APPENDIX 6.1

LANDOWNER NOTIFICATION

18 October 2016 Attention: Mr Frederik Evert Vogel Sent via email [email protected]

Dear Sir

PROPOSED MINING RELATED ACTIVITIES ON THE FARMS VOGELS RAND 720, KLIPPAN 77, LA ROCHELLE 760 AND UITSIG 723

According to the latest information at the Deeds office you are the landowner of the following farms (among others) within the Province:  Remaining Extent of the farm Vogels Rand 720  Remaining Extent and Portions 1, 2 and 3 of Klippan 77  La Rochelle 760  Portions 1 and 2 of the farm Uitsig 723.

Gold One Africa Limited (“Gold One”) holds a Prospecting Right (FS 30/5/1/1/2 (565) PR) over various farm portions, including the aforementioned properties, and proposes to pursue an application to develop an underground mining operation - the proposed Ventersburg Project.

Gold One is pursuing an application for a Mining Right in terms of Section 22 of the Minerals and Petroleum Resources Development Act, No. 28 of 2002 (MPRDA) for the areas associated with the Prospecting Right (FS 30/5/1/1/2 (565) PR) for submission to the Department of Mineral Resources (DMR).

The proposed Ventersburg Project will comprise of an access shaft and ventilation shaft, processing plant, waste rock dump, tailings storage facility and associated infrastructure such as power lines, substation, access roads and water management infrastructure. The extent of the proposed surface infrastructure is approximately 240 ha. Please refer to the map on page 3 for the current proposed mine layout. The life of mine is expected to be 17 years including 4 years for construction. Planned commencement of construction is estimated to be in 2021. After operations cease, decommissioning will commence. A period of 1 year has been assumed for decommissioning and rehabilitation.

Gold One has appointed Prime Resources to undertake the required legislated processes in order to apply for various environmental approvals for the project:

 An application for Environmental Authorisation for activities listed in terms of the National Environmental Management Act, No. 107 of 1998 (NEMA) Environmental Impact Assessment (EIA) Regulations (GNR982 of 2014), in support of the Mining Right application, will be submitted to the DMR in January 2017. Activities listed in terms of NEMA require that a full Scoping and EIA process be conducted. The Scoping and EIA process will commence in January 2017, for which the regulated processes will be followed. It is anticipated however that the appointed ecology specialist may undertake fauna and flora studies before then - possibly during December 2016 or early in 2017 after the rains.

 The proposed mine residue deposits (including the tailings storage facility and waste rock dump) require licensing in terms of the National Environmental Management Waste Act, No. 59 of 2008 (NEMWA). As such an application for a Waste Management Licence (WML) will be submitted to the DMR.

 Water uses associated with the proposed Ventersburg Project require licensing in terms of Section 21 of the National Water Act, No. 36 of 1998 (NWA) and as such a Water Use Licence Application (WULA) will be submitted to the Department of Water and Sanitation (DWS).

 Activities at the proposed processing plant require licensing in terms of Chapter 5 of the National Environmental Management: Air Quality Act, No. 39 of 2004 (NEMAQA) and as such an Atmospheric Emission Licence (AEL) is being prepared, and will be submitted to the National Department of Environmental Affairs (DEA) via the online South African Atmospheric Emission Licensing and Inventory Portal (SAAELIP), should Environmental Authorisation be received.

Should you require further information regarding the EIA process for the proposed Ventersburg Project please contact Prime Resources at [email protected] / 011 477 4888.

Should you wish to discuss this further with Gold One, please contact Ntsiki Kgame at [email protected] / 010 591 5236, or Jon Hericourt at [email protected] / 010 594 2871.

Yours sincerely

ITEM AGENDA ITEM MATTERS ARISING NO. meeting has already been advertised. BT suggested that the format of the rescheduled meeting be kept the same as originally planned. . BT explained the protest situation that was ongoing in Phomolong and that delaying the meeting by a week might provide enough time to diffuse the tension even if just for the day of the meeting. . BT suggested 2 March 2017 as an alternative date. He states that he would address the students and request calm for the public meeting. . 3 pm was decided as the meeting time. . Evan Cook (EC) of Gold One gave his approval of the new time and day, and noted that it would be unwise to approach an emotional public with a sensitive topic. . BT committed to informing the Phomolong public about the postponement. . BT and the community representatives (M.A. Ntsane and Marumo) confirmed that community were upset about service delivery and not the proposed mining development. . BT indicated that an informal community group has been formed after the notices for the meeting were placed. BT expressed his concern that this group was not representative of the community and that it had not followed a democratic elective process. . Erika du Plessis (EdP), facilitator for the Hennenman public meeting, advised that such a committee was premature and should only be considered following a successful application so that unrealistic expectations would not be created in the community. . EC and Moatlhodi Pitse (MP) suggested that the community be reassured Discussion of that the mining company will not engage with a committee that is not 4 events and representative of the community. Jon Hericourt and EC added that as part issues of the Social and Labour Plan (SLP) a stakeholder community is formed. GM confirmed that it will be clarified at the beginning of the public meeting that the current public consultation forms part of the EIA process and not the SLP process. . BT noted that the community is upset as they feel employment in the area is politicised. . EdP asked BT if he knew of a preventative method to limit the influx of informal settlers to the town following news spreading about the proposed mine. . BT advised that such in-migration cannot be stopped, largely because the local government does not have the capacity to prevent influx and implement by-laws. . BT noted his concern that in-migration to Phomolong would cause further

ITEM AGENDA ITEM MATTERS ARISING RESPONSE NO. . FV raised concerns about the influx of people as a result of the mine, and that people may start to illegally occupy his land. The informal area of Phomolong has already expanded to the fence that borders FV’s property (Uitsig 723 Portion 2). . Elize Vogel (EV) emphasised that they are very concerned about the influx of people into the area as result of the mine and that the mine needs to control this influx. . FV and EV raised concerns about their safety. . FV stated that currently maize and sunflowers are growing on his farm. . FV showed where the groundwater levels are shallower on the map (RE La Rochelle 760) but noted that groundwater is no shallower than 10 mbs across most of his land and that the average groundwater level is at 35-45 mbs. . EV stated that they have daily rain records. . FV said that the biggest problem they face is that GM said that the farming is a long term investment and that the mine environmental decisions also has long timeframes so he is not sure if he should by the authorities should keep investing in his farm. be made within the next . FV said that many of the farmworkers live in Phomolong (especially those with families as they prefer to be nearer to the clinic and school), some own property in Phomolong but live on the farm and others have been living on the farm for a long time. FV said that at present there were no written agreements between him and the farmworkers regarding the accommodation but that there was a verbal agreement or understanding that they reside on his property with his permission. FV emphasised that only employees and their direct families were allowed to reside on the farm. . FV said that there are currently 25 employees who live in Phomolong and 5 employees who live with their families on the farm. EV confirmed that most of these employees have houses in Phomolong. . FV asked if there would be a possibility for him to use the treated mine water on the farm. . FV and EV emphasised that the farm is well established and it would be difficult to pack up and move. . FV said that there are many mines in the area and he is
