CAN Coordination During the Negotiations

CAN Secretariat The CAN-International Secretariat is working to coordinate its members around political advocacy, policy, and mobilization at the COP. Its role varies from providing strategic input based on joint information sharing, to convening and coordinating various meetings to facilitate cooperation across the Network. With CAN members’ support, at COP 24, the Secretariat will ensure that key activities such as ECO, interventions, working group meetings, PCG, CAN Daily, Fossil of the Day awards, and press briefings are successfully organized. In addition, the CAN Secretariat is the main liaison with the UNFCCC Secretariat for various items, including interventions. The CAN Secretariat will also endeavor to provide some logistical support to its members. If you have questions regarding interventions or would like to deliver an intervention, please contact Andreas Sieber.

Daily Activities

CAN Daily 14:00-15:00 Daily The room is still be confirmed.

CAN has a daily coordinating session, which takes place at the conference center. The meeting focuses on reporting back from negotiating sessions, sharing intelligence and reports from the working groups and any bilateral meetings with Parties. There is also information shared on the happenings within the CAN Political Coordination Group (PCG) meeting and the daily CAN Press Conference. From the intel gathered, ideas for ECO articles are finalized and volunteers are solicited for writing, editing, and reviewing. Fossil of the Day nominations are also collected and decided upon during this time. Any upcoming formal interventions are discussed and delivery is finalized. The second half of the meeting will be used for strategic thematic discussions. This meeting is open to all CAN members and attendance is encouraged (sending 1 or 2 representatives from each organization is ideal). CAN Political Coordination Group (PCG) Meetings 9:00-10:00 Daily The room is still to be confirmed.

This group is comprised of CAN regional and working group coordinators, international networks, political strategists, and representatives of the CAN Secretariat. This smaller grouping is meant to bring together information from all CAN sub-groupings and to discuss them in a wider strategic context. In addition, it also enables coordinators to report discussions back to their groups and at CAN Daily.

Working Group Meetings CAN thematic working groups generally meet daily throughout the COP to discuss positions, anticipate and react to any issues that arise and determine the paths forward towards meeting CAN’s goals. They work to propose intervention content, develop CAN positions, advocacy strategies, and arrange government meetings on their issues. This is where much of the key advocacy strategy on specific issues are discussed and implemented. You can find information of all working groups and their coordinators on our website.

Communications CAN hosts daily press conferences – at 11:00 daily – to provide media with civil society’s perspective on developments in the negotiations. The place is TBD. Press conference speakers will be selected from the CAN membership and, when appropriate, allies, though all statements must be in-line with CAN positions.

At 12:00pm, directly following the CAN press conferences, the CAN Comms group, including CAN members and allies, meets to decide on priorities for the next day’s communications. To assist members to talk publicly about the session, CAN will prepare a communications kit on COP 24.

Fossil of the Day Award 18:00 Daily TBD

The Fossil of the Day Award is a daily “award” given to countries that are doing the best at blocking progress in the negotiations. Countries are nominated by CAN and the award is determined by a vote. Fossils are awarded in a presentation at 18:00. For more information on Fossil of the Day, please visit our website.

ECO CAN produces a daily newsletter at the negotiations called ECO. This document is generally read by a large portion of government delegates, in addition to civil society members at the negotiations and abroad. Articles include reaction to the previous day’s events and CAN’s positions on key issues that are relevant to the negotiations. While some articles in ECO are policy oriented, others are satirical and witty to give a lighter tone to what can sometimes be long and drawn out negotiations. General Activities

Regional Coordination / CAN Nodes Regional groupings within CAN meet regularly and strategize on country or regional-specific issues. The coordinator, or a central contact point, will participate in the political coordination sessions and report back to their regional members to ensure all information is shared.

The strategy session is located 15 minutes from the COP 24 venue, outside of the center of Katowice. You can easily get there by public transport: trams number 6 and 16 leave from the station Katowice Rondo and arrive at Katowice Kościuszki Szpital, which is 5 minutes from the hotel we have our strategy session at. See map below.

PLEASE NOTE that there are several Hotels Diament in Katowice. Therefore, please check for the exact address ul. Wita Stwosza 37, Katowice and follow our instructions, when arriving at the venue.

Since this venue is located outside of Katowice city center, all the restaurants, shops and coffee places are 2 or 3 stops away in the direction of the city. There is one small restaurant in the hotel.

STRATEGY SESSION 2: Sunday, December 9: Sale Konferencyjne, ul. Opolska 22, 40-084 Katowice This venue is located in Katowice center, less than 1.5 km away from the COP 24 venue.

Capacity Building at COP We will be co-hosting the Capacity Building Session open to CAN members on Monday, 3rd December location TBC. The session will provide interested members with an overview of relevant topics to be discussed in this COP, as well as different engagement opportunities with CAN during COP

CAN Side Event CAN and IRENA side event “Stepping up NDCs and bringing socio-economic benefits through enhanced deployment of renewable energy” will take place Wednesday 12th December from 11:30 to 13:00 in Room 3.

This side event tends to facilitate an exchange on how countries highly vulnerable to climate impacts are making progress towards the implementation of the renewable energy and energy efficiency components in their NDCs. It will also foster and enable exchange of views and sharing of experiences, including good practices and lessons learned, on specific activities aimed at enhancing renewable energy deployment, undertaken as part of climate actions and how these are supported through non-state actor alliances. The multiple benefits, including socio-economic benefits, of enhanced deployment of renewable energy in countries highly vulnerable to climate impacts will also be highlighted.

Speakers will be Ministers, senior Government officials and representatives of the civil society from climate vulnerable countries such as the Philippines, Costa Rica and Ethiopia.

Meeting Rooms Meeting rooms may be booked free of charge, availability permitting, for a maximum duration of one hour per Party, regional group or observer organization (UN, IGO, NGO). Meetings booked through the Meeting Room Assignment (MRA) team are categorized as closed, and no side events (which are open to the public) can be organized in any of these rooms. Meeting rooms are available every day from 8.00 a.m. to 9.00 p.m. MRA forms can be downloaded here and may be sent by e-mail to [email protected]. The MRA team will track your request and issue notifications/confirmation by the last week of November.

As of 2 December 2018 (the official start of COP 24), MRA forms will no longer be accepted by e-mail and should instead be submitted in paper format at the MRA counter, located on the second floor of the International Congress Centre (MCK). The availability and location of your meeting room will be confirmed in the evening of the day before your meeting at the MRA counter. Once confirmed, it is advisable to frequently check your e-mail inbox for potential changes to your confirmed meeting booking.

MRA guidelines Please carefully read and acknowledge the MRA guidelines stated on the form. By signing, you are confirming that you have read, understood and agreed to the conditions set out in these guidelines.

Interaction with Other Non-CAN Groups The ENGO meeting room and some office facilities are for the use of all ENGOs, whether CAN members or not. The CAN Secretariat, as the ENGO focal point for the UNFCCC, will coordinate the booking of the meeting room, and the office is open for general ENGO use.

CAN meetings are closed to non-members, unless they are specifically invited. Non-CAN members interested in engaging with CAN should be directed to the relevant regional or national node coordinator and will be bound by the same confidentiality as CAN members. The relevant regional coordinator and supporting member organization representatives must first approve these observers before being given access. The CAN daily meeting may decide, by vote, whether or not to withdraw the invitation. Non-CAN members may also request to participate in CAN working groups on the same basis as CAN Daily.

Non-CAN members, with the approval of the CAN Daily, may also be invited to write in ECO or on the CAN blog, but their contributions will be clearly indicated as representing their respective organization and subject to careful consideration.

CAN Party As is tradition, there will be the CAN party on Saturday, 8th of December at Club Fame, Sobieskiego 11, 40-082 Katowice, Poland.

The official UNFCCC conference badge will be needed in order to gain entrance, it is your ticket in.

CAN General Assembly Friday, 7th of December 2018 between 15:00-18:00 Location TBD

The CAN General Assembly is the highest decision-making body of the Network. The Assembly addresses the vision and strategy of CAN, and both the substance of future climate solutions as well as governance, administration, and funding. It is important that members make an effort to attend.

To reach quorum, the CAN General Assembly requires at least 90% of the following member representatives to be present:

a) Through representatives of each National Node (if a National Node is a member of a Regional Node and is being formally represented by that Regional Node, then its presence is optional).

b) Through a representative/s of each Regional Node.

c) Through a representative/s of each of the international member NGOs, that is, those NGO members with offices in more than 20 countries.

Representatives unable to physically attend can give written proxies to any attending member or be allowed to submit their views/votes by email to [email protected], which will be delivered to the CAN board. This minimum physical, proxy, or written representation is compulsory.

Registration All registration formalities, including issuance of badges to duly nominated participants to attend the sessions, are free of charge.

The IGO and NGO representatives, who are duly confirmed in the online registration system by Monday, 26 November 2018, are requested to register at the Registration counter during the opening hours indicated below.

The acknowledgement letter of the participant’s confirmation and a valid passport or a nationally approved photo identification card should be presented to the registration staff in order to ensure the issuance of your badge.

• From Friday, 30 November, until Sunday, 2 December 2018, from 8 a.m. to 7 p.m. • From Tuesday, 4 December, until Saturday, 8 December 2018, from 8 a.m. to 7 p.m. • Monday, 10 December, until Friday, 14 December 2018, from 8 a.m. to 7 p.m.

Registration for NGOS and IGOs will be closed on Monday, 3 December 2018 and Sunday, 9 December 2018.

It is strongly recommended that delegations register early on Friday, 30 November, and Saturday, 1 December, to avoid delays on the first day of the conference.

Please be aware that you can register only once for the sessions. Double registration (i.e. as an observer organization representative and a Party or State representative, or as an observer organization representative and/or a press/media representative) is not permitted.

Badges An official UNFCCC conference badge is needed to access the premises. The badge is issued only on the basis of a confirmation by an admitted observer organization in the online registration system. For security reasons, all participants are requested to wear their badges visibly at all times.

Visas All Participants requiring a visa are strongly encouraged to contact the appropriate consular authorities as soon as this notification is received. The issuance of a visa for Schengen States may take up to two weeks from the date of submission of the visa application. However, due to an often substantial workload of the consular posts, filing the application too late may result in the visa not being issued on time.

Participants must bear in mind that a set of specific documents must be prepared when applying for a visa. A copy of the acknowledgement letter from the online registration system (ORS) and this notification must be attached to the visa application. It is recommended to indicate in your visa application that you will attend the United Nations Climate Change Conference that will be held from 2 to 14 December 2018 in Katowice, Poland. You also are obliged to provide proof of financial means (the recommended minimum amount per day is 75 EUR) and accommodation (hotel booking).

Participants are advised that obtaining a Schengen visa is contingent on the participant securing travel medical insurance that covers the entire stay. If you are travelling twice, it is necessary that you obtain insurance that covers the time period of both stays. The insurance should be valid on the territory of all Schengen States, not only Poland. The policy should cover any expenses that might arise in connection with repatriation for medical reasons, urgent medical attention and/or emergency hospital treatment or death. Minimum coverage is EUR 30,000.

There are special requirements your passport must meet: • - Valid at least three months after the intended date of departure from the territory of the Schengen States; • - Contains at least two blank pages; • - Issued within the previous 10 years.

Please check carefully that the visa covers the full period of participation in the above-mentioned conference. Please also indicate in your application if a Schengen visa has been issued to you in the last 59 months.

Participants are also kindly advised to visit the website of the territorially competent consular post of Poland to learn of the location where they should apply for the visa.

Guidelines for Participation A comprehensive manual for the Guidelines for the Participation of Representatives of Non- Governmental Organizations at Meetings of the Bodies of the UNFCCC has been provided by the UNFCCC Secretariat. It is recommended that participants familiarize themselves with the guidelines prior to the session.

Timing According to the COP provisional agenda and annotations, statements by representatives of IGOs and NGOs “will be heard immediately upon completion of statements by Parties”.

Posting Full texts of the official statements will be posted on the official meeting page of the UNFCCC after the close of the high-level segment. General Information about Katowice The history of Katowice is a mirror reflexion of the history of the Upper . In the past these lands belonged to Poland, the Czech state (Czechia), Austria, and Germany. After Poland had regained its independence in 1918, the region's future was influenced by three and the plebiscite (1919-1921). The city's great development in the twenties and the thirties of 20th century was discontinued by the outbreak of the World War II. After the war, the whole region of the

became a part of Poland. Modern history of Katowice has been marked, among others, with the tragedy in the "Wujek" Coal Mine (1981), the pilgrimage of the Pope John Paul II (1983) and prizes granted by the Council of Europe between 1998 and 2008.

Getting to Katowice

Katowice Airport Katowice Airport is situated 34 km away from the city centre. Upon arrival, participants can easily reach the city centre using shuttle buses operated by PKM Katowice that can be found outside the terminal building and will drop passengers off near the main railway station (Katowice Dworzec). Mazurkas Travel Transport offers transportation services including from/ to the airports of Katowice and Krakow, between hotels and the conference venue, to and from restaurants etc.

Kraków Airport Kraków Airport (KRK) located 70km from Katowice.

Please find useful information on getting from the Kraków Airport to Kraków city centre (Kraków Główny train station), where you find train connections from Kraków Główny to Katowice (ca 1 hour journey). To find suitable train connections, please go to https://rozklad-pkp.pl/en.

Warsaw Airport Warsaw Chopin Airport (WAW) located 300km from Katowice. You can get to the Main Train Station via local train or bus. Then take a train from Warsaw to Katowice (ca 2,5 hours journey).

Special free-of-charge transportation during COP24 For the duration of COP24, a dedicated free transportation service will be provided within the entire Upper Silesian Metropolitan Area* (PL: GOP) on top of the regular public transportation network. Transportation will be organized within 24 hours schedule. More information available here.

Public Transportation in Katowice and surrounding towns There are buses and trams, as well as regional trains available in Katowice and surrounding towns. ATMs are available in many parts of Katowice - ensure you inform your bank before travelling abroad, and be aware you may be charged for cash withdrawals. It is advisable to exchange some cash before arriving in Katowice.

Credit Cards and cash Most local restaurants and stores accept both credit cards and cash. However, please make sure to always ask in advance or bring extra cash with you, just in case.

Tipping 5-10% tip for good service

Tell waiter/waitress of the tip you would like to give before you swipe your card or hand cash over. Always round up.

SIM Cards You can buy a local prepaid SIM card (5-10 EUR).

The most convenient way to purchase a SIM card is to go to one of the supermarkets, drugstore, service station, electronic market chains and operator’s store.

Please note that if you have a EU mobile contract, you may use your mobile free of roaming charges.

Shops, Operational Hours, and Tips Shop opening hours are generally from 7AM to 10PM, although some open later, whereas smaller shops may be opened 24h.

On Sundays and on Polish public holidays, shops are closed. You will find a few essentials at gas stations and smaller – family owned stores. Shopping bags are not free in most stores, especially supermarkets. A 1 or 2 PLN coin is needed to use trolleys and shopping carts in the supermarket.

Please be prepared that the service does not speak English. If necessary use google translator or try to communicate in German, Russian, French or Spanish – which are commonly learned languages in Poland.

Supermarkets There is variety of supermarkets in Katowice – Społem, Aldi, Netto, Stokrotka, Carrefour, Tesco, Biedronka etc. You will find also small Żabka and Carrefour Express everywhere in the city.

Pharmacies Pharmacies translates to “APTEKA” in Polish and those can be found everywhere in the city of Katowice. There are several 24h pharmacies and most of the others opened from 8AM till 8PM.

Participants should wear warm clothes including jackets, scarf, gloves and rain jackets. It will be cold, so please bundle up.
