An Administrative Review Board will be convened to review your case to determine if your continueddetention is necessary

The detainee stated he was the chiefofcommunicationsfor the , , approximately one year prior to the attacks of September 2001.

2. his cominunicationsjob , the detainee stated he was appointed by the Taliban to be the chief ofborder department inKabul, Afghanistan .

3. The individualthe detainee reported to while chiefof borderdepartment inKabul, Afghanistan, was the Taliban supreme commander in Helmand province, Afghanistan.

b . Connections/Associations

1. The detainee was identified as an operative and a sub - commander in a group called the Unionofthe Mujahedin. The detainee discussed operations designed to discredit and undermine the Afghan transitional administration .

2. The UnionofMujahedinwas supported guided, and fundedby al Qaida.

3. The detainee attended a meeting of the Hezb - e - Islami Gulbuddin during which plans were made to distribute weapons to Hezb - e - Islami Gulbuddin members and supporters, and use the weapons to attack government and military targets in the Ghazni area of Afghanistan ,

4. The Hezb- e - IslamiGulbuddinis designatedas a foreignterrorisiorganizationin the Department of HomelandSecurity'sTerrorist OrganizationReferenceGuide.

5. The met withsenior officials. Oneofficial was from the departmentof intelligenceand the other was a facilitatorfor al Qaida.

6. The detainee attended al Qaida planning meetings in Khowst, Afghanistan.

7. The detainee is suspected of being a member of the al Qaida Karim bomb-making cell ,

8. The detainee took part in a meeting an alliance between Taliban and al Qaida, in an effort to form a new Taliban -al Qaida cell in the Khowst province of Afghanistan. The new cell was 10 carry out attacks in the region againsi and coalition forces.

OtherRelevantData

1. The detainee was instrumental in an exfiltration route providing support for Arabs and non- Afghan fighters to depart the Khowst, Afghanistan area to Pakistan .

2. A source identified the detainee as a Taliban - individual who was active in organizing anti -coalition efforts through the local Madrassas

3. The detaineehada cache ofTalibanweapons in an Afghan village, which includedartillery pieces and rounds, rockets, mortars, heavy machineguns, and smallarms.

4. The following primary factors favor release or transfer

a. The detaineeclaimed the local villagers pressuredhim take a job withthe Taliban avoid beingconsideredpart of the opposition.

b. The detainec denied all connections with individuals or groups who are suspected of having affiliations with al Qaida.

c The detaineeclaims to haveno knowledgeabout bombmakingof kind.

d . The detaineeclaimsto havehad nopriorknowledgeoftheattacksagainstthe UnitedStateson September2001or any futureattacks.
