1 Introduction

Ove Arup and Partners Ltd (Arup) has been commissioned by Interserve Construction Ltd to produce a Transport Statement in support of the planning application for the redevelopment of the Clough Hall Technology School at First Avenue, , Stoke-on-Trent, . The proposed redevelopment of the school will be undertaken as part of the Education Funding Agency’s Priority School Building Programme. This report comprises the following chapters: • Chapter 2 describes the site and existing uses; • Chapter 3 describes the existing transport arrangements; • Chapter 4 outlines the proposed development; • Chapter 5 considers the existing School Travel Plan and future updates; • Chapter 6 provides conclusions. 2 Existing Conditions

2.1 Site Location Clough Hall Technology School is located approximately 10km north west of Stoke-on-Trent Town Centre. The school is located in the area of Kidsgrove. It is bounded by B5371 First Avenue to the south, Fifth Avenue to the west and Third Avenue to the north. The main entrance to the school is from Fourth Avenue. The area around the school is primarily residential. St Thomas Church is located approximately 250m to the east of the site and is used by the school for mass. The site location is shown in Figure 1.

2.2 Existing Site and Uses The current school consists of a number of buildings spread across the site, with stairs joining the upper (to the south) and lower (to the north) parts of the site. The school has an on-site training restaurant which is used by the general public (particularly old aged pensioners) for lunch on Wednesday and Thursday during term time. It can accommodate up to 40 people. There is also a Children’s Centre on the upper part of the site, operated by the local Community and Learning Partnership and open 9am to 5pm Monday to Friday. The school caters for children between the ages of 11-18, and operates classes from year 7 through to sixth form. The school is due to become the only Church of Academy in Staffordshire in January 2015. The school day begins at 8.40am and ends at 3.05pm, with the site being in operation for staff between 8.00am and 5.30pm. Extracurricular clubs are run after school for Key Stage 4.

Kidsgrove Sports Centre is located on the same site as the school and is operated jointly by the school and Newcastle Borough Council. It is used by the school for sports and swimming and is open to the public from 7.30am to 10pm Monday to Friday and 8.15am to 4.45pm at weekends. It is also used by local primary schools for swimming. A youth club meets in the upper part of the school. The existing site layout is shown in Figure 2.

2.3 Existing Pupils and Staff The existing Clough Hall Technology School has a capacity for 867 pupils, although it is currently undersubscribed with 621 pupils on roll. Table 1 below sets out the current number of pupils and staff located at the site.

2.4 Existing Mode Share By using the data within the School Travel Plan (most recently updated in September 2013), mode shares for the journey to school by pupils and staff have been calculated and are shown in Table 2.

Table 2: Mode Shares Walking was the most frequently used mode of transport for pupils, with two thirds walking to school, whilst 22% travel by car. The majority of staff (77%) travel by car.

2.5 Existing School Accesses The existing school has three vehicular accesses. The main vehicular access is located via Fourth Avenue at the south of the site, this leads to the main parking areas for the school and Kidsgrove Sports Centre.

A second access is located off Fifth Avenue. This provides vehicular access into the northern part of the site and is used for access to car parks, drop off and pick up, some deliveries and for access to the on-site bistro.

A third access exists off First Avenue. This access is permanently locked and can no longer be used by vehicles to access the site.

Due to the differing levels of the school site, there is no vehicular access between the upper and lower school sites. Four pedestrian accesses to the site exist. The first is via the main access off Fourth Avenue. The access off Fourth Avenue has footways on both sides of the road, however these end on the approach to the car park and pupils must walk across the car park to access the school.

The second pedestrian access is located off Fifth Avenue; pedestrians access the school grounds via the vehicular access. There is no segregation provided between pedestrians and vehicles at this location. The third access is off First Avenue via a public footway which leads to the Trent and Mersey Canal. This access is to the south east of the site and via a stairway. It is used to walk to school services at St Thomas Church.

The fourth access point is located at the rear of the school off Third Avenue. This access is gated and has been permanently bolted closed.

2.6 Existing On-site Parking Parking is provided in a number of parking areas around the school site. On the lower site, there is one parking area with no marked bays.

Parking also occurs in unmarked spaces next to the football pitch between the upper and lower sites.

On the upper site there are 84 marked bays plus further unmarked spaces. The parking includes 3 disabled and 4 visitor spaces.

Additionally, outside the sports centre there are 14 standard and 3 disabled spaces, plus two coach parking spaces (although on a site visit these were observed to be used by cars). There are estimated to be a total of 156 parking spaces on the site as a whole (including the leisure centre). The existing parking supply is considerably in excess of demand. A site visit on 5 September 2014 observed a total of 44 vehicles parked on the school site plus a further seven vehicles outside the leisure centre. Parking was concentrated in the area directly in front of the school entrance and on the lower site, there was no parking in the marked bays along the south and east edges of the school site.

3 Existing Transport Arrangements

3.1 Highway Network The site is located in a residential area known as Kidsgrove. The main access to the school is from Fourth Avenue, this provides both a vehicular and pedestrian route into the school. The B5371 First Avenue fronts onto the southern and eastern boundary of the existing school; housing provides a buffer along the southern boundary and woodland shields the eastern boundary. Fifth Avenue is located east of the school; housing provides a buffer between the road and the school boundary. Third Avenue is located north of the school with housing providing a buffer between the school boundary and the road. Fourth Avenue is approximately 4.5m wide; this road provides the main vehicular access into the school; footways are provided along both sides. The B5371 First Avenue is approximately 7.3m wide; the road has a speed limit of 30mph with double yellow lines provided at the junction with Fourth Avenue. Fifth Avenue is approximately 5.0m wide, the road has a 30mph speed limit. Third Avenue is approximately 5.0m wide, the road has a 30mph speed limit.

3.2 Bus Services The closest bus stops to the school are located on the B5371 First Avenue, these are approximately 100m from the school entrance. These bus stops serve the 4A service which runs from Kidsgrove to Hanley. Bus services also run along the A50 Liverpool Road these bus stops are approximately 900m from the school. Bus stops in the vicinity of the site are shown in Figure 3. The bus timetables are summarised in Table 2 and an extract from the bus network map showing services around Kidsgrove is shown below.

3.3 Rail Services Kidsgrove Railway Station is located approximately 0.95km to the north of the school, this station provides services that run along the North Staffordshire line. Crewe, Stoke on Trent and Derby are served via this route along with other local stations. The railway station is approximately twelve minute walk from the school at a walking speed of 1.4m/s. Services from this station run on a twenty to thirty minute frequency during the day.

3.4 Walking and Cycling The existing school has parking for 20 bicycles in two covered shelters on site (a third shelter is not in use). However, the storage area is in a state of disrepair. On a site visit on 5 September 2014, there were observed to be seven bicycles and four scooters parked in the shelter.

The nearest off road cycle route is the national route 555; this route runs through Stoke-on-Trent via Kidsgrove via the Trent and Mersey Canal and passes directly to the east of the school. Locally to the school a number of roads are designated as advisory cycle routes including the B5371 First Avenue, B5371 The Avenue (to the east of the school), Second Avenue and Lower Ash Road (to the west of the school) and Clough Hall Road and Park Avenue (to the south of the school). Details of the cycle routes in the Kidsgrove area can be found on the following website (under Newcastle rural): http://www.staffordshire.gov.uk/transport/walkingandcycling/maps/cyclemaps.asp x The footways in the vicinity of the school are generally in good condition and street lighting is provided along these walking routes. The footways adjacent to Fourth Avenue/B5371 First Avenue junction have pedestrian crossing points with tactile paving provided. There are no pedestrian crossing points provided at the junction of Fifth Avenue/B5371 First Avenue junction. Pedestrian crossing points are located at a number of the side road junctions, some of these also have tactile paving facilities. A puffin crossing is located approximately 45m to the west of the main school entrance. The junction of First Avenue, Fourth Avenue and Clough Hall Road is on a speed table.

4 Proposed Development

4.1 Description The redevelopment of Clough Hall Technology School will amalgamate the existing school into a new building at the south east of the site with an adjacent sports hall. The lower school site will be used for sports pitches and hard play. The bistro will remain in the new school with the addition of a hair and beauty salon open to the public. The Children’s Centre which is currently located on the school site will be relocated to the detached house adjacent to the main entrance. The Children’s Centre is a separate council project and does not form part of the school works. The indicative site layout plan is provided within Appendix A and reproduced below in Figure 4.

4.2 Future Staff and Pupil Numbers The proposed redevelopment of Clough Hall Technology School will increase the pupil levels at the school slightly from the current capacity of 867 pupils to 900. It is envisaged that these would include around 150 sixth form students. Staff numbers will also increase slightly to 98.

4.3 Trip Generation Compared with current permissions for the school, it is proposed that capacity be provided for an additional 33 pupils. This will also result in an increase in 4 FTE staff. It is reasonable to assume that mode share for the additional staff and students will be the same as that for current staff and students. Based on these mode shares, the increase in school capacity would result in additional trips as shown in Table 4.

4.4 Pedestrian and Cycle Access The existing pedestrian accesses to the site will remain with the rebuilt school. The main entrance will be via Fourth Avenue. A footpath will be provided from the site entrance to a zebra crossing to the main entrance to the school. This will improve safety for pedestrians compared with the current entrance where pedestrians have to walk across the car park. The existing entrance from Fifth Avenue will also be maintained, although there is likely to be less use of the Fifth Avenue access than currently as the proposed layout for the new school does not have any buildings on the lower site adjacent to Fifth Avenue. A third pedestrian access will be provided from the Third Avenue entrance (which is currently not in use). This will provide an alternative route for pupils walking from the north which is segregated from vehicles within the school site. The public footpath access from First Avenue will continue to be used for the school to access St Thomas Church.

Cyclists will have a dedicated access via the First Avenue entrance at the south east of the site (which is currently not in use). This will allow them to enter the site close to the cycle shelters which will be located to the east of the school building. The access locations and routes within the school site are shown in Figure 5.

4.5 Vehicular Access There are two vehicle accesses to the proposed site, maintaining the two existing accesses. The main school entrance will be from Fourth Avenue, with a further vehicular access from Fifth Avenue to the staff car park on the lower site. A bus layby with space for three vehicles will be provided on the site close to the main entrance. Whilst there is not currently a dedicated school bus service, it is anticipated that when the school becomes a CofE academy bus services will be provided, although further details of these services are not known at this stage.

4.6 Cycle Provision The existing cycle shelters will be refurbished and relocated to the car park, close to the entrance from First Avenue at the south east corner of the site. These will provide space to park 20 bicycles. Cycle usage will be monitored as part of the on-going commitment to the development of the Travel Plan and the school will undertake to provide sufficient covered cycle storage to meet demand. This approach is recognised as a

reasonable way to provide for cyclists without running the risk of large numbers of unused cycle stands.

4.7 On-site Parking Provision The proposed school development will provide 86 parking spaces, including 6 disabled spaces. 33 of these will be located on the lower site and the remainder on the upper site. The existing car parking for Kidsgrove Sports Centre will remain. The maximum car parking standards within Newcastle-under-Lyme’s Local Plan are 1 space per 10 pupils for secondary schools, with one space plus 6% of the maximum standards for disabled parking. The parking spaces provided are within this standard, which would permit 90 standard and 6 disabled spaces Whilst the proposed parking spaces are considerably less than the existing provision, existing parking demand would be comfortably accommodated within the proposed number of parking spaces and as the increase in staff is small this demand will only increase slightly for the new school.

4.8 Service Access Servicing of the site will use the Fourth Avenue entrance. A turning head will be provided at the rear of the building next to the bin store to allow vehicles to manoeuvre.

4.9 Traffic Impact The additional car trips from the increase in student numbers during peak hours will be around 10 trips, which will only result in a small impact on the roads around the school. Whilst the increase in the catchment area resulting from the conversion to a CofE Academy may affect the proportion of pupils who walk to school, it is anticipated that school buses will be provided which will help to mitigate the number of car trips.

5 School Travel Plan

5.1 Background The school has an existing School Travel Plan that was most recently updated in September 2013 (with an amendment made to the school hours reported in the Travel Plan in April 2014). The Travel Plan is submitted with this Transport Statement in support of the planning application for the new school. A copy is provided in Appendix B. Arup has reviewed the Travel Plan. The main elements are summarised blow along with the school’s commitment to maintaining the plan.

5.2 Travel Plan Contents The plan covers the following elements: • Introduction • School Details • Current School Travel Patterns • Travel / Transport Experiences and Issues • Implementation • Monitoring and Review • Signatures

5.2.1 Introduction This sets out the background and purpose to the School Travel Plan.

5.2.2 School Details This section describes the area around the school, its operating hours and catchment area. It also describes the car parking facilities and access to the site by public transport, cycling, walking and car. It provides information on the use of the school outside standard school hours and current travel initiatives which are in operation.

5.2.3 Current School Travel Patterns This presents the results of surveys of pupil and staff travel carried out in September 2013 and compares the results with 2005.

5.2.4 Travel / Transport Experiences and Issues This section sets out the pupils’ experiences of their journeys to school and the main problems that they face.

5.2.5 Implementation This section sets out the aims and targets of the Travel Plan and gives 10 initiatives which the school aims to achieve within three years. Each initiative is allocated to a responsible person with timescales for completion. The aims are to: • Reduce accidents and danger outside the school and on the journey to school; • Reduce traffic congestion outside the school; • Encourage more walking and cycling to school; • Reduce the number of car trips made to school; • Improve pupil’s health and fitness through walking and cycling; • Educate pupils in all aspects of road safety to equip them with better road and danger awareness; • Provide a relevant focus for classwork within the national curriculum; • Make the area around the school safer and more enjoyable for everyone. The modal shift targets are: • To increase the number of pupils walking to and from school from 66% to 70% by September 2016 • To increase the number of pupils cycling to and from school from 2% to 5% by September 2016 • To reduce single car usage by pupils from 18% to 14% by September 2016 • To reduce single car usage by staff from 77% to 75% by September 2016.

5.2.6 Monitoring and Review It is stated that the progress and impact of the Travel Plan will be monitored annually by the school, with a survey carried out each year to assess progress against modal shift targets. A new programme will be produced each year to show new and continuing initiatives.

5.2.7 Signatures The Travel Plan is signed by the Headteacher and Chair of Governors of the school as an expression of commitment and goodwill on the part of the school, its community and Staffordshire County Council to achieve a positive outcome for the pupils and local community.

5.3 Maintenance of the School Travel Plan In order to maintain and continue to develop the School Travel Plan, the school will commit to the following actions and use the Travel Plan as the mechanism for recording the outcomes:

• Hold regular meetings with Staffordshire County Council to review Travel Plan objectives, targets, monitoring approach and linkages with existing Council cycle training, road safety, and other school travel initiatives; • Undertake regular Journey to School surveys to be distributed to pupils and parents or utilise any existing annual mode share survey data or data collected via appropriate websites. Analyse the results to determine mode shares, routes and barriers to sustainable travel; • Review mode share targets against any changes in school catchment, and therefore travel distances and mode associated with the rebuild; • Keep existing issues on the highway, cycling and pedestrian networks, and bus routes under review in order to identify new opportunities to assist sustainable school travel; and • Work with pupils and parents to identify barriers to sustainable travel.

6 Conclusions

This Transport Statement and Travel Plan are submitted in support of the planning application for the rebuild of Clough Hall Technology School. The new school will provide capacity for 900 pupils and 98 FTE staff. This is a small increase of 33 pupils and 4 staff over existing capacity. The impact on the local road network is therefore predicted to be small. 86 car parking spaces will be provided on site for the school. Based on observations on site this would accommodate existing parking demand and the increase in staff with the new school. The school has a recently updated Travel Plan which will be maintained and developed in order to encourage travel by sustainable modes and mitigate the impact of car trips to the school. In conclusion, there are no transport related issues why this application should not be granted.
