1. APPROVE REVISED COURSE OUTLINE FOR HIGH SCHOOL DRAWING AND PAINTING 3-4

Approve the revised high school visual arts course outline for Drawing and Painting 3-4. This revised course outline reflects the updated UC requirements as well as the standards for college and career readiness. The Assistant Superintendent, Curriculum, Instruction and Professional Development has reviewed the revised course outline and certifies that the course addresses all requirements set by the state, the university system and the district.

2. APPROVE NEW HIGH SCHOOL CTE COURSE OUTLINE – CHILD, FAMILY, AND COMMUNITY

Approve the new regular status CTE introductory course outline for education, child development, and family services pathways, entitled Child, Family, and Community. The new course outline reflects the updated UC requirements as well as the LBUSD goals for high school reform. The Assistant Superintendent of OCIPD and the Assistant Superintendent of High Schools have reviewed the course outline and support implementation of this curriculum. The following basic textbook is recommended to support the implementation of this course: • Working with Young Children, Judy Herr, The Goodheart-Wilcox Company, Inc., 2004

The recommended textbook meets the social compliance criteria for instructional materials established by the State of California.

3. APPROVE NEW HIGH SCHOOL ACADEMIC CAREER COURSE OUTLINE – HUMAN SERVICES: CAREER MANAGEMENT Approve the new regular status Academic Career concentration course outline for Education, Child Development and Family Services pathways, entitled Human Services: Career Management. The new course outline reflects the updated UC requirements as well as the LBUSD goals for high school reform. The Assistant Superintendent of OCIPD and the Assistant Superintendent of High Schools have reviewed the course outline and support implementation of this curriculum. The following basic textbook is recommended to support the implementation of this course: • What Color is Your Parachute for Teens, 2nd Edition, C. Christen, R. Bolles, Ten Speed Press, 2010

The recommended textbook meets the social compliance criteria for instructional materials established by the State of California.

1 4. RATIFY PARTICIPATION IN TWO CA CAREER PATHWAYS TRUST GRANTS

Ratify participation for two California Career Pathways Trust Grants: LBUSD’s Health Science and Medical Technology (HSMT) and L.B. Community College District’s Advanced Manufacturing and Engineering Technology (AMETLL). The focus of both grants is to expand and improve on current efforts in Long Beach to create seamless pathways in each area which begins in high school and continues through a Bachelor’s Degree. For the HSMT grant, LBUSD is the fiscal agent applying for $6 million to provide all students in HSMT pathways with an integrated standards-based academic program in LBUSD and LBCC. L.B. Community College District is the fiscal agent for the AMETLL grant and LBUSD would receive approximately $1.2 million to support Project Lead the Way classes, dual and concurrent enrollment courses, and work based learning.

5. APPROVE THE SUBMISSION OF THE HEAD START GOVERNANCE AND LEADERSHIP CAPACITY SCREENING REPORT

Approve the submission of the Head Start Governance and Leadership Capacity Screening Report. The Head Start Director, in collaboration with the Head Start Policy Council Chairperson and the Board of Education President/Board Liaison to the Policy Council, completed the screening instrument and identified areas of needed training.

6. APPROVE PARTICIPATION OF CDC IN THE EARLY LEARNING CHALLENGE

Approve the participation of 16 LBUSD Child Development Centers (CDC) in the Race to the Top- Early Learning Challenge (RTT-ELC). The Los Angeles County Office of Child Care was awarded the RTT-ELC grant. LBUSD CDCs will receive coaching, professional development, opportunities for collaboration with other early education professionals and specialized appraisals for the centers. CDC is applying for $5,000 to benefit each of 16 centers. LBUSD is not the fiscal agent for this grant.

APPROVE AMENDED MEMORANDUM OF UNDERSTANDING BETWEEN LBUSD AND CLEAR PASSAGE EDUCATIONAL CENTER

BACKGROUND:

On April 15, 2014, the Long Beach Unified School District Board of Education approved a charter petition on behalf of the Clear Passage Educational Center (CPEC) for the establishment of a charter school. The term of operation, as stated in the approved item is April 16, 2014 through June 30, 2017, with student attendance beginning Fall 2014.

The Long Beach Unified School District was informed that the CPEC governing board requests a delay in enrolling and serving students at the charter school. In their request, CPEC cites that, in their estimation, the timing of the receipt of a state planning grant gives little time for implementing the necessary operational and recruitment activities associated with starting a school. Therefore, they request opening the school to students in the Fall of 2015 and use the 2014-15 school year as a planning year.

The non-student operations of Clear Passage Educational Center (i.e. Governance, Finance, Curriculum Planning) will continue.

RECOMMENDATION:

Approve the amended MOU by and between LBUSD and Clear Passage Educational Center and Clear Passage Foundation, Inc. The amended MOU’s main item permits the delay of enrollment and instructional services to students at the Clear Passage Educational Center until the Fall of 2015. The Board of Directors of the charter school approved the amended MOU on August 25, 2014. The term of the charter remains unchanged.

BACKGROUND:

Board Policy 3592.1 recommends that schools be named in honor of exemplary men and women, deceased or living, at the local, state, national or international level.

Eunice Sato was Long Beach’s first female mayor. Former Mayor Sato was also a councilwoman and served as the president of the California Conference for Equality and Justice. She was very involved in the Parent-Teacher Associations as well as various community organizations.

Bobbie Smith was the first African-American member on the Long Beach Unified School District Board and served four terms as president of the Board. Mrs. Smith worked at for over 20 years as a Librarian. She was a member of many associations, including the American Library Association, the California Teachers Association and the National Education Association. Mrs. Smith is a life member and Golden Heritage member of the Long Beach Branch NAACP.

RECOMMENDATION:

1. That the former Hill Middle School be named the Eunice Sato Academy of Math and Science.

2. That Burnett Elementary School be renamed Bobbie Smith Elementary School.

It is recommended that the Board of Education approve and authorize the naming of these schools.
