(Just as Sukkot is “completed” by Sh’mini Atzeret, so too, the rabbis say Shavuot completes Passover: after all, the two are linked by the 49-day counting of the Omer that culminates in Shavuot.)

Shavuot answers the questions that Passover leaves unanswered: freedom for what? Freedom to what purpose? Answer: freedom to grapple with and within the framework that Shavuot provides for us through the revelation—the giving of the Torah—the imparting of divine, eternal truths and our varied understanding and interpretation of them.
