict up to August 2007, there have been 549 fatalities and 3717 casualties as a result of 155 suicide bombings. Over the years, suicide bombing terrorism has become the Palestinians’ leading weapon, while initially bearing an ideological nature in claiming legitimate opposition to the occupation. -

The Palestinian Counseling Center A Rapid Assessment of the Needs of 14 Marginalized Areas in the West Bank during the COVID-19 Pandemic May 2020 This paper reports the results of a needs assessment carried out by the Palestinian Counseling Center (PCC) in 14 areas in the West Bank, Jerusalem, and Area C: Silwan, Al-Issawiya, Al-Tur, Kafr Aqab, Qalandia, Beit Sakarya, Beita, Duma, Qaryout, Jayyous, Qalqilya, Alfasayel, and Alzbaidat. The PCC collected information about the 14 areas included in the needs assessment in order to identify the priorities of the populations and contribute to building sector plans to meet their needs. The necessity of this needs assessment arose from the spread of the COVID-19 pandemic, which led to a declaration of a state of emergency on 5 March 2020 and a total lockdown on 22 March. This has affected the income of over 453 thousand families who may not be able to meet their basic needs if the lockdown continues, with daily-wage workers and workers in Israel being the most vulnerable in this situation. 14 phone interviews were conducted with Community Based Organization (CBO) representatives in the target areas. The needs of each area were collected at multiple levels, including health, mental health, environmental, and educational needs. Summary of Findings See Annex 1 for details of each region's need The results indicates that the residents of the regions have new, emergent needs resulting from the spread of the COVID-19 virus pandemic. In addition, there are needs that existed before the emergency, especially among the communities living in the Jordan Valley, such as Alzbaidat and Alfasayel. -

The formation of a national unity government strengthens Prime Minister Netanyahu and gives him new leeway during negotiations. Kadima’s entry to the government strengthens moderate forces and weakens the hardliners. There will be no real change in policy. Kadima failed in opposition, and as a government party it will be even less able to push through a different policy. The agreement between Mofaz and Netanyahu was motivated in the main by domestic political reasons. This is the primary field in which moderate changes will take place rather than in foreign policy. There will be new Israeli offers of talks in the peace process, but no real progress should be expected, together with no surmounting of the present stalemate. It is not clear whether Mofaz will join the moderates or the hardliners in Netanyahu’s security cabinet over the Iran question. Profiles of Peace Forty short biographies of Israeli and Palestinian peace builders who have struggled to end the occupation and build a just future for both Palestinians and Israelis. Haidar Abdel Shafi Palestinian with a long history of working to improve the health and social conditions of Palestinians and the creation of a Palestinian state. Among his many accomplishments, Dr. Abdel Shafi has been the director of the Red Crescent Society of Gaza, was Chairman of the first Palestinian Council in Gaza, and took part in the Madrid Peace Talks in 1991. Dr. Haidar Abdel Shafi is one of the most revered persons in Palestine, whose long life has been devoted to the health and social conditions of his people and to their aspirations for a national state. Born in Gaza in 1919, he has spent most of his life there, except for study in Lebanon and the United States. He has been the director of the Red Crescent Society in Gaza and has served as Commissioner General of the Palestinian Independent Commission for Citizens Rights. His passion for an independent state of Palestine is matched by his dedication to achieve unity among all segments of the Palestinian community. Although Gaza is overwhelmingly religiously observant, he has won and kept the respect and loyalty of the people even though he himself is secular. Though nonparti- san he has often been associated with the Palestinian left, especially with the Palestinian Peoples Party (formerly the Palestinian Communist Party). A mark of his popularity is his service as Chairman of the first Palestinian Council in Gaza (1962-64) and his place on the Executive Committee of “There is no problem of the Palestinian Liberation Organization (PLO) (1964-65). -

Armed conflict has marked every decade of Israel’s existence. Despite its unstable regional environment, Israel has developed a vibrant parliamentary democracy, albeit with relatively fragile governments. The Kadima Party placed first in the March 28, 2006, Knesset (parliament) election; Prime Minister Ehud Olmert formed a four-party coalition government, which another party has since joined. Israel has an advanced industrial, market economy in which the government plays a substantial role. Israel’s foreign policy is focused largely on its region, Europe, and the United States. The government views Iran as an existential threat due to its nuclear ambitions and support for anti-Israel terrorists. Israel concluded peace treaties with Egypt in 1979 and Jordan in 1994 but never achieved accords with Syria and Lebanon. It negotiated a series of agreements with the Palestinians in the 1990s, but the Oslo peace process ended in 2000, with the Palestinian intifadah or uprising against Israeli occupation. Israeli and Palestinian officials accepted but have not implemented the “Roadmap,” the international framework for achieving a two-state solution to their conflict. Israel unilaterally disengaged from Gaza in summer 2005 and is constructing a security barrier in the West Bank to separate from the Palestinians. -

MENU Policy Analysis / PolicyWatch 172 Netanyahu's Dilemma: Coalition Tug-of-War Jul 23, 1998 Brief Analysis ith the first high-level, direct talks between Israel and the Palestinian Authority in 16 months reaching an W impasse just hours after they opened, pressures facing Israeli Prime Minister Netanyahu are heating up. From Gaza come statements that Palestinians will talk only with Washington, which has already declared that the "ball is in Israel's court." From Washington come hints that U.S. mediation has reached its end, suggesting that Netanyahu will now have to vote "yea" or "nay" on the U.S. package deal to restart the Oslo interim process. But perhaps most important of all are the competing tugs on Netanyahu from his own coalition partners. Members of his own Likud party as well as from other parties that comprise his narrow coalition majority -- 61 out of 120 Knesset seats (see Knesset tally at end of article) -- have threatened to withdraw support if he does -- or, in some cases, if he does not -- complete a deal for the next phase of "further redeployment." In a process that has seen deadlines come and go over the years, the Knesset's adjournment date at the end of July is widely considered the final deadline for reaching an FRD agreement. > Predictions of the collapse of Netanyahu's coalition have been made since he first took office; the speculation that Netanyahu has now gotten himself into a bind he can't possibly survive sounds more familiar than convincing. Nevertheless, it is important to understand the various political ultimata Netanyahu faces as he approaches these final days of July.
