Castillo Melo certifies that this is the approved version of the following dissertation: APPROPRIATING MODERN ARCHITECTURE: DESIGNERS’ STRATEGIES AND DWELLERS’ TACTICS IN THE EVOLUTION OF THE 1950S VENEZUELAN SUPERBLOQUES ________________________________ Chairperson: Marie-Alice L’Heureux Date approved: May 12, 2015 iii Abstract In the first half of the 20th century, masses of people moved from the decaying rural sector to Venezuelan cities in search of opportunities amid increasing revenues from the oil industry, which created greater demand for affordable housing. As the existing housing supply was deficient, they occupied Caracas’ vacant lands on slopes and green areas and built ranchos (hovels) on uncontrolled barrios (informal settlements). By 1950, an estimated 50,000 ranchos lined the hills of Caracas. As part of the so called “Batalla contra el Rancho”, (Battle against hovels), the dictatorship of Marcos Pérez Jiménez implemented a housing plan that used high-rise superbloques as the emblematic building type. From 1951 to 1958, the government built 97 superbloques with 17,934 apartments. Superbloques started to decay as soon as the dictatorship collapsed. In the last 60 years, the conditions affecting residents have changed in many ways and since the replacement of the superbloques is not conceivable due to Venezuela’s chronic housing shortages, their preservation is a present-day challenge. This dissertation is focused on the assessment of the present living conditions in the superbloques and compares two projects: Cerro Grande, the first superbloque built, that was aimed at middle income households and 23 de Enero, an emblematic community with many superbloques built for low-income households. While Cerro Grande crystalizes the ambitions of the planners to align the superbloque with trending ideas of the modern movement, 23 de Enero is an architecturally less elaborated solution addressing the increasing demand of low-cost housing solutions. This research builds an historical interpretation of the superbloque context and uses a qualitative research design that combines interviews with residents, on-site field observations, and the architectural analysis of the buildings themselves to assess the evolution of the physical organization. The research develops a theoretical framework based on Michel de Certeau´s descriptions of the dialogue between producers and consumers expressed through the use of strategies as a means of control by the former and tactics or ways of operating to navigate the everyday life by the latter. The study asses the dialogue between the strategies established by iv policymakers, planners, and architects in the implementation and design of superbloques and the tactics developed by residents to appropriate and transform the housing to meet their needs. As part of its outcomes, the investigation compares and analyzes the physical characteristics of the buildings to outline the evolution of the superbloque design. The study contributes to the discussion about the preservation of superbloques by outlining the differences between the evolution of the physical layout, the processes of appropriation of residents, and the challenges for the improvement of the quality of life in the two scenarios represented in both case studies. v Acknowledgements This dissertation could not be possible without the unconditional support that I received from my advisor Marie-Alice L’Heureux who accompanied me through all this five-year process with her great mentorship and kindness, even helping my family and me to feel Lawrence like home. Among the answers found by interviewing social actors who participate in the production of barrios were the existence, acceptance, and reproduction of legally precarious but stable possession. Se empadronó simultáneamente a la población indígena que habita en sus zonas ancestrales, en este sentido se utilizó el mismo cuestionario para todas las características de viviendas, hogares y personas; y uno especial para determinar las características de la Comunidad Indígena como tal (servicios, vialidad, tenencia de las tierras, autoridades etc.) Además, por primera vez en la historia de los censos en Venezuela, se buscó visibilizar a la población residente en el país que se considera como afrodescendiente. La realización del censo de población y vivienda tuvo como objetivo general proporcionar información estadística acerca del volumen, características y distribución de la población y las viviendas en el territorio nacional. Se destaca entre sus usos legales el servir de base cuantitativa para garantizar la representación equitativa de la población en la Asamblea Nacional, Consejos Legislativos y Concejos Municipales, así como para la asignación de fondos a las gobernaciones y alcaldías y la reformulación de leyes con incidencia en el bienestar de la sociedad.

No 986 History and Description History The origin of the Central University of Venezuela is in the Identification foundation of the Royal and Pontifical University by a decree of Philip V in 1721, promulgated during the Spanish Nomination Ciudad Universitaria de Caracas colonial period. It operated in the Santa Rosa Seminary, located in the main square of the city of Caracas, today the Location Municipality of Libertador, Caracas Plaza Bolívar. In 1827 Simón Bolívar promulgated the new Republican Statutes for the University, and in 1856 it State Party Republic of Venezuela became independent of the Seminary and was transferred to the former San Francisco Convent, two blocks south-west of Date 29 July 1999 the Plaza Bolívar. The University soon started growing and occupied other buildings outside the convent. The dispersion caused problems to the work and it was thus decided to concentrate the university in a new enclosure, a campus in the outskirts of Caracas. The new university demanded a Justification by State Party modernization of the institution, in order to correspond with The Ciudad Universitaria de Caracas, created by the the new requirements of the time. Penetración del crimen organizado en altos nivel de las instituciones del Estado Durante los últimos tres años, InSight Crime les ha seguido la pista a individuos que, creemos, tienen vínculos con el crimen organizado y han ocupado u ocupan actualmente altos cargos en las instituciones del Estado venezolano. Hemos encontrado a 123 funcionarios quienes, creemos que con seguridad, están involucrados en actividades criminales.     Bitácora de trabajo y Hemeroteca personal BITÁCORAS El cuaderno o bitácora de trabajo es un cuaderno en el cual estudiantes, diseñadores y artistas, entre otros, desarrollan sus bocetos, toman nota de recuerdos editar y cualquier información que consideren que puede resultar útil para su trabajo o información que necesitemos guardar para explicar procesos o para compartir sus experiencias. En la antigüedad, el artilugio de la bitacora solía incluir un cuaderno (el cuaderno de bitácora) donde los navegantes relataban el desarrollo de sus viajes para dejar constancia de todo lo acontecido en el mismo y la forma en la que habían podido resolver los problemas. Este cuaderno se guardaba en la bitácora, era protegido de las tormentas y los avatares climáticos porque servía como libro de consulta ante las visicitudes del viaje.Con el tiempo, la noción de bitácora pasó a asociarse de manera casi exclusiva a la de cuaderno de bitácora y se extendió a otros ámbitos. En la actualidad es un cuaderno o publicación que permite llevar un registro escrito de diversas acciones.
