PROFESSIONAL SUMMARY Dr. Loren R. Anderson is an internationally recognized expert in the application and development of dam risk assessment. He is a Professor Emeritus of Civil and Environmental Engineering at Utah State University and a Principal with Risk Assessment Consulting (RAC) Engineers and Economists. He has 50 years of professional experience in teaching, research, and consulting engineering and . He has B.S. (1964) and Ph.D. (1972) degrees in from Utah State University and he is a registered professional in and . He was the Head of the Department of Civil and Environmental Engineering at Utah State University for fifteen years and was Associate Dean of Engineering for eight years.

Dr. Anderson has been involved with earth dam design and dam safety risk assessment for more than forty years. He has completed or is currently working on dam safety risk assessments for about 650 dams at various levels of detail for a wide variety of clients including Reclamation, USACE, TV A, FERC-regulated dams and other owners, operators, and regulators. The results of these risk assessments have impacted a wide variety of dam safety decisions. He has directed research on dam breach analysis induced by overtopping and piping. He has been an expert witness on a number of engineering projects involving geotechnical failures and he has provided expert testimony.

He has been a major contributor in the development of the Portfolio Risk Assessment approach, which is now widely used in Australia and is being used by the U.S. Army Corps of Engineers and in Europe. During January 24-28, 2005, Dr. Anderson was one of the principal presenters at a Dam Safety Risk Assessment Training Workshop that was sponsored by the FERC specifically for selected FERC personnel. The workshop was held at Utah State University. He also served as an invited panel member on two piping and seepage workshops sponsored by the U.S. Army Corps of Engineers and the U.S. Bureau of Reclamation with an emphasis on applications to dam safety risk analysis.

Dr. Anderson has facilitated Potential Failure Modes Analysis (PFMA) for numerous dams over the past 30 years. He was a PFMA Facilitator for several FERC pilot projects as the PFMA method was being evaluated by the FERC, and he has facilitated several projects since the method became a specific part the FERC Dam Safety program.

Loren has recommended breach parameters for numerous dams including many for USACE. He has published on breach parameter estimation and physically-based 3-D breach modeling for non-cohesive and cohesive zoned earth dams.

He has many technical publications in dam safety risk assessment, and engineering. He is the author of three university textbooks on Geotechnical Engineering topics and the editor of the American Society of Civil Engineers Geotechnical Special Publication No. 35 on Geotechnical Practice in Dam Rehabilitation. He was a State-of-the-Art speaker on Hazards, Reliability, and Risk Assessment at two National Science workshops held in Trondheim, Norway

He has served on many technical committees including eight years as the chair of the ASCE Geotechnical Engineering Division's Technical Committee on Improvement and . He was on the organizing committees for the ASCE Specialty Conferences on and Soil Dynamics II and Geotechnical Practice in Dam Rehabilitation. He chaired the organizing committee for GeoLogan97, the first national conference of the ASCE Geo-Institute.

Dr. Anderson has designed and conducted many professional training activities including: seminars and workshops for dam safety engineers and managers; extended training courses for mid-level engineering staff, and on-the-job training through facilitation of risk assessments. These programs have been provided in North America, Australia, Asia, and Europe. He has also conducted workshops on soil improvement and reinforcement in the U.S. and overseas. He taught a graduate course on Earth Dam Design at Utah State University for many years.
