General An Introductory Word from the Director General The year 2013 was a significant step forwards in the activities of the National Library. The construction of the new building of the Central Depository in Hostivař was completed, the second stage of the revitalisation of the Klementinum continued, the National Digital Library project was being successfully implemented, and cooperation within the joint project with Google was carried on. The National Library was further involved in dozens of national as well as international projects and programmes, because its employees have been members of teams within both Czech and international institutions. As a research organisation, the National Library itself takes part in the resolution of a total of six areas of research and development. In 2013, it conducted two representative national surveys through the Librarianship Institute, which were focused on the reading habits among adults and children. Moreover, we had to deal with the consequences of the June Photo: Eva Hodíková flood. The employees of the National Library showed their selflessness and willingness again when they, regardless of time and fatigue, participated in rescue work. Furthermore, I would like to mention the high work commitment and understanding on the part of the individual employees of the National Library during the preparations of the next stage of the revitalisation, specifically in moving books. In 2013, the revitalisation most strongly affected the actual operation, namely by its increased noise level caused by construction work in the Klementinum complex. I would like to thank here both the staff and the users of the National Library, who demonstrated a high degree of tolerance and patience. We are aware that work in this environment is not pleasant at all, but the closure of the National Library would be fatal for many of our users. Therefore, each and every one of us is willing to exert all our energy to keep the National Library as the only institution running during the revitalisation so that it would fulfil its mission in the field of Czech as well as European cultural heritage. In conclusion, I would like to thank all the employees of the National Library for the excellent work they have been doing in the services and care for our readers and users. I would also like to express my thanks to all of the supporters and sponsors of the National Library and the Ministry of Culture of the CR for their help in saving the literary heritage documents for which we are responsible and hope that this cooperation and support will continue also in future. Tomáš Böhm Director General of the National Library of the CR NL CR Annual Report / 2013 3 Events of the Year The Revitalisation of the Klementinum, the Construction of a New and the Reconstruction of the Old Central Depository in Hostivař The Revitalisation of the Klementinum Already in the last quarter of 2012, the second stage of the revitalisation of the Klementinum was be- gun. In 2013, its first part – the reconstruction of Building Site SO 05 (the wing along Křižovnická Street) was being implemented. The initiation of the second part – Building Sites SO 06 and SO 09 (the buildings around the Student Yard) – is planned for the first quarter of 2014. The moving of workplaces from these buildings, originally planned for 2013, has thus been postponed to 2014. As expected, a number of unique historical elements have been discovered during the reconstruction. These include mainly the original sandstone floors, murals and frescos. In compliance with the require- ments of the conservation authorities, most of these surfaces will be restored and preserved. A surprise was the find of steel connecting rods in the ceiling construction of the second floor of the Klementinum, statically securing the vaults in the spacious corridor of the building. Some of the rods had been broken. Based on a static analysis, they were therefore replaced with new ones. As it is sometimes very hard to reconcile the needs of library operation and the demands of con- servationists, the resulting appearance of the reconstructed areas is always a certain compromise. For instance, the sandstone floor found in the former Klementinum Gallery is entirely unsuitable for library carts, but it is, on the other hand, very interesting from the historical perspective. A separate chapter of the reconstruction was the renovation of the façade of the western wing of the Klementinum along Křižovnická Street, conducted by restorers. They

These “hotlinks” allow a searcher to move easily to records for related resources such as supplements, “bound withs”, individual volumes of multi- volume works, etc. It is especially fortunate that this new feature was implemented shortly after the load of the SBN(A) file because it makes it much easier for HPB users to explore the hierarchical structure of multivolume works in these Italian records.

The decision of the participating powers, i.e. France, Germany, Italy, and the United Kingdom, was made without any respect for Czechoslovakia and its representatives. The aim of this paper is to examine the role of the defence sector, i.e. the representatives of the ministry of defence and the Czechoslovak armed forces during the Czechoslovak (Munich) Crisis in the period from mid-March to the beginning of October 1938. There is also a question as to, whether there are similarities between the position then and the present-day position of the army in the decision-making process. Key words: Czechoslovak (Munich) Crisis, Munich Agreement, 1938, Czechoslovak Army, national security. Introduction The agreement in Munich (München), where the international conference took place on 29–30 September 1938, represents a crucial crossroads in the history of Czechoslovakia. By accepting the Munich Agreement, Czechoslovak President, Edvard Beneš, and representatives of his government made a decision that affected the nation not only for the next few years, but for decades thereafter. This so-called Munich Syndrome, then, is infamously blamed by many in Czechoslovak society for the fascist-like orientation of the so-called the Second Czechoslovak Republic (1938–1939) and the acceptance of the Communist coup d’état of 1948.

This was the conclusion of the chapter devoted to Czech foreign policy towards Sub-Saharan Africa in the Yearbook of Czech Foreign Policy of the Institute of International Relations in 2012.2 Last year’s yearbook asserted that Czech foreign policy – in spite of budgetary austerity measures – had bounced off the bottom and attempted a “return to Africa”, which was, however, coming with a con- siderable delay. In 2013, this trend continued, characterized by the effort to deepen relations with traditional African partners, establish new relations or re-establish re- lations that had been put on ice. This effort was manifested in a 7% growth of Czech exports to the region. In a situation when the economic recession is still being felt in Europe, while Africa is experiencing record levels of economic growth, the awareness of the importance and possibilities of the African economy is growing faster than the crisis-struck foreign-policy tools of the Czech Republic may react. Most importantly, however, this interest in Africa is beginning to be felt by wider segments of Czech so- ciety, not merely the foreign policy actors, but gradually also foreign policy makers. It affects not only the media, but also the very companies that are seeking to expand their markets. The imported, but largely well-founded “Africa on the rise” fashion was, for example, also reflected in the employment of the term Emerging Africa in the names of both of the large and abundantly attended events organized by the MFA in 2013 on the occasion of the 50th anniversary of the Pan-African organization on the opportunities for Czech business on the African continent.

    Ve čtvrtek 1. ledna se minutu po půlnoci v nemocnici v Rumburku na Děčínsku narodila dívka Veronika. Stala se tak první občankou v České republice narozenou v roce 2009. O minutu později přišel na svět chlapec Štěpán ve Slezské nemocnici v Opavě. Ve čtvrtek 14. ledna zemřel v Praze renomovaný architekt Jan Kaplický, kterému se ve stejný den narodila dcera Johanka. V dubnu by oslavil 72 let. V Česku se stal všeobecně známým díky kontroverznímu návrhu nové budovy Národní knihovny v Praze. Jan Kaplický zkolaboval na ulici nedaleko Vítězného náměstí v Praze a pokusy o jeho oživení však byly bezúspěšné. Jednasedmdesátiletý Kaplický žil trvale v Británii od roku 1968, kam emigroval z Československa. Doma ho pak proslavil návrh „chobotnice“, tedy stavby národní knihovny, která měla nahradit prostory v Klementinu. Dalším jeho českým projektem je stavba „rejnoka“, paláce kultury, který navrhl pro České Budějovice. Ten by měl pojmout až 1.400 lidí, počítá se s dvěma koncertními sály, restauracemi a kavárnami. Loni v říjnu se Kaplický stal prvním člověkem, který odmítl českou státní cenu. Ty každý rok uděluje ministerstvo kultury za přínos v oblasti literatury, divadla, hudby, výtvarného umění a architektury. Sedmičlenná porota mu cenu přiřkla za mimořádné architektonické dílo doma i v zahraničí. Jan Kaplický se narodil 18. dubna 1937 v Praze, kde také vystudoval Vysokou školu uměleckoprůmyslovou. Od své emigrace v roce 1968 dlouhodobě žil ve Velké Británii, kde v roce 1979 založil společně s Davidem Nixonem architektonické studio Future Systems. Svoji architekturu navrhoval ve stylu high-tech, v posledních letech experimentoval s organickou architekturou, která se inspiruje přírodními tvary.
