PDEA REGION 6 CONDUCTS BARANGAY DRUG CLEARING ORIENTATION TO 92 BARANGAYS IN CITY

PDEA Regional Office 6 headed by Atty. Gil T. Pabilona Regional Director, conducted a string of Barangay Drug Clearing Orientation in the City of Iloilo. The City is of composed of 180 barangays, and 92 have been conducted in March of 2017. The series of orientation was in lieu of the Dangerous Drugs Regulation No. 3 series of 2017 which aims to strengthen the implementation of the Barangay Drug Clearing Program.

The orientation is part of the Pre-Operation Phase which includes Capability enhancement of all stakeholders in barangay clearing operations through the conduct of basic drug prevention and control seminars, and collection of drug-related information.

A Drug-Cleared Status of a Barangay is achieved if the following parameters are met:

A. Non-Availability of Drug Supply G. Absence of Drug Den, Dive or Resort B. Absence of Drug Transit/Transshipment H. Absence of Drug Pusher Activity I. Absence of Drug User/Dependent C. Absence of Clandestine Drug Laboratory J. Absence of Protector/Coddler and Financier D. Absence of Cladestine Drug Warehouse K. Active Involvement of Barangay Officials in E. Absence of Clandestine Chemical Anti-Drug Activities Warehouse L. Active Involvement of SK to help maintain F. Absence of Marijuana Cultivation Site the Drug-Liberated Status of the Barangay M. Existence of Drug Awareness, Preventive N. Existence of Voluntary and Compulsory Education and Information, and Other Drug Treatment and Rehabilitation Related Programs; and Processing Desk

Michael L. Gatin (guy in yellow shirt) was a voluntary surrenderer last year during the Oplan Tokhang by the PNP. He asked help last Monday during the orientation on how to clear his name and was advised to finish his rehabilitation. He is a sikad driver. He was caught in a buy bust operation today March 24 at Brgy Baldoza Lapaz led by Lapaz PNP. He admitted to have not used drugs for the last 15 days.

Alleged Iloilo drug lord Melvin Odicta Sr. and his wife Meriam who were shot dead at around 1:30 a.m. of August 29, 2016 at the Caticlan Jetty Port in Aklan were former residents of Brgy. Malipayon-Delgado.

PDEA 6 provided a Checklist for Record Gathering (Pre-Operation Phase) for each Barangays. This includes the Barangay Social Investigation Form, List/names/addresses and contact numbers of Barangay Officials, tanod members, auxiliary teams, Police Sub-station, Barangay Map, and names of surrenderers among others. The Regional Office also created Follow-Up teams to ensure compliance of the barangays before they proceed to the Validation Phase (Part of the Operation Phase).

The On-going Barangay Drug Clearing Operation is set to cover all 3, 389 barangays in Region 6. Regional Office 6 visits Home for Girls to Celebrate Women’s Month

PDEA 6 spearheads a Home for Girls Outreach Activity to commemorate Women's Month last March 8, 2017 at Cabatuan Iloilo.

The identities of all 17 girls were protected for they are victims of rape, incest, physical abuse and trafficking as part of the project by the Department of Social and Welfare Development Region 6.

The Outreach program is part of the agency’s Community Involvement and Preventive Education Activities. PECIS Team Region 6 Participates in Festivals to Promote Anti-Drug Campaign

PDEA Region 6 attends several festivals, programs, competitions and fiestas in the different Cities, Provinces, Municipalities and Districts in the Region to promote the anti-drug campaign.

Saludan, a Hiligaynon term coined from the word salud, is the traditional way of gathering or accumulating a thing for its interest or value such as threshing rice using a basket or catching fingerlings through nets. Fishing and farming had been this town’s way of life.

The traditional harvest festivity of Saludan is celebrated alongside Pagdaug, a festival segment commemorating the annual observance of the Liberation of Panay. The festivity has become the symbol of Tigbauans’ esteem in terms of its abundant varieties of local produce.

PDEA 6 attends the Karoza Parada Competition (in Celebration of the Pintados de Pasi Festival) at Passi City Iloilo last March 17, 2017.

The Regional Office also took part in the Celebration of the Pintados de Pasi Festival that lasted five days. hThis included the Tribal Dance Competition, Garden Show, Food Festival, Ginoo at Binibining Pintados Pageant, Grappling Tournament, Exhibit of Exotic Pets and Fireworks Display.

This festival is also one of the best known and established festivals of the Visayan region that have evolved through the years.

Passi is a third class city in Iloilo and is a rice, pineapple, and sugar-rich area and the only component city and the largest in the Province of Iloilo in terms of land area, population and income. It is popularly known with its slogan "The Sweet City at The heart of Panay" due to its vast pineapple plantations and annual output in fruit production.

PDEA 6 attends the Philippine Science High School 25th Foundation Day. RD 6 ATTENDS UGNAYAN NG BARANGAY AT SIMBAHAN (UBAS) TECHNICAL WORKING GROUP 4TH MEETING

Iloilo City – Regional Director Atty. Gil T. Pabilona of PDEA 6 attended the 4th Meeting of the Ugnayan ng Barangay at Simbahan (UBAS) Technical Working Group last March 28, 2017 held at the New City Hall Building, Plaza Libertad Iloilo City.

The Ugnayan ng Barangay at Simbahan is a strategic partnership of Barangays, the church and other faith-based organizations as well as the Department of Interior and Local Government (DILG) whose aim is for good governance.

The UBAS objectives include participation in and monitoring of the proper implementation of the projects under the Bottom-Up Budgeting (BUB)- formerly known as Grassroots Participatory Process (GPP); Creation of an enabling environment for a meaningful people’s participation in the implementation of DILG projects, especially those in scaling up the practice of good governance at the local level; Initiation and implementation of programs, projects, and activities to curb corruption and promote transaparent, honest and effective governance in Local Government Units; and the undertaking of other engagements or activities as may be deemed necessary or appropriate or as may be identified by the communities.

PDEA 6 COORDINATION MEETING WITH STAKEHOLDERS DISCUSS BARANGAY DRUG CLEARING OPERATION

To respond to the growing demand in the implementation of the Barangay Drug Clearing Operation Program, PDEA Region 6 held a meeting together with the DILG, Liga ng mga Barangay President, DOH, DOJ, DSWD, City and Provincial Health Officers, Parole and Probation Office, and the PNP to discuss functions and responsibilities last March 10, 2017 held at the Rio Hall, Camp Delgado Iloilo City.

The Coordination Meeting discussed the implementation of “Oplan Sagip” Dangerous Drugs Board Regulation No. 4 series of 2016, the Accreditation of the On- Going Facility-Based Program of the PRO 6 and LGU, DOH Programs to Surrenderers in the LGU with No Community-Based Facility, Drug Testing for Surrenderers in the Barangay Drug Clearing Operations and Programs and Guidelines for Women and Children Surrenderers.

The Forum was chaired by Atty. Gil T. Pabilona, Regional Director PDEA 6. He was accompanied by Agent Christina D. Cabatingan Investigation Agent V and Chief of the Operations Division and Agent Rachelle A. Mission, Investigation Agent I, Chief of the Intelligence and Investigation Section, PDEA 6.

RO 6 ATTENDS COMMUNITY-BASED REHABILITATION AND RECOVERY PROGRAM FOR DRUG SURRENDERERS (EXODUS TO RECOVERY), AT HAMTIC ANTIQUE

The program was facilitated by the National Auxiliary Chaplaincy Inc. (NACPHIL) through the Local Government of Hamtic and its Municipal PNP.

The ceremony was also attended by Barangay Officials, members of the PNP, LGU, DILG, NACPHIL, DSWD, DepEd, TESDA and Anti-Illegal Drug Abuse Councils.
