Introduction This document introduces the framework of the project to be implemented by the Association for Promotion of „GIAHS CHAGUSABA in Shizuoka‟, under the GIAHS Initiative of the Food and Agriculture Organization of the United Nations (FAO). The Association was established in 2012 by four cities, Kakegawa City, Kikugawa City, Shimada City and Makinohara City, and one town ,Kawanehon Town, in Shizuoka Prefecture which has the highest peak Mt. Fuji in Japan. These cities and town are located in the southern foothills of the Southern Alps of Japan, Midwestern area of Shizuoka Prefecture on the Pacific Ocean side of Japan‟s main land Honshu. The application area produces high-quality tea, has biodiversity that is nurtured by Chagusaba, and is blessed with world-class resources, including tea culture of Fukamushi-Sencha, longer steamed sencha, and Temomi, hand-made method of green tea, traditional activities, beautiful scenery of Satoyama landscapes, and communities and people actively working to hand down these assets to future generations. (Semi-natural grasslands that are maintained for tea cultivation are known as “Chagusaba.”) Nevertheless, with the aging of society and the stagnation of prices for tea products, the vitality of agricultural communities in the application area is being lost. Therefore, the designation as Globally Important Agricultural Heritage System (GIAHS) will ensure the pride of farmers who preserve Chagusaba and provide them with incentive to conserve Chagusaba for future generations. In response to the launch of the „CHAGUSABA‟ GIAHS project, we present this Action Plan to FAO, and this plan set out the vision and basic framework of future GIAHS-related efforts.

Various business operators have entered the market with a diverse combination of offerings that include not just electricity and gas, but their companies’ own services. This is engendering full-scale competition that goes beyond the boundary of the conventional electricity and gas supply area. There are also increasingly strong demands from the community to achieve a low-carbon society, and the adoption of digital technology is progressing rapidly while liberalization is putting the environment in place to promote competition, and the creation of new markets is being considered in light of environmental concerns and stability of supply. In these and other such ways, the energy business in Japan is reaching a historic turning point. In the Chubu Electric Power Group, we view these kinds of change in the business environment as major opportunities for growth. JTSB Principles 1 Conduct of appropriate accident investigations We conduct scientific and objective accident investigations separated from apportioning blame and liability, while deeply exploring into the background of the accidents, including the organizational factors, and produce reports with speed. At the same time, we ensure that the reports are clear and easy to understand and we make efforts to deliver information for better understanding. 2 Timely and appropriate feedback In order to contribute to the prevention of accidents and mitigation of the damage caused by them, we send messages timely and proactively in the forms of recommendations, opinions or factual information notices nationally and internationally. At the same time, we make efforts towards disclosing information in view of ensuring the transparency of accident investigations. 3 Consideration for victims We think of the feelings of victims and their families, or the bereaved appropriately, and provide them with information regarding the accident investigations in a timely and appropriate manner, and respond to their voices sincerely as well.
