This assertion was made prior to the conduct of an indepth police investigation. That same evening at 9:30 pm, a “War Cabinet” was formed integrated by a select number of top intelligence and military advi- sors. And at 11:00 pm, at the end of that historic meeting at the White House, the “War on Terrorism” was officially launched. The decision was announced to wage war against the Taliban and Al Qaeda in retribution for the 9/11 attacks. The following morning on September 12th, the news headlines indelibly pointed to “state sponsorship” of the 9/11 attacks. In chorus, the US media was calling for a military intervention against Afghanistan. Barely four weeks later, on the 7th of October, Afghanistan was bombed and invaded by US troops. What do conflicts over environmental implications of these projects and inclusiveness reveal about the prospects for democratic environmental governance in this region? This work is centred on two case studies, the Baku-Tbilisi-Ceyhan oil pipeline and the Vlora Industrial and Energy Park. These are large energy projects supported by the governments of Azerbaijan, Georgia and Albania, and by powerful international players such as oil businesses, multilateral development banks (MDBs), the European Union and the United States. Analysis of these cases is based on interviews with representatives of these actors and civil society groups, narratives by investigative journalists, as well as the relevant academic literature. I argue that the environmental governance of energy projects in the post-communist context is conditioned by the interplay of actors with divergent visions about what constitutes progressive development. Those actors initiating energy projects are shown to generally have the upper hand in defining environmental governance outcomes which align with their material interests. However, the cases also reveal that the interaction between civil society and MDBs creates opportunities for society at large, and for non-government organizations who seek to represent them, to have a greater say in governance outcomes – even to the point of stopping some elements of proposed projects.

Social Sciences, University of the Philippines (UP-Cebu), March 2, 2015 Introduction America’s “war on terrorism” is a hegemonic project, under a fake counter-terrrorism agenda which consists in going after al Qaeda entities which “threaten Western civilization”. Major military and covert intelligence operations are being undertaken simultaneously in the Middle East, Eastern Europe, sub-Saharan Africa, Central Asia and the Far East. The U.S. military agenda combines both major theater operations as well as covert actions geared towards destabilizing sovereign states. Under a global military agenda, the actions undertaken by the Western military alliance (U.S.- NATO-Israel) in Afghanistan, Pakistan, Palestine, Ukraine, Syria and Iraq are coordinated at the highest levels of the military hierarchy. We are not dealing with piecemeal military and intelligence operations. The July-August 2014 attack on Gaza by Israeli forces was undertaken in close consultation with the United States and NATO. The actions in Ukraine and their timing coincided with the onslaught of the attack on Gaza, Syria and Iraq. In turn, military undertakings are closely coordinated with a process of economic warfare which consists not only in imposing sanctions on sovereign countries but also in deliberate acts of destabilization of financial and currencies markets, with a view to undermining the enemies’ national economies. Following 9/11, the two states identified terrorism as a mutual enemy that posed utmost concerns to their national securities. Despite decades filled with antagonism, their teamwork reached unprecedented levels of cooperation on a multiplicity of matters; counterterrorism, counter-narcotics, and nuclear security are three concerns which this research centers on. Areas of such collaboration include multidimensional efforts in Afghanistan to eradicate drugs, to build infrastructure and to train Afghan police and military to fight the Taliban and to eliminate its sources of funding, which mostly come from the narcotics trade.

THE CASE OF MONARCHIES OF THE GULF, 1991-2004 Democracy deficit in the Arab world The Arab Humań Development Reports 2002 and 2003, prepared by a group of leading Arab intellectuals under the auspices of the UNDP and the Arab Fund for Social and Economic Development brought a very pessimistic view of the Arab world.1 The com- bined gross domestic product of the 22 Arab countries was lesser than Spain’s. Labor productivity in these countries dropped between 1960 and 1990, while it soared else- where in the world. Even Africa outperformed the Arab world in rates of economic growth. An exploding population cannot be supported by scarce resources and every other citizen is ready to emigrate. At the same time, the wealthiest 85,000 Saudis have overseas assets of $700 billions. At the same time, as Freedom House survey showed, there is also a dra- matic gap between the levels of freedom and democracy in Arab countries and the rest of the world.2 First of all, there are no true Westem-type democracies in the Arab world or really free Arab countries. In particular, none of the 16 Arab major- ity countries has a democratically elected govemment. Secondly, in the last more or less three decades, this world, as a whole, has not seen any significant improvement in political openness, respect for human rights, and transparency, contrary to the trends in all other parts of the world. Democracy is now present in states following every major religious or philosophical tradition: Christian, Hindu, Buddhist, Confucian, Muslim and Jewish.
