The 2018 Annual Listing of Federally Obligated Projects lists the TCAG area programs and projects for which Federal transportation funds have been obligated during Federal fiscal year 2017/18. Table 1 lists the projects obligated using Federal Highway Administration (FHWA) funds and Table 2 lists projects obligated using Federal Transit Administration (FTA) funds. This report provides an annual update about the progress of projects scheduled for construction or implementation and is useful for understanding the process by which federal investments are made in the communities of this region. On December 4, 2015, President Obama signed into law Public Law 114-94, the Fixing America’s Surface Transportation Act (FAST Act). This Federal transportation funding bill authorizes federal highway, highway safety, transit, and rail programs for five years from Federal fiscal years (FY) 2016 through 2020. The FAST Act represents the first long-term comprehensive surface transportation legislation since the Safe Accountable Flexible Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) Act in 2005. The County of Tulare and the eight incorporated cities in the county compose the membership of TCAG. TCAG is directed by a Board of Governors. This group is composed of one elected representative from each of the eight cities, the five members of the Board of Supervisors, three members-at-large, and one member from a provider of public transit. TCAG’s voting structure is one vote per member.

TCAG is responsible for planning, programming, and coordinating federal transportation investments, along with its partners from the state and federal governments and public transit operators. TCAG develops its programs by working with elected officials, staff from local governments, and the public, through a committee system where the committee and Board discuss various issues and make recommendations. During 2018, TCAG committees included the Policy Advisory Committee, Social Services Transportation Advisory Committee, Active Transportation Advisory Committee, Rail Advisory Committee, and Technical Advisory Committee (TAC). Working committees and ad hoc groups are also created and appointed, as needs dictate. Regional Transportation Plan

The Regional Transportation Plan is a long-range (minimum 20-year) plan that provides a vision for future transportation improvements and investments based on specific transportation goals, objectives, policies and strategies. The RTP is based on federal transportation law requiring comprehensive, cooperative, and continuous transportation planning. TCAG meets these requirements by developing comprehensive transportation plans that include all surface transportation modes (multi-modal planning), to ensure efficient people and goods movements throughout the region.

The purpose of the RTP is to provide strategic direction for transportation capital investments by assessing regional growth and economic trends. Thus, the RTP helps planners link transportation investments to provide a cohesive, balanced and multimodal transportation system that will help relieve traffic congestion, improve safety and provide for economic development.

2018 Annual Listing of Tulare County Federally Obligated Projects Association of Governments (TCAG) Federal Transportation Improvement Program

TCAG prepares and maintains the Federal Transportation Improvement Program (FTIP). The FTIP lists of all transportation-related projects requiring federal funding or other approval by the federal transportation agencies. The FTIP also lists non-federal, regionally significant projects for information and air quality modeling purposes. Projects included in the FTIP are consistent with TCAG’s Regional Transportation Plan and are part of the area's overall strategy for providing mobility, congestion relief and reduction of transportation-related air pollution in support of efforts to attain federal air quality standards for the region. Public Involvement

TCAG aims to proactively engage the public in the regional transportation planning process and embrace federal requirements that MPOs provide the public with complete information, timely public notice, full public access to key decisions, and early and continuing involvement in developing the FTIP, Regional Transportation Plan, and other products. Public involvement strategies are discussed in depth in the Public Participation Plan (PPP), adopted by the TCAG Board on June 15, 2015. The document is available online at www.tularecog.org/ppp/.

Obligation Report

The project-specific tables in this report are organized by FTIP funding category. The Metropolitan Planning Organization identifier (MPO ID), project sponsor, project work description, and FFY 17/18 federal obligation amount are shown for each project:  The MPO ID is assigned to each project in the FTIP by TCAG and assists with the identification of projects in the FTIP and in CTIPS. CTIPS stands for “ Transportation Improvement Program System” which is a database used to support the transportation programming activities of Caltrans, RTPA’s, FHWA, and MPO’s.  The Project Sponsor is the lead agency responsible for initiating, managing and completing the project.  The Work Description contains the project location and description of the work to be done.  The FFY 17/18 Obligation Amount is the approved federal portion available during the Federal fiscal Year (October 1, 2017 to September 30, 2018). For this report, TCAG staff collected the total obligation amounts by individual project and funding source. The obligation amounts for each of the projects are summed to show the total obligation by FTIP funding category.
