    Bijlage: Motie vervoersplan NMBS 2020-2023 De NMBS voerde in december 2020 een nieuw vervoersplan in. Daarvoor organiseerde de NMBS in elke provincie een roadshow voor steden en gemeenten. Op basis van de reacties wordt in februari 2020 het definitieve vervoersplan vastgelegd door de Kamer van Volksvertegenwoordigers. Het is nu het moment om ook als Provincieraad van West- Vlaanderen onze wensen te laten horen. Het nieuwe vervoersplan van 2020 bouwt voort op dat van 2014. De NMBS wilde in 2014 de stijgende vraag op de grote assen tegemoetkomen en de luchthaven van Zaventem beter bedienen (een contractuele verplichting van de PPS-overeenkomst voor de realisatie van het Diabolo-project), maar kon tegelijkertijd het totaal aantal gepresteerde treinkilometers niet verhogen. Als gevolg werden een aantal vroege en late treinen geschrapt, reden er minder treinen in het weekend en kwamen er op secundaire lijnen een aantal onlogische verbindingen. Door de werken aan het spoor door Infrabel en het gebrek aan voldoende modern treinmaterieel werden de rittijden langer en werd oud of onaangepast treinmaterieel ingezet. In de provincie West-Vlaanderen gaf dit de volgende situatie: • de uurdienst op de lijn 73 (De Panne-Gent) werd niet langer verlengd tot Brussel via de directe lijn (lijn 50A), maar via de oude lijn langs Wetteren en Denderleeuw (lijn 50); enkel in de spits waren er nog twee directe, snelle verbindingen naar en van Brussel; • een derde, en in het weekend zelfs twee derde, van de ritten op de lijn 73 werden met oude breaks gereden in plaats van de moderne AM96-stellen; • Oostkamp en Beernem verloren hun rechtstreekse piekuurtrein(en) naar Brussel.

    Overview of city measures to respond to the impact of the COVID- 19 pandemic on children Policy note July 2020 The COVID-19 pandemic has had a significant impact on the functioning of childcare and education systems, as well as on the emotional and psychological health and well-being of children. This paper gives an overview of the policy measures put in place by cities to mitigate the impact of the COVID-19 pandemic on children. The overview brings together the information provided by cities during the EUROCITIES Working Group Children and Young People online meeting on 10 July 2020, attended by 40 participants from 27 cities1. Common city policies to mitigate the impact of the COVID-19 pandemic on children and young people include: • Provision of digital devices • Food distribution • Leisure activities • Outreach and cooperation • Online counselling • Day care facilities • Needs assessment Provision of digital devices Many cities recognised the need to reduce educational inequalities by making sure that children from low-income families have access to digital devices, equipment and internet to follow lessons online during school closure (in Leeds, Bruges, Oulo, Amsterdam, Ghent). Amsterdam: Provided 6,300 chrome books and 800 Wi-Fi-hotspots, which were distributed among schools. Students could borrow these devices while the schools were closed. There was one laptop available per family. Ghent: Collected and donated refurbished laptops, tablets and smart phones to vulnerable children and young people.     SHORT-STAY PARKING ZONES IN CITY CENTER OF KORTRIJK The Belgian city of Kortrijk has introduced innovative “Shop & Go” zones in its historical centre. Visitors who need to run a quick errand or suppliers who are delivering packages are able to use a free short-stay parking solution. Shop & Go bays, equipped with a wireless parking sensor, offer these drivers half an hour of free parking. In the these zones a wireless parking sensor is applied at every single parking space. Floor mounted sensors, an innovative solution from Nedap, detect in real-time whether or not a single parking bay is occupied and how long it has been occupied. short-stay zones are maintained by parking attendants. When a car occupies a parking space for more than thirty minutes, the parking attendants are informed. The message includes the number of the parking space containing the vehicle in overstay, so the attendant can take targeted action. Parko, Parkeerbedrijf Kortrijk, is responsible for the full on and off street parking infrastructure in Kortrijk. The Dutch technology company Nedap is the developer of wireless parking sensor system SENSIT which detects vehicle occupancy at every single parking space. Real-time parking information can be used to guide traffic effectively, to improve the utilization of parking capacity and to manage parking enforcement more efficiently. It is dedicated to his memory, in recognition of his lifetime achievements in stratigraphy and biostratigraphy and to his great love and fascination for the Ypresian strata of Belgium. ABSTRACT. The upper part of the Kortrijk Clay Formation (the Roubaix Clay and Aalbeke Clay Members of mid-Ypresian age) has been exposed in road and canal cuttings and clay quarries in the Kortrijk area (western Belgium), and penetrated by several cored boreholes. It is overlain disconformably by the Mont-Panisel Sand Member of the Hyon Sand Formation (upper middle Ypresian). The Roubaix Clay Member contains diverse and well-preserved calcareous nannofossils, dinoflagellate cysts, foraminifera, ostracods and other calcitic microfossils, and less well-preserved mollusc assemblages, while the Aalbeke Clay Member is secondarily decalcified. The calcareous nannofossil subdivision of upper NP11 and lower NP12 has been recognised in the Kortrijk area, and calibrated with the NW European mid-Ypresian dinoflagellate cyst, ostracod and planktonic foraminiferal zones and datums (e.g. Subbotina influx). Several medium-scale depositional sequences, with an estimated duration of 400 kyr or less, have been recorded. Their respective boundaries coincide with the resistivity maxima identified on the majority of the wireline log profiles of the Belgian Ypresian.
