Evaluation and Case Study of the Lye & Wollescote www.lyeandwollescote.info West Midlands Historic Buildings Trust EVALUATION AND CASE STUDY OF THE LYE & WOLLESCOTE CEMETERY CHAPELS PROJECT ON BEHALF OF THE WEST MIDLANDS HISTORIC BUILDINGS TRUST West Midlands Historic Buildings Trust Ltd require an Evaluation Consultant to develop and implement an appropriate evaluation methodology to measure the impact of the Trust’s project involving the Lye & Wollescote Cemetery Chapels and to use the data to produce a case study for dissemination of the successes of the project and lessons learned. The project is funded primarily by the Heritage Lottery Fund (HLF), supplemented By funding from Dudley Metropolitan Borough Council, William and Jane Morris Fund, The Owen Family Trust, and W A CadBury CharitaBle Trust. 1. Background West Midlands Historic Buildings Trust has successfully secured funding from the Heritage Lottery Fund, and other funding sources, to conserve and restore the distinctive, redundant, Victorian Lye and Wollescote Cemetery Chapels building, which is Grade II Listed and previously registered as a ‘building at risk’. The £1.1m project has Brought the Building Back into sustainable use as offices without detriment to the historic fabric and architectural integrity of the Buildings. Integral to the project is an Activity Plan which includes interpreting the heritage, education and learning, community engagement and audience development, volunteering and heritage skills training and seeks to ‘Bring the site alive’ and achieve the HLF strategic aims of learning and participation. West Midlands Historic Buildings Trust requires an evaluation expert to design, develop and implement an appropriate evaluation methodology to measure the impact of Both the capital work and the activity programme. It is desired that this should Be primarily an outcome-Based evaluation, assessing the impact that the Building work and engagement programme has on the local and wider communities. It is hoped that the evaluation will identify and evidence wide-ranging Benefits of the project for those communities. The project was also a pilot scheme in the development By Dudley Council of a Community Asset Transfer Strategy and it is intended that the evaluation will Be made available to help inform other community asset transfer projects. The brief includes using the data from the evaluation to produce and distriBute to relevant organisations a case study for dissemination of the successes of the project and lessons learned. West Midlands Historic Buildings Trust July 2016 West MidlAnds Historic BuildinGs Trust The West Midlands Historic Buildings Trust (WMHBT) is a registered charity, with specialists in the field of Building conservation giving their time on a voluntary Basis to serve as Trustees and general operating funds coming from memBership suBscriptions. WMHBT's purpose is to safeguard Buildings within the West Midlands that are of historical or architectural importance. Where this cannot Be achieved By simply raising awareness to the issues, WMHBT will consider carrying out a conservation project itself. As a registered Building Preservation Trust, WMHBT is able to attract grants and low-cost loans to carry out the type of rescue scheme often necessary with ‘Buildings at Risk’ and in this way aims to cover the deficit in funding such projects. 2. The Evaluation and Case Study Brief The evaluation should explore the value of Both the capital works and the project activities. As well as providing an outcome-Based evaluation, it will need to assess the success of the project against the Approved Purposes established in the HLF grant funding agreement, targets in the Activity Plan and collate data for the HLF evaluation questionnaire (see appendix). The case study will Be a short 4 page Executive Summary of the project with an appendix of Before, during and after images. Approved Purposes of the HLF GrAnt • Renovate the exterior of the Grade II listed chapels Building • Fit out interior to selected tenant’s requirements • Deliver activity plan including learning, access and interpretation plans • Develop links to the surrounding graveyard Activity Plan tarGets An extract from the Activity Plan containing the project targets is provided as an appendix to this brief, though it should Be noted that the Activity Plan was designed to Be a reactive document and in that respect changes to strategy and outcomes have Been made throughout the lifetime of the project. Specific aims of the evaluation • To measure the success of the project against the quantitative and qualitative targets defined By the Approved Purposes of the HLF grant and By the project Activity Plan. • To measure the impact of the project on the local and wider communities served By the project. • To produce an evaluation report that can Be suBmitted to grant funders as part of the final project reports and to suBmit a completed HLF evaluation questionnaire. West Midlands Historic Buildings Trust July 2016 • To identify how relevant data will continue to Be provided to West Midlands Historic Buildings Trust after the project has ended, to inform future updates of the HLF evaluation questionnaire as and when required By HLF. • To provide evidence that can Be used By West Midlands Historic Buildings Trust in future funding applications. • To highlight possiBle areas of future growth and improvement for West Midlands Historic Buildings Trust. Deliverables The successful tenderer will Be required to: • Develop an appropriate methodology for creating the evaluation. • Research and compile the necessary evidence for the evaluation. • Produce a written evaluation report by 30th November 2016 for HLF purposes and for general use By West Midlands Historic Buildings Trust. Appendices to include before, during and after photographic images, plans, media releases, press articles, etc. • Complete and suBmit By 30th November 2016 an HLF evaluation questionnaire on this project. • Produce a case study By 30th November 2016 which is uploaded onto the weBsites of the project, Locality Asset Transfer Unit, and the Heritage Trust Network (formerly UKAPT), circulated to universities, deposited with Dudley Archives and Local History Service, Lye and Wollescote Historical Society, Black Country Society Journal, etc. and used By West Midlands Historic Buildings Trust as a Basis for articles in technical journals and specialist puBlications, for talks and papers at conferences. • Provide the evaluation report and case study in electronic format on CD, plus two hardcopies of the evaluation report and 500 copies of the case study. MethodoloGy West Midlands Historic Buildings Trust sees evaluation as central to the project. We have already started By the collation of data contained in the pre-project FeasiBility Study, Business Plan and Activity Plan, including findings from visitor surveys; recording feedBack from events; photographs Before and during the project and by retaining records of project planning meetings, e.g. of the Design Team and Contractors, Advisory Group, and Steering Group. These provide a Baseline from which change can Be evaluated. The successful tenderer will provide West Midlands Historic Buildings Trust with evaluation feedback, taking into account specific requirements of HLF in the form of: • an evaluation report that compiles quantitative and qualitative evidence to tell the story of the project comparing the aspirations with the reality, assessing the strengths and weaknesses and the lessons that can Be learnt from the process adopted; and • guidance notes and a project evaluation questionnaire provided By HLF. West Midlands Historic Buildings Trust July 2016 To achieve this the successful tenderer will: • involve others in the process through meaningful dialogue; • choose indicators which are a comBination of numBers and experiences; and • collate data on: o activities and the numBer of people attending; e.g. open days, temporary exhiBitions; o guided tours, themed events, visits By schools and colleges, on-site activities, outreach sessions with schools and colleges, puBlications, etc; o all project-related meetings; o volunteers involved in the project; o trainees involved in the project; o people characteristics: ethnicity, socio-economic groups, disability; o the project outcomes; and o views of people (through a mix, as appropriate, of activity Based research, postal survey, telephone survey, on-site survey, interviews, and focus groups). The evaluation report will Break this down into: • What did we want to happen? • What actually happened in terms of the difference made By the project? • A review of what worked well, or did not, and why • Summary of lessons learnt The evaluation report will Be prepared in close consultation with: • the project Advisory Group; • the project Steering Group; • the emerging Friends Group; • the local authority (Dudley Council); and • the local community. The evaluation will also highlight how West Midlands Historic Buildings Trust learnt from other projects and applied that knowledge to the Benefit of this project. Budget and payment schedule The maximum budget for the evaluation is £7,500 excluding VAT and includes all fees, travel expenses, materials, printing and distriBution costs. A schedule of payments will Be agreed with the successful applicant for each element of work. The final payment will Be made following approval of the evaluation report and case study by West Midlands Historic Buildings Trust and HLF. 4. Tender process Completed

General Information Directorate Economy Portfolio/Committee Leader’s Portfolio Project Title Jewellery Project Code Revenue TA- Quarter 01843-01 Cemeteries Capital – to follow Project Description Aims and Objectives The project aims to reinstate, restore and improve the damaged and vulnerable fabric of Birmingham’s historic Jewellery Quarter cemeteries – Key Hill and Warstone Lane – and make that heritage more accessible to a wider range of people. Their importance is recognised in the Grade II* status of Key Hill Cemetery in the Register of Parks and Gardens of Special Historic Interest, and the Grade II status of Warstone Lane Cemetery. The project is an integral part of the wider heritage of the Jewellery Quarter and complements the other heritage investment taking place here, such as the JQ Townscape Heritage programme and the completion of the Coffin Works (both part-funded by HLF). Heritage is a key part of the Jewellery Quarter with over 200 listed buildings and four other museums (Museum of the Jewellery Quarter, Pen Room, Coffin Works, JW Evans). The funding provides an opportunity to bring much needed investment to conserve and enhance two important listed cemeteries, providing a resource and opportunities for visitors and residents alike to visit, enjoy and get involved with. He was elected mayor of Birmingham in 1873. His pioneering efforts in educational reform, slum clearance, improved housing, and municipalisation of public utilities led to Birmingham being described as the ‘best governed city in the world’ (The Harpers Monthly 1890). The house called ‘Highbury’ and its surrounding 30 acre estate form one of Birmingham’s most important heritage sites. Commissioned by Joseph Chamberlain and completed in 1880, the Grade II* listed house was Les Sparks OBE designed by the prominent Birmingham architect J. H. Chamberlain. Chair, Chamberlain Highbury Trust The grounds are listed Grade II on Historic England’s Register of Parks and Gardens of Special Historic Interest. The Chamberlain legacy is still the subject of debate and rightly so. Joe Chamberlain, as Churchill commented, ‘made the weather’ politically and was both adored and hated. The Commonwealth and the rich ethnic and cultural diversity we celebrate in today’s Birmingham, is distant from his time yet connected, for good or ill, to decisions made by ‘Brummagem Joe’. If modern Birmingham is to continue to grow and prosper, then the development of purposeful and ethical leadership models will be central to the stewardship of its public and private institutions and the promotion of successful entrepreneurship across its diverse population.

    BIRMINGHAM JEWELLERY QUARTER HERITAGE TRAIL 11 BROUGHT TO YOU BY BIRMINGHAM JEWELLERY QUARTER HERITAGE TRAIL Birmingham’s famous Jewellery Quarter is completely unique - there is no other historic townscape like it in the world. It is an area rich in heritage, but what makes it so special is that it is still also a living, working community. The purpose of this walking trail is to provide an introduction to the Quarter’s past and present, and to encourage visitors to discover more about this fascinating area. This trail is printed and distributed by the Jewellery Quarter Development Trust (JQDT). The development of the Jewellery Quarter. Goldsmiths and silversmiths have been working in what we now call the Jewellery Quarter for more than 200 years. Originally scattered across Birmingham, they began to congregate in the Hockley area from 1760 onwards. The main reason for this was the development of the Colmore family’s Newhall estate which released more land for housing and manufacturing. 1 Precious metal working grew out of the ‘toy’ trades – not children’s playthings but buckles, buttons and other small metal trinkets. ‘Brummagem toys’ were produced in their hundreds and thousands, in cut-steel, brass and silver. Westley’s Map of Birmingham, 1731 - Confusingly north is to the right! As the trade expanded new streets were laid out across former rural estates, and substantial new houses were built for wealthy manufacturers. Alongside these large houses, terraces of artisans’ homes were also constructed. In time the gardens of these houses became built up with workshops and spare rooms had work benches installed.

    chris mayes ‘calculated to improve the morals and the taste’: edward kemp’s cemetery designs in liverpool and birkenhead – efficiency and aesthetics in public landscapes John Claudius Loudon in his on the laying out, planting, and managing of cemeteries and on the improvement of churchyards (1843) identifed two fundamental principles for creating ftting places for the interment of the dead: the disposal of the remains in a healthy, hygienic manner and the improvement of moral sentiments and general taste. In summary, the priority was to achieve effciency and aesthetics – two of the motivating forces behind much nineteenth-century landscape design. However, the aesthetics of cemetery landscape design is often considered in the context of garden, park and domestic landscape design at the expense of understanding the infuence of effciency of land use. At both Liverpool Cemetery (now known as Anfeld Cemetery) and Birkenhead Cemetery (subsequently known as Flaybrick Cemetery and, more recently, as Flaybrick Memorial Gardens), Edward Kemp’s landscape designs were the product of aesthetic sensitivities exhibited throughout his landscape work and a response to the need for effciency and functionality, the epitome of modern landscape architecture. This paper discusses the problematic state of urban cemeteries in the early nineteenth century and the urgent need for radical reform, primarily because of their health risks. It focuses on the seminal contribution to cemetery design of Loudon, but the emphasis will be on a detailed analysis of two new cemeteries in Birkenhead and Liverpool designed with a view to identifying the component elements and features that Kemp deployed and the extent to which he succeeded in creating burial landscapes that were both effcient and pleasing.
