The Committee also recommended that the Disaster Management Plan should be revised periodically. In pursuance of the above recommendation, First Edition of Disaster Management Plan for Adra Division was prepared and issued in the year 2003, Second Revised Edition was issued in the year 2006, Third Revised Edition was issued in the year 2010 and Fourth Revised Edition was issued in the year 2015. In compliance with the above recommendations, the Fifth Revised Edition of Disaster Management Plan of Adra Division had been revised in two parts i.e. STATIC PART and VARIABLE PART and issued on 01.07.2017 . All the relevant information incorporated during 2017 have been thoroughly scrutinised and necessary changes have been incorporated after due verification and cross checking. -

CHAPTER – I Introduction. The district Dakshin Dinajpur came into existence after bifurcation of the erstwhile district of West Dinajpur with effect from 1st April, 1992. The district is surrounded by Bangladesh of its 75% boundary in north, east & south side and by the district boundary of North Dinajpur and Malda at west and part of south side for the remaining portion. Its geographical area is 2162 Sq. KM. The district Head Quarter is situated at Balurghat town. It comprises 2(two) Sub-Divisions, 1) one is Gangarampur at Buniadpur and 2) another is Balurghat (Sadar). 4(four) Blocks under Gangarampur Sub-Division e.g. 1] Gangarampur, 2] Banshihari, 3] Harirampur and 4] Kushamandi and four Blocks under the Sub-Division of Balurghat e.g 1] Hili, 2] Balurghat, 3] Kumarganj and 4] Tapan are located in this district. 8(eight) Police Stations, 8(eight) Panchayat Samities, 2(two) Municipalities and 65- Gram Panchayats having 781 Gram Sansads are in this district. Other particulars are given in the district profile. The climate of the district is hot summer with high humidity, abundant rainfall and cold weather. Summer begins from the month of April. Monsoon commences from June and continues up to the last week of September; December and January are the coldest months. The annual rainfall of the district is about 1656 mm. Major rivers are -1] Tangan, 2] Punarbhava, 3] Atrayee and 4] Jamuna in this district. Flood is caused generally by water logging and lack of proper drainage of flood waters. With the passage of time changes in the approach, method and execution of relief operations during natural calamities have taken place. -

Maoist’ Group
The Marxist Volume XXI, No. 4 October-December 2005 Anil Biswas ‘Maoism’: An Exercise in Anarchism In recent times, some areas of West Bengal have witnessed activities of the ‘Maoist’ group. The group has tried to draw attention to itself through committing several grisly murders and by triggering some explosions. They are engaged in setting up ‘bases’ in the remote and relatively inaccessible locales of West Bengal that border Bihar-Jharkhand. They seek a foothold in some other districts of the state as well. A section of the corporate media has also been encouraging them, by legitimising the Maoists’ killing of CPI (M) leaders and workers in districts like Bankura, Purulia, and Midnapore west. The CPI (M-L)-People’s War and the Maoist Communist Centre, two groups of the Naxalite persuasion, came together on 21 September 2004 to form a new party, the CPI (Maoist). As with the two erstwhile constituents, the Maoists are active in selected areas of Andhra Pradesh, Orissa, Chhattisgarh, Bihar, and Jharkhand. Because of the secretive style of their working, their political outlook and activities are largely unknown to the mass of the people. The name of the CPI (Maoist) has been associated with violent acts and spreading terror. Going by their programme and ideological stand, the party is a violent anarchist outfit. Anarchy can cause harm to the democratic struggle and Left movement. The CPI (M) will counter this party politically and ideologically. The CPI (M) formed after a long ideological debate in 1964, and a new Party Programme was adopted. Sectarian and ultra-left adventurist trends arose in the ongoing struggle against revisionism and reformism. -
