Project Spotlight: US 84 at the Sabine River The saying that time changes everything couldn’t be any truer with the ongoing US 84 bridge construction project that spans the Sabine River connecting Texas to Louisiana and bordered by Joaquin in Shelby County, TX and Logansport in DeSoto Parish, La. The two-lane bridge that dates back to 1936 is being dismantled and loaded onto barges for removal. In its place will be a pair of two-lane bridges that will provide a more efficient crossing for motorists traveling across state lines. Contractor for the $20.8 million project, James Construction, is expected to complete construction late this year or in early 2017. After several suspensions of the project due to a lack of funding, the historic groundbreaking was held in January, 2014, with a large crowd present to witness the long-anticipated event. Traffic was shifted onto the newly completed eastbound bridge in January as construction crews began dismantling the decorative concrete railing that lined the historic bridge. Barges and heavy cranes were placed into the river in efforts to load the debris for transport from the site. In addition to the two 12-foot lanes on each bridge, there will also be 10-foot outside shoulders and four-foot inside shoulders on each. Once completed, the two US 84 bridges will offer two lanes of travel in an east and westbound configuration. Limits for the project are from the existing four-lane roadway section in Texas to the Union Pacific Railroad crossing in Louisiana. “This project has been in the planning for 25-plus years and our community is excited that it is finally becoming a reality,” said Logansport Mayor Katherine Freeman. “I feel that it will have a great economic impact on Logansport, Joaquin and the surrounding area.”

5 I-69 PROJECTS CURRENTLY UNDER DEVELOPMENT

I-69 is a proposed national interstate that extends from Mexico to Michigan. The Texas route includes several existing roads. Within the Lufkin District, it would include approximately 150 miles of US 59 between Shepherd and Tenaha and US 84 between Tenaha and Joaquin. TxDOT has been using the recommendations of I-69 Citizen Committees to further plans and develop I-69. No construction funding has been identified for projects currently under development in the Lufkin District.

Angelina County: US 59 Diboll Relief Route (Est. Construction Cost: $142 million) • The project involves construction of new US 59 mainlanes east of Diboll. The roadway will have controlled access and be designed to meet interstate standards. • A public meeting was hosted on Jan. 22, 2015 and showed the revised schematic. • TxDOT has received approval on the schematic and anticipates approval of the environmental re- evaluation and right of way (ROW) map Summer 2016. TxDOT will soon begin ROW appraisals and anticipates ROW acquisitions to begin Winter 2016. Nacogdoches County: US 59/SL 224 South Interchange (Est. Construction Cost: $75.5 million) • The project involves constructing new US 59 mainlanes that will connect to SL 224 and frontage roads or SL 224 between SH 7 and US 59. The roadway will have controlled access and be designed to meet interstate standards. • A public meeting was hosted on Sept. 3, 2015 and showed the revised schematic. • TxDOT has received approval on the schematic and anticipates approval of the environmental re- evaluation and ROW map Summer 2016. TxDOT will soon begin ROW appraisals and anticipates ROW acquisitions to begin Winter 2016. Polk County: US 59 Corrigan Relief Route (Est. Construction Cost: $123.4 million) • The project involves construction of new US 59 mainlanes. The roadway will have controlled access and be designed to meet interstate standards. • An open house was held on Dec. 17, 2015 to display a new revised alignment. • TxDOT has begun survey work and will soon begin schematic development and environmental studies. Schematics and environmental approvals are anticipated in Fall/Winter 2017. San Jacinto County: US 59 between Cleveland and Shepherd (Est. Construction Cost: $83 million) • The project upgrades existing US 59 to interstate standards by constructing frontage roads and overpasses. • TxDOT plans to host an open house in August 2016, to display the proposed design and gather local citizen input.
