Ríos” 1 INTRODUCCIÓN Los lagos se originan principalmente por la obstrucción del drenaje superficial debido particularmente a procesos morfogenéticos, conformando una estructura temporal, en la historia erosional de los sistemas geográficos (Bellair & Pomero, 1977; Mosetti, 1977). Ellos reciben aportes sólidos y líquidos de su cuenca de drenaje, mediante escurrimiento lineal, laminar y subterráneo, razón por la cual las características de la calidad del agua y de las comunidades biológicas allí presentes, reflejan los efectos acumulados de todos los aportes de agua y materiales procedentes del entorno. Debido a la acumulación gradual de nutrientes en los sistemas acuáticos, se va produciendo de manera paulatina una degradación en estos sistemas, caracterizándose por incrementos de la biomasa algal, pérdida de biodiversidad (reducido número de especies con una proporción de cianobacterias superior a la de las aguas oligotróficas) y la generación o establecimiento de condiciones

  • Proyecto: Central Hidroeléctrica Neltume Y Línea De Alta Tensión Neltume – Pullinque I
    PROYECTO: CENTRAL HIDROELÉCTRICA NELTUME Y LÍNEA DE ALTA TENSIÓN NELTUME – PULLINQUE I. ANTECEDENTES La “Central Hidroeléctrica Neltume” se ubica en la comuna de Panguipulli (provincia de Valdivia). Consiste en la construcción y operación de una central hidroeléctrica de paso cuya potencia instalada sería de 490 MW. La central se emplazaría cerca de las localidades de Neltume, Lago Neltume, Puerto Fuy, Tranguil y Río Hueco. La generación estimada sería de 490 MW y 1.885 GWh anuales. El proyecto requiere construir una bocatoma para captar aguas del río Fuy (un caudal máximo de 140 m3/s). Las aguas serían conducidas mediante una obra de aducción subterránea de 10 kms aproximados de longitud, hasta la caverna de máquinas (también subterránea). Las aguas turbinadas se descargarían en el lago Neltume. El proyecto también implica la construcción de la línea de alta tensión Neltume-Pullinque1. El monto estimado de costo del proyecto es de 781 millones de dólares2. II. DESCRIPCIÓN CRONOLÓGICA DEL CONFLICTO 2007-2009: La empresa transnacional Endesa (que en 2009 pasa a ser Endesa Enel) comienza a operar al borde del lago Neltume (comuna de Panguipulli), territorio donde planea realizar una central hidroeléctrica y su correspondiente línea de alta tensión. Contacta y busca acuerdos con la comunidad mapuche Juan Quintuman, ubicada en el lugar3. Mayo 2009: La Comisión Regional de Medio Ambiente (COREMA) de Los Ríos aprueba la construcción de la galería de prospección Neltume, paso previo necesario a la construcción de la central hidroeléctrica proyectada. El alcalde de Panguipulli critica las formas de aprobación por parte de la COREMA, ya que el municipio no fue escuchado4.

Since the 1990s, Neltume Huilo Huilo Biological has experienced economic transition from the forestry sector to the development of special-interest tourism. This research aims to investigate how this transition affects the local population and tourism in the area. Title: The Phytoplankton and Limnological Characteristics of Lago Rupanco, Osorno, Chile Redacted for Privacy Abstract approved: Harry'. Phinney Lago Rupanco is located in the central plain of Chile (Borgel, 1964) at 40° 50'S; 72° 30' W. It lies at 117 m above sea level, and corresponds to type 28c of Hutchinson's (1967) classification. Lago Rupanco is a warm, monomictic lake, with winter circulation and summer stratification. Physical, chemical and biological parameters of this lake were studied during a cycle of 18 months for the first time in 1981-1982. Lago Rupanco has a maximum depth of 160 m. The euphotic zone was sampled and the temperature ranged from 10 to 18 C with an oxygen content between 9 and 11 mg/l. This lake had small amounts of nitrate-nitrogen and phosphate-phosphorous, as is characteristic of oligotrophic lakes. The phytoplankton was analyzed qualitatively and quantitatively. A total of 84 taxa was identified. Maximum and minimum values of phytoplankton relative abundance occurred in spring and fall, respectively. The phyto- planktonic biomass was at its maximum in summer and at its minimum in fall. Four species were the most abundant, Melosira granulata, Sphaerocystis schroeteri, Botryococcus braunii and Dinobryon divergens. Seasonal succession among the Bacillariophyceae, Chlorophyceae and Chrysophyceae was observed. The relationships between abiotic factors and the phytoplankton standing crop are discussed. Program Overview During their stay in Chile, students will work with the Huilo Huilo Foundation, based in Santiago and the town of Neltume, which focuses on promotion of human development and conservation of native plants and animal species endemic to the Huilo Huilo area. This program is aimed at improving economic activities of women artisans and entrepreneurs. It also addresses economic development of indigenous population, the poorest residents in the area. Students will participate in projects in two main areas: first, providing local artisans and ecotourism entrepreneurs with modern marketing tools, and second, adding to the community partner’s knowledge of the resources existing in the reserve by, for example, assessing water quality, supporting reforestation efforts, and monitoring an endangered species (Pudu Puda). Goals for Students Students will be exposed to projects in the social and natural sciences.

    The Role of Ideology in the Application of Chile’s Anti-Terror Legislation Introduction 1 The Chilean Law of Terrorist Conduct, No. 18.314, has been the subject of much controversy in the discourse of human rights and state security since its inception in 1984 at the height of the Pinochet military dictatorship. Scholar Gabriela Barría Cocino describes the law as “the greatest public spectacle used by the military regime,”1 in order to enforce mass compliance of authoritarian rule through the judicial system. Enacted in an effort to counter growing popular dissidence to authoritarian rule, the legislation was implemented on a variety of Marxist 2 insurrectionary groups during the military regime and early democratic period, ​ later shifting to Mapuche indigenous organizations (with few exceptions) in 2001.3 The maintenance and expansion of anti-terror legislation from authoritarianism to democracy is peculiar to the study of regime transition in that one would expect the reversal of repressive state laws in light of a more open and democratic society. Nonetheless, the continuous application of the law was consistent with the implementation of military regime era laws that passed onto the democratic era, including the Constitution, which called for the privatization of pensions, education .     Regimes of Terror: The Relationship between Democracy and Terrorism in Chile Jane Esberg May 22, 2009 Professor Kenneth A. Schultz, Advisor Honors Program in International Security Studies Center for International Security and Cooperation Stanford University Abstract How does democracy influence terrorism? Some scholars argue that lack of representation in autocracy motivates terrorism; others claim that individual liberty in democracy permits it. This thesis explores the debate by using Chile as a case study to examine how democracy influences terrorist organizational processes. It traces how variations in levels of representation and individual liberty in Chile between 1965 and 1995 influenced terrorist strategic capacity, or the ability of groups to think and act towards long-term survival and success. Analyzing the five observable features of strategic capacity – mission, hierarchy, membership, tactics, and violence level – reveals that democratic characteristics positively influence some dimensions and constrain others. High-functioning democracy and highly repressive autocracy are unlikely to experience violence, due to the high constraints that each places on different features of strategic capacity. However, democracies with weak representation and autocracies with some individual liberty allow strategic capacity to strengthen, making violence more likely. The objective of this article is to make a measurement capable of reflecting the different dimensions of human wellbeing from the Los Ríos Community Based Tourism Program, in the south of Chile. Methodologically, descriptive-qualitative research techniques and participant observation were used, plus the application of a matrix of multidimensional indicators of wellbeing parameterized by 17 complementary indicators among the subjective-objective, analyzed through the IRaMuTeQ/R software, mediated by satisfiers. Johnson, and Pedro F. Victoriano (2016) Despite the fundamental importance of the family Diplomystidae for understanding catfish evolution, its species are poorly known and most of them endangered. Diplomystes camposensis, restricted to a single river basin in southern Chile, is perhaps the most vulnerable species due to its small geographic range and imminent habitat alterations by dam constructions. Using mitochondrial DNA sequences, we describe the genetic diversity across its entire distribution in the Valdivia basin and test hypotheses related to the impact of glacial cycles on the genetic diversity and structure. We found that Diplomystes camposensis has low genetic diversity and structure across the entire Valdivia basin along with a pattern of decreasing nucleotide and haplotype diversity from West to East. Demographic analyses showed evidence of population expansion in agreement with the glaciated history of the basin.
