We have reviewed the Notice of Intent (NOI), detailed Proposed Action (PA), and supporting materials posted on the Region 5 planning website and offer the following comments on these documents. We have submitted numerous comment letters since the forest plan revision process was initiated for the Inyo, Sequoia, and Sierra national forests. Specifically, we submitted comment letters on the forest assessments for each national forest (Sierra Forest Legacy et al. 2013a, Sierra Forest Legacy et al. 2013b, Sierra Forest Legacy et al. 2013c), comments on two need for change documents (Sierra Forest Legacy et al. 2014a, Sierra Forest Legacy et al. 2014b) and comments on detailed desired conditions (Sierra Forest Legacy et al. 2014c). We incorporate these comments by reference and attach the letters to these scoping comments. We have included these letters in our scoping comments because significant issues that we raised in these comments have not yet been addressed in the NOI, or the detailed PA creates significant conflict with resource areas on which we commented. Organization of Comments The following comments address first the content of the NOI, including the purpose and need for action, issues not addressed in the scoping notice, and regulatory compliance of the PA as written. -

Vessel General Permit (VGP) Version 2/5/2009 United States Environmental Protection Agency (EPA) National Pollutant Discharge Elimination System (NPDES) VESSEL GENERAL PERMIT FOR DISCHARGES INCIDENTAL TO THE NORMAL OPERATION OF VESSELS (VGP) AUTHORIZATION TO DISCHARGE UNDER THE NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM In compliance with the provisions of the Clean Water Act (CWA), as amended (33 U.S.C. 1251 et seq.), any owner or operator of a vessel being operated in a capacity as a means of transportation who: • Is eligible for permit coverage under Part 1.2; • If required by Part 1.5.1, submits a complete and accurate Notice of Intent (NOI) is authorized to discharge in accordance with the requirements of this permit. General effluent limits for all eligible vessels are given in Part 2. Further vessel class or type specific requirements are given in Part 5 for select vessels and apply in addition to any general effluent limits in Part 2. Specific requirements that apply in individual States and Indian Country Lands are found in Part 6. Definitions of permit-specific terms used in this permit are provided in Appendix A. C. March 1954 INTRODUCTION Ecological studies of the genus Ribes have been in progress in northern California for more than 20 years. A thorough under- standing of the ecology of native ribes in general, and of the Sierra Nevada gooseberry (Ribes roezli Regel) in particular, is necessary in connection with the control of the white pine blister rust in California. This disease of five-needled pines, caused by the fungus Cronartium ribicola Fischer growing on ribes as its alternate host, threatens to destroy sugar pine (Pinus lamberliana Dougi.) on about a million and a half acres of forest land that supports sufficient sugar pine to make rust control economical. Some of the conclusions from these studies are based on extensive field observations. For the most part, however, they are related directly to analyses of field data collected from several series of plots in California from 1936 to 1949. -

PACIFIC SOUTHWEST REGION Restoring, Enhancing and Sustaining Forests in California, Hawaii and the Pacific Islands Sierra National Forest SUGGESTED DAY HIKES High Sierra Ranger District HUNTINGTON LAKE AREA Drive up Highway 168 from Shaver Lake. These first four trails are on the right hand side: Coyote Lake: 16 miles RT* (from Hwy 168, and 10 miles RT from the beginning of the 4WD road). The jeep road to Coyote Lake is well traveled but an extremely rugged jeep road. The setting is alpine, glacial, partly timbered in shallow rolling forest. Red Lake: 13 miles RT (from Hwy 168, and 8 miles RT from beginning of the 4WD road). This is a small lake, open and sparsely timbered with a rocky and meadow type shoreline. You can drive by the way of the Red Mountain Off-Highway Vehicle Route. You can also reach West and Strawberry Lakes from this trail. Indian Pools: 2 miles RT. The trail starts from the China Peak Ski Resort, heading east along Big Creek. This is the only hike in the area that is considered easy since the trail is basically flat. Rancheria Falls: 2 miles RT. The trailhead is approximately 1.2 miles up the Rancheria Falls road. The trail is of a gentle grade and is 1 mile in length. Elevations range from 7,760 fee at the trailhead to 8,120 feet at the end of the trail near the base of the Falls. HUNTINGTON LAKE DAM AREA On the west end of the lake. Mushroom Rock: Approximately 2 miles from the Huntington Lake Dam on the Huntington Lake Road (going toward Big Creek) turn on road 8S32. -

INTRODUCTION This field trip guide includes road logs for the three principal roadways on the west slope of the Sierra Nevada that are adjacent to, or pass through, parts of Sequoia and Kings Canyon National Parks (Figs. 1,2, 3). The roads include State Route 180 from Fresno to Cedar Grove in Kings Canyon Park (the Kings Canyon Highway), State Route 198 from Visalia to Sequoia Park ending near Grant Grove (the Generals Highway) and the Mineral King road (county route 375) from State Route 198 near Three Rivers to Mineral King. These roads provide a good overview of this part of the Sierra Nevada which lies in the middle of a 250 km span over which no roads completely cross the range. The Kings Canyon highway penetrates about three-quarters of the distance across the range and the State Route 198~Mineral King road traverses about one-half the distance (Figs. -

REC 16 EMERGENCY SERVICES EVALUATION 1.0 EXECUTIVE SUMMARY The emergency services evaluation study identifies and characterizes available emergency services and those emergency service providers that respond to emergencies in the Big Creek Basin. Emergency service responders were consulted and asked to provide detailed information regarding their capabilities and service areas. The capabilities of the emergency response providers within the Big Creek Basin are summarized in terms of manpower, equipment and response times. This report also summarizes available historical emergency response data within the Big Creek Basin, based on service area data provided by the response agencies and emergency service providers. While efforts were made to obtain five years of historical emergency response data from each service provider, data for many providers were not available. The study results discuss data from the Sierra National Forest, California Department of Forestry and Fire Protection, and Emergency Medical Service (EMS) responders in Fresno and Madera counties. Data was not available from the law enforcement agencies. Historical emergency responses were first evaluated by reviewing the service area response data to determine which responses were located within the Big Creek Basin. The results of this evaluation indicate that of the total responses in the service area, the actual percentage of responses attributable to incidents in the Big Creek Basin are 3% for the Forest Service, 22% for the California Department of Forestry–Fresno County, 2% for the California Department of Forestry-Madera County, and 7% for EMS providers in Fresno and Madera Counties combined. Response data was further evaluated by sorting the available responses by service provider and response type into seven geographical regions in the Big Creek Basin as follows: (1) Shaver Lake and nearby communities; (2) Huntington Lake and nearby communities; (3) community of Big Creek; (4) Balsam Meadow Forebay; (5) Florence Lake; (6) High Sierra Area along Kaiser Pass Road including Lake Thomas A. -

Date Department of Civil Engineering iv Abstract of STUDY OF INCREASING CONVEY CAPACITY OF MERCED RIVER AT THE CONFLUNENCE WITH SAN JOAQUIN RIVER by Hani Nour Flooding in California’s Central Valley is very common and expected to occur every year anywhere throughout the region. The climate and geography of the Central Valley, together, are responsible for over flow streams, rivers, and lakes causing water flooding, particularly at the lower elevation areas. San Joaquin Basin is located between the Sierra Nevada (on the east) and the Coast Ranges (on the west) where flooding is typically characterized by infrequent severe storms during winter season due to heavy rain and snow- melt runoff coming from the foothills, east of Merced County (Jesse Patchett 2012).
