(c) Remembrance Sunday The Clerk’s Report was NOTED and it was FURTHER NOTED that- (i)the Mayor would be the official Representative of the Town Councill at the Service and Wreath Laying to be held on the 8th November at 11.00 a.m. at the Loughor War Memorial;the bugler would be in attendance as well the Deputy Mayor of Town Council (ii) the Mayor would also be laying a Wreath at the Service to be held at Kingsbridge Cemetery on the 8th November at 2.00 p.m. (iii)the Mayor would be in attendance at the Service to be held on the 11th November at the West Street Memorial (iv)the Deputy Mayor would be the official Representative of the Town Council at the Service and Wreath laying to be held on the 8th November at 11.00 a.m. at St.Catherine’s Church,Gorseinon (v) the Police would not be in attendance at the Service and Wreath Laying at the Loughor War Memorial in order to close roads on a temporary basis and direct traffic which the Town Council found disappointing particularly on public safety grounds (vi)the Loughor War Memorial had been cleaned and Members offered their thanks (vii)the Deputy Mayor would anchor Wreaths during the afternoon of Sunday the 8th November

(d)Covid-19 Memorial The Clerk’s Report was NOTED and it was RESOLVED that (i)a suitable plaque would be placed inside or outside(to include a date) the Welfare Hall with the exact wording and location to be subject to further confirmation by Members (ii)the Clerk to bring a further Report with different materials and costings (iii)the four Primary Schools to receive similar plaques but on a smaller scale-the wording and materials to be confirmed by Members (iv)preferably the Council logo or wording to be included in such plaques

( e)Voice of the Council The Clerk’s Report was NOTED and it was FURTHER NOTED that (i)the Council is part of the voice of the (ii)the Council would look to have more involvement and engagement with the Community (iii) the Council already gives assistance to the Community in many ways eg financial assistance to local Groups or organisations and are always ready to offer assistance (iv) individual Members involved in various ways with local Communities (v)the Covid-19 pandemic had severely interrupted the interaction between local Members and the Community eg Council Events such as Annual Dinner,Remembrance Sunday.Prior to the pandemic the Council were visible in the Community-issue now what can the Town Council do now to reach out and be voice of the Community (vi) some issues- (aa) possible solution is through the Council’s website;some matters for consideration- - online tools -update website -Christmas Greetings on website

(bb)Members to be aware of local individual issues and local active Groups (cc)how the Council can improve its image and communications eg Twitter and Facebook (vii)liaison with local Area Co-Ordinators

And it was RESOLVED that the Newsletter and I.T.Sub Committee be convened to discuss generally moving the proposed new website forward and that Councillor Adam Davis be co-opted onto the Sub-Committee with a view to the Sub-Committee reporting back to Full Council with Recommendations.

3-Grants- a)Play Schemes-Loughor(to be considered under the provisions of Section 19 Local Government Act (Miscellaneous Provisions ) Act 1976 The Clerk has received the following request from Councillor Christine Richards in conjunction with Councillors Robert Smith and Will Evans- “In March this year, Cabinet of City and County of Swansea agreed to allocate £1m to support its Councillors’ Community Budget scheme. These funds are ring-fenced to improve access to play facilities and is to be divided between each of the wards that make up City & County of Swansea. The money is specifically for capital projects as set out in the Council’s financial procedure rules i.e. the work is intended to “add” to the asset such as new equipment or maintain the longevity of an asset by replacing something that already exists. County Councillors for each of the wards that make up the Llwchwr Town Council area have the opportunity to draw £30,000 per ward from the fund. This capital contribution from City & County of Swansea cannot represent more than 80% of the total costs of the scheme with the balance being derived from other sources which could include grant, revenue community budget allocation or wider community donations. I have clarified with Cabinet members that this means that each ward member can spend up to £36,000 - £30,000 from City & County of Swansea, with the remaining £6,000 funded from their Community Budgets or ‘wider community donations’. There is an opportunity for Llwchwr Town Council to contribute to a major investment in play facilities in our area. Each of the Wards, Kingsbridge [including Garden Village], Upper Loughor & are developing schemes to spend money from their Community Budgets. Lower Loughor - replacement of older equipment and new play equipment in Parc Williams. Upper Loughor - working with colleagues in the neighbouring ward of Penyrheol - new play area and equipment on Loughor Foreshore. Kingsbridge/Garden Village. Replacement and new play equipment to be installed at Children’s Corner, Loughor Road with improvements to floor area. Replacement equipment at Garden Village Recreation Field.

Llwchwr Town Council could agree to partially fund these capital play schemes with a suggested contribution of £6,000 [ £2,000 for each ward]. A contribution of £6,000 represent a 20% contribution to the play schemes, enabling Councillors to unlock further Capital funds of £30,000 [£10,000 for each ward] from City and County of Swansea. This year we have been reminded just how important are our open spaces and play facilities for our children. This is an opportunity for Llwchwr Town Council to help make a real difference in our area with a relatively modest contribution of £6,000.” Members are requested to consider the request and confirm if they wish the Town Council to award a Grant of £6,000.00 Clerk’s Note-The Council made a budget provision for Grants for the year 2020/2021 in the sum of £5,000.00.Grants so far awarded this financial year amount to £2,500.00;however there are sufficient Reserves to award this particular Grant. b)Cancer Information and Support Services(to be considered under the well being powers Local Government Act 2000) The Clerk has received the following request for support;the organisation’s Balance Sheet is attached. The organisation is a Registered Charity. “Cancer Information and Support Services is the South West Wales charity that provides information, counselling and emotional support to cancer patients, their carers, families and friends. Like most other charities we are facing considerable challenges during the pandemic. COVID 19 has not reduced the number of people suffering from cancer but has seen appointment times and treatments pushed back or even cancelled. Hospital referrals have fallen as less patients have been admitted but we have seen an increase in contact directly from the general public concerned that they were being impacted by not having access to treatments as quickly as before. All existing patients have been shielding and lockdown rules have prevented any face to face contact. We have therefore had to adapt our working practices to more use of the telephone and join the Zoom revolution. This has not been possible within the hospices that we cover meaning that patients at the end of their journey with cancer have been denied support which we know has proved so valuable in the past. With the exception of a small grant from Comic Relief we have not met the criteria of many of the grants made available. Our two shops were closed for some time so we were fortunate to receive support based on their activity. Along with the furlough scheme we have saved costs and received grants given to all retail premises. Though we have reopened we are experiencing issues with donations which have to be isolated before processing. Many of our shop volunteers are not yet in a position to return as they continue to protect themselves. The Swansea Bay Health Board remains very supportive but will be under intense pressure if the current trend of increasing COVID cases results in hospital admissions adding to the existing winter pressures. CISS has always prided itself on its prudent financial approach but everyone will be faced with new challenges in the months ahead. We are very grateful for the support from Community Councils but again ask for a contribution to allow us to adjust to the “new normal”. Any donation will go directly to help support patients and their families that are living with cancer. Thank you for taking the time to consider our request for support. The organisation is not a Registered Charity. “sos shelters wales office 7 tredegar road gorseinon sa44ed contact number 0780678332 Dear Sir i am writing this email to ask if there would be any funds available to help us at sos shelters wales we have opened our new food bank food share at 63 lime street Gorseinon sa44ee we have now been opened for our third week we open Tuesdays and Thursdays 1pm to 2.30pm So far we have given out to the equivalent of over 2000 meals to families in need we have no criteria to who can come to our food bank we are having a huge response we also deliver many food parcels / shopping orders from our bank to many people who are isolating . we are asking for help as we are desperately in need to purchase at least three more large chest freezers. and our building needs lots of repair and up grading we are a fully constituted group of volunteers we are a nonprofit group and also have our community Bank Account in place our Bank Account is Sos Shelters Wales hsbc sort code 40-22-15 account num 41662635 we also have signed contracts with food suppliers Asda , Tesco xtra , Greggs and more

4-Christmas Competition for the House with the best Exterior Christmas Decorations The Council holds an annual competition to choose the best decorated house in Garden Village,Kingsbridge,Upper Loughor and Lower Loughor.The prize for each area is £30.00 and the Mayor presents the cheques in the run up to Christmas.The competition will be advertised in the Council Notice Boards and the presentation date will need to be agreed.Members are asked to choose a winner during the course of December and inform the Clerk so that appropriate arrangements can be made for the presentations. For convenience the current competition terms are set out below. CHRISTMAS DECORATION COMPETITION GUIDELINES 1. No one who is related to any member of Llwchwr Town Council will be eligible to take part in the competition. 2. All competitors must reside within the area of Llwchwr Town Council. 3. In all matters relating to the competition the judges decision shall be final. 4. There is no obligation on the judges to disclose when they will visit the area to make their decision. 5. Any property decorated after the visit by the judges or which has additional decorations added after the visit will not be eligible for consideration or reconsideration as the case may be. 6. A winning property will not be eligible to compete in the following year’s competition but shall thereafter be eligible as if it had not been a previous winner. This rule shall apply on each and every occasion a property wins the competition. The Clerk sets out below examples from two Suppliers one of whom is on the OVW Suppliers List.Members are asked to confirm what material ,size and wording they would wish for the Memorial as well as confirming its location.Members are also asked to confirm whether they would wish to confirm the design,size and material for the School Memorials or whether they would wish the Schools themselves to be so involved.The Clerk has not,as yet,approached the Schools. The legal power to expend funds on Memorials will be Section 137 Local Government Act 1972.

6-Our Police,Our Community The Clerk has received the enclosed e mail from which is included for general discussion and thoughts regarding the survey “I just wanted to let you know that the Police and Crime Commissioner for South Wales has now launched his ‘Our Police, Our Community’ public survey. The survey is aimed at people living in South Wales and aims to capture people’s feedback about the issues affecting and concerning them in their community and the service provided by South Wales Police. Feedback shared via the survey will help the Commissioner to inform his Police and Crime Plan and decide on the required amount to set the ‘precept level’ (the amount we contribute towards policing as part of our council tax) in South Wales. It’s important to the Commissioner that we encourage as many people as possible to share their views, so that he can understand the differing needs of our diverse communities. 7-Newsletter and I.T. Sub Committee-Working Group The Working Group met on the 13th November to discuss the provisions of a possible new website for the Council as well as considering how possibly the Council could better interact with local residents by utilizing eg social media.The Working Group will meet again in the near future with a view to presenting a Report to the Sub Committee. The Chair of the Working Group has indicated that in order to develop the proposed new website further development fees may need to be incurred. However,it was requested that this Meeting of the Town Council could usefully consider some of the issues discussed taking into account the forthcoming Christmas period and the potential role of social media to keep in touch with residents eg publicizing Grant Awards to eg parks The Group noted that the Loughor Folk Club now meet every Monday on Zoom to play and sing. Could the Town Council facilitate some similar Event for Christmas? Could possibly organize a Christmas Carol Concert possibly in conjunction with the Loughor Town Band.Residents could possibly log in to Zoom and with a live stream on You Tube. The Town Council could publicise such a Concert on its website and also eg alert local publicans. Other suggestions included 1-on line coffee mornings 2-recorded message from Father Christmas 3-children’s craft/art competition 4-asking the local school children to design the Council’s Covid Memorial

Members views are sought generally as to how they might wish to progress some or all of the above concepts.

8-Newsletter Deliveries Members will recall that it was agreed that the Council’s Newsletter would be delivered by Centurion in Lower Loughor and Kingsbridge and West Street Gymnastics Centre in Upper Loughor and Garden Village. It would appear that difficulties were unfortunately encountered in the Upper Loughor and Garden Village areas and indeed some Councillors did not initially receive delivery. Some of the issues/difficulties appear to be- 1-“the delivery of the newsletters during a pandemic has been a considerably more difficult problem than anticipated and has caused a lot of stress, communication had to take place electronically between the gym and parents and there were issues such as some parents having to go into isolation/catching covid etc “ 2-Parents had been requested on numerous occasions to come forward if they had problems with delivery;when no one came forward it was believed all deliveries had taken place.Subsequently it transpired that some streets had not received delivery due to a number of reasons many of which may not have transpired under normal circumstances eg “part of the problem was that some of the very reliable parents took leaflets and then had to go into self isolation which meant that it would be 14 days before they could complete the deliveries. Also it has been a big problem this year because parents have not been allowed to go into the gym and they have been relying on the children to carry messages”. ” because of Covid the burden of delivery has fallen on a few as only the parents of squad children who live in the direct area were asked to deliver.” 3-It should also perhaps be recognised that potentially it could possibly be regarded that pressure was being put on a group of young people that the Council usually supports at a time when they are doing their utmost to keep the gym viable under very difficult circumstances. In better times they have been one of the organisations who have shown their appreciation of the Council’s generosity by, wherever possible, supporting Council Events. The Gym also wished to state that they took on the task in good faith and did try their best under difficult circumstances. 4-It is also sometimes not straightforward to prove delivery in that -people forget the newsletter has been delivered -if more than one person lives in a house it can possibly be disregarded before other household members see it -can be confused with junk mail It has been suggested that to overcome some or all of these difficulties that- A-a different format be used eg A3 so as to make it appear more like a newspaper B-more photographs be used and less writing C-possibly more use be made of the SA4 Magazine eg articles by the Town Council Members observations are sought generally.

9-Appropriate Sum under Section 137 Local Government Act 1972 Members may wish to note the enclosed letter from the Welsh Government- “ This is to notify you that the appropriate sum for the purposes of section 137(4) (a) of the Local Government Act 1972 (the 1972 Act) for Community and Town Councils in Wales for 2021-22 is £8.41. Section 137(1) of the 1972 Act permits each Community or Town Council to spend on activities for which it has no other specific powers if the Council considers that the expenditure is in the interests of, and will bring direct benefit to, the area or any part of it, or all or some of its inhabitants, providing that the benefit is commensurate with the expenditure. Community and Town Councils are also permitted under section 137(3) to incur expenditure for certain charitable and other purposes. The maximum expenditure that can be incurred under both section 137(1) and (3) for the financial year 2021-22 will be £8.41 per elector. For the financial year 2021-22, the appropriate sum for the purposes of section 137(4) is calculated by applying the formula set out in Schedule 12B to the 1972 Act. The Retail Prices Index increased by 1.1% between September 2019 and September 2020. This means that, by application of the formula, the maximum sum for 2021-22 increases from £8.32 to £8.41 per elector.”
