Minutes of the meeting of Tuddenham St Mary Parish Council Held at the Village Hall on Monday 7th October 2019 at 7.30pm

Councillors Present: Cllr. A. Long (AL) Chair, Cllr. Claire Unwin (CU), Cllr. M. Fitzjohn (MF), Cllr. J. Kendall (JK) & Cllr. Nicola Crockford (NC) & Cllr. Karen Soons (KS).

Present: Vicky Bright - Parish Clerk, Cllr. Brian Harvey – WSC, Graham Dudley – VHC. Item Action Public Forum – LGA 1972, Section 100(1): One member of public was in attendance.

19/10/1 Accepted Apologies for absence – LGA 1972, Section 85(1) and (2): Cllr. Rona Burt. Absent: None.

19/10/2 Declarations of Members’ Interests (for items on the agenda) – LGA 2000 Part III: None.

19/09/3 Reports from Outside Bodies: i) County Council None. Cllr. Colin Noble sent apologies. ii) Council Cllr. Brian Harvey gave the following report; 1. The first round of consultation for the proposed Sunnica Solar farm has now closed. There has been joint WS / SCC submission which are available via the planning portal. The next stage in this process will be for Sunnica to respond to these submissions. Once this is received I will be in a position to advise further. The planning portal number is: - DC/19/0472/EIASCO – The joint SCC/WS Consultation Response dated 11th April 2019 has now been issued. We have received an updated Sunnica Energy Farm proposals for land which has slightly changed for the original issued. The September briefing note has been copied to all Parishes accordingly.

2. As you may have seen in the local press WS have setup a Rural Task Force and have requested that local residents complete the survey. This survey has now closed (30th September 2019) and we await the summary report. Thanks to Residents who have taken part in this survey and attended these briefing meetings.

3. The process for Planning application reviews has changed slightly. It is now very important if Residents or PC’s do have any concern’s to ensure that these are raised to the appropriate Planning Case officer with copies to myself at: - [email protected] or on my mobile – 07801-472461 in order that I can present these issues at the “Revised Delegation Panel meetings”.

4. I have sent out to all Parish Clerks requesting (Manor Ward) that they update their settlement matrix and ranking. This is to ensure that the Planning Officers have the correct data recorded before we go forward. 2019 -2042 As many of you well know we still have a short fall in our current housing stock. When you take into account those construction projects already approved we will still have a shortfall of 6000 throughout to be constructed by 2042.

5. At the recent Full council meeting approval was given to the Single Issue Review (SIR) of core strategy Policy CS7 which has been approved by the Governments Planning Inspector. Report No COU/WS/19/007.

6. In addition, the Site Allocation Local Plan (SALP) was reviewed and approved by the Planning Inspector for Adoption. Report COU/WS/19/008

7. The Final Business case for the new Western Way Development which had been the subject to review by Residents and Councillors was approved at the meeting. Report COU/WS/19/009.

8. A notice of Motion was raised concerning the Environmental Emergency and global warming. This motion was referred to Full Cabinet due to the financial iii) implication which maybe incurred.

Minutes of the last meeting – LGA 1972, Schedule 12, para41(2): Resolved 19/10/4.01 The Minutes of the Parish Council meeting of 2nd September 2019 were adopted as a 19/10/5 true statement and signed by the Chair (AL). i) Highway Matters:  Update on Temple Bridge Improvements/ ‘No Through Road’ Signage The Clerk confirmed that the Mounting Blocks have been installed and the contractor will be installing advisory signs in connection to this as a priority once the grass cutting has been completed.

There has been no response from Highways regarding the application for better signage ‘No Through Road’ on Road.

 Update on Flooding Higham Road crossroads & Icklingham Road The Clerk confirmed that she has received no update on Higham Road crossroads flooding and will be writing to the Chief Executive of SCC and our MP

The Clerk advised that Highways had sent a Community Warden out to reassess the problems. An order was raised to renew the kerb offlet to replace the broken one

opposite Tuddenham Barn. With regards to the flooding problem, there was a cyclic cleanse completed on 16th September 2019.

 Signage/lining for A14 slip road The Clerk advised that she has so far received no response from Highways regarding ii) this issue.

VAS (Vehicle Activated Speed Sign) Data & New Pole Locations The Clerk advised that the new VAS posts are to be installed within 14 weeks.

The Clerk is to chase the Police regarding the extra speed checks upon the Officers iii) return in November.

Speed Watch Update & Lorry Watch The speed gun is still waiting to be calibrated and Rob Gray is to action this. It is iv) hoped to get volunteers trained and re-start checks in the Spring.

A14/A11 Link Road Pressure Group Update v) There has been no update from the group. The next meeting is in 3 months’ time.

Update on Roadside Nature Reserve Project The Clerk advised that the management of the Roadside Nature Reserve is under review and the grass cutting and verger posts are to be improved and replaced. Fact sheets have also been updated and sent to all parishes.

19/10/6 Correspondence: Following the public hearing held in June as part of the ongoing Examination in Public, the County Council is publishing Modifications to the Plan in order to make it sound. Those interested have six weeks to make representations. The consultation will run from 5pm on the 07 October 2019 until 5pm 18 November 2019. These representations will then be considered by the Planning Inspector before he finalises his Report.

i) DC/19/1716/FUL - 1no. dwelling - Location Proposed Dwelling 70 High Street, Tuddenham Resolved 19/10/7.01 No objections to application DC/19/1716/FUL. ii) (For Information Only) DC/19/1386/TE3 – Re-Consultation Notification under section 4 Communications Act 2003 - Removal of public payphone Location Telephone Box, The Green Resolved 19/10/7.02 In response to the re-consultation, Tuddenham St Mary Parish Council once again offers strong objection to the removal of the Public Payphone on The Green, Icklingham Road, Tuddenham DC/19/1386/TE3, we offer the following comments to support our Objection, and would stress that our objections have not changed since our last response;

"The Pay Phone is much needed in the village for emergency use, as the mobile and Broadband signal and strength within the village is extremely poor, and is often completely unreliable, with the next nearest phone box being a great deal more than 400m away. We have a large number of elderly residents within the village who also do not own mobiles and rely on the phone for emergencies. We have recently installed a Community Defibrillator (cPAD) next to the phone box on the Village Green, the telephone box is therefore available to be used in emergencies to contact the ambulance service to get the code to access the defibrillator cabinet. Without this service and with the lack of mobile reception, if the defibrillator is needed in a life or death situation, without the phone box to make the emergency call, the outcome could mean a fatality that could have been prevented.

Tuddenham is also a designated emergency route as well as a designated route for HGV's, with speeding and high volume of heavy traffic in the village it is an accident 'hotspot'. In the likelihood of an RTC, the phonebox is situated centrally in the village, adjacent to the main road through the village, which is used by emergency vehicles, HGV's and vehicles using the village as a cut through to the A14, without mobile reception, this is the only service available to contact emergency services, in the event of an accident.

The Nature Reserve is also well frequented by Walkers, Bird Watchers and families, and the phone box is the nearest phone for emergencies for this amenity. With horse riders and motorcyclists also using the U6208, with a history of accidents, including a fatality at Easter 2017, the telephone box is the only public phone on which to contact emergency services.

With the village also having a Hotel and Public House, it is usual to have tourists and patrons walking in the village late at night when the phone may be used for emergencies or to contact transport, as I have stressed mobile reception is poor, sometimes non-existent.

We will be contacting our local MP and County Councillor, regarding the removal of the phone box and our objections, and would hope that due consideration be given to our concerns, with perhaps more time granted to support our objections.

19/10/8 Finance & Policies: i) Parish Council Bank Balances and Reconciliation from list of payments and receipts Resolved 19/10/8.01

That the bank balances and reconciliation of payments and receipts be received and

adopted and initialled & signed as such by the Chair (AL). The bank account balance as of 23rd September 2019 is £24,329.32. ii) Cheques for Signing and Approval Resolved 19/10/8.02 It was agreed to approve the payments of the following outstanding invoices and the cheques were approved and signed by Cllr. K. Soons & Cllr. A. Long.

SALC Payroll 1009 £54.00 WSC Elections Costs 1010 £1,483.61 Mrs. V Bright Mileage & expenses 1011 £11.87 Village Hall Hall hire 1012 £48.00 iii) Asset Risk & Maintenance Assessment Report The Clerk advised that the benches at the Village Hall needed re-treating. It was agreed to treat the Margaret Bird bench owned by the VH as a goodwill gesture. The Clerk is to get quotes for the next meeting. iv) Bank Mandate to add New Signatories Resolved 19/10/8.03 It was agreed to add Cllr. Claire Unwin & Cllr. Mark Fitzjohn to the bank mandate as signatories and the mandate form was signed by Cllr. A. Long & Cllr. K. Soons.

19/10/9 Councillors’ & Community Reports: i) Village Hall Committee Update Graham Dudley gave the following report; “Two parties booked for September. Good news received from Andrew Garnett that the application to renew the new Village Hall plans have been passed with a condition that two car charging points are to be located on the car park. The Housing plans have also gone through.”

It is hoped demolition of the school site will start in December 2019, with the build starting April 2010, hopefully there will be a new Village Hall by Summer 2021. ii) Community Fibre Partnership Project It was confirmed that there are 16 residential and 8 businesses signed up, and the Government Voucher will cover all these costs. It will take 12 months or so before it is all finalised.

19/10/10 Parish Matters: i) Play Area Project The Clerk is currently liaising with the Play Companies to make changes suggested to the designs at the consultation event. The item is to be deferred to the next agenda, with the Clerk inviting the TPFC to attend.

It was confirmed that there will be no vehicular access from the new Village Hall to the Playing Field, only pedestrian, so there is no need to seal off the current access, as previously discussed. ii) Village Summer Fete It was confirmed that Cllr. Harvey & Cllr. Noble have agreed to pay for the portaloo’s hire for the event from their Locality Budgets.

The Clerk is to look into Public Liability & First Aid provision for the use of the land. iii) Village Recycling Scheme to be Considered & Discussed The local monthly recycling scheme has been set up with the Terra-cycle Scheme. It will be located at the Farm Shop
