His research included atomic and molecular spectroscopy, ultrafast high voltage switching, and design and development of lasers from the UV to the IR. As Visiting Scientist at CERN, Geneva, 1999-2001, he helped design the laser based detector position monitoring system for the CMS system, where 40 Pakistani laser systems are now operational. A Rhodes Scholar, he obtained his BSc and DPhil degrees from Oxford University. He is a Fellow of the Pakistan Academy of Sciences and recipient of the President’s Medal for Pride of Performance. After retiring as Chief Scientist at the PAEC, he worked as Member of the Planning Commission of Pakistan from 2005-08 and was responsible for national programmes in higher education science and technology and industry. He also authored the Vision 2030 foresight exercise in 2007. He has been Rector of GIKI, and was a member of the World Bank team which prepared the National Industrial Policy, 2011 (timelines, costs, and necessary structural reforms). -

Anatomy of the 10-Year Cycle in Crude Oil Prices Philip K. Verleger, Jr. David Mitchell/EnCana Professor of Strategy and International Management Haskayne School of Business University of Calgary, Calgary, Alberta, Canada March 2009 John Wiley & Sons published Twilight in the Desert in 2005. The book’s author, Mat- thew Simmons, contends the world will confront very high and rising oil prices shortly because the capacity of Saudi Arabia, the world’s largest oil producer, is insufficient to meet the future needs of oil consumers. In 448 pages, Simmons extensively discusses his views regarding Saudi Arabia’s future production levels. He asserts that the Saudis have refused to provide details about their reserves, insinuating at several points that the Kingdom’s leaders withhold information to keep the truth from the public. At its core, Simmons’ book is no more than a long exposition of the peak oil theory first espoused by King Hubbert in 1956. Hubbert, it may be recalled, studied the pattern of discovery of super giant oil fields. His review led him to conclude that world productive capacity would peak and then begin to decline. In 1974, Hubbert suggested the global zenith would occur around 1995. Simmons and other adherents to the “peak oil theory” enjoyed great prominence in the first half of 2008. Again and again, one read or heard that the oil price rise was occurring be- cause the flow from world oil reserves had reached or was approaching the maximum while de- mand was still growing. Here’s what one economist wrote just as prices peaked: Until this decade, the capacity to supply oil had been growing just as fast as de- mand, leaving plenty of room to expand production at the first sign of rising pric- es. -

It is the fossil fuel of modern motion. Once oil became widely and cheaply available sometime between the twentieth century’s world wars, various grades of diesel and gasoline drove engineering innovation toward the automobile. Old coal drove the locomotives and steamships of nineteenth- century moving industry; now, diesel and heavy fuel oil do that work. As a symbol of freedom, power, and recklessness, the automobile has left its tire tracks on many a literary page. We’ll kick those tires and take them for a spin in this chapter. Fossil oil is not only a fuel of motion; its carbon chains appear in a mind- boggling array of materials. Anything not explicitly metal or glass oft en has some petroleum component, usually one of the ubiquitous plastics of modern life. Its usefulness is not just convenient, it is equally terrifying. Course Summary A common—but controversial—idea in global policy debates is that the production of natural resources is associated with a whole host of political problems. These resources are supposed to be sources of domestic and international exploitation, civil and inter-state violence, corruption and crime, pollution and authoritarianism. There are now international public policy processes that focus upon these issues as they relate to water, wheat, bananas, coffee, timber, opium, copper, uranium, rare earths, etc. In this course we will examine each of these debates, focusing the elaborate literature that has developed from analysis of the largest commodities—by value and volume—in world trade: the hydrocarbons crude oil and natural gas. Learning Objectives The first third of the course will supply students with an overview of the hydrocarbons industry, including some of the technological and economic particulars that set it apart from the production of other commodities. In the second third of the class, attention will shift to the role that hydrocarbons play in the political and economic development of individual countries. In the final third of the class, the subject will be geopolitics, and how hydrocarbons produce conflict or cooperation at the international level. This course will not frame the controversies surrounding oil and gas in the conventional manner as matters of energy policy. -
