ABSTRACT : The work presented here focuses on the inter-annual variability of annual rainfall in Northern Algeria. This work is carried out by using the coefficient of variation (the ratio between the standard deviation and the average). We will try to show areas of low, medium and high variations in Northern Algeria. In order to do this, we use 333 rainfall stations spread over the entire study area, with a measurement period of 37 years (1968/2004). The contrast of rainfall spatial and temporal distribution has been demonstrated by studying the sixteen basins, as adopted by the National Agency of Water Resources. The high spatial variability characterizes the basins of the High Plateaus of Constantine and Chot El Hodna. Keywords: Northern Algeria - annual Rainfall - inter-annual variability - coefficient of variation RESUME : Nous présentons dans cet article une étude de la variabilité interannuelle des pluies annuelles en Algérie septentrionale. Ce travail a été réalisé en utilisant le coefficient de variation (le rapport entre l'écart-type et la moyenne). Nous essayerons de montrer les zones à faible, moyenne et forte variations dans le Nord de l'Algérie. Pour se faire, nous avons utilisé 333 postes pluviométriques réparties sur l'ensemble de la zone d'étude avec une période de mesure de 37 ans (1968/2004). -

The region and period provide an excellent case study to address some of the issues addressed by other chapters in this volume, including the construction and function of defence systems, the role of central power therein, or the impact on, and response of local society to those developments. The Duero border is particularly interesting because of the suddenness of the processes that turned a distant, much fragmented periphery into a major military frontier of the Asturian kingdom against the Caliphate of Córdoba. In the following, I will argue that tenth-century fortifications in this region are the result of a variety of inputs, some of which derive from centralised operations, while others respond to local initiatives, in a context of intense social change, largely triggered by military stress and incorporation into a larger-scale, more complex political system. The Duero Basin in the Early Middle Ages: From Post-Roman Fragmentation to the Asturian Expansion The ending of the effective control exercised by the Roman state in the north-western quadrant of Iberia was abrupt. -

chapter 3 The Election of Primian and Its Consequences, Mid 390s Whilst Augustine, as a young bishop in the mid-390s, was briskly acquiring sta- tus as a veteran anti-Donatist campaigner, history was presenting the Catholic side with an event that would define the internal dynamics of the Donatist Church in the 390s and early 400s, and this largely in a negative sense. This event was the ascension of Primian of Carthage,1 successor to the famed Dona- tist bishop, Parmenian. Primian would go on to serve as Donatist primate in a period of transition perhaps unmatched in the history of that Church. Under his tenure, he would oversee a decade (the 390s) in which Donatism would consolidate its hegemony, ecclesiastically and politically, almost making it the undisputed Church in Roman North Africa,2 much to the displeasure of Augus- tine and other nascent Catholic insurgents. But by the first decade of the fifth century, the Donatist Church had suf- fered a number of setbacks at the hands of Roman imperial authorities and also because of the proselytising efforts of the Catholics, essentially putting the Donatist Church in a defensive posture concerning its own existence. One therefore cannot help asking how this series of events transpired so quickly and how the Donatist fortunes reversed so rapidly. Was there a link between the leadership of Primian and the gradual eradication of Donatism as a struc- tured organisation distinguishable from the Catholics? To answer these questions, in this chapter I examine contemporary evi- dence that might shed light on the reception of Primian’s election as bishop of Carthage within the context of Augustine’s anti-Donatist campaign. -

SALHI- 1 - D.SA. de Biskra 2 - S.R.P.V. Filiache - Biskra. Abstract : Date palni tree is facing many problems and constraints snch as water stress, excess of salinity, deseases, pests, etc... Among the most important pests Parlatoria blanchardii communly known as the white cochineal is spread in Biskra région. Aims ofthis study were to measure its spread, to identify its natural predators and to measure there impact on this pest. Iperti's scale vim iised to measure overrun ofParlatoria blanchardii on date palms. Most predators ofthis pest living in the study area were identified and there impact measured. Results show that spread of Parlatoria blanchardii is not uniform ail over the study area. More over a close rela- tionship wasfound between it's spread and those ofpredators siich as, Cybocephaliis palmanum and Pharoscvmus semislobu.sus. Key words : Date palm tree, White cochineal, Spread, Predators, îperti scale. Résumé : Le palmier dattier est confronté à de nombreux problèmes et contraintes tels que le déficit hydrique, les excès de salinité, les maladies, les insectes nuisibles, etc... Parmi ces derniers, Parlatoria blanchardii Targ communément appelée la Cochenille blanche est répandue au niveau de la région de Biskra. Les objectifs de cette étude visent une évaluation de Vinfestation des palmeraies de la wilaya de Biskra par la Cochenille blanche, l'identification de ses prédateurs naturels et leur impact. L'échelle d'Iperti a été utilisée pour mesurer les taux d'infestation par Parlatoria hlnnchardii. -

Just over a hundred years ago Mr. Serjeant Mere- wether and Mr. Stephens had The History of the Boroughs Municipal Corporations of the United Kingdom, in three volumes, ready to celebrate the sweeping away of the medieval system by the Municipal Corporation Act of 1835. It was hardly to be expected, however, that this feat of bookmaking, good as it was for its time, would prove definitive. It may seem more surprising that the centenary of that great change finds the gap still unfilled. For half a century Merewether and Stephens' work, sharing, as it did, the current exaggera- tion of early "democracy" in England, stood in the way. Such revision as was attempted followed a false trail and it was not until, in the last decade or so of the century, the researches of Gross, Maitland, Mary Bateson and others threw a fiood of new light upon early urban development in this country, that a fair prospect of a more adequate history of the English borough came in sight. Unfortunately, these hopes were indefinitely deferred by the early death of nearly all the leaders in these investigations. -
