1.0 INTRODUCTION

1.1 Robert West Consulting were appointed by Jones Lang LaSelle (JLL), on behalf of the Education Skills Funding Agency (ESFA) in April 2018 to provide transport planning and highways advice in relation to the proposed additional temporary accommodation for Hunsley Primary School, in Melton, HU14 3HS, within East Riding of (ERY).

Existing use

1.2 At present, Hunsley Primary School is an operational three form entry (3FE), 90 place primary school aged between four and 11, supported by 11 FTE staff members. The school opened in 2015 in temporary accommodation, located within a former youth centre, situated to the east of South Hunsley Secondary School and Sixth Form.

1.3 An existing site and location plan is included in Appendix A.

Planning history

1.4 It is understood that Council procured a contractor to undertake infrastructure works for a masterplan development, on the land to the east of Skillings Lane, Brough, comprising of a number of different use-class developments including a primary school (D1) in association with planning ref: 11/04104/STOUTE. The primary school site and associated works can be delivered once the infrastructure works for the wider site are complete.

1.5 In 2015, the ESFA submitted a planning application (ref: 15/00351/PLF) for consent to change the use of the former youth centre (Sui Generis) at East Dale to be used as a temporary free school (D1), Hunsley Primary School. In February 2015, a Transport Statement was prepared by Vectos Transport Planning Specialists and was submitted as a part of an application to convert the existing youth club building into a temporary primary school, whilst construction was undertaken for the permanent site on the land to the east of Skillings Lane.

1.6 Delays in the construction of the permeant school site necessitated the expansion of the existing temporary accommodation on the temporary primary school site. In December 2016, JLL, on behalf of the Education Skills Funding Agency (ESFA) appointed Robert West Consulting Ltd to provide transport planning advice in relation to the proposed additional temporary accommodation at Hunsley Primary School, East Dale Road, HU14 3HS.

Proposed development

1.7 Construction of the permanent primary school site (ref:11/04104/STOUTE) has been delayed further and as a consequence of the delays, the permanent site will not be complete and operation for September 2018 as previously planned.

1.8 The proposal seeks to facilitate the expansion of the temporary on-site accommodation by providing an additional temporary modular teaching block for an eight-week period, to accommodate the planned pupil intake of 120 pupils and 13 FTE staff for September 2018/2019 academic year.

1.9 There is no additional car parking provision proposed as a part of this application and the proposed temporary development plan is included in Appendix B.

Scope of work

1.10 This Transport Statement (TS) considers the likely transportation implications of providing an additional temporary teaching block at Hunsley Primary School and has been undertaken in accordance with guidelines set out by the government and relevant local guidelines.

1.11 A School Travel Plan (STP) has been submitted with the 2017 planning application.

Report structure

1.12 Following this introduction, the remainder of this TS report is structured as follows:

i. Relevant transport planning policy at national, regional and local levels are reviewed in Section 2.0.

ii. A review of the existing condition of the site and the wider area, including accessibility by non-car modes are outlined in Section 3.0.

iii. A review of the local highway network and road conditions in the surrounding area, including analysis of local accident data, is described in Section 4.0.

iv. A review of the existing site in terms of access, parking, servicing/delivery arrangements is presented in Section 5.0.

v. The temporary accommodation proposal subject of the planning application is described in Section 6.0.

vi. The existing mode of travel and the travel demand projected to be generated as a result of the development is identified in Section 7.0.

vii. Identification of the projected trip distribution is presented in Section 8.0.

viii. The transport and highways related impacts of the development and the mitigation strategy for the temporary accommodation proposals are outlined in Section 9.0.

2.0 POLICY CONTEXT

2.1 This section considers the relevant transport and planning policy as follows:

i. National Planning Policy Framework (NPPF) (2012).

ii. East Riding of Yorkshire Council’s Local Plan (ERYC) (2012 - 2029).

iii. ERYC, Third Local Transport Plan Strategy (2011).

NPPF (2012)

2.2 The NPPF was published by the Department for Communities and Local Government (DCLG) in 2012. The NPPF replaces and consolidates a number of Planning Policy Guidance notes (PPGs), Planning Policy Statements (PPSs), Minerals Planning Guidance notes (MPGs), Circulars and Letters to Chief Planning Officers.

2.3 The aim of the NPPF is to make the planning system less complex and more accessible, to protect the environment and to promote sustainable growth.

‘At the heart of the National Planning Policy Framework is a presumption in favour of sustainable development, which should be seen as a golden thread running through both plan-making and decision taking’.

2.4 The NPPF has a set of 12 core planning principles that underpin both plan-making and decision- taking. This includes a principle that should:

‘actively manage the patterns of growth to make the fullest possible use of public transport, walking and cycling, and focus significant development in locations which are or can be made sustainable’.

2.5 Section 4 of the NPPF, covering paragraphs 29 through 41, sets out the government’s guidance on promoting sustainable transport. It recognises that the smarter use of technologies can reduce the need to travel.

2.6 Paragraph 32 states that developments that generate a significant amount of movement should be supported by a Transport Statement or Transport Assessment and should take into account whether:

‘the opportunities for sustainable transport modes have been taken up depending on the nature and location of the site, to reduce the need for major transport infrastructure;

Safe and suitable access to the site can be achieved for all people;

Improvements can be undertaken within the transport network that cost effectively limit the significant impacts of the development. Development should only be prevented or refused on transport grounds where residual cumulative impacts of development are severe.’

2.7 Paragraph 35 states that, where practical, developments should be located and designed to:

‘accommodate the efficient delivery of goods and supplies;

give priority to pedestrian and cycle movements, and have access to high quality public transport facilities;

create safe and secure layouts which minimise conflicts between traffic and cyclists or pedestrians, avoiding street clutter and where appropriate establishing home zones;

incorporate facilities for charging plug-in and other ultra-low emission vehicles;

consider the needs of people with disabilities by all modes of transport.’

2.8 It is recognised that a key tool to delivering sustainable travel, and the principles set out in the NPPF, will be the implementation of Travel Plans. Paragraph 36 states:

‘All developments which generate significant amounts of movements should be required to provide a Travel Plan.’

2.9 The NPPF does not provide guidance on vehicle or cycle parking; however, it does provide guidance on what local authorities should take into account when setting their local parking standards. This includes:

‘the accessibility of the development;

the type, mix and use of development;

the availability of and opportunities for public transport;

local car ownership levels;

an overall need to reduce the use of high-emission vehicles.’

East Riding of Yorkshire – Local Plan 2012 – 2029 (strategy document)

2.10 The Local Plan was adopted in April 2016 and is devised of the following: a Strategy Document, a Site Allocation Document and Bridlington Town Centre Area Action Plan (AAP). The Strategy Document includes policies on the management of growth and development in East Riding to 2029.

2.11 The infrastructure Study which assessed the existing provision of and the strategic need for social, recreational and cultural services and facilities, which include schools found that there is a need for the provision of additional school capacity, as well as GPs and dentists. The provision of additional temporary accommodation on-site will therefore in line with Policy EC1 and Policy S3 by supporting the growth and diversification of the Melton and East Riding economy.

2.12 Policy EC4 seeks to enhance the use of sustainable transport in a bid to minimise congestion and improve safety. The Council will continue to support sustainable travel choices, encouraging local people to choose to reduce their car use and their associated carbon footprint.

2.13 Section C of the Local Plan states that the number of parking spaces for all new developments should reflect the level of public transport accessibility, the expected car usage on the site, the most efficient use of the space available and promotion of good design.

2.14 The Local Plan promotes measures such as provision of secure cycle parking, improved bus services, car share schemes can all act to reduce the amount of car parking required within a proposed development by encouraging a shift to more sustainable modes of transport.

East Riding of Yorkshire – Local Transport Plan (LTP) summary (2015).

2.15 The LTP represents the council’s aspirations for transport over the 2015 – 2029 period. The strategy is based around the following six strategic objectives:

i. Improve the maintenance and management of the existing transport network.

ii. Support sustainable economic growth and regeneration.

iii. Reduce carbon emissions.

iv. Improve road safety.

v. Support and encourage healthy lifestyles.

vi. Improve access to key services.

Policy requirements conclusions

2.16 The review of the transport planning policies has concluded that the temporary development for Hunsley Primary School is supported by policies at national and local levels as it is located where it will be accessible by walking, cycling and public transport and where increased transport sustainability can be promoted to reduce the impact of the development on the highway network.

3.0 SITE CONDITIONS AND ACCESSIBILITY

3.1 This section provides details of the site and its accessibility by non-car modes, including walking, cycling and public transport.

Existing site

3.2 The site is located with the village of Melton, HU14 3HS within East Riding of Yorkshire. It is located to the south of East Dale Road and is accessed through a car park from an unnamed road west of the junction with Melton Bottom.

3.3 The site is bound by East Dale Road and residential properties to the north, residential properties on Reynolds Close to the east, South Hunsley Secondary School and Sixth Form College to the west and a green field and the A63 road to the south.

3.4 The site is occupied by Hunsley Primary School, an operational (3FE) 90 place primary school. The location of the site is shown in Figure 3.1 and the existing site layout is contained in Appendix A.

3.5 The school site currently consists of two main buildings, ie the old youth centre and the temporary modular classroom with a staff car park situated to the north and a green field to the south.

Wider area

3.6 The site is located within the village of Melton, which is approximately 8 miles west of city centre, north of the bank of Humber Estuary. The A63 is located approximately 120m to the south of the site. The A63 is a major arterial route through Yorkshire, which connects and Kingston upon Hull.

3.7 The site is situated within an existing urban area, which is predominantly residential is nature, with properties located to the north and east of the site. It also lies within the curtilage of South Hunsley Secondary School and Sixth Form College buildings, which are located to the west of the site.

3.8 Nearby villages Welton and Brough to the west and to the east have a number of small local retailers, public houses, take away restaurants, churches and supermarkets all of which are located approximately within 2km of the site.

3.9 There are six schools located within a 2.5km radius of the Hunsley Primary School site, three of which are primary schools: Brough Primary School, Welton Primary School, North Ferriby EC Primary School, one secondary and sixth form school: South Hunsley School, one pre-school: Building Bricks Pre-School and one SEN school: St Ann’s Community Special School.

Site accessibility

3.10 The following paragraphs describe the accessibility of the site by walking, cycling and public transport.

Walking

3.11 Footways of approximately 2m in width are provided on each side of the site’s gated access road and gates are provided to allow pedestrian access into the site.

3.12 Footways within the vicinity of the site are of mixed widths but on average are approximately 1.5m in width along both sides of East Dale Road. The southern footway on East Dale Road, at the main entrance into the school is considerably wider; the provision of green verges extends the footway width to approximately 4m, providing a transitional space at the entrance into the site.

3.13 The site’s surrounding residential streets (ie Melton Bottom, Reynolds Close, East Dale Road and Melton Old Road) are provided with footways on both sides of the carriageway and drop kerbs at regular intervals to enable informal uncontrolled crossing for pedestrians. Wayfinding signage and street lighting is provided at regular intervals along the length of East Dale Road and the residential streets near the site.

3.14 The Institute for Highways and Transportation’s (IHT) ‘Guidelines for Providing for Journeys on Foot’, advises that a distance of 2km is a ‘preferred maximum distance for commuting, accessing

local amenities and sight-seeing journeys’. Welton and Melton have a number of local amenities, retailers and restaurants which can be accessed within 2km of the site. Therefore, the local area is well connected by footways and a variety of local amenities are assessible within a short walking distance of the site.

Cycling

3.15 National Cycle Route 65, which runs between and Middlesbrough can be accessed from Welton Old Road approximately 400m to the west of the site or from the A63, approximately 120m to the south of the site, where off-road cycleways are provided. Figure 3.2 shows the existing on- road and traffic-free cycle routes within the immediate vicinity of the site.

3.16 In addition to the National Cycle Route 65 located within 400m of the site, there is also a short advisory cycle lane on the western arm, on approach to the East Dale Road, Melton Bottom signalised junction. Each arm of this junction is provided with advanced stop lines for cyclists.

Public Transport Accessibility

Bus routes

3.17 The nearest north and southbound bus stops (within 400m) of the site are located on East Dale Road, north of the junction with Melton Bottom, and accessed in less than one minutes’ walk respectively. These bus stops are served by routes: 143, 153, 155/155a and the bus stop is provided with a waiting area, a flag and a timetable.

3.18 Adjacent to the vehicle access into South Hunsley Secondary School and Sixth Form College on East Dale Road, there are two bus stops situated approximately 160m (three minutes’ walk) to the west of the site. These bus stops are also served by routes: 143, 153, 155/155a and the bus stop is provided with a bus shelter, a seat, a flag and a timetable. 3.19 Bus services are available at stops located on East Dale Road, to the west of the school site and Melton Bottom to the north of the site and the frequencies of the routes are summarised in Table 3.1 for the morning, afternoon and evening peaks.

3.20 The bus frequencies shown in Table 3.1 demonstrate that the site is well served by buses and bus route 153 will serve the school during the busiest peak hours (ie 3pm to 4pm). The other listed services serve the site during various times throughout a given weekday.

National Rail

3.21 The nearest National Rail station is Ferriby Station, which is situated approximately 2.8km south- east of the site, which can be reached by a 34-minute walk or via the 155-bus service. This station is operated by the train operator company Northern, which provides hourly train services to Hull, Doncaster, Bridlington, Sheffield and . Additional services are provided during peak hours.

3.22 Brough National Rail Station is situated approximately 4km to the south-west of the site and can be reached by an 18-minute bus journey via bus route 155 or 153. The station is managed by TransPennine Express, but is also served by Northern, Hill Trains and Virgin Trains East Coast. Brough Station provides services to London King’s Cross, Manchester Piccadilly (one train per hour) via Leeds, , Doncaster (two trains per hour), Sheffield (one train per hour) and York (one train per hour) via .

Summary

3.24 The site is bound by East Dale Road to the north, residential properties of Reynolds Close to the east, South Hunsley Secondary School and Sixth Form College to the west and the A63 to the south.

3.25 The site is occupied by Hunsley Primary School, an operational 90 place primary school.

3.26 The immediate area surrounding the site is well connected by footways, crossings and cycleways. There are a number of public transport routes (via bus or train) to access the site from the cardinal and immediate directions, therefore the site’s permeability is good and without obstructions to routes.

4.0 LOCAL HIGHWAY NETWORK

4.1 This section reviews the local highway network and road conditions in the area surrounding the site, including an analysis of local accident data.

Local road network

4.2 The most likely to be impacted by the school’s expansion proposals are described below.

East Dale Road

4.3 East Dale Road is a two-way 30mph single carriageway road, running in a general east to west direction, and starts at its junction with Melton Bottom and Melton Old Road, to the east until its junction with Lowfield Lane and Welton Old Road to the west.

4.4 The road is predominantly residential on the southern side and is lined with vegetation (ie bushes and trees) at the northern kerbline. This road provides the main vehicular access, via a gated private road to the west of the junction with Melton Bottom, into the school’s staff car park and the parent drop-off and collection location to the north of South Hunsley Secondary School and Sixth Form.

4.5 In the vicinity of the site, the demarcated footways on East Dale Road are approximately between 1.5m to 1.8m in width, however the provision of green verges location along the length of this road, which gives a perception of open space for pedestrians. Street lighting is located at regular intervals, ‘slow’ markings are provided in the carriageway and wayfinding signage is provided in addition to transport timetable information and public transport waiting areas.

4.6 There are no controlled crossings located along this residential road, however dropped kerbs are provided to facilitate informal, uncontrolled pedestrian crossing.

4.7 At the junction with Melton Bottom, East Dale Road becomes Melton Old Road, a residential road, which is a no through route, and is unlikely to be impacted by the proposed temporary accommodation for Hunsley Primary School.

4.8 At the junction with Lowfield Lane (which is a no through route and provides access to one of the South Hunsley Secondary School and Sixth Form on-site car parks), East Dale Road becomes Welton Old Road, which leads to Welton Village. The existing local highway conditions on Welton Old Road are set out below.

Melton Bottom

4.9 Melton Bottom is a two-way 30mph single carriageway road, running in a north to south direction and starts to the south at the signalised junction with East Dale Road and Old Melton Road where the road is predominantly residential.

4.10 The street is lined with a continuous single white line located on both sides of the road and parking occurs within residential driveways. There are two bus stops are located at the southern end of this road, provided with bus cages within the carriageway. To the north of the bus stops, the footway on the western side of the road ends, however footway of approximately 2m in width is provided along the length of the eastern side of this road.

4.11 To the north of Melton Bottom, there is a three-arm roundabout, Melton Bottom continues via the first arm towards Willerby and and the carriageway is marked with a 50mph speed restriction marking, which is accompanied by corresponding signage. National speed limit is adopted on the eastern arm of the roundabout, where the road becomes South Lawn Way, connecting to the A63 further south.

Welton Old Road

4.12 Welton Old Road is formed at the priority junction with Lowfield Lane and East Dale Road. The road is a two-way 30mph single carriageway road, running in an east to west direction. Similarly, to East Dale Road, the southern side of the road is lined with residential properties and the South Hunsley Secondary School and Sixth Form, while the northern side of the road is predominantly lined with vegetation and further west a small number of residential properties.

4.13 Welton Old Road becomes Laydwell Gate at its priority junction with Park Road, leading into the one-way operation around St Helen’s Church via Church Street in the village of Welton, where there are a number of small local businesses, restaurants and bars. The one-way traffic operation leads to Cowgate, which provides access to the A63 road.

Wider street network

4.14 The A63 is located 120m south of the site, which is a major arterial route through Yorkshire, connecting Leeds and Kingston upon Hull and connects to the A164 further east near the .

On-street parking

4.15 The streets surrounding the site do not have any parking restrictions, however all residential properties are provided with off-street on-site parking (ie driveways, garages).

4.16 The school has three locations for drop-off (park and stride) to take place: on-site, on-street (ie East Dale Road and Melton Old Road) and within the visitor parking area of the South Hunsley Secondary School site. It is understood from discussions with the school that on-street parking does not occur outside of peak times associated with the school and at present on-street parking is not an issue.

4.17 Figure 4.1 shows the existing park and stride locations for Hunsley Primary School.

Personal injury accident data

4.18 Personal injury accident (PIA) data was obtained from Crashmap for the most recent five-year period between 2013 – 2017 for a study area comprising of 400m radius from the application site. A plan illustrating the location of the accidents and a list of the accidents included within the analysis is contained in Appendix D of this report. Table 4.1 summarises the severity of the accidents occurring during the period of the study.

4.19 Table 4.1 shows there were 16 slight accidents and one serious accident during the study period.

4.20 The table shows that there has been a reducing trend in the number of accidents, from five accidents in the 2013 to three accidents in the 2017.

4.21 Table 4.2 shows the types of road user that have been involved in accidents, summarised by severity. A total of 27 persons were injured in the 16 accidents occurring in the study area.

4.22 Table 4.4 shows that the majority of road users (55%) that were injured were either car drivers or HGV drivers. A total of 26% of all casualties were vulnerable road users (i.e. pedestrians, cyclists and motorcyclists).

Serious casualties

4.23 The data showed that there was a one accident that resulted in a serious casualty within the study area during the five-year period.

4.24 The following bullet point summarise the aforementioned accident, including the location and cause of the accident:

i. On Thursday 26 September 2013 at 07:22, an accident occurred between three HGVs On Monks Way West. The accident resulted in a pedestrian and a HGV driver to sustain slight injures, while another HGV driver sustained serious injuries.

Accidents involving children

4.25 The collision data was also analysed to determine how many school aged child (up to 11 years of age) casualties occurred in the study area over the five-year period. Three accident involving children occurred during the school opening times within the study area as described below:

i. On Thursday 25 April 2013 at 08:30, a collision occurred at Melton Old Road when a cyclist collided with an open door of a vehicle. It resulted in 11 – 15-year-old cyclist to sustain slight injuries.

i. On Thursday 29 September 2016 at 16:00 at the junction between Melton Old Road and Gibson Lane North. A collision occurred a vehicle attempting to turn collided with an oncoming cyclist. It resulted in 11 – 15-year-old cyclist to sustain slight injuries.

ii. On Friday 15 September 2017 at 08:30 at the junction between Melton Old Road and Melton Bottom. A collision occurred a vehicle attempting to reverse collided with a cyclist. It resulted in 5 – 15-year-old cyclist to sustain slight injuries.

Accidents on East Dale Road

4.26 Further analysis of the accident data was undertaken to understand if there is a trend in accidents occurring on the East Dale Road, as this will be primary pedestrian route to the school. There was a total of two accidents occurring on East Dale Road that resulted in two casualties.

4.27 Both accidents involved vulnerable road users, one cyclists and one motorcyclist, both sustaining slight injuries. The motorcyclist was involved in a collision with a vehicle, while it is not known how the cyclist’s accident occurred. Both accidents occurred outside the school peak periods.

Summary

4.28 The streets within the immediate vicinity of the site, of which are likely to be impacted by the proposal to introduce an additional temporary modular classroom are: East Dale Road, Melton Bottom and Welton Old Road. On-street parking on these streets is unrestricted, however all residential properties are provided with on-site parking (ie driveways). It is understood from discussions with the school that on-street parking does not occur outside of peak times associated with the school. Melton Bottom and Welton Old Road provide connections to the A63, a major arterial route through Yorkshire, located 120m south of the site.

4.29 The accident record suggests that there is no specific pattern or trend to accidents that would suggest that pupils are currently at significant risk of being involved in an accident on the journey to/from school. A full accident record report is included in Appendix D.

5.0 EXISTING USE

5.1 The operation of the existing Hunsley Primary School temporary site as a teaching space is described in this section.

Site overview

5.2 At present, Hunsley Primary School is an operational 3FE (90 place) primary school, employing 11 members of FTE staff.

5.3 The school day begins at 09:00 for all pupils, however the site is open to arriving pupils from 08:50 and the school day ends at 15:30. It is understood that teacher will only release pupils at the end of the day directly to their parent, guardian or carer.

5.4 The school operates afterschool enrichment activities (ie homework club, which begin at 15:30 and end at 16:30 and afterschool enrichment clubs (ie science clubs, sports clubs and eco gardeners club) which occur between 15:30 – 16:30.

5.5 The school site currently consists of two main buildings (ie the old youth centre and the temporary modular classroom with a staff car park situated to the north and a green field to the south.

5.6 The school have a number of afterschool enrichment activities and it is understood of the current 90 pupils that attend Hunsley Primary School, 26 pupils attend the afterschool enrichment activities.

Admissions

5.7 The school’s 2017/2018 admissions policy states the allocation of places at the primary school is based on: criterion ii, which states pupils living within the school’s catchment area will be prioritised and criterion v states that places will be allocated to prospective pupils whose residence is closest to the school site.

Access arrangements

5.8 An internal road runs through the site connecting East Dale Road to the school’s on-site car park, this road provides the formalised entry for pedestrians, cyclists and driving members of staff.

5.9 The main pedestrian access to the school and the sixth form college is from East Dale Road, and the pedestrian access takes the form of two gates located either side of the main vehicle access gate. The pedestrian gates lead to footways of approximately 1.8m in width providing access to the car park and the main school building on-site (the former youth centre).

5.10 Cyclists can cycle into the site on-carriageway via the gated access road or dismount walk their bicycle via the footways provided either side of the internal access road.

Drop off and collection

5.11 It is understood that some drop off and collection activity occurs on-site, within the car park.

5.12 The remaining drop off and collection by vehicle is park and stride, which is split across two locations: one on-street on East Dale Road and Melton Old Road and the second within the South Hunsley Secondary School site.

5.13 The 28 visitor parking spaces at the South Hunsley Secondary School site are also reserved for parents to drop off and/or collect pupils at Hunsley Primary School. Pupils are accompanied by staff via a ‘walking bus’ to/from the secondary school site for drop off and collection.

Parking provision

5.14 Hunsley Primary School has an on-site car park located to the north of the site with an access from East Dale Road. The car park provides 10 car parking spaces for staff only, including one disabled parking bay, located near the entrance.

5.15 There is visitor parking provision for the primary school located in the main South Hunsley Secondary School and Sixth Form site.

Servicing and deliveries

5.16 Deliveries for the school takes place on-site via the access from East Dale Road and approximately two deliveries are made on a daily basis, occurring at various times throughout the day.

5.17 Refuse collections take place on-site via the access from East Dale Road and collections occur once a week.

Summary

5.18 Hunsley Primary School is an operational 3FE (90 place) primary school and employs 11 FTE members of staff.

5.19 The main pedestrian access to the existing site is provided to the north of the site from East Dale Road and the only vehicular access point into the site is located via a gated internal access road, accessed from East Dale Road, which leads into the school’s on-site car park for staff only. The on-site car park provides parking for 10 vehicles, of which one space is a disabled bay.

5.20 Visitor parking and parent drop-off and collection occurs within the South Hunsley Secondary School and Sixth Form site, where there are 28 parking spaces provided for visitors. It is understood from discussions with the school that on-street parking does not occur outside of peak

times associated with the school and at present on-street parking is not an issue.

6.0 DEVELOPMENT PROPOSALS

6.1 This section summaries the main characteristics of the proposed development in terms of its users, accesses, parking and servicing.

6.2 The proposed site layout is provided in Appendix B.

Development proposal

6.3 At present, the Hunsley Primary School is an operational 90 place primary school with 11 FTE members of staff.

6.4 Due to delays with the construction of the permanent school development, an additional temporary modular teaching block is required to provide on-site temporary accommodation for the additional pupil intake in the 2018/2019 academic year. The development proposal seeks to facilitate the expansion of the temporary on-site modular teaching classrooms.

6.5 A total of 120 pupils (4FE) and 13 FTE staff are proposed for the academic year of 2018/2019.

6.6 The school’s proposal for additional on-site temporary accommodation do not include changes to the school’s operational timetable.

Pedestrian and cycle access

6.7 The main pedestrian access point into the school for secondary pupils is proposed to remain in the same location, via an internal, gated access road, access off East Dale Road, to the west of the Melton Bottom and Melton Old Road signalised junction.

6.8 The main access point for primary pupils cycling to school will remain via the gated internal access road, cyclists can also dismount and travel by the footways, which are approximately 1.8m in width, provided on each side of the carriageway.

6.9 Staff can access the school from the main entrance off East Dale Road via the internal access road, which leads to the school’s staff car park. Cycling staff will also access the school via the internal access road off East Dale Road.

Vehicular access

6.10 The existing vehicular access to site from East Dale Road, to the north of the site, will be retained and there are no proposed changes to the existing vehicular access points.

Parking arrangements

6.11 The development does not propose additional car parking provision, which is in keeping with national and local policies and is feasible due to the local catchment area and the area within the immediate vicinity of the site having a good level of access to public transport services (ie buses).

6.12 The location of drop-off and collection will remain the same following the construction of the additional temporary modular classroom.

6.13 Parent pick up and drop off numbers are likely to increase as a result of an increase in the pupil population, however of the additional 30 pupils for 2018/2019 academic year, 12 of these pupils are siblings of pupils currently attending the primary school. These 12 pupils are likely to arrive with their sibling (ie in a car share, if driving), which would not generate additional trips.

6.14 In addition, a School Travel Plan prepared by the school, which has been submitted to ESFA will include measures to monitor the travel behaviour of visitors of the school to promptly address any shortage of cycle or vehicle parking bays, should any be identified in the future.

Deliveries and servicing

6.15 The existing arrangements for delivery and servicing of the school will not be impinged by the proposals to expand the school’s temporary accommodation on-site: delivery and servicing activities will continue to occur on-site as per existing, accessed from East Dale Road.

6.16 Refuse and recycling collections will continue to occur once a week. It is noted that the addition of the temporary modular classroom to accommodation pupil and staff expansion is likely to result in an increase in the volume of waste produced, however, this will be collected within the existing vehicle trips made to the site and there will be no increase in refuse or recycling vehicle movements.

6.17 It is anticipated that these trips will be managed to occur outside of the peak periods, as per the existing strategy.

Summary

6.18 The proposal for Hunsley Primary School seeks to provide an additional temporary modular classroom, to facilitate the school’s expansion and to provide alternative temporary accommodation, whilst the permanent school development is under construction.

6.19 There will be no changes to the location of access into the car park or number of parking spaces provided for vehicles.

6.20 The location of drop-off and collection will remain the same. An increase in drop off and pick up numbers is expected, however 40% of the new pupils have siblings at the school, which would increase the potential for car sharing (vehicle occupancy).

6.21 Refuse collections and delivery and servicing activity will remain unaffected by the proposals, and will continue to take place on-site, accessed from East Dale Road.

7.0 TRIP GENERATION

7.1 This section outlines the current mode of travel to and from the school site and identifies the travel demand projected to be generated by the proposed expansion of the pupil population and of the on-site temporary modular classroom.

Travel surveys

7.2 Hunsley Primary School is currently operational in temporary accommodation, whilst construction for the permanent school development is being completed. And as such, the data collected via the pupil and staff travel surveys, which were previously conducted in January 2017 (to inform the TS prepared by Robert West in February 2017 for the first temporary modular classroom) are still relevant and will be used to establish the modal share of pupils and staff at the school to inform this TS.

Pupil survey results

7.3 The pupil ‘hands up’ surveys were undertaken in January 2017 and results of the survey data collected are documented in the forthcoming paragraphs.

7.4 The survey received a 91% response rate from the primary pupils of the school, which means that the survey can be considered to be reflective of existing pupil travel behaviour, in order to estimate trips generated by the increase in pupils for the academic year 2018/2019.

7.5 It is understood that 12 (40%) of the 30 additional pupils are siblings of existing pupils and so it has been assumed that these pupils will travel with their sibling, which will not result in additional trips.

7.6 Table 5.1 provides the mode share split for the respondents and the projected trip generation for the existing (ie 90 pupils), additional1 (ie 18 pupils) and planned capacity of the primary school (ie 120 pupils).

7.7 Table 5.1 shows that the pupils of Hunsley Primary School predominantly travel by car to and from the school site, with the majority arriving by the park and stride method (53%). Car trips account for 88% of the total trips, however, no pupils currently car share.

7.8 The surveys recorded that no pupils currently arrive via cycle or public transport (ie public buses or train), and 12% travel by sustainable active modes of travel (ie 8% scooter to school and 4% walk to school). This is understandable given the age range of pupils at Hunsley Primary School (ie Reception and Year 1 pupils).

7.9 Table 5.1 reveals that an additional 16 trips by car are anticipated for the 2018/2019 academic year, of which is it assumed six additional trips will drop off and pick up on-site (ie within the car park) and 10 additional trips will be split between the drop off/pick up location within the South Hunsley Secondary School site and on-street (ie East Dale Road and Melton Old Road) parking.

Staff survey results

7.10 A survey was also undertaken amongst staff members to record how they travel to and from the site; the survey was undertaken by providing each individual staff member with a short questionnaire to complete.

7.11 The staff survey conducted by Robert West in January 2017, received a 100% response rate and is therefore considered to be representative of the school’s existing staff travel behaviour. Table 5.2 provides the mode share split of the respondents and the projected trips generation for the existing 11 FTE staff members and the additional two staff members following the expansion.

7.12 Table 5.2 shows that staff predominantly travel to work by car (89%, of which no staff currently car share or park nearby and walk to the site). 11% of staff travel to the school by cycling and no members of staff travel by public transport (ie buses or train services) or via walking.

7.13 Table 5.2 indicates that intake of a new year group in the 2018/2019 academic year, the reason for the provision of an additional temporary on-site modular classroom, will generate two additional staff trips by car.

7.14 At present the car trips generated by members of staff is accommodated for within the existing staff car park arrangements. It is understood that staff currently double park on-site behind one another.

Arrival and departure profile

7.15 It is understood that the existing operational timetable will remain the same following the introduction of the proposed temporary on-site modular classroom.

7.16 The busiest peak is anticipated to be in the morning between 08:30 and 09:00. The number of afterschool enrichment activities and sports clubs on offer will result in pupils departing the site in a staggered manner in the afternoon.

Summary

7.17 Hunsley Primary School is currently operational and as such surveys were conducted in January 2017 to establish the existing modal share of pupils and staff at the school.

7.18 Pupils predominantly travel by car to and from the school site (88%, of which 53% of car trips park and stride to the site, while 35% drop off and collect nearby the site), 12% travel by active sustainable modes of travel (8% scooter and 4% walk). No pupils identified that they cycle, however this is understandable given the age range of pupils at Hunsley Primary School (ie reception and year 1 pupils).

7.19 Similarly, school staff predominantly travel to work by car (89%, and no staff identified that they car share). The remaining members of staff identified that they travel by bicycle (11%).

7.20 The increase in pupil intake for the 2018/2019 academic year is anticipated to generate one additional walking trip, two additional scooter trips, eight additional car trips (ie six pupil trips and two staff trips), and 10 additional park and stride trips amongst pupils and staff.

7.21 Due to the school’s existing afterschool enrichment programme, trips are anticipated to be staggered between 15:30 and 16:30. The busiest period is anticipated to be in the morning, between 8:30-9:00; the school’s operational hours are not proposed to change.

8.0 TRANSPORT IMPACTS AND MITIGATION

8.1 This section of the report considers the impact of the proposed development on the local highway network and the on-site parking provision.

Local highway network

8.2 As stated in Section 6.0, it is estimated that the proposed development will generate the following additional pupils’ car trips:

i. Morning peak periods (08:00 to 09:00): 16 arrivals trips and 16 departure trips.

ii. Afternoon peak periods (15:00 to 16:00): 11 arrivals trips and 11 departure trips.

8.2.1 Two additional members of staff will be employed, generating an additional two car trips, anticipated to occur in the staff’s morning peak hour (before 08:00) and an additional two trips in the evening, following 15:30.

Video survey analysis

8.3 On Tuesday 10 January 2017, between 07:00 to 19:00, queue length analysis was undertaken using video footage at the East Dale Road, Melton Bottom and Melton Old Road signalised junction to understand the existing level of queuing occurring on each arm. The results of the 2017 queue length surveys demonstrated that:

i. No queues were observed on Melton Bottom during the school’s AM and PM peak periods

ii. On Melton Road: five vehicles were observed to queue during the AM peak and 10 vehicles were observed in a queue during the PM peak.

iii. On East Dale Road: 10 vehicles were observed to be queueing during the AM peak and no vehicles were observed queueing during the PM peak.

8.4 The low levels of queueing recorded during the school’s peak hours demonstrates that the existing vehicle trips (ie arrivals and departures) do not currently impact the capacity of the local highway network.

8.5 An increase of an additional two staff vehicle trips and 16 pupil vehicle trips is therefore unlikely to have a detrimental impact on the local highway network surrounding the school site.

8.6 The above level of additional traffic generated is expected to have a negligible impact on the capacity of the site’s immediate and surrounding road network. Therefore, no mitigation measures are needed. However, measures and initiatives to further reduce the existing number of peak hour car trips to the site and promote active sustainable modes of transport are presented in Section 10.0 of this report.

Parking

8.7 The proposals for the temporary modular classroom includes retaining the existing on-site vehicle parking provision of 10 spaces. There is no on-site parking provision for pupils at present or proposed, and any drop off and pick up for pupils will continue to occur as existing.

8.8 The area surrounding the site has unrestricted on-street parking, it is understood some parents park on-street on East Dale Road and Melton Old Road to drop off or collect pupils. Of the 16 pupil trips (ie pick up and drop off) by car, six are expected to occur on-site, and 10 are anticipated to be split between the two park and stride locations (ie in visitor parking at the secondary school site and on-street). The split of these trips across the two park and stride locations is unlikely to generate any substantial impacts.

School Travel Plan

8.9 It is understood that the school have prepared a School Travel Plan – seek to reduce parking spaces / reduction of car useage amongst pupils and staff

Road safety

8.10 The assessment of personal injury accident data indicates that there are no existing issues that require physical mitigation measures.

8.11 It is recognised that there will be additional car, walking and cycling trips to/from the site as a result of the new primary school intake for the 2018/2019 academic year, which may increase the likelihood of collisions between pedestrians or cyclists with vehicles. However, existing low traffic flows (recorded in the video surveys) and the presence of the existing pedestrian and cycling facilities in the area are considered to be sufficient in reducing potential conflicts between pedestrians/cyclists and vehicles.

8.12 Therefore, no mitigation measures are needed. Nonetheless, the school should implement road safety training and other measures through its STP. The school should also seek to achieve car mode share reduction targets to limit the number of additional vehicles that are on the local road network, particularly for school staff to reduce the demand for the on-site car park, in line with STP measures set for the school.

Mitigation

Parking

8.13 The school’s existing staggered timetable in the afternoon will assist in smoothing demand for on- site and on-street parking associated with drop-off and collection. The variety of locations (ie on- site, on-street and within visitor parking at the secondary school site) for drop off/pick up to occur is also likely to spread the demand.

8.14 Retaining the existing number of staff parking provision will discourage staff from driving to the school site. Additionally, the STP prepared for the 2017 planning application should aim to increase the use of non-car modes, which will reduce the demand for car use.

Summary

Impacts summary

8.15 The proposed development is anticipated to have a negligible impact on the capacity of the local highway and footways network.

8.16 It is recognised that there will be additional car and walking trips to/from the site as a result of the proposed development which may increase the likelihood of collisions between pedestrian or cyclists with vehicles. However, the presence of the existing facilities in the area are considered to be sufficient in reducing potential conflicts between pedestrians/cyclists and vehicles.

Mitigation summary

8.17 The retention of the existing on-site car parking spaces only for staff, the school’s existing timetable staggering in the afternoon and a STP (prepared for the 2017 planning application) are proposed to limit the impact of the development site on the surrounding road network and to encourage sustainable transport modes as much as possible.

9.0 CONCLUSIONS

9.1 The conclusions of this Transport Statement are as follows:

i. Hunsley Primary School is currently located on a temporary site, to the east of South Hunsley Secondary School and Sixth Form College. In 2017 a temporary modular classroom was installed to accommodate an increase in pupils that academic year and as a result of delays to construction works for the permanent school’s site. The existing temporary school at the former youth centre opened was opened in 2015 and currently has 90 pupils and 11 members of staff (2017/2018).

ii. The construction works procured by East Riding of Yorkshire Council, for the permanent site (located on the land to the easts of Skillings Lane) have been delayed further and the site will no open in September 2018 as originally planned. An additional temporary modular classroom will be required to accommodate an additional 30 pupils (of which 12 are siblings of existing pupils) and two FTE members of staff (ie 120 pupils and 13 FTE staff in total).

iii. The accident record suggests that there is no specific pattern or trend to accidents that would suggest that pupils are currently at significant risk of being involved in an accident on the journey to/from school. A full accident record report is included in Appendix D.

iv. The increase in pupil and staff intake for the 2018/2019 academic year is anticipated to generate one additional walking trip, two additional scooter trips, eight additional car trips (ie six pupil trips and two staff trips), and 10 additional park and stride trips amongst pupils and staff. The busiest period was anticipated to be in the morning, between 8:30-9:00, as staggering occurs in the afternoon peak as a result of afterschool enrichment activities.

v. No additional deliveries or recycling/refuse trips are proposed for the proposed temporary modular classroom.

vi. The existing on-site staff car parking provision is proposed to remain as per existing. There will be no increase in refuse and recycling movements and additional waste will be collected within the existing vehicle trips made to the site. Additional deliveries are expected; however, this can be accommodated for on-site and will have a negligible impact on the surrounding road network.

vii. The proposed temporary accommodation development is anticipated to have a negligible impact on the capacity of the local highway and footways networks.

viii. The retention of the on-site staff parking provision, the number of prospective pupils with a sibling at the school (ie 40% of the additional intake), the STP (prepared in support of the 2017 planning application) and the variety of drop off/pick up locations (ie on-site, on-street and within visitor parking at the secondary school site) will limit the impact of the temporary development on the surrounding road network. The STP should seek to encourage sustainable transport modes as much as possible and seek to reduce car usage for pupils and staff.

9.2 With the proposed mitigation strategy in place, the proposed development is considered to be acceptable on transport and highways grounds and its likely transportation effects are considered to be negligible.
