CAN INSTITUTIONS ADAPT TO NEW MODELS OF ECONOMIC GOVERNANCE? Case studies in North East England and Tees Valley. Peter Morris June 2020 Submitted for the degree of Doctor of Philosophy Centre for Urban and Regional Development Studies Newcastle University i Abstract This thesis draws lessons for economic governance from two case studies of a model of local development introduced by the UK government in 2010. Its temporal context is the decision of the coalition government to abolish the regionalism introduced by the Labour government in 1997/98 and replace it with a model of localism based on functional economic areas (FEAs). Its spatial context is North East England, where the two case studies have been conducted to illustrate how localism is working in practice as a governance system. The thesis studies the governance of devolution in the North East Combined Authority (NECA) and in Tees Valley as a political, economic and institutional issue, analysing the responses of local leaderships to the new model and its formal institutional arrangements. It finds that informal institutions in the shape of identity, socio-cultural values and political traditions and practices can exert a powerful influence on local leadership groups and hence the establishment and operations of new formal institutions. The thesis discusses the different approaches taken by the new formal institutions to development, and the resulting economic outcomes. It concludes that governments intending to devolve powers for economic purposes must take full account of regional and/or local circumstances, including the political. Trying to impose an economic governance model on an unwilling locality does not work, and a bottom-up approach should be adopted. -

Email: [email protected] *Corresponding author 1 Abstract The governance of infrastructure funding and financing at the city-region scale is a critical aspect of the continued search for mechanisms to channel investment into the urban landscape. In the context of the global financial crisis, austerity and uneven growth, national, sub-national and local state actors are being compelled to adopt the increasingly speculative activities of urban entrepreneurialism to attract new capital, develop ‘innovative’ financial instruments and models, and establish new or reform existing institutional arrangements for urban infrastructure governance. Amidst concerns about the claimed ‘ungovernability’ of ‘global’ cities and city-regions, governing urban infrastructure funding and financing has become an acute issue. Infrastructure renewal and development are interpreted as integral to urban growth, especially to underpin the size and scale of large cities and their significant contributions within national economies. Yet, oovercoming fragmented local jurisdictions to improve the governance and economic, social and environmental development of major metropolitan areas remains a challenge. The complex, and sometimes conflicting and contested inter-relationships at stake raise important questions about the role of the state in wrestling with entrepreneurial and managerialist governance imperatives. -

When I was invited to chair the independent West End Commission, I saw it as an opportunity to learn more myself about what makes successful places tick, but also to create a platform for serious debate to support the long-term success of a key national asset. This report is the culmination of many months of hard work by a number of people who have given up their time freely to listen, learn and discuss how the West End can respond to the challenges it faces, so that the area remains an attractive place to live and work and in addition, achieves world class excellence in corporate, visitor and enterprise activities. Fiscal restraint is a challenge for many places and not just the West End. So is the co-ordination of public services. What is different in the West End is not just the scale of the challenges, but also the need to tackle effectively the externalities which are associated with success. -
