NOTICES OF MOTION: 1) Councillor VanderVeen: County Administration to look into primary uses of agricultural land in the Land Use Bylaw as they relate to the siting of solar farms Council approved this motion. APPOINTMENTS: 1) 10:30 am- Stan and Cathy Machacek Re: November 16, 2018 Offer to Purchase Letter Council received the letter for information and directed Administration to bring the item back to a future Council meeting. 2) 11:00 am- PUBLIC HEARING- Bylaw 18-026- Bluestone Ranch (And The Twins) Country Residential Area Structure Plan- Plan 9913246, Block 2 in the SW 32-8-20-W4 and Bylaw 18- 027- And The Twins- Amendment to Land Use Bylaw (Bluestone Ranch ASP) from Rural Agriculture to Grouped Country Residential SW 32-8-20-W4 Second Readings of Bylaw 18-026 and Bylaw 18-027 were defeated. 3) 1:30 pm- Roy Swidinsky Group- Road Concerns RR 22-1 South of Highway 25- Delegation Council received the report for information. 4) 2:00 pm- Subdivision Applications a. SD Application 2018-0-168- Grandview Cattle Feeders- NE 36-10-23-W4 Council approved the application subject to the waiver and conditions as outlined on the draft resolution. b. SD Application 2018-0-171- COKO Farms Ltd.- SE ¼ 18-13-19-W4 Council approved the application subject to the waiver and conditions as outlined on the draft resolution. c. Time Extension Request Re: Subdivision Approval 2010-0-242- (Vale Farms Ltd.) Lot 3, Block B, Plan 0914478 in NW 25-8-21-W4 Council granted the applicant an additional three months (March 31, 2019) to finalize the approval. BYLAWS (excluding public hearings): 1) Bylaw 18-030- John Fehr- Amendment to Land Use Bylaw from Rural Agriculture to Business Light Industrial- Plan 0112081 Block 1 Lot 1 in SE 2-10-20-W4- First Reading Council approved First Reading of the bylaw. 2) Bylaw 18-031- Crystal Springs Cheese- Amendment to Land Use Bylaw from Rural Agriculture to Direct Control- Plan 1711672 Block 2 Lot 1 in SE 15-10-22-W4- First Reading Council approved First Reading of the bylaw. MUNICIPAL SERVICES: 1) 2019 Tiffin Conference- January 17, 2019, Sandman Signature Council approved up to 6 members to attend the event. COMMUNITY SERVICES: 1) 2019 Community Planning Association of Alberta Annual Conference, Red Deer Council approved that any member wishing to attend may do so, and that Lethbridge County provide sponsorship of the event at a cost of $1250.00. CORPORATE SERVICES: 1) 20th Independent Field Battery, RCA Re: Request for Vimy Ridge Armoury Soldiers Parking Permit at Gravel Parking Lot Council authorized a letter to be sent to the 20th Independent Field Battery to advise that the request should be directed to the City of Lethbridge. 2) 2019 Interim Operating Budget Approval Council approved the 2019 Interim Operating Budget in the amount of $14,931,375. 3) 2019 Capital Budget Approval Council approved the 2019 Capital Budget in the amount of $7,160,400. Council approved the 2020- 2023 Capital Budgets in principle as follows: 2020- $6,837,600, 2021- $6,692,400, 2022- $5,814,200, 2023- $6,821,500. 4) Banking Services Agreement Council approved the three-year Banking Compensation Agreement with RBC Royal Bank ending on December 31, 2021. ADMINISTRATION: 1) 2019 Alberta Irrigation Projects Association Conference, February 4-6, 2019, Calgary Council approved that any member wishing to attend may do so. 2) Disaster Services Proposal with Town of Coaldale Council approved that the County enter into a contractual agreement with the Town of Coaldale to provide disaster response services for a one-year period through an appointed Director of Emergency Management (DEM) for 2019, provided by the Town.     Lethbridge County and Municipal District of Willow Creek Intermunicipal Development Plan Lethbridge County Bylaw 19-014 MD of Willow Creek Bylaw 1831 May 2019 LETHBRIDGE COUNTY IN THE PROVINCE OF ALBERTA BYLAW 19.014 BEING a bylaw of Lethbridge County in the Province of Alberta, to adopt an lntermunicipal Development Plan between Lethbridge County and the Municipal District of Willow Creek pursuant to Sections 631 and 692 of the Municipal Government Act, Revised Statutes of Alberta 2000, Chapter M-26, as amended; WHEREAS municipalities are required by the Province to expand intermunicipal planning efforts to address planning matters that transcend municipal boundaries through an intermunicipal development plan; AND WHEREAS both the Councils of Lethbridge County and the Municipal District of Willow Creek agree that it is to their mutual benefit to establish joint planning policies and this negotiation and agreement reflects a continuing cooperative approach between the two municipalities and the desire to see well- planned, orderly, and managed growth. AND WHEREAS the municipality must prepare a corresponding bylaw and provide for its consideration at a public hearing. NOW THEREFORE, under the authority and subject to the provisions of the Municipal Government Act, Revised Statutes of Alberta 2000, Chapter M-26 as amended, the Council of Lethbridge County duly assembled hereby enacts the following: 1. That the Lethbridge County and Municipal District of Willow Creek lntermunicipal Development Plan, attached hereto, be adopted. 2.
