1 PURPOSE OF REPORT
1.1 To report to Sub Committee tenders for the conveyance of scholars.
2 RECOMMENDATION
2.1 It is recommended that the Sub Committee approve the tenders detailed in Appendices 1 and 2.
3 FINANCIAL IMPLICATIONS
3.1 The cost of awarding the contracts (ref Appendices 1 and 2) will result in expenditure of £560,414.90 during the academic session 2006/2007 which can be met from the Education Revenue Budget 2006/2007 and the Provisional Education Revenue Budget 2007/ 2008.
4 LOCAL AGENDA 21 IMPLICATIONS
4.1 Through efficient tendering procedures the Council are able to minimise the number of vehicles required to fulfil our statutory requirement to provide home to school transport for scholars entitled to free school transport.
5 EQUAL OPPORTUNITIES IMPLICATIONS
5.1 Through procurement of appropriate vehicles and the provision of escort staff and personalised equipment, the Council ensures that education is accessible for all.
6 BACKGROUND
6.1 The Sub Committee will recall that education transport is co-ordinated between the Education Department and Planning and Transportation Department with the Transport Team administering the school transport provision for entitled scholars as required under the Transport Act 1985 (63) (3A).
6.2 The Sustainable Transport Team issue school contracts on a three year cycle to benefit from best value in terms of vehicle availability, vehicle quality and stability. All contracts were tendered during Spring 2006 (reference Appendices 1 and 2).
6.3 Where the lowest tender has not been accepted a full explanation is provided in Appendix 3 of the report. 2 Report No 388/2006
7 CONSULTATIONS
7.1 The Chief Executive, Depute Chief Executive (Support Services), Depute Chief Executive (Finance) and Assistant Chief Executive (Community Planning) have been consulted and are in agreement with the contents of this report.

All contracts are for a three year period (August 2006 - end of academic session 2008/2009, unless detailed otherwise in the contract specification.
All contracts will be operated according to Conditions of Contract DCC0306 effective from 31 March 2006. Our Conditions have recently been reviewed therefore it is essential you read the Condition of Contract before submitting any tender.
