REGISTER OF TABLED PAPERS FORTY-EIGHTH PARLIAMENT— September 1995 to May 1998 Register of Tabled Papers – First Session – Forty–Eighth Parliament 1 LEGISLATIVE ASSEMBLY OF QUEENSLAND REGISTER OF TABLED PAPERS FIRST SESSION OF THE FORTY-EIGHTH PARLIAMENT TUESDAY, 5 SEPTEMBER 1995 1 P ROCLAMATION CONVENING THE PARLIAMENT: The House met at 10.00 o'clock a.m. pursuant to the Proclamation of Her Excellency the Governor dated 17 August 1995 which was read by the Clerk— COMMISSION TO OPEN PARLIAMENT: 2 The Clerk informed the House that Her Excellency the Governor caused the following Commission to be issued under the Public Seal of the State, appointing the Honourable Wayne Keith Goss as Commissioner in Order to the Opening and Holding of this Session of Parliament— 3 I produce a Commission under the Public Seal of the State, empowering The Clerk and the Deputy Clerk or either of them to administer to any Member of the Legislative Assembly of Queensland the Oath or Affirmation of Allegiance to Her Majesty that is required by law to be taken or made and subscribed by every Member before the Member is permitted to sit or vote in the Legislative Assembly, which I will now ask The Clerk to read.” The Clerk then read the Commission as follows— M EMBERS SWORN 4 The Clerk informed the House that the Writ for the various Electoral Districts have been returned to him severally endorsed as follows— 5 The Ministers having previously been sworn in before The Clerk, The Clerk then administered the oath or affirmation of allegiance to all other Members present. WEDNESDAY, 6 SEPTEMBER 1995 6 O PENING SPEECH OF HER EXCELLENCY THE GOVERNOR At 2.15pm, Her Excellency the Governor, being announced, was conducted to the dais by Mr Speaker and officers of the Legislative Assembly Her Excellency then read the following speech— THURSDAY, 7 SEPTEMBER 1995 15 AUTHORITY TO ADMINISTER OATH OR AFFIRMATION TO MEMBERS Mr Speaker informed the House that Her Excellency the Governor had been pleased to issue a Commission under the Public Seal of the State empowering him to administer the oath or affirmation of allegiance to such Members as might hereafter present themselves to be sworn, which was read to the House, by the Clerk, as follows— P ETITION The following petition, lodged with The Clerk by the Member indicated, was received— 16 Mrs Gamin, from 1,459 petitioners, praying that action be taken to boost police numbers in southern areas of the Gold Coast and that a police station be built at Palm Beach. Paper : Mrs Edmond, during her statement, tabled the following paper— 28 # Workers’ Compensation Options Package QUESTIONS Questions were asked. Paper : Minister for Justice and Attorney–General, Minister for Industrial Relations and Minister for the Arts (Mr Foley) tabled the following paper— 29 # Workers’ Compensation Board of Queensland – Statutory and Common Law Claim numbers – percentage increase over base year (1985/86) 7-8 PARLIAMENTARY COMMITTEES BILL Premier and Minister for Economic and Trade Development (Mr W Goss), by leave, moved – That leave be granted to bring in a Bill for an Act to provide for certain committees of the Legislative Assembly, and for other purposes. Bill and Explanatory Notes presented by Mr W Goss, Bill read a first time and ordered to be printed. 9-10 SPORTS DRUG TESTING BILL Deputy Premier and Minister for Tourism, Sport and Youth (Mr Burns), by leave, moved – That leave be granted to bring in a Bill for an Act to enable the Australian Sports Drug Agency to carry out sports drug testing on State competitors and for related purposes. Bill and Explanatory Notes presented by Mr Burns, Bill read a first time and ordered to be printed. 11-12 STATUS OF CHILDREN AMENDMENT BILL Minister for Justice and Attorney–General, Minister for Industrial Relations and Minister for the Arts (Mr Foley), by leave, moved – That leave be granted to bring in a Bill for an Act to amend the Status of Children Act 1978 and for another matter. Bill and Explanatory Notes presented by Mr Foley, Bill read a first time and ordered to be printed. 13-14 CHOICE OF LAW (LIMITATION PERIODS) BILL Minister for Justice and Attorney–General, Minister for Industrial Relations and Minister for the Arts (Mr Foley), by leave, moved – That leave be granted to bring in a Bill for an Act about limitation periods for choice of law purposes. The following petitions, lodged with The Clerk by the Members indicated were received— 44 Mr Beanland, from 117 petitioners, praying that the statutory prohibition on the production and usage of cannabis be continued. 45 Mr Horan, from 199 petitioners, praying that the proposed extension of liquor licensing hours to 5 am in Toowoomba be not proceeded with. 46 Mr Mitchell, from 178 petitioners, praying that immediate steps be taken to re–introduce Year 8 at the Julia Creek State School for 1996. 47 Mr Quinn, from 41 petitioners, praying for an increase in the projected disability package for 1996–97 to facilitate the establishment of post school options for students with disabilities. 48 Mr Rowell, from 3,230 petitioners, praying that action be taken to dismiss the elected officials and senior management of Johnstone Shire Council. 49 Dr Watson, from 55 petitioners, praying that the Parliament of Queensland will urgently reconsider a buy–back proposal for teachers with broken patterns of service who have been financially disadvantaged in terms of superannuation retirement expectations.
