Minutes of the Board meeting held at 4.00 pm on Monday 27 September 2010 at the Berriedale Office.

Present: Ivy Sly, Neil Clark, Adrian Coetzee, Ailsa Milburn, Suzi Rogers, Grant Allford, Doug Cole, Bev Gillie, Noel Sharp, Sandra Burgess and Roger Harvey.

Vice-President Ivy welcomed members and declared the meeting open.

Minutes: Moved A Coetzee, Seconded S Rogers that the minutes of the meeting held on 16 August 2010 be confirmed. Carried.

Business arising: None.

Correspondence: A list of all inwards and outwards correspondence was tabled and the following matters discussed:  A proposal from Bowls Tasmania North to change the format for the Under 18 / Under 25 development series was discussed, and the Board resolved not to support the proposal.  A letter from the Mercury newspaper advising us that a similar advertisement to that published in previous years at the start of the season would cost $943, and prior payment would be required was tabled. The Board resolved not to place the advertisement this year, and to ask Tony Fulton if he could use his column in the paper to promote bowls club membership.  A letter from „concerned‟ women‟s state level players was received and the Board agreed to forward it to Bowls Tasmania for action  Coloured clothing – applications from Beltana ladies, and Ouse for uniform changes were approved.  Bowler‟s arm – approval given for Peter Stokes (Sorell BC) to use a „bowler‟s arm‟.

REPORTS.

Financial: The Treasurer presented his financial report. Moved A Coetzee, seconded A Milburn that the Treasurer‟s report be received and accounts passed for payment. Carried. The umpire‟s panel repeated their request for the Treasurer to provide a breakdown of the amount shown as their expenses on the annual balance.

Match (Women): A successful delegates‟ forum was held today, 27 September. The Division 5 Pennant roster will need to be re-drawn due to 1 withdrawal and 3 late new entries. Concerns were expressed about how the rules regarding substitutes might affect Div 5 sides (see General Business).

Match (Men): Entries for Div 5, and Mixed Open & “B” Grade have been finalised, and the roster will be available this week. The date set for the Regional Final of the AERF Mixed Pairs will have to be changed due to a clash with the Men‟s Fours Championships on 21 November. The Match Committee will set a new date, bearing in mind that the State Final has to be played on 12 December 2010. The dates will also need to be changed due to. Match Committee to liaise with Ross Bannister in setting new dates for Junior Championships (probably during school holidays), to overcome a clash with senior championship dates.

Umpires: A well-attended umpires‟ forum was held on 26 September. The Southern Panel is having difficulty finding panel members willing to travel to state committee meetings in Launceston. This is due to the perception that regions are being dictated to, and that very little constructive discussion takes place. N Clark read out the minutes of the August State Umpires Committee meeting. The Southern Panel believes that umpires should be required to wear their accreditation badges when on duty, and that the regions should be allowed to decide what uniforms are appropriate to their own regional competitions. The Board agreed with this position, and will inform Bowls Tasmania accordingly. The breakdown of the Umpires Panel expenses shown in last year‟s financial statement is still not resolved. The Treasurer and last year‟s Secretary to the Umpires Panel to resolve this matter and report back to the Board. S Burgess handed a payment of $480 to the Treasurer who will issue a receipt in due course.

Coaches: The new Bowls Australia coach accreditation procedures are now in place and we have started running courses for new and reaccrediting lawn bowls coaches in Southern Tasmania. 15 new Introductory Coaches have passed the course; and 19 have reaccredited as Club Coaches (which has taken over from the old level 1 coach). It is disappointing that 27 coaches have not reaccredited in to the new system for one reason or another, also there is another 16 coaches that we have been unable to contact. Three letters have been sent to these coaches and with no replies. We have 15 bowls clubs in the south that have no accredited coaches: Cremorne, Dover, Franklin, Geeveston, Glenorchy Rodman's, Glenorchy RSL, Indoor, Huonville, New Norfolk, Orford, Ouse, Sorell, St John's Park, and Tasman. As off the 1st July 2010 all old coaches accreditation have expired and the coaches must reaccredit before the end of 2010. Bowls South will send a notice to all bowls club secretaries when the pennant season starts seeking expressions of interest for bowlers who are interested in becoming bowls coaches.

General Business:  A Men‟s Delegates meeting will be held on Tuesday 9 November at Buckingham B.C. commencing 10.30am. A notice will be sent to clubs well in advance of the meeting outlining options for changes to men‟s pennant, in order that all BTS clubs can participate in determining our position on the future structure of pennant bowls competition.  Grant Alford will represent BTS at a “Tasmania Together” forum on 12 October.  It was agreed that Bob Etherington‟s brother should be asked to take on the position of Statistician for the coming season.  The Board agreed to D Cole‟s request that donations and sponsorships be clearly itemised in future financial reports.  Conditions of Play – Proposed changes to the Conditions of Play for the upcoming season were discussed at length. In particular the changes affecting the use of opposite gender substitutes is of concern to several clubs‟ women‟s sides in Division 5 because male players from the Mixed Divisions are not eligible to substitute in women‟s div 5 sides. It was resolved that Women may use male substitutes from a Mixed Division only after approval has been obtained from the women‟s match committee who will require a statement from the club giving details of which division(s) the substitute has played in during the last year. Sectional play in the Women‟s pairs championships will reduce from 15 to 10 end games. It was agreed to insert a note after Rule 3.7 to the effect that the umpire for a match may not also be a side captain for that match.
