A Delicate Balance Negotiating Isolation and Globalization in the Burmese Performing Arts Catherine Diamond If you walk on and on, you get to your destination. If you question much, you get your information. If you do not sleep and idle, you preserve your life! (Maung Htin Aung 1959:87) So go the three lines of wisdom offered to the lazy student Maung Pauk Khaing in the well- known eponymous folk tale. A group of impoverished village youngsters, led by their teacher Daw Khin Thida, adapted the tale in 2007 in their first attempt to perform a play. From a well-to-do family that does not understand her philanthropic impulses, Khin Thida, an English teacher by profession, works at her free school in Insein, a suburb of Yangon (Rangoon) infamous for its prison. The shy students practiced first in Burmese for their village audience, and then in English for some foreign donors who were coming to visit the school. Khin Thida has also bought land in Bagan (Pagan) and is building a culture center there, hoping to attract the street children who currently pander to tourists at the site’s immense network of temples. Media Release Singapore Art Museum Reveals Singapore Biennale 2016 Artists and Artwork Highlights ‘An Atlas of Mirrors’ Explained Through 9 Curatorial Sub-Themes Singapore, 22 September 2016 – The Singapore Art Museum (SAM) today revealed a list of 62 artists and art collectives and selected artwork highlights of the Singapore Biennale 2016 (SB2016), one of Asia’s most exciting contemporary visual art exhibitions. Titled An Atlas of Mirrors, SB2016 draws on diverse artistic viewpoints that trace the migratory and intertwining relationships within the region, and reflect on shared histories and current realities with East and South Asia. SB2016 will present 60 artworks that respond to An Atlas of Mirrors, including 49 newly commissioned and adapted artworks. The SB2016 artworks, spanning various mediums, will be clustered around nine sub-themes and presented across seven venues – Singapore Art Museum and SAM at 8Q, Asian Civilisations Museum, de Suantio Gallery at SMU, National Museum of Singapore, Stamford Green, and Peranakan Museum. The full artist list can be found in Annex A. But now because of State policies and waves of modernisation we are struggling to preserve and maintain our traditional ways of life” Mr. Joni Odochao, Intellectual, Karen ethnic, Opening Speech at the Indigenous Peoples Day Festival in Chiangmai, Northern Thailand 2007 Introduction on Indigenous peoples and ethnic groups in Thailand 1 The coalition was established as a loose network at the Workshop Programme on 5th July 2012 on the Shadow Report on the International Convention on the Elimination of All Forms of Racial Discrimination (CERD) organised by the Ethnic Studies and Development Center, Sociology Faculty, Chiangmai University in cooperation with Cross Cultural Foundation and the Highland Peoples Taskforce 1 2. The Network of Indigenous Peoples in Thailand2, in the International Working Group for Indigenous Affairs (IWGIA) yearbook on 2008, explained the background of indigenous peoples in Thailand. The indigenous people of Thailand are most commonly referred to as “hill tribes”, sometimes as “ethnic minorities”, and the ten officially recognised ethnic groups are usually called “chao khao” (meaning “hill/mountain people” or “highlanders”). These and other indigenous people live in the North and North-western parts of the country. A few other indigenous groups live in the North-east and indigenous fishing communities and a small population of hunter-gatherers inhabit the South of Thailand. -

Mon Affairs Union Representative: Nai Bee Htaw Monzel Mr. Chairman or Madame Chairperson I would like to thank you for giving me the opportunity to participate in the Forum. I am representative from the Mon Affairs Union. The Mon Affairs Union is the largest Mon political and social organization in Mon State. It was founded by Mon organizations both inside and outside Burma in 2008. Our main objective to restore self-determination rights for Mon people in Burma. Mon people is an ethnic group and live in lower Burma and central Thailand. They lost their sovereign kingdom, Hongsawatoi in 1757. Since then, they have never regained their self- determination rights. Due to lack of self-determination rights, Mon people are barred from decision making processes on social, political and economic policies. Mon State has rich natural resources. Since the Mon do not have self-determination rights, the Mon people don’t have rights to make decision on using these resources. Mon State has been ruled by Burmese military for many years. Burmese military government extracts these resources and sells to neighboring countries such as China and Thailand. For example, the government sold billions of dollars of natural gas from Mon areas to Thailand. Instead of investing the income earned from natural gas in Mon areas, the government bought billion dollars of arms from China and Russia to oppress Mon people. Due Burmese military occupation in Mon areas, livelihoods of Mon people economic life have also been destroyed. Since 1995, Burmese military presence in Mon areas was substantially increased. Before 1995, Burma Army had 10 battalions in Mon State. -

In this study, we determined the high-depth and low-depth nuclear ge- nome sequences from a Funadomari Jomon female (F23) and male (F5), respectively. We genotyped the nuclear DNA of F23 and determined the human leukocyte antigen (HLA) class-I genotypes and the phenotypic traits. Moreover, a pathogenic mutation in the CPT1A gene was identified in both F23 and F5. The mutation provides metabolic advantages for consumption of a high-fat diet, and its allele fre- quency is more than 70% in Arctic populations, but is absent elsewhere. -

Learning in Action: an Investigation Into Karen Resettlement
LEARNING IN ACTION: AN INVESTIGATION INTO KAREN RESETTLEMENT VIA PARTICIPANT OBSERVATION AND PARTICIPATORY ACTION RESEARCH by DANIEL JOSEPH GILHOOLY (Under the Direction of Ruth Harman) ABSTRACT This qualitative research study is informed by my three and a half years participant observation within one Karen community living in rural eastern Georgia and the result of a participatory action research (PAR) project performed alongside three adolescent Karen brothers from 2010 to 2012. Such a fusion of methodologies is what Nelson and Wright (1995) describe as ‘creative synthesis’ where research is done both with and on participants. The first findings chapter (Chapter Six) analyzes how three adolescent Sgaw Karen brothers use online digital literacies to cope with resettlement. This component of the study explores the digital literacy practices of three adolescent Karen brothers as they attempt to navigate multiple institutions like school. Findings from this study suggest that newly arrived immigrant youth benefit in many social, psychological, and academic ways as a result of their online presence. The study looks specifically at how they use online spaces to (a) maintain and build co-ethnic friendships, (b) connect to the wider Karen Diaspora community, (c) sustain and promote ethnic solidarity and, (d) create and disseminate digital productions. This component of the study offers insights that can help teachers better understand their students’ out-of-school literacy practices and ways they can incorporate such digital literacies in more formal educational contexts. This study also provides findings about Karen resettlement via the collaborative enactment of a participatory action research (PAR) project between these three Karen brothers and myself. -

Burma’s Political Prisoners and U.S. Sanctions Summary The release of all Burma’s political prisoners is one of the fundamental goals of U.S. policy. Several of the laws imposing sanctions on Burma—including the Burmese Freedom and Democracy Act of 2003 (P.L. 108-61) and the Tom Lantos Block Burmese JADE (Junta’s Anti- Democratic Efforts) Act of 2008 (P.L. 110-286)—require the release of all political prisoners before the sanctions can be terminated. The Consolidated Appropriations Act of 2014 (P.L. 113- 76) requires the Department of State and the U.S. Agency for International Development (USAID) to “support programs for former political prisoners” in Burma, as well as “monitor the number of political prisoners in Burma.” Burma’s President Thein Sein pledged during a July 2013 trip to the United Kingdom to release all “prisoners of conscience” in his country by the end of the year. Since his announcement, he granted amnesties or pardons on seven occasions. While President Thein Sein has asserted that all political prisoners have been freed, several Burmese organizations maintain that dozens of political prisoners remain in jail and that new political prisoners continue to be arrested and sentenced. Hopes for a democratic government and national reconciliation in Burma depend on the release of prisoners, including those associated with the country’s ethnic groups. Several ethnic-based political parties have stated they will not participate in parliamentary elections until their members are released. -

LAST MONTH IN BURMA FEB News from and about Burma 2008 Burma Regime Defies UN with Sham Referendum and Election On 9 February the junta announced that it would hold a referendum on its new constitution in May, and general elections in 2010. However, the constitution enshrines military rule, giving 25 percent of the seats to the military, and also gives the military effective veto power over decisions made by Parliament. By going ahead with the next steps of its so-called 7 stage road map to democracy, the regime is sending a strong message that it is not genuine about engaging with the United Nations in a real process of national reconciliation and reform. It is no coincidence that the announcement comes at a time when the regime is facing increasing economic sanctions following its brutal crackdown on pro-democracy demonstrations in September last year. The USA, EU, Australia, and Canada have all announced new economic sanctions. In February the USA introduced new sanctions targeting business cronies of the regime, and further sanctions are being considered by Congress. The EU is also considering strengthening sanctions when it renews the EU Common Position in April. The regime’s claims that it is committed to moving towards democracy run completely at odds with the facts on the ground. Since the September uprising they have continued to arrest activists. There are now more than 1,800 political prisoners, an increase of more than 700 from the year before. The regime is also stepping up its campaign of ethnic cleansing in Eastern Burma.
