Notice is hereby given that the HAWAII DEPARTMENT OF TRANSPORTATION (HDOT) will be holding its first round of statewide public informational meetings to discuss and solicit comments on the DRAFT STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM (STIP) for FISCAL YEARS 2019 – 2022 (+2). We encourage participation in these meetings, as comments received will help to guide the finalization of the STIP.

The STIP is a four-year programming implementation document that identifies STATE and COUNTY transportation projects, statewide, to be funded, in part, with Federal Highway and Transit funds.

Please stop emailing me about STIP projects on other islands. All of the STIP notices I have received within the last 2 months were for Maui or Oahu, not the Big Island. None of us here are interested in having our tax money spent on any other island except Hawaii. Those of us on the island of Hawaii are beginning to get tired of being treated as though we were second class citizens, that we have little or no right to the taxes the DOT receives from us and no right to object to deliberately being targeted by the state legislature and DOT, simply because we have such great needs and are not as heavily overpopulated as Oahu and Maui. This island is the source of a large portion of the rural and tourist income, plus Waimea/Kamuela and Hilo are the sources for the income from the hundreds of scientists who manage our astronomical centers. Our legislators have kept us apprised of what this state has promised us again and again and why those promises have now been deliberately broken.

The Waiaka Bridge has been separated from the roadway since the October 2006 earthquake. Those of us who live and/or work in the North and South Kohala areas, as well as the estimated 45,000-60,000 vehicles that use South Kohala roadways every day, have been having meetings planned and paid for by the DOT for many years, with lots of plans being presented, along with constant promises from DOT that the bridge would be repaired. Now, after all those millions spent on planning and meetings, we're told that we will not receive the repairs, that there are no plans that would "fill the bill", so to speak. And also now, the state has limited tonnage on that bridge to 18 tons, telling all the trucking (and perhaps tour bus companies) that they will have to more than double their travel times and raise prices for goods that arrive in the Kawaihae Harbor or are shipped out to Oahu or the mainland or use our roadways from the tourist areas and normally are transported over that bridge, but must now be rerouted through Waikoloa Village, nearly 20 miles from the bridge route, and the extra trip each way of perhaps 30 miles. The federal DOT has once again made bridge repair an important necessity. Why is this state ignoring those necessities?

One more project that was first proposed back in the 1950's was the bypass around Waimea. Currently, that bypass is limited to the Kawaihae Road Mini-Bypass, which would allow traffic coming up or down the hills to bypass the Waiaka Bridge. It also seems to have vanished into thin air. When the next large earthquake or hurricane strikes this area, that bridge may cease to exist, which will stop all emergency vehicles from responding to the many incidents and accidents that occur below it, including fires. When many people have to die, thanks to the inaction of this state, I can tell you that everyone will know exactly who to blame, and the lawsuits against the state may come pouring in, not necessarily from its residents, but from the tourists who want to know why this state is so remiss in its duties to its citizens and its invited guests.

Sorry to sound so angry, but many of us here, including the tourists, are really beginning to understand why we are being treated as second class citizens. And yes, our resident and tourist population is growing daily, as is the amount of traffic on our roadways. The Hawaii County DOT has been quite supportive and extremely helpful with most of our roadway needs, yet our county DOT is now not receiving the money it needs to make simple repairs, in order to prevent major, more expensive repair work in the future. Sorry guys, but it looks like the state legislature and DOT are deliberately trying to bankrupt this island, even though, without the produce grown here, this state will never become " self-sustaining, and billions of dollars of Hawaii-produced items may never reach the mainland.

Maui MPO is responsible for programming STIP projects on the island of Maui. The HDOT is responsible for programming STIP projects on the islands of Molokai and Lanai.

Thank you for your response. My specific interest at this time is the box 'Early Public Input' of Figure 1 TIP Process. The specific location of my interest is the intersection of Highway 180 and Route 11. My interest is operational and safety improvements. If our accident data shows an unusually high number of accidents in the areas you mention, our Highway Safety Improvement Program (HSIP) will be identifying the need for improvements and programming a project to correct any issues. Keep in mind tho, there are limited federal funds and quite a few places that need attention. It's possible that some improvements can be done with State or County funds only (which does not require being added to the STIP), but again those budgets are limited as well. I recommend to continue to communicate with our HDOT Hawaii District Office and the COH DPW to see what else may be done or if something is already being planned.

So far, neither the Hawaii island District Engineer nor the COH DPW Traffic Engineer could help me get started. However, my County Council member is willing to help me to get the TIP process started..

My question to you is: what should I be aware of? From a STIP development and management perspective, we try to keep our website updated with the latest happenings and send notices out via our email list, Facebook, Twitter and newspaper ads. If you are getting these, you should be in the loop. Is public an individual or a group of people? Can be either. We have received comments from individuals and groups. All comments are significant and we always try to address them as best we can.

What constitutes an input? Any comments that are received (thru acceptable means. letters, emails, face to face meetings, usually) must be responded to and considered.

What constraints would be involved? From a STIP development and management perspective, we have a limited budget and are currently focused on system preservation and safety. All other things being equal, we'd lean towards focusing on those priorities. Also, we try to distribute funding fairly based on how much each District contributes to the gas tax, which funds the majority of our HWY work. Of course, if a great and expensive need were identified in one area. funding could slant towards that area.

" How much participation would the lead agency allow during a project study? We are required to engage in public outreach for most of our capital improvements (bridges, roadway widening, etc).The level of outreach would depend on the project. Difficult projects would garner more public involvement. Regular operational and maintenance efforts are not required, but we probably would if there were significant O&M efforts with notable impacts.

My last question has to do with your last statement. Does HTA participate in transportation infrastructure funding? If by HTA you mean the Hawaii Transportation Association (freight folks), I do not know for sure, but I have never heard of them contributing to any federal aid project on the STIP. But they are advocates for the trucking industry and provide training for the things in their wheelhouse.

Many of you are aware of Honalo junction, also known as 'Teshima Junction'. For many years I have tried to convince State and County officials to make improvements. So traffic can move smoothly and safely.

The State District Engineer, Mr. Donald I. Smith, is willing to identify Honalo junction as a project in the State Transportation Improvement Program(STIP) We, the community, can help him and them by offering our vision or suggestions through direct communication.. Dear Mr. Smith,

We live at 79-7110 Mamalahoa Hwy, just a little over half a mile north of the Honalo junction. It is my family's sincere hope that something will be done about that junction. I know there are many processes to go through, and that community input must be solicited, projects must be studied, funded, bid for, etc. Things take a long time unless an unacceptable number of accidents and deaths occur, and community outcry demands quick reaction. Let's please start the official process of improving this junction before more serious accidents occur.

Whenever we head south or come home from the south, we go through that junction. As you know, speed and a decision point (an unusual intersection) are issues there. There have been many accidents occurring at that junction -- speed and impairment (drinking or drugs) factor in. Many tourists heading north are unsure whether to go straight (onto the Mamalahoa Hwy) or follow the bend to stay on the Belt Rd. We may sometimes spend as long as 10 (maybe even 15) minutes trying to safely cross onto and head south on the Belt Rd (Route 11). Depending on the time of which day, we have to factor that junction into how long it will take to get wherever we're going, when heading south.

Since we live so close to Kainaliu, we'd often like to walk or ride our bikes to Daifukuji or into town, and sometimes we do. That intersection is the most dangerous part of the route, and we often drive simply for the protection the car provides.

Having lived in cities and suburbs with roundabouts, even in small residential areas, it does seem like a roundabout would be a good solution for the junction. However, I'm not familiar with all the requirements or issues. I won't try and solve the problem since I'm not a traffic engineer. I do want to add my family's voices as to the need to study and improve that junction.

Yes, I now understand more about STIP process and its constant revisions on budgeting. I believe somehow the western side of Big Island transportation system is shortchanged. Mostly I believe that is due to management and its long term system planning. Politics, including business communities, tend to short change priorities for mauka residential communities. Honalo community is an example of community inertia much to its own detriment. I don't know if D.E. Donald Smith can be serious about getting Highway 180/ Route 11 intersection for consideration as a STIP line item.

Mr. Tom,

Thank you for your response. My specific interest at this time is the box 'Early Public Input' of Figure 1 TIP Process. The specific location of my interest is the intersection of Highway 180 and Route 11. My interest is operational and safety improvements. If our accident data shows an unusually high number of accidents in the areas you mention, our Highway Safety Improvement Program (HSIP) will be identifying the need for improvements and programming a project to correct any issues. Keep in mind tho, there are limited federal funds and quite a few places that need attention. It's possible that some improvements can be done with State or County funds only (which does not require being added to the STIP), but again those budgets are limited as well. I recommend to continue to communicate with our HDOT Hawaii District Office and the COH DPW to see what else may be done or if something is already being planned.

So far, neither the Hawaii island District Engineer nor the COH DPW Traffic Engineer could help me get started. However, my County Council member is willing to help me to get the TIP process started..

My question to you is: what should I be aware of? From a STIP development and management perspective, we try to keep our website updated with the latest happenings and send notices out via our email list, Facebook, Twitter and newspaper ads. If you are getting these, you should be in the loop.

$ Is public an individual or a group of people? Can be either. We have received comments from individuals and groups. All comments are significant and we always try to address them as best we can.

What constitutes an input? Any comments that are received (thru acceptable means. letters, emails, face to face meetings, usually) must be responded to and considered.

What constraints would be involved? From a STIP development and management perspective, we have a limited budget and are currently focused on system preservation and safety. All other things being equal, we'd lean towards focusing on those priorities. Also, we try to distribute funding fairly based on how much each District contributes to the gas tax, which funds the majority of our HWY work. Of course, if a great and expensive need were identified in one area. funding could slant towards that area.

How much participation would the lead agency allow during a project study? We are required to engage in public outreach for most of our capital improvements (bridges, roadway widening, etc).The level of outreach would depend on the project. Difficult projects would garner more public involvement. Regular operational and maintenance efforts are not required, but we probably would if there were significant O&M efforts with notable impacts.

My last question has to do with your last statement. Does HTA participate in transportation infrastructure funding? If by HTA you mean the Hawaii Transportation Association (freight folks), I do not know for sure, but I have never heard of them contributing to any federal aid project on the STIP. But they are advocates for the trucking industry and provide training for the things in their wheelhouse.

NOTICE STATE OF HAWAII DEPARTMENT OF TRANSPORTATION & MAUI METROPOLITAN PLANNING ORGANIZATION DISCUSSION ON STATE HIGHWAY AND COUNTY ROAD CAPITAL IMPROVEMENT PROGRAM PROJECTS

Notice is hereby given that the MAUI METROPOLITAN PLANNING ORGANIZATION (MPO) in coordination with the HAWAII DEPARTMENT OF TRANSPORTATION (HDOT) will be holding its 2nd round of statewide public informational meetings to discuss the STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM ' (STIP) for FISCAL YEARS 2019 - 2022 (+2) for Maui, Molokai and Lanai ONLY. These are follow up meetings to a 1st round of meetings held in February. A draft final Maui program will be shared and discussed, including the MAUI MPO's TRANSPORTATION IMPROVEMENT PROGRAM (TIP).

The STIP is a four-year programming implementation document that identifies STATE and COUNTY transportation projects, statewide, to be funded, in part, with Federal Highway and Transit funds.

Maui meetings will be conducted by the Maui MPO. Proposed STIP projects on the islands of Maui, Molokai, and Lanai will be open for discussion. Maui MPO is responsible for programming STIP projects on the island of Maui. The HDOT is responsible for programming STIP projects on the islands of Molokai and Lanai.

Queen Kaahumanu Widening project has added capacity on a segment of Highway 19 in Kona. This improvement primarily benefits travelers between Hwy19/ Hwy190 intersection and the Airport. There would be increased congestion between Henry Street and Kam III Road on Rte. 11 Kuakini Highway. If mitigation becomes necessary sooner than later, Is STIP revision a potential consideration?

Thanks for redirecting me to the website with maps showing the locations of the proposed 19-22 STIP projects and they are color coded to indicate, in general, what type of projects they are.

HC1, Alii Drive [Route 186] Culvert Replacement is an item in the proposed 19-22 STIP. Alii Drive's continuity between Kailua and Keauhou is important for locals and visitors.

Waiaha Bridge, between Holualoa and Keopu on Mamalahoa Highway [Highway 180] is not a STIP item. However, Highway 180 is heavily used by commuters, residents and visitors, and its continuity is also important.

As a system preservation necessity, continuity is needed equally for both routes. I suggest consideration be given to sustain both of these routes to preserve its integrity and importance.

BTW, when is the last day that you would accept comments before finalizing the proposed 19-22 STIP?

I learned more about the STIP development and management from the presentation and discussion of Meeting #3 at West Hawaii Civic Center on August 1, 2018. Keep our communities informed so that we can participate in the ranking of needs and priorities to meet the preservation and safety goals of the highway infrastructure.

There are lots of improvements shown on the STIP spreadsheet. A Hawaii map showing the locations of the projects and annotating the key color coded items to see the system at a glance would help me.

The STIP is a four-year programming implementation document that identifies STATE and COUNTY transportation projects, statewide, to be funded, in part, with Federal Highway and Transit funds.
