Typhoon Ompong (Mangkhut): WASH Cluster Update No. 2 11 October 2018

On 15 September 2018, locally known as Ompong, made landfall in , Cagayan at around 1:40 AM with maximum sustained winds of 205 kph near the center and gustiness of up to 285 kph with movement of 35 kph West Northwest (Philippine Atmospheric, Geophysical and Astronomical Services Administration). Based on official reports by government and non-government agencies, Typhoon Mangkhut affected around 1.4 million people across Regions I (Ilocos), II (), III (Central ), and the Cordillera Autonomous Region (CAR).

Emerging WASH concerns: The WASH Cluster partners have conducted assessments from Day 1 and have since been responding to the emergency needs of the affected population through the leadership of the Department of Health (DOH). As partners are continuously providing for the basic WASH needs of the most affected population, additional needs are being recognized: some localities with high number of indigenous people (IP) communities have limited access to water and sanitation facilities, and have been observed to have poor hygiene practices. There are also planned interventions in and as partners are doing further assessments.

Barangay Dupligan, Municipality of Tanudan, Kalinga (by Christian Aid) • Water has been murky and dirty according to residents after the typhoon. They are not used to boiling water and have no idea on how to treat it thus many families drink it regardless of its state. Water is sourced from deep wells in most households. A water pump and tank was donated to the but is not often used given the high price of fuel. • Not all houses have toilets and a communal one is hoped to be set up by the community. Renewable energy for lighting of WASH facilities may be explored.
