Structure, governance and management PCC The PCC is a corporate body established by the Church of England. It is part of the Ecclesall deanery within the Diocese of Sheffield. Decisions made by the General Synod of the Church of England, and by the Diocesan and Deanery Synods are liable to impact the operating policies. The PCC operates under the Parochial Church Council Powers Measure. All regular Church attendees are encouraged to register on the Electoral Roll and are able to stand for election to the PCC. The method of appointment of trustees is set out in the Church Representation Rules as set out in the Synodical Government Measure 1969 as amended. The policies and procedures adopted for the recruitment, induction and training of PCC members are that recruitment is partly by advertising in the church notices and partly by invitation by existing PCC members. New members are made aware of papers which outline how our PCC works and a training courses are available and recommended to new members. The PCC is responsible for setting the overall mission and vision of the church, for ensuring that money is spent wisely and appropriately, for employing staff and for looking after all church property, including the Chapel at Whirlow, the Church Halls and the Churchyard, together with their repair, maintenance and insurance. This also includes the moveable objects of the Church. PCC Executive Committee During the year the Standing Committee of the PCC (known as the Executive Committee) and the PCC Estate Committee shared their oversight of areas of major spending and property reburbishment and maintenance. • The role of the Executive Committee is to transact the business of the Church between PCC meetings. It usually consists of the vicar, 2 church wardens and treasurer plus a minimum of two elected members of the PCC. The committee reports to the PCC via minutes of its meetings. The membership of the Executive Committee during 2017 was: Gary Wilton Vicar Jon Hattersley Church Warden and Vice Chairman to 26 April 2017 Corrynne Osborne Church Warden and Vice Chariman from 26 April 2017 Michael Gordon Church Warden from 26 April 2017 Steve Wittams Howarth Deputy Church Warden in attendance from 26 April to 6 December 2017 Ann Hawkes Treasurer Sarah Withers Elected by the PCC to 26 April 2017 Eric Philips Elected by the PCC from 26 April 2017 Alison Fletcher Elected by the PCC PCC Estates Committee • The role of the Estate Committee is to act as an interface between the governance of the Church and the management and operations of All Saints estate. The key task this year has been to contrubute to the settlement of the plans for the refurbishment and upgrading of the of the Spirituality Centre and Chapel at Whirlow culminating in the granting of a Faculty from the Diocese for the work in the Chapel. The work is planned to start in early January 2018. The Committee usually consists of a chair, a designated warden and treasurer, plus another member of the PCC and up to three members of the Church family with appropriate skills, experience or expertise, approved by the PCC, on a tri-annual basis. The long term objectives and tasks of the group are to form an overview to continue to develop sustainable robust financial policies and procedures in support of good governance, stewardship of church resources and succession planning. The membership is expected to consist of the Vicar, Treasurer, Giving Treasurer, a member of the PCC (appointed by the PCC) and up to three Non-PCC members with appropriate skills and experience (to be appointed by the PCC every 3 years). The terms of reference will be formalised by the PCC during 2018. • The pilot team during 2017 has included: Gary Wilton Vicar Ann Hawkes Treasurer Roger Manterfield Giving Treasurer Rod Ismay PCC Member Julia Newton Other Church family member Budgeting and Financial Management For activities where centralised accounting has been introduced, all income and expenditure is accounted on a 'cost centre' basis. Any possible expenditure that has not been budgeted for must be referred to the PCC Executive committee for consideration when identified. The venture with Whirlow Grange Ltd to operate and maintain the Spirituality Centre and Chapel at Whirlow is lead by a management group drawn from both Whirlow Grange Ltd and All Saints Ecclesall. Budgets are approved after consultation and discussion with the vicar, operations manager and treasurer, and for the Whirlow venture, after consultation with the management group. Related Trusts and Charities The Taylor Institution (Reg. Charity 226122) provides grants to poor people in the parish, who are members of the Church of England, for as long as the incumbent thinks fit. Objectives and activities The Church's main objective is the promotion of the Gospel of our Lord Jesus Christ according to the doctrines and practices of the Church

    PORVOO PRAYER DIARY 2021 The Porvoo Declaration commits the churches which have signed it ‘to share a common life’ and ‘to pray for and with one another’. An important way of doing this is to pray through the year for the Porvoo churches and their Dioceses. The Prayer Diary is a list of Porvoo Communion Dioceses or churches covering each Sunday of the year, mindful of the many calls upon compilers of intercessions, and the environmental and production costs of printing a more elaborate list. Those using the calendar are invited to choose one day each week on which they will pray for the Porvoo churches. It is hoped that individuals and parishes, cathedrals and religious orders will make use of the Calendar in their own cycle of prayer week by week. In addition to the churches which have approved the Porvoo Declaration, we continue to pray for churches with observer status. Observers attend all the meetings held under the Agreement.     +Diocese of Sheffield DAC Guidance Notes List of Approved Architects and Surveyors 2013- 2017 Updated February 2015 1 List of Approved QI Architects & Surveyors 2013- 2017 2 Quinquennial Inspections (QI) PCCs are required to commission a full inspection of the church building and its curtilage once every five years. This is a statutory requirement under The Inspection of Churches Measure 1955 (Quinquennial Inspections) Care of Churches and Ecclesiastical Jurisdiction Measure 1991. Under the Measure, only those architects and surveyors approved by the DAC can undertake the Quinquennial Inspection of a church. In order to fulfil their responsibilities under the Measure, PCCs who fail in their duty in this regard may find that the Archdeacon will commission an inspection for which the PCC will have to pay. The importance of regular inspections by architects and surveyors who specialise in the conservation and repair of historic buildings cannot be over-emphasised. Historic and 'traditional' structures deteriorate in a manner that is very different from modern buildings and it takes a specialist to identify correctly defects that require attention from the superficial results of the ageing process. The five yearly QI report is one of the most important tools for the church in understanding and maintaining the fabric of its building. A QI report should include a list of recommended works in order of urgency, most of which will require a detailed specification and schedule to be submitted as a faculty application prior to the work being carried out. If your QI report does not include such a list, please refer your Church Inspector to the template available on the diocesan website that sets out the required content of a QI report.

    Statement of Significance 2019 - Grade 1 Listed Building St. Mary’s Parish Church, Ecclesfield, Diocese of Sheffield Section 1 Brief history and description of the church building(s), contents, churchyard and setting The Domesday Book refers to Egglesfeld (meaning ‘church in a field’), so it is likely that a church existed here many years before the Norman Conquest in 1066. In Anglo Saxon times, when parish boundaries were first marked out, Ecclesfield was important enough to become the mother church of an enormous West Riding moorland parish covering the whole of Hallamshire. In the mid12th century it covered over 71,000 acres including most of what we now know as Sheffield City as well as Bradfield, the only other churches in the parish and stretching to four County boundaries. When Sheffield became a separate parish, Ecclesfield still covered nearly 50,000 acres, including Bradfield. Even up to the 1840’s it was still the parish church of places such as Wadsley, Grenoside, High Green, Chapeltown, Shiregreen, Wincobank, Southey and Parson Cross. The size of the ancient parish is the reason that Ecclesfield still has four churchwardens. The church was built in a prominent position, on a knoll of higher ground. The earliest mention of a church building here is in 1141 and traces of the Norman church still exist in the interior of the present building. The oldest parts of the church are the pillars in the nave and the half-pillars that take the arches into the western wall. The north aisle pillars are circular and the south aisle ones are octagonal.

R Crowther was still to sign his Declaration of Acceptance of Office which could be done on his return from annual leave or at the next meeting. 25. Exclusion of the Press and Public The Clerk noted that she wished to raise an issue under item 10 - Correspondence in Part 2 of the meeting. 26. Declarations of Interest Cllrs. J Clarkson and A S Law declared an interest in agenda item 11 – To consider Planning Applications and receive the Decisions of the Sheffield City Council North West Planning Board. 27. Public Questions and Petitions S Parry asked if the Town Council agree that Stocksbridge becomes Dementia Friendly, noting that the Clerk and Assistant Clerk had attended a Dementia Friends training session earlier today. Cllr. JC stated that the Town Council were fully behind it, noting that Susie Abrahams had attended meetings and reported back when she was a Town Councillor. Representatives from several businesses on Manchester Road attended the meeting to raise their concerns at the slow progress of the development works which was affecting their income as customers were avoiding the area due to the traffic lights causing lengthy delays.

    CHURCH BUILDINGS COUNCIL Casework policy and precedents December 2020 Context The policies and precedents set out below have all arisen from casework considered by the Council at its recent meetings. They show how it has approached various policy matters and practical questions and are recorded by the Council to guide future decisions. They are published for the information of Diocesan Advisory Committees, and for the benefit of parishes considering changes to buildings. They help to indicate how the Council will approach matters and the matters that the Council will consider in forming its advice. Decisions over proposals for works to a church building are taken according to the framework of the Duffield Questions as modified by the Court of Arches over Penshurst (See http://www.churchcare.co.uk/churches/guidance-advice/making-changes-to-your- building/duffield-question). The purpose of the questions is to assess if a proposal will cause harm to a building and, if the answer is yes, if the harm is justified by the need for the proposed works. In the context of a church building due regard must be had to the church as a centre of worship and mission. Benefits to the worship and mission of the church can be used to show need for works that cause some degree of harm to the building. Although few cases considered by the Council will proceed to a hearing in open court, where the use of this framework is maybe most obvious, it informs how the Council approaches matters that are referred to it.
