    INTRODUCTION THE PULITZER PRIZES FOR INTERNATIONAL REPORTING IN THE THIRD PHASE OF THEIR DEVELOPMENT, 1963-1977 Heinz-Dietrich Fischer The rivalry between the U.S.A. and the U.S.S.R. having shifted, in part, to predomi- nance in the fields of space-travel and satellites in the upcoming space age, thus opening a new dimension in the Cold War,1 there were still existing other controversial issues in policy and journalism. "While the colorful space competition held the forefront of public atten- tion," Hohenberg remarks, "the trained diplomatic correspondents of the major newspa- pers and wire services in the West carried on almost alone the difficult and unpopular East- West negotiations to achieve atomic control and regulation and reduction of armaments. The public seemed to want to ignore the hard fact that rockets capable of boosting people into orbit for prolonged periods could also deliver atomic warheads to any part of the earth. It continued, therefore, to be the task of the responsible press to assign competent and highly trained correspondents to this forbidding subject. They did not have the glamor of TV or the excitement of a space shot to focus public attention on their work. Theirs was the responsibility of obliging editors to publish material that was complicated and not at all easy for an indifferent public to grasp. It had to be done by abandoning the familiar cliches of journalism in favor of the care and the art of the superior historian .. On such an assignment, no correspondent was a 'foreign' correspondent. The term was outdated.

    The New Investor Tom C.W. Lin EVIEW R ABSTRACT A sea change is happening in finance. Machines appear to be on the rise and humans on LA LAW LA LAW the decline. Human endeavors have become unmanned endeavors. Human thought and UC human deliberation have been replaced by computerized analysis and mathematical models. Technological advances have made finance faster, larger, more global, more interconnected, and less human. Modern finance is becoming an industry in which the main players are no longer entirely human. Instead, the key players are now cyborgs: part machine, part human. Modern finance is transforming into what this Article calls cyborg finance. This Article offers one of the first broad, descriptive, and normative examinations of this sea change and its wide-ranging effects on law, society, and finance. The Article begins by placing the rise of artificial intelligence and computerization in finance within a larger social context. Next, it explores the evolution and birth of a new investor paradigm in law precipitated by that rise. This Article then identifies and addresses regulatory dangers, challenges, and consequences tied to the increasing reliance on artificial intelligence and computers. Specifically, it warns of emerging financial threats in cyberspace, examines new systemic risks linked to speed and connectivity, studies law’s capacity to govern this evolving financial landscape, and explores the growing resource asymmetries in finance. Finally, drawing on themes from the legal discourse about the choice between rules and standards, this Article closes with a defense of humans in an uncertain financial world in which machines continue to rise, and it asserts that smarter humans working with smart machines possess the key to better returns and better futures.

The city’s rebellions, the first of the 1960s urban uprisings that would come to define the decade, had widespread repercussions and shaped political campaigns at the local, state and national levels. Looking both backward and forward from the rebellions, I examine the causes many observers gave for the rebellions as well as what outcomes the uprisings had. Using archival records, government documents, newspapers and correspondence between activists and city officials, I look at the social and economic conditions in which black New Yorkers lived during the postwar period, the various ways in which black citizens and their white allies tried to remedy pervasive segregation and its deleterious effects, and the results of those attempts at reform. In providing a previously unavailable narrative of the nearly weeklong July rebellions, I show the ways in which the city’s black citizens expressed their frustrations with city officials, the police and local black ii leaders and how each group responded.

THREE FUTURE SCENARIOS Srini Sitaraman “Frontiers are indeed the razor’s edge on which hang suspended the modern issues of war or peace, of life or death to nations.” Lord Curzon Introduction The Greek historian Thucydides writing on the Peloponnesian War argued that when an established power encounters a rising power, the possibility of conflict between the established and rising power would become in- evitable.1 Graham T. Allison in his book, Destined for War: Can America and China Escape Thucydides’s Trap?, extended Thucydides’ primary argument by suggesting that the power dynamics between China and the United States is similarly poised, an established power—the United States—confronting an aggressive power in China may produce a military conflict between them.2 The Thucydides Trap argument has also been applied to the India- China conflict, in which India, a rising power, is confronted by China, the established power.3 But such comparisons are unsatisfactory because of the power asymmetry is against India. The overall military, economic, and political balance of power tilts towards China. Chinese strategists discount India as a serious security or economic threat. The team charged with finding his new incarnation was composed of leading lamas from monasteries in Tibet, and some were eminent reincarnations themselves. Clues and omens unique to Tibetan Buddhism— some provided by the Thirteenth Dalai Lama himself—guided their search. The Dalai Lama had intimated that his reincarnation would be found in the east. Thus, when the head of the embalmed Great Thirteenth was discovered to have turned overnight from facing south to pointing northeast, the search team was certain which direction their journey should take. When the regent in charge of the search visited the sacred Lhamo Lhatso Lake and gazed into its deep blue waters, the characters for “Ah,” “Ka,” and “Ma” appeared, and he saw a hilltop monastery with a golden roof and an ordinary farmer’s house with strangely configured gutters. The “Ah” led the search team to the Amdo region of eastern Tibet, then governed by the Hui (Muslim) warlord Ma Bufang as Qinghai, as the region is known in Chinese. The “Ka” and the vision of a monastery led them to Amdo’s Kumbum monastery, one of Tibetan Buddhism’s leading seats of religious learning, built by the founder of the Gelugpa, or Yellow Hat, school of Buddhism to which all Dalai Lamas have belonged.
