Inaugural Council Minutes CITY OF VANCOUVER INAUGURAL COUNCIL MEETING MINUTES DECEMBER 5, 2005 The Inaugural Meeting of the Council of the City of Vancouver was held on Monday, December 5, 2005, at 2:00 p.m., in the Council Chamber, Third Floor, City Hall. Mayor-elect Sullivan, preceded by a Mace-bearer and Honour Guard, entered the Council Chamber, accompanied by the Honourable Judge Kenneth W. Ball, the Right Reverend Michael Ingham and the Councillors-elect. OATHS OF OFFICE The Honourable Judge Kenneth W. Ball administered the Oath of Office to Mayor-Elect Sullivan, and then to the following Councillors-Elect: Councillor Suzanne Anton Councillor Elizabeth Ball Councillor David Cadman Councillor Kim Capri Councillor George Chow Councillor Heather Deal Councillor Peter Ladner Councillor B.C. Lee Councillor Raymond Louie Councillor Tim Stevenson ROLL CALL The Council was called to order, and the City Clerk called the Roll and announced all members were present. PRAYER The Right Reverend Michael Ingham offered the Invocation Prayer. INAUGURAL ADDRESS Mayor Sullivan presented his Inaugural Address. In his address, the Mayor outlined his agenda for his first term in Office. Vancouver False-Creek MLA Sam Sullivan, Vancouver-Fraserview MLA Suzanne Anton, and Vancouver-Langara MLA Moira Stilwell announced this today on behalf of Education Minister Mike Bernier. Students are receiving the supports, skills, and experiences they need for the jobs of tomorrow from the help of shoulder tappers͸career co-ordinators and recruitment specialists. These mentors are connecting students with innovative workshops and on-the-job opportunities in skilled-trades and technology careers, encouraging them with positive input and advice, and cultivating their passions. All 33 districts that applied met the requirements and received the 2016/17 grant. Twelve districts receive funding for similar programs under the Northern Development Initiative Trust and a further eight receive funding from the ministry as part of the Northern Opportunities Partnership or the South Island Partnership. The Shoulder Tappers Program supports B.C.͛s Skills for Jobs Blueprint, which is re-engineering the province͛s education and apprenticeship system so training dollars and programs are targeted to in-demand jobs. Smith Master’s of Arts Degree in Human Geography Department of Geography University of Toronto 2011 Abstract The results of Vancouver’s 2008 municipal election led to critiques that South Asian candidates, and possibly all visible minority candidates, face reduced electability under Vancouver’s at-large electoral system than they would under a different municipal electoral system. This thesis employs numerous quantitative research methods to assess whether visible minority candidates do face reduced electability under the at-large system compared to a ward system proposed for Vancouver in 2004. The extent that Vancouver’s 2008 election results fulfil three U.S. Supreme Court conditions for establishing minority vote dilution is also assessed as part of this thesis research. ii Acknowledgments Profound thanks to my wife, Heather Fussell, who supported me through my doubts and confusion and without whom the completion of this thesis would not have been possible.
