Palmer, Garfield, Condino, Gosselin, Stahl, Stewart, Schuitmaker, Ball, Acciavatti, Brandenburg, Stakoe, Rocca, Nitz, Baxter, Emmons, Marleau, Hoogendyk, Casperson, Robertson, Proos, Caul, Shaffer, Moolenaar, Walker, Steil, Farhat, Jones, Pearce, Newell, Huizenga, Hildenbrand, Caswell, Elsenheimer, Nofs, Meyer, Bieda and Taub and referred to the Committee on Tax Policy. A bill to amend 1987 PA 248, entitled "Airport parking tax act," by amending section 7a (MCL 207.377a), as added by 2002 PA 680. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 7a. (1) On the first day of each month, the state 2 treasurer shall make a distribution from the fund in the following 3 order of priority: 4 (a) To the state aeronautics fund created in section 34 of the 5 aeronautics code of the state of Michigan, 1945 PA 327, MCL 259.34, 6 an amount that equals a total of $6,000,000.00 per state fiscal 7 year. The funds distributed subject to this subdivision shall be 8 used exclusively for safety and security projects at state HOUSE BILL No. 5154 03643'05 LBO 2 1 airports, including reimbursement to the comprehensive 2 transportation fund of amounts used to pay principal and interest 3 on bonds issued on or before December 31, 2007 by the state 4 transportation commission under section 18b of 1951 PA 51, MCL 5 247.668b, AND to provide the matching funds by this state for 6 federal funds to be used for safety and security at state airports. 7 (b) To each city within which a regional airport facility is 8 wholly located in an amount that equals a total of $1,500,000.00 9 per calendar year divided by the total number of cities within 10 which a regional airport facility is wholly located. The 11 distribution described in this subdivision shall be deposited in 12 the general fund of the city. 13 (c) A distribution to each qualified county in an amount equal 14 to the total amount remaining in the fund multiplied by a fraction 15 the numerator of which is the population of that qualified county 16 during the immediately preceding year and the denominator of which 17 is the total population of all qualified counties during the 18 immediately preceding year. The distribution described in this 19 subdivision shall be deposited in the general fund of the qualified 20 county to be used only for indigent health care. Each fiscal year 21 the qualified county shall provide written documentation to the 22 state treasurer, to the state treasurer's satisfaction, that the 23 distribution described in this subdivision was used for indigent 24 health care. In addition, the qualified county shall also provide 25 written documentation to the state treasurer of all other revenues 26 that were used for indigent health care in that fiscal year. If the 27 state treasurer determines that the qualified county did not use 03643'05 LBO 3 1 the distribution described in this subdivision for indigent health 2 care in any fiscal year, the qualified county shall immediately 3 repay those funds to the state treasurer to be deposited into the 4 general fund of this state. 5 (2) The distribution provided by subsection (1) shall not be 6 made if all taxing units are authorized by law to impose taxes and 7 the collection is made of taxes imposed under 1953 PA 189, MCL 8 211.181 to 211.182, on concessions at a regional airport facility. 9 (3) As used in subsection (1)(a), "state airports" means all 10 of the following airports located in this state: 11 (a) Adrian - Lenawee County airport. 12 (b) Allegan - Padgham field. 13 (c) Alma - Gratiot community airport. 14 (d) Alpena - Alpena County regional airport. 15 (e) Ann Arbor - Ann Arbor municipal airport. 16 (f) Atlanta - Atlanta municipal airport. 17 (g) Bad Axe - Huron County memorial airport. 18 (h) Baraga - new airport. 19 (i) Battle Creek - W.K. Kellogg airport. 20 (j) Bay City - James Clements airport. 21 (k) Bellaire - Antrim County airport. 22 (l) Benton Harbor - southwest Michigan regional airport. 23 (m) Big Rapids - Roben-Hood airport. 24 (n) Cadillac - Wexford County airport. 25 (o) Caro - Tuscola area/Caro municipal airport. 26 (p) Charlevoix - Charlevoix municipal airport. 27 (q) Charlotte - Fitch H.     EAA Chapter 974—Newsletter August, 2009 Table of Contents Prez Says Ed Schwinn Prez Says 1 August was a busy month for the Chapter. On August 8th and 9th we did the annual Chapter Picnic 1 Pictures pancake breakfast for the Greater Cincinnati Radio Control Club’s flying circus. I want to thank Barry Fear for all of the work he put in organizing it and to the many Flying 3 Destinations people who gave up part of their weekend to volunteer to help. We netted about $240.00. Sunday August 16th was our annual picnic, which used up most of the money we made from the pancake breakfast. As usual, there was too much to eat and this year, we had lots of food left over. Many thanks to those helping set up, cook and tear down for the event. Also, thanks to all of the members attending for the great side dishes that were brought for our enjoyment. To ensure we don’t waste all of the food left over, we’re going to grill burgers, brats and metts prior to our monthly chapter meetings until it is gone. We’ll fire up the grill about 12:30, get cooking at 12:45 and shut down at 1:30 giving us the opportunity to have full bellies prior to the 2:00 meeting. If interested, show up early and bring an appetite for our next scheduled meeting on September 13th. We will soon begin the process of nominating and electing officers for the next calen- dar year. We need to find replacements for Brian Charlton, who will be taking over the presidency and for John Wilemski, who will be retiring from his treasurer’s posi- tion the end of the year.

Needs and Wants List review – For 2016 will assess the maintenance needs of the storage hangar that the mow equipment is in and see what repairs are necessary. The new Hangar Leases have been sent out the tenants for which their land leases have expired. There are still some hangars that have not expired yet. Snow Removal Equipment (SRE) purchase for 2016. A grant was received for the purchase of a tractor with snow blower attachment.

A bill to amend 1987 PA 248, entitled "Airport parking tax act," by amending sections 3 and 7a (MCL 207.373 and 207.377a), section 3 as amended by 2002 PA 680 and section 7a as amended by 2006 PA 135. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 3. There is levied upon and shall be collected from a 2 person engaged in the business of providing an airport parking 3 facility an excise tax. Through December 31, 2002, the rate of the 4 excise tax is 30% of the amount of the charge for the transaction. 5 Beginning January 1, 2003 AND THROUGH DECEMBER 31, 2015, the rate 6 of the excise tax is 27% of the amount of the charge for the 7 transaction. BEGINNING JANUARY 1, 2016, THE RATE OF THE EXCISE TAX 8 IS 17% OF THE AMOUNT OF THE CHARGE FOR THE TRANSACTION. 9 Sec. 7a. (1) On the first day of each month, the state 10 treasurer shall make a distribution from the fund in the following HOUSE BILL No. 5927 H05436'14 * JLB 2 1 order of priority: 2 (a) To the state aeronautics fund created in section 34 of the 3 aeronautics code of the state of Michigan, 1945 PA 327, MCL 259.34, 4 an amount that equals a total of $6,000,000.00 per state fiscal 5 year. The meeting was called to order at 9:00 a.m. by Chair Brenda Ricksgers 2. Public Comment Undersheriff Dean Pratt read a written statement (see attached pgs. 7-8) regarding the actions taken by the Sheriff’s Department during the March 10, 2018, homicide investigation. Mr. Pratt also read the following statement from a relative of the 15-year-old survivor: “I strongly feel that all the law enforcement involved including the Antrim County Sheriff Department, Kalkaska County Sheriff’s Department, Michigan State police, EMS, fire dept, Munson hospital did a great job with such a tragic situation. I am confident that law enforcement had it handled. If any of you want to do anything helpful and kind, keep all involved in your thoughts and prayers, especially for the man who passed from his injuries and his wife and family. If you don’t have anything nice or helpful to say, keep it to yourself. There is a lot of families hurting from this tragedy and I want to remind you to be kind to one another and keep in mind most posts on social media regarding this tragedy have not been accurate. I wish I had known about this meeting so I could share my thoughts. ” Jim Janisse, Antrim County Detective Sergeant, stated that he was downstate during the incident but reminded the Committee the suspect was captured within eight hours.
