He founded the Energy Information Agency WISE-Paris in 1983 and directed it until 2003. Since 1997 he has provided information and consulting services to the Belgian Energy Minister, the French and German Environment Ministries, the International Atomic Energy Agency, Greenpeace, the International Physicians for the Prevention of Nuclear War, the Worldwide Fund for Nature, the European Commission, the European Parliament's Scientific and Technological Option Assessment Panel and its General Directorate for Research, the Oxford Research Group, and the French Institute for Radiation Protection and Nuclear Safety. Since 2004 he has been in charge of the Environment and Energy Strategies lecture series for the International MSc in Project Management for Environmental and Energy Engineering Program at the French Ecole des Mines in Nantes. In 1997, along with Japan's Jinzaburo Takagi, he received the Right Livelihood Award, also known as the ―Alternative Nobel Prize‖. Antony Froggatt works as independent European energy consultant based in London. e Fukushima Nuclearand Crisis Accident Management e Fukushima The Fukushima Nuclear Accident and Crisis Management — Lessons for Japan-U.S. Alliance Cooperation — — Lessons for Japan-U.S. Alliance Cooperation — — Lessons for Japan-U.S. September, 2012 e Sasakawa Peace Foundation Foreword This report is the culmination of a research project titled ”Assessment: Japan-US Response to the Fukushima Crisis,” which the Sasakawa Peace Foundation launched in July 2011. The accident at the Fukushima Daiichi Nuclear Power Plant that resulted from the Great East Japan Earthquake of March 11, 2011, involved the dispersion and spread of radioactive materials, and thus from both the political and economic perspectives, the accident became not only an issue for Japan itself but also an issue requiring international crisis management. Because nuclear plants can become the target of nuclear terrorism, problems related to such facilities are directly connected to security issues. However, the policymaking of the Japanese government and Japan-US coordination in response to the Fukushima crisis was not implemented smoothly. This research project was premised upon the belief that it is extremely important for the future of the Japan-US relationship to draw lessons from the recent crisis and use that to deepen bilateral cooperation. The objective of this project was thus to review and analyze the lessons that can be drawn from US and Japanese responses to the accident at the Fukushima Daiichi Nuclear Power Plant, and on the basis of these assessments, to contribute to enhancing the Japan-US alliance’s nuclear crisis management capabilities, including its ability to respond to nuclear terrorism. -

The 21st Center of Excellence (COE) program of "International Consortium for Medical Care of Hibakusha and Radiation Life Science" recently established in Nagasaki University can now serve our knowledge and experience much more directly. Its activity can be further extended to the radiocontaminated areas around the world, and based on the lessons of the past, it can indeed contribute to the future planning of the Network of Excellence (NOE) for Radiation Education Program as well as Radiation Emergency Medical Preparedness and Assistance under the auspices of the WHO-REMPAN. Within the frame of International Consortium of Radiation Research, a molecular epidemiology of thyroid diseases are now conducted in our departments in addition to international medical assistance. The clue of radiation-associated thyroid carcinogenesis may give us a new concept on experimental and epidemiological approaches to low dose radiation effects on human health, including those of internal radiation exposure. -

The road from Ainu barbarian to Japanese primitive: A brief summary of Japanese-ainu relations in a historical perspective Noémi GODEFROY Centre d’Etudes Japonaises (CEJ) “Populations Japonaises” Research Group Proceedings from the 3rd Consortium for Asian and African Studies (CAAS) “Making a difference: representing/constructing the other in Asian/African Media, Cinema and languages”, 16-18 February 2012, published by OFIAS at the Tokyo University of Foreign Studies, p.201-212 Edward Saïd, in his ground-breaking work Orientalism, underlines that to represent the “Other” is to manipulate him. This has been an instrument of submission towards Asia during the age of European expansion, but the use of such a process is not confined to European domination. For centuries, the relationship between Japan and its northern neighbors, the Ainu, is based on economical domination and dependency. In this regard, the Ainu’s foreignness, impurity and “barbaric appearance” - their qualities as inferior “Others” - are emphasized in descriptive texts or by the regular staging of such diplomatic practices as “barbarian audiences”, thus highlighting the Japanese cultural and territorial superiority. But from 1868, the construction of the Meiji nation-state requires the assimilation and acculturation of the Ainu people. As Japan undergoes what Fukuzawa Yukichi refers to as the “opening to civilization” (文明開化 bunmei kaika) by learning from the West, it also plays the role of the civilizer towards the Ainu. The historical case study of the relationship between Japanese and Ainu from up to Meiji highlights the evolution of Japan’s own self-image and identity, from an emerging state, subduing barbarians, to newly unified state - whose ultramarine relations are inspired by a Chinese-inspired ethnocentrism and rejection of outside influence- during the Edo period, and finally to an aspiring nation-state, seeking to assert itself while avoiding colonization at Meiji. -

The data set includes TEPCO’s published hourly loads from January 1, 2008 to December 31, 2011. Four time series regressions are used to analyze the disaster’s effect on TEPCO’s load curve at an hourly and aggregate level. By examining the hourly impacts of the disaster, this paper provides commentary on the effects of the disaster on the daily load curve. -

Remembering the Fukushima Nuclear Disaster Ten years ago, three of the nuclear reactors at the Fukushima Daiichi Nuclear Power Station suffered melt downs in the days following a Magnitude 9 earthquake that struck off the northeast coast of Japan on 11 March 2011. Along with the 1986 nuclear accident at the Chernobyl Nuclear Power Station in the former Soviet Union, it was one of the two worst nuclear power accidents in history. On the tenth anniversary, it is important that we remember what happened then and what has happened since. It is in the interests of those who caused the accident that we forget. We must refuse to do so, for the sake of the victims and to prevent more disasters in future. The most important take-home message is that the disaster is far from over. In order to win the bid for the (now postponed) 2020 Olympics, then Prime Minister Abe asserted that the nuclear accident was 'under control'. -

“The Economic, Health, and Political Consequences of Japan’s Earthquake” Event Summary On March 22, 2011, the Center on Japanese Economy and Business (CJEB) at Columbia Business School hosted a panel to discuss the health, economic, and political consequences of Japan’s March 11, 2011 Tohoku earthquake, which generated a destructive tsunami and damaged the Fukushima Daiichi nuclear power plant. The panel featured David J. Brenner, Higgins Professor of Radiation Biophysics at the College of Physicians & Surgeons of Columbia University; Gerald L. Curtis, Burgess Professor of Political Science at Columbia University; and David E. Weinstein, Carl S. Shoup Professor of the Japanese Economy at Columbia University and Associate Director for Research at CJEB. Professor Weinstein introduced the panel by acknowledging the tremendous tragedy of the Tohoku earthquake and tsunami. He described arranging this panel just a few days before, determined to do his part to improve public understanding of the events unfolding in the region and to uncover reasons for optimism and inspiration. Professor Brenner began the presentations by addressing and clarifying many of the concerns regarding the local and global health impact of nuclear radiation from Fukushima. Once the earthquake hit, nuclear reactors were shut down as per protocol. However, the Fukushima Daiichi reactor generated an enormous amount of heat in its core, and when the water pumps stopped functioning, workers were not able to manually pump enough water into the core to prevent overheating. At the time of this event, these workers, dubbed the “Fukushima 50,” were still working to pump water into the reactor at great risk. -

The latter was a “manmade” disaster having immense impacts on people’s life, health, and property, infrastructure, supply chains, economy, policies, natural and institutional environment, etc. This paper presents work in progress and assesses preparedness for and agri-food impacts of the Fukushima nuclear disaster, identifies challenges in post-disaster recovery, and withdraws lessons for improving disaster risk management. Japan was not well prepared for such a huge disaster while the agri-food sector and consumption have been among the worst-hit areas. The triple disaster was a rare but high-impact event, therefore, it is necessary to “prepare for the unexpected”. Risk assessment is to include diverse hazards and multiple effects of a likely disaster, it is to be discussed with all stakeholders, and measures taken to educate and train all for complex disasters. It is necessary to modernize property rights, regulations, safety standards, and norms, enhance the capability of responsible public authorities and improve coordination between diverse actors. It is important to set up mechanisms for effective public resource allocation and reduction of agents’ costs. -
